The Production of Riskscapes in the Korean Developmental State: A Perspective from East Asia (동아시아 맥락에서 바라본 한국에서의 위험경관의 생산)

  • The concept of a risk society, which was originally suggested by German sociologist Ulrich Beck, is insufficient to reveal how a certain risk materially and discursively unfolds on the ground and how its various dynamics are recognised by diverse actors because of the concept's spatial insensitivity. As an alternative approach, this paper introduces the concept of the riskscape, which was suggested by German geographer Detlef $M{\ddot{u}}ller$-Mahn, and analyses this concept in the context of the East Asian developmental state. It is meaningful that the East Asian developmental state thesis has strongly promoted the role of the state in stimulating national economic development in underdeveloped countries. However, it should also be noted that an active state role in encouraging modernisation and economic growth within a very short time produces consequences of what Beck calls 'manufactured risks', such as nuclear power plants. Therefore, it is essential to analyse the state in comprehending modernisation and the risk society in East Asia. More specifically, using the case of the location policy for nuclear power facilities, this article reveals how dominant social forces acting in and through the state constructed a national riskscape that minimises the gravity of local risks while prioritising the economic value of the national economy over local risks to produce rapid modernisation. Additionally, it is argued that a dominant national riskscape may become weak from competing with different riskscapes that are constructed based on contingency factors (e.g., political democratisation or a natural disaster). Based on these analyses, the article emphasises that interdisciplinary research using the concept of the riskscape is required to better explain the risks in East Asia.

Study on Perception of Group Home for the People with Disabilities Worker on Sexually Problematic Behavior of Adults with Developmental Disabilities (발달장애인의 성문제 행동에 대한 장애인공동생활가정 종사자의 인식에 관한 연구)

  • In order to find out perception of group home for the people with disabilities worker on sexual behavior of adults with developmental disabilities in a holistic way, This study conducted in-depth interviews with six research participants using Giorgi's phenomenological study method to understand the meaning of perception of sexual behavior of adults with developmental disabilities. According to data analysis, these experiences appeared as two thematic themes: 'sexual trouble behavior' and 'perception of sexuality'. Two sub-themes of 'Excessive expression of sexual desire', 'Improper sexual behavior that can lead to sexual offenses' were derived from the essence theme of 'sexually problematic behavior' and 'perception of sexuality' were derived from the essence theme of 'lack of suitable solution', 'conditions that are not enough to have sex appeal', 'frustrated sexuality', 'some dilemma problem', 'sexuality that is not different from non-disabled', and 'love and sex are ok, pregnancy and marriage are no'. Based on this, group home caregivers contribute to their role as the main agents who reinforce and reproduce the sexual norms of adults with intellectual disabilities, while at the same time they experience confusion in their values about sexual norms of people with intellectual disabilities. Based on the results, We discusses the major intervention plan for education programs to enhance the competences of group home caregivers in order to form a holistic perspective of group home caregivers in sexuality of people with intellectual disabilities, and provide rational solutions.

A Study on the Multi-scalar Processes of Gumi Industrial Complex Development, 1969-1973 (구미공단 형성의 다중스케일적 과정에 대한 연구: 1969-73년 구미공단 제1단지 조성과정을 사례로)

  • This paper aims at exploring the multi-scalar processes through which the Gumi Industrial Complex was developed in the late 1960s and the early 1970s. Existing studies, influenced by the "Developmental State Thesis", tend to see the industrialization processes of South Korea either by focusing on the socio-politico-economic processes at the national scale or in terms of the plan rationality of the national bureaucrats. This paper, however, denies this perspective on the basis of the strategic relational approach to the state and the multi-scalar perspective. In particular, it argues that the state actions for national industrialization have been the outcome of complex interactions, conflicts and negotiations among social forces, acting in and through the state, and at diverse geographical scales. This paper attempts to empirically prove this argument on the basis of a case study on the construction processes of Gumi Industrial Complex. The development of Gumi Industrial Complex cannot be solely explained in terms of either the plan rationality of the national bureaucrats or the political motivation related to the fact that Gumi was the hometown of President Park Jung-Hee. This paper argues that the development of Gumi Industrial Complex was heavily influenced by the role of the following actors; place-dependent local actors in Gumi and the multi-scalar agents, such as the Korean-Japanese businessmen and the national parliament members elected in the Gumi electoral district.

A Study on the Developmental Process of University-based Librarianship Education in Japan (일본의 학부과정 도서관학 교육 형성과정에 관한 연구)

  • The purpose of this study is to investigate the developmental process of University-based librarianship education in Japan from a historical perspective by analyzing literature. The results show that America's librarianship education policy historically focused on the establishment of a new model of librarianship education whereas Japan's policy was to keep the one from the Second World War. In 1951, an American model of education was established at Keio University by the contract between U.S. Department of the Army and American Library Association in America, but it did not continue to develop as mainstream model. The American model of librarianship education was not successful in Japan. It is expected that this study concerning Japanese librarianship education which adopted by the American model at the first time after the war in Asia will give vision for further studies in the domain of library history.

Empirical Study to Local Council Developmental Direction (지방의회 발전방향에 관한 실증적 연구)

  • This study conducted empirical research from the behavioral perspective with a survey to residents in order to grope for directions to develop a local council. The results gained from the research can be summed up as below: First, according to the result of evaluation on the essential roles (resident representative, checks, and legislation functions) of the council, the residents could not see any improvement in general. Regarding parliamentary activities and administrative changes, they also hardly felt any great changes. Second, according to the result of detailed evaluation on the council activities, the residents regard the collection of residents' opinions or the division exclusively in charge of collecting opinions to be very important. Third, in the developmental evaluation on the local council, they consider it is very crucial to induce outside specialists to secure expertise and establish the system to activate residents' participation. Above results imply that for the development of local councils, it is essential for the councils to play their roles responsibly as well as positively through communication and negotiation with the residents. It is thought that the research results will contribute to explaining the directions to develop local councils both practically and theoretically.

