In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.

A tobacco ripeness grading meter was designed and constructed using the color sensor, its performance was evaluated. A degree of ripeness grading of a leaf is very closely related to the measured tobacco leaf color. Measuring the small amount of the reflectance precisely depends on the apparatus including color sensor, light source, detector sensitivity, and geometric characteristics of appratus. To analyze and minimize the variational effects, experiments to select the proper condition were performed. Because of the combined effect mentioned above, the system has some variation on its response. Basis on the results of the experiments, prototype was developed and interfaced to a computer system. The main components of prototype included a tungsten lamp as a light source, Amorphous full color sensor with three filters, regulated D.C. power supply, OP - AMP(741 TC) for amplification, AR - B3001 board for interfacing to a computer with analog to digital conversion, and a compatible IBM PC XT computer. The experimental results of the developed ripeness tobacco leaf measurement system are summarized as following: [1] The output readings of ripeness grade meter for tobacco leaf, which is based on harvesting time, showed the apparent difference in variety of different quality. It was considered suitable that three filters(red, green, blue) in Amorphous full color sensor could be used in four different ripeness degree measurement of tobacco leaf. [2] The output readings of ripeness grade meter for tobacco leaf, which is based on government procurement, showed apparent difference in variety of different quality. Tobacco leaf varieties to stalk position are divided into tips, leaf, cutters, and primings, It is considered suitable that only red filter in the sensor could be used to classify the grade of tobacco leaf within the same kind tobacco stalk. However, the ripeness grade meter was not adequate to classify all the tobacco grades in the four different tobacco leaves.

The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM's efforts to help implement the government's policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

To identify current status of research funding and open access, this study analyzed the data available in science and technology articles had been published by S university's faculty members. The study showed that 71% of the articles funded by their universities or other research sponsors, whereas very few of articles have been self-archived for open access. So, government-sponsored research outputs could not be found in search engine Google Scholar. In developed countries, researchers who have received grants by the public or private sponsors should not only publish articles on scholarly journals but also deposit their digital research outputs in the repositories. Therefore, it is advisable for Korea research sponsors to strengthen and carry out open access mandate related laws. It is very important for universities as well as for their faculties that published articles' impact can be maximized by enabling open access. So, universities may as well construct their repositories and collect the contents with enthusiasm.

As the acceleration of digital convergence has been deepen and extended to convergence of human, things, and space, the various forms of convergence have been appeared and extended. This paper presents the aim of the system's change which embodies the collaborative electronic government of the application service, which applies the UIT as the changed feature from e-Gov to u-Gov and attains the administrative idea which the u-Gov pursues. It analyzes and applies the propulsive plan of the policies to u-Gov, which is resulted from the variation of the convergence community, and the feature of the UIT, and then it proposed the service model of the new u-Gov with circulation instance adumbration which applies the UIT as the objective realization means of the ultimate administration.

As laws regarding the execution of governmental and public corporate advertising have been enforced since 2018, the need for the increase in effectiveness and public benefits of governmental advertising has been suggested. This research focuses on the government's health campaigns regarding well-being, hygiene, and safety and thus conducts an in-depth research into strategies and the future course of policies. First, it analyzes domestic/international governmental advertising in the realm of health campaigns and specifically studies governmental advertising that employs media technologies in health communications. Furthermore, through in-depth interview with 10 health campaign experts, the study explores possible plans of utilizing the ever-developing field of digital technology. The results of this research show that it is imperative to target and strategize according to the purposes of health campaigns. It is also important to set the appropriate parameters of the campaigns according to the given budget while securing the quantity and quality of creativity. Also, it will be crucial to utilize media technology to the fullest extent and strategize around it. Therefore, this research suggests theoretical as well as practical strategic plans to increase the effectiveness and efficiency of governmental advertising in the realm of well-being, hygiene, and safety in health campaigns.

In this research, text mining techniques were used to analyze the papers related to the "4th Industry". In order to analyze the papers, total of 685 papers were collected by searching with the keyword "4th industry" in Korea Journal Index(KCI) from 2016 to 2019. We used Python-based web scraping program to collect papers and use topic modeling techniques based on LDA algorithm implemented in R language for data analysis. As a result of perplexity analysis on the collected papers, nine topics were determined optimally and nine representative topics of the collected papers were extracted using the Gibbs sampling method. As a result, it was confirmed that artificial intelligence, big data, Internet of things(IoT), digital, network and so on have emerged as the major technologies, and it was confirmed that research has been conducted on the changes due to the major technologies in various fields related to the 4th industry such as industry, government, education field, and job.

In this study, we have look through the national progress of computer science education in South Korea and analyzed the main subjects and contents of each period. We suggests the ways to evolve the current computer science education in terms of class hours for computer science education, hierarchical instructions, and the limitation of current national curriculum. In South Korea, it has been leaded the computer science education in the world since the it was promoted in earnest since 1995. Based on the recently revised national curriculum, South Korean government are taking efforts to nurture a leader through computer science education in terms of the students' future skills. However, it should be promoted to strengthen the ability of not only problem-solving ability through programming education, but also balanced computing and digital literacy through enhancing the ICT skills. In order to improve the curriculum of computer science education in elementary school of South Korea, a sufficient class hours of computer science education should be secured first.

Currently, the appraisal system for public records is mainly based on the disposition authority named 'Records Management Criteria Table,' which has many limitations in digital environment. Especially, it does not apply to other systems than the 'Business Management System' and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the 'Records Management Criteria Table,' so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of 'Factory Establishment and Registration' activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new 'Records Management Criteria Table' are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.
