A Research on the Elements of Digital Collection Development Policy (디지털 장서개발정책 기본요소 연구)

  • Collection Development Policy(CDP) is the master plan for managing libraries and information centers through which the features and categories of collections are defined and sorted. The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.

Collection Development Policy for the No Gun Ri Digital Archive (노근리 디지털 아카이브 수집정책 연구)

  • A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

  • Due to the rapid changes of information environment, the libraries are needed to consider not only analog resources but also digital resources for collection development policy to fit the digital age. However, the libraries have difficulties to build digital collection development policy for collecting and archiving the digital resources because different from the analog resources, characteristics of digital information resources are not contained in physical medium and not allowed ownership but remote access by licensing. Especially, national libraries that have the mission to collect, preserve and transmit knowledge and cultural heritage to the next generation face even more serious challenges. This study intends to figure out the core elements of digital collection development policy through comparison of domestic and overseas national library policies tried to overcome the difficulties.

A Research on a Model Electronic Resource Management Policy in Academic Libraries (대학도서관 전자자원관리정책 모형 연구)

  • A collection development policy is the library's master plan that provides library's long/short-term plans. It also informs the community of the library's commitment in collection development. However, in Korea, libraries which maintain such a policy are not yet to be easily found. Furthermore, due to increasing importance of electronic resources, libraries are gradually required to have electronic resource management policy that reflects a change in the information environment. The purpose of this study is to suggest a model electronic resource management policy in academic libraries. It derived and verified more than thirty preliminary elements from literature and case studies. The elements were modified and supplemented, and as a result, the selection criteria gained the highest marks. The findings can be applied for selecting the elements of digital collection development policy in the university library and reorganizing them so as to meet its peculiarities. This study, finally, presents a model that includes a guideline for the university library which will establish digital collection development policy.

A Keyword Analysis of Collection Development Policies of University and Public Libraries Using Text Mining (텍스트 마이닝을 활용한 대학도서관과 공공도서관의 장서개발 정책 키워드 분석)

  • For this article, we conducted frequency analysis, topic modeling, and network analysis on eleven texts related to collection development policy found in the National Library of Korea. We deduced the main keywords related to collection development policies and analyzed the relationship between them. We subsequently conducted a pie coefficient analysis to identify the characteristics of collection development policies of university libraries and public libraries by category. The results showed that keywords such as "material," "library," "collection development," "user," and "collection" were the main keywords in frequency analysis and network centrality. Meanwhile, the pie coefficient analysis revealed that keywords such as "university," "construction," "student," "target," and "cost" were prevalent in university libraries, indicating that the academic needs of users and the discussion of digital resources were primary issues, while keywords related to the information needs of various user groups-including "adults," "survey," "feature," and "religion" -appeared in public libraries.

Electronic Theses and Dissertations' Development in University Libraries in Nigeria

  • The study was meant to examine electronic theses and dissertations' development in Nigerian federal university libraries. The study adopted descriptive survey research design. The study population comprised forty-eight institutional repository librarians in eighteen Nigerian federal university libraries. The sample consisted of forty three librarians. A questionnaire was used for data collection. The data collected were analyzed with mean and standard deviation. Findings reveal that the policies available for developing electronic theses and dissertations (ETDs) in the libraries require submission of electronic copies of theses and dissertations by students, participation of digital/IR librarians in ETD development and provision of free access to ETDs; the libraries comply with standards of Open Archives Initiative Protocol for Metadata Harvesting and Search/Retrieval via URL using DSpace for building ETDs and taking advantage of such available ICT facilities as computers, scanners, CD-ROM, LAN, internet connectivity and printer. The libraries achieve ETD through digitisation, mandating submission of electronic versions of TDs by students and creation of IR. However, the process is hindered by technological obsolescence, financial problems, absence of clearly-defined ETD development policy, required ICT facilities and trained staff, copyright, irregular power supply and unstable internet connectivity. This study represents a fresh empirical investigation into electronic theses and dissertations' development in federal university libraries in Nigeria.

  • The purpose of this study is to develop detailed items and elements to be included in a national guideline for school library collection which can be used as a basis and standard for establishing collection management policies in individual school libraries. For this purpose, materials related to the collection management of school library were analyzed with the international and national level. As a result, the international materials emphasizes accessibility and resource sharing of digital materials besides quantitative standards of the library collection and deal with the process for the objection collection. In this study, items to be included in the national guidelines are divided into general principles of collection management and collection management guidelines, and elements of the each item are suggested. And proposed systematic bases for efficient application of the national guidelines to school libraries.

  • In the research, we develope and use the digital score card to prevent disqualifying with error as inputting wrong score card and to protect the player in this paper. Also, it will lead the world wide market as IT and golf strong country. Therefore, we checked the mutual relationship through the analysis and verification with research of contents and collection of questionnaire regarding the research. In the result of analysis, S/W need output function and data management to play golf and H/W need the simple design and durability for user easy access and multi function excluding score card. Therefore, the development of digital golf score card will contribute athletic performance through removing the inconvenience of current score card. And we confirmed that developed digital golf card model and system is very important to open world market.

  • This study aimed to propose a method for collecting and applying media platform based materials at the National Library of Korea. Firstly, we analyzed the current status and limitations of data collection based on domestic media platforms, including the National Library of Korea. Secondly, a literature review method was used to investigate the current status and types of digital content based on media platforms. Thirdly, we identified the types of materials based on media platforms that are not currently included in the National Central Library's online material collection guidelines through the examination of cases from major overseas libraries. Fourthly, after reviewing technical and legal elements such as the definition of collection targets and scope for each new media, and collection methods, we established collection criteria. Fifthly, based on the research results, the policies proposed in this study are as follows: 1) there is a need to establish a clear legal basis for the collection of media platform based materials; 2) the development and presentation of collection guidelines for media platform based materials is necessary; 3) the development of collection tools and infrastructure for media platform based materials is required; 4) for the collection of media platform based materials, it is necessary to obtain permission for collection from targeted social media organizations, and to cooperate in linkage with organizations that produce and service extended reality content; 5) for the service activation of media platform based materials, it is necessary to improve accessibility for the usage activation of these materials, to enhance the content extensibility and ease of use of the e-deposit system including extended reality content, and to advance and construct spaces for reproducing extended reality content.