Exploration on the Development and Characteristics of Composites Painting in the Contemporary Art Ecology

  • The ecological expression of art in modern society takes the harmonious developmental relationship between man and nature as an element and combines it with the various manifestations of painting as an expression of ecological artistic development. The necessary relationship for the harmonious development of nature is accurately articulated, and the ecological changes in people are expressed in integrated materials that inspire human reflection. In the pursuit of material pleasures, mankind is neglectful and indifferent to the environment. The development of composite painting in art and ecology is a process that more reveres the harmony between man and nature as well as satisfying the creative value of the work. After systematic evaluation and research, people have engaged in various structural forms of composite art painting development in the long history of art development, focusing on the integration of environmental and ecological culture. In the process of nature education going through development, the comprehensive practical development of nature education is enhanced and efforts are made to feel new ecological art ideas and new ways of valuing environmental protection. In this paper, an observational study of eco-art will be carried out, starting from the theory of hierarchical division and analyzing the contradictory relationship between man and nature. Recognize nature, understand it and feel it through eco-art painting. The analysis of the contradictory relationship between man and nature is combined with the identification of various types of information that give value to the environmental protection public, and the combination of ecological painting and nature art to achieve an upgrade of the environmental protection idea of the value of painting. In the development of artistic ecological comprehensive painting, it is necessary to put forward technical requirements and standards that meet the development of modern industry according to the characteristics and methods of ecological painting. The author of this paper discusses the necessity and social value of artistic ecological painting creation from the artist's point of view, expounds the practical achievements of ecological painting from the perspective of the history and present situation of the development of ecological aesthetics at home and abroad, and gives the concept and creative method of contemporary art comprehensive material painting in combination with his own actual situation.

Happiness Determinants for Korean Adolescents (한국 청소년의 행복을 결정하는 요인들)

  • Two empirical studies were conducted to examine what determines the happiness of Korean adolescents. In Study 1, 155 high school students were asked to describe situations where they felt happy. Content analysis was conducted for their responses, which led to three categories, physical (economy, health and appearance), psychological (self-related responses, rest and leasure, and religion), and social one (haman relationship including family, friendship, etc, and social achievement). In Study 2, 450 high school students rated themselves on each of 88 happiness items developed through the responses obtained in Study 1. Factor analysis created 10 happiness factors labeled familial relationship, individuality, academic performance, religion, dating friends, appearance, self-discovery, economy, friendships, and psychological composure. These findings were compared with those findings about the middle-aged and the old-aged, and discussed on the developmental and cultural perspective.

  • Recently, the accomplishment of a system's quality attributes requires the negotiation of increasingly complex requirements, and this is because the contextual and developmental environments in which software is used has undergone broad changes. Nevertheless, with regard to most architectural designs, many of the proportions depend on the architect's intuition. Moreover, even if reusable architectural patterns are adapted to an architectural design, common schemas for the description of their use are nonexistent, and it is difficult to make a comparison for the selection of an appropriate systemic pattern because the focus of the schemas is not the user's perspective. To achieve a fast initial-design decision, this paper suggests new schemas that reduce the distance between the quality attribute requirements and the design by reinterpreting architectural patterns from the user's perspective. Also, based on the reconstructed pattern model that is derived from the use of the new schemas, an architectural-pattern recommendation method (APOQATo) for which the trade-off and the constraints that are due to the design decision are considered is provided as well as the advantages of the architectural pattern for which the quality attributes are satisfied.

Seeing the State-nature Relation in South Korea from the Perspective of Political Ecology (한국의 국가와 자연의 관계에 대한 정치생태학적 연구를 위한 시론)

  • This paper aims to examine the complexities of the state-nature relations in Korea by emphasizing the complex processes of interactions between the state and nature. In doing so, it relies on the literature of "political ecology of state-nature" which problematizes the conventional modernist views on nature assuming the dualistic separation between the state and nature. First, we critically review the existing Korean literature on the state-nature relation (e.g., the ecologism, the metabolic rift theory, the social construction of the nature, the green state thesis, etc.) and argue that these studies significantly lack the recognition of the interactions between the state and nature. Second, we discuss the possibilities of seeing the state-nature relations from the perspective of political ecology as an alternative approach to the state-nature relation. Last, we conclude that the political ecology approach to the state-nature can deepen our understandings of the Korean capitalist development.

  • We should step forward from the cremation-centered funeral and consider the well-ending of the diseased from a welfare perspective. Therefore, it is necessary to re-highlight our funeral culture from a welfare perspective and to explore developmental policies in association with the well-ending of the deceased. This study aims to examine the changing history of funeral culture, to identify problems arising in the funeral culture of the Seoul Metropolitan City, and finally present policy and practice implications for funeral culture. We conducted the survey on awareness of funeral culture with recruiting 500 citizens in Seoul City. Well-ending culture is the process which secures human dignity until the last moment of the death and improves the quality of death culture. Systematic approach to well-ending culture will gain the objectives of qualitative improvement of the death. Therefore, the funeral culture paradigm should be shifted for the settlement of funeral culture applicable to aging society. Education for well-ending preparation will give a meaning of life for both the persons waiting for the death as well as the family members. We also should establish funeral facilities as culture welfare facilities where all the generations share.
