Korea Postal Service(KPS) nowadays lies in competitive environment with alternative business such as door-to-door delivery service. Customers began to complain about postal service quality and ask the government to reform a public firm through management innovation. But, Korea Postal Service has not met the break-even point between it's revenue and expenditure because the service is under the government system and cannot independently make major decisions on products, pricing, services, personnel management, financial policies and etc. The objective of this study is to provide marketing planners and practitioners with some guidelines when they establish marketing strategies and to help marketers on theories and practical instructions about postal service marketing when they interact with customers. I. A field survey on both customer satisfaction and internal staff satisfaction was conducted to get some ideas for the marketing strategy planning. II. Practical guidelines and instructions were made for marketers to communicate with customers in various areas such as pricing, product, service demand, marketing channel, promotion, and etc. III. Some suggestions on marketing policies for planners and mangers in the marketing strategy were described including personnel resource as well as physical resource. IV. Special issues on small packet market and direct mail market were discussed and some alternative solutions were proposed. V. Database marketing strategy was emphasized to get new business opportunities such as direct mail, and to provide differential services to customers as much as their contribution into the profitability for KPS. VI. Cyber Post Office should be constructed on Internet to provide new services which are combined with physical material flow and information technologies.
The subscriber access network is cause of the bottleneck phenomenon because equipment and infrastructure were not originally designed for busty high-bandwidth traffic between MAN(Metro Area Network) and LAN(Local Area Network). Whether riding on shorter copper drops or optical fiber, Ethernet is emerging as the future broadband protocol of choice, offering plug and play simplicity, and low cost. EPON(Ethernet Passive Optical Network) combines point-to-multipoint optical infrastructure with low-cost high-bandwidth Ethernet. The future broadband access network will be a combination of point-to-point and point-to-multipoint Ethernet, optimized for transporting IP data, as well as time critical voice and video. EPON is being considered as a novel communications infrastructure for next-generation broadband access network for the convergence of low-cost Ethernet equipment and low-cost fiber infrastructure. But, EPON has a problem with duplex multimedia services. It is the insufficiency of bandwidth for upstream. Because all ONUs use a shared transmission media for upstream. In this paper, we addressed the problem of upstream bandwidth in EPONs. We presented a wavelength division EPON supporting QoS in the differentiated services framework.
The substantial economic expansion of the 1990s with the dramatic changes in the provision of welfare services in America, including welfare services for the homeless, had unexpected and differential impacts on homelessness and poverty rates across the states. This paper examines a spatial pattern and process of homelessness by counties in Maryland, USA, considering the spatial differences in the composition of financial income and expenditure with sharply different poverty situation and welfare services. This social geographical approach of homelessness in Maryland focuses on the changing personal characteristics of homeless people and the relation=hip between homelessness and poverty; homelessness and the provision of welfare services such as shelter beds and emergency food providers. It makes a conclusion that there is an uneven sociospatial patterns of homelessness, relating to diverse poverty situation and provision of welfare services for the homeless by variable welfare policy among counties, Maryland.
The purpose of this study is to assess the extent of inequality in health outcomes and the distribution of health services according to health need under National Health Insurance System in Korea. For the empirical analysis, data were collected through an interview survey during one month of October, 1994. Interview were conducted with a total of 10, 875 of the employees and the self-employed selected through cluster, systematic sampling. The major findings of this research are as follows: 1. The analysis of the differentials in morbidity rates by socio-economic group showed that health inequality in the pro-higher groups existed in all self-reported morbidity indicators. 2. The findings of the conventional use measures showed that the lower socio-economic groups had more ambulatory and inpatient services than the higher groups. In contrast to the level of the medical care utilization, however, the higher socio-economic groups were more likely to use the high-quality source of care in terms of their treatment place compared to the lower groups. 3. By using the need-based use measures, the results were different from each use-disability ration indicator. Using the use-disability ration measured by physician visits per 100 restricted-activity days in the population, it was found that there was no evidence favoring the higher socio-economic groups. In contrast, the use-disability ration based on physician visits per a chronic patient in one year displayed that there was remarkable relative difference by income group as well as the evidence of the pro-higher income groups. 4. The results of logistic regression analysis and two-stage estimation method indicated that although the utilization is significantly affected by type and duration of insurance coverage, the use or nonuse of service and the volume of physician care consumed is determined by health need and demographic characteristics rater than economic status. In sum, these findings suggest that physician service is equitably distributed according to health need under national health insurance system in Korea. As there were some evidences of inequality including the differential in physician visits of chronic patients by income group, however, the government should strengthen the activities to guarantee the equity of health services utilization.
With the explosive growth and pervasive of the Internet, dynamic bandwidth allocation is nessary for ATM streams that carry various traffic. In order to provide quality of service(QoS) guarantees and to give the minimum cell rate, new bandwidth allocation scheme requires to be implemented. DFBA(Differential Fair Buffer Allocation) scheme is one of the methods for ATM GFR(Guaranteed Frame Rate) services. DFBA scheme treats cells selectively in a region between low buffer occupancy threshold and high buffer occupancy threshold. A big unbalance is introduced when the value being selected by DFBA scheme is greater than minimum rate. In a try to reduce the unbalance modified DFBA scheme is proposed. Selecting parameter according to the situation of network, this scheme is very effective to control the bandwidth in the various network situation.

