The paper shows that Uganda lacks an adequate institutional framework to achieve agriculture modernization. Based on constellation model, the paper proposes an effective way to promote agricultural development through policy and institutional partnerships at various levels of governance and action by various stakeholders in the sector. From this theoretical perspective, the paper raises salient research questions: Why is Abim District an important focus for Agricultural development? What is the effect of institutional arrangements and partnerships in agriculture development in Abim District? What forms of institutional partnerships and collaboration framework can effectively address the challenge in the District and Northern Uganda as a whole? These concerns are important obstacles to improved agricultural performance in Uganda as dysfunctional institutional arrangements and norms are majorconstraints to agricultural development. The findings demonstrate that institutional gaps, bureaucracy, institutional proliferation and overlapping roles have derailed agriculture modernization. Hence, the development strategy proposes creating and rejuvenating all essential players operating in the region, developing or deepening their inter-linkages through judicious and sustainable partnerships with all the principal players in Abim District.

This paper presents a Reliability Centered Maintenance (RCM) framework for implementation on safety system of nuclear power plant (NPP). RCM is a systematic methodology to optimize the surveillance and maintenance tasks for critical components which provides efficiently and effectively reliability of system and safety of plant. Maintenance of the safety systems is essential for its safe and reliable operation. Reliability Centered Maintenance at NPP is the program which assure that plant system remains within original design criteria and that is not adversely affected during the plant life time. Aim of this paper is to provide the RCM framework to implement it on safety systems. RCM framework is described in four major steps.

Various organizational factors effect successful implementation of IT enabled business transformation. Among them, the most critical success factor is deemed to overcoming change management problem. Lots of studies have been made on Implementation methodologies and business process formalizations to encourage organizational members to accept new business process changes. However, the logic or process redesign still depends on qualitative problem solving techniques mostly depending on basically human intuition such as brainstorming. cause-and-effect analysis. and so on. In this paper, we focused on developing analytic framework to design to-be business process structure. which can complement qualitative problem solving procedures. With effective use of IT as an enabler, we provide algorithmic framework applicable to designing various business process changes such as process automation, business process resequencing, and more radical process integration. The framework follows dynamic programming approach in the literature, which is based on the decision making paradigm of organizations to abstract business processes as quantitative decision models. As such, our research ran fill the gap of limited development of theory based analytic methodologies for business process design, by providing objective rationale to reach the consensus among the organizational members including senior management.

The opening of ubiquitous computing era prompted rapid increase in information transfer between human and computer. Such changes in computing environment requires new computing interface. In this paper, we develop a user interface prototype and framework using Avatar in Ubiquitous computing environment, which can support an active communication between human and computer based on context information. To develop the new interface, its conceptual framework with specific context information is designed in advance. In addition, this study suggests the future goal of user interface using Avatar by suggesting the requirements of constructed prototype.

In this paper, framework of weapon effects calculator for hardened targets is presented. Fast running time, validation and easy expandibility are required for weaponeering tools, and these requirements were met by using of physics-based fast-running models or semi-empirical equations for damage prediction and penetrations, and modular architecture. Key concepts and outputs, required functions and corresponding use cases were presented.

The importance of Fundamental Geographical Information Framework for Digital City (FGFDC) is analysed, it provides all city agencies and units with uniform geographic references. Six kind of data are chosen as the core data sets of a FGDC, a web-based distributed mechanism is constructed to promote data sharing among different agencies. Elementary functional requirements of FGDC are analyzed, so that it can serve as a common distributed urban GIS. A practical FGFDC is developed for Yangzhou Development Administrative Region, and an 3D visualization system is developed within this framework.

Until now, most Intelligent Tutoring Systems are lacking in the modularity, the extensibility of the system, and the flexibility in the dynamic environment due to the static exchanges of knowledge among modules. To overcome these flexibility in the dynamic due to the static exchanges of knowledge among modules. To overcome these problems, we will suggest, in this paper, a Distance Intelligent Tutoring Framework, called DELFOM, based on the multiagent to cope with the various and complicated learner's requests. We could make different types of learning systems by simply changing the contents of DELFOM External that is variant part of DELFOM. This framework, therefore, provides software reuse and the extensibility based on object-oriented paradigm. And we will propose two different distance learning systems using DELFOM. Therefore this framework gives the developer/the learner the effective and easy development/learning environment. DELFOM is implemented using CORBA and Java for the network transparency and platform independence.

The purpose of this paper is to propose an analytical model for evaluating Internet Web sites, that is comprehensive and flexible enough to accomodate different categories of Internet Web sites. This paper is intended to identify critical success factors of Internet Web sites to determine criteria for evaluating the Web sites, and use the criteria to develop a framework for comprehensive evaluation of Internet Web sites. The framework consists of eight categories, including design, business functions, trustworthiness, interface, technology, community, contents, and others. An empirical study designed to validated the framework has been conducted for each of the three Web site categories, including (1) information provision, (2) product sale, and (3) customer service. The results show that ‘content ’ is the most important for information provision Web sites, ‘trustworthiness’for product sale Web sites, and ‘design’ for customer service Web sites. The framework may be used not only as a tool to evaluate Internet Web sites, but also as a checklist to improve the quality of a Web site that is under development.

A number of studies have emphasized the importance and values of reading in character education. However, there is no tool or framework for developing character education program. If teacher librarian to develop a character education program by reading should be preceded the framework for a comprehensive and systematic approach. The framework for character education program by reading is required to develop a program. The framework must be considered with a character factor and reading elements. The purpose of this study is to establish a framework that will help teacher librarian to develop a character education program by reading. This study analyzed on construction elements of character, reading material for character education, reading strategies, teaching methods. Then, this study propose a framework for developing character education program based on the analysis information. The proposed framework in this study consists of construction elements of character, reading material for character education, reading strategies, teaching methods.