Service composition in the Inter-Cloud raises new challenges that are caused by the different Quality of Service (QoS) requirements of the users, which are served by different geo-distributed Cloud providers. This paper aims to explore how to select and compose such services while considering how to reach high efficiency on cost and response time, low network latency, and high reliability across multiple Cloud providers. A new hybrid multi-objective evolutionary algorithm to perform the above task called LS-NSGA-II-DE is proposed, in which the differential evolution (DE) algorithm uses the adaptive mutation operator and crossover operator to replace the those of the Non-dominated Sorting Genetic Algorithm-II (NSGA-II) to get the better convergence and diversity. At the same time, a Local Search (LS) method is performed for the Non-dominated solution set F{1} in each generation to improve the distribution of the F{1}. The simulation results show that our proposed algorithm performs well in terms of the solution distribution and convergence, and in addition, the optimality ability and scalability are better compared with those of the other algorithms.
The evaluation of MDx family hash functions such as MD5 is difficult because the design background or a generalized model is unknown. In this paper, an approximated model is proposed to generalize hash functions. The diffusion of a input difference is tested by an approximated model for MD5. The results show that MD5 does not provide perfect diffusion, so MD5 is weak against some attacks. We propose a multiple chaining pattern which provides perfect diffusion in approximated model of hash function without extra calculation or memory. And We show the probability of differential characteristics of our proposal.

In this paper, a new visual telephone system which has a differential task interrupt transfer feature for real time video phone service is presented. Owing to the result of Interrupt transfer of different speed according to the time critical degree of tasks, the flow of audio and video data stream can be kept as constant speed in other word that means video phone services are carried out in real time. The ITU-T H.32x visual telephone recommendations are first analyzed, and the unsatisfactory items of existing systems are second inquired the cause, such as performance, quality. And then the design concept and ideas which enable it to solve them are third devised, the next, the new architecture of visual telephone system for real time video phone source are designed, which make it possible to solve the existing problems by means of different tasks interrupt transfer method.

This paper focuses on the generation algorithm of BeiDou pseudorange correction (PRC) and simulation based performance verification for design of Differential Global Navigation Satellite System (DGNSS) reference station and integrity monitor (RSIM) in order to prepare for recapitalization of DGNSS. First of all, it discusses the International standard on DGNSS RSIM, based on the interface control document (ICD) for BeiDou, estimates the satellite position using satellite clock offset and user receiver clock offset, and the system time offset between Global Positioning System (GPS) and BeiDou. Using the performance verification platform interfaced with GNSS (GPS/BeiDou) simulator, it calculates the BeiDou pseudorange corrections , compares the results of position accuracy with GPS/DGPS. As the test results, this paper verified to meet the performance of position accuracy for DGNSS RSIM operation required on Radio Technical Commission for Maritime Services (RTCM) standard.
In order to support various QoS, IETF has proposed the Differentiated Services Model which provides discrimination service according to t the user’s requirements and payment intention intention for each traffic characteristic. This model is an excellent mechanism, which is not too c complicated in terms of the management for service and network model. Also, it has scalability that satisfies the requirement of Differentiated Services. In this paper, We define the Differentiated Services Model using feedback control, propose its control procedure, and analyze its p performance. In conventional model, non-adaptive traffic, such as UDP traffic, is more occupied the network resource than adaptive traffic, such a as TCP traffic. On the other hand, the Differentiated Services Model using feedback control fairly utlizes the network resources and even p prevents congestion occurrence due to its ability of congestion expectation.
