A Study on the Development of China's Barrier-free Design Standards (중국 무장애 디자인 규범의 발전과정에 관한 연구)

  • Barrier-free design reflects the attention of the disadvantaged groups. As a populous country with the largest population and the largest number of elderly people, China has made great progress in the field of the Barrier-free. The scope of this thesis is from the 1980s to 2012 in China, studying the development process of China's barrier-free design standards by comparing the two barrier-free design standards implemented in the history of such design. In this paper, the two standards are compared and analyzed in the following aspects, which are the numbering, chapters, scope of application, applicable objects and purposes, and so on. Compared with the 2001 barrier-free design standards, the 2012 one can be concluded that the development of barrier-free design in China has been accelerated, the scope of application has been widened than before, the content has been supplemented, and restrictions on terms have been reduced.

Design Criteria in Barrier Free Housing (장애물 없는 주택 설계기준에 관한 연구 - 국내 공동주택의 무장애(barrier free) 설계수준 평가를 중심으로 -)

  • In this paper, the all units of residential housing that is not legislated in facility development law are analyzed and foreign design criteria that is related to barrier-free unit housing is comparing to domestic. Through the comparison in front door, living room, bathroom, bedroom, and kitchen, this paper aims to suggest internal barrier-free design criteria. This paper is limited to internal housing which are front door, living room, bedroom, bathroom, and kitchen. Also, the objectives of facility development law are U.S, Japan, German, and in case of U.S, UFAS is established by ADA, in Japan, Heart Building law and detail standard drawing are used, in German, DIN is used. The objective of domestic case study is the latest residential housings that are built over 2003. The flow of study is as follows ; First, the internal items of residential housing are abstracted, and each item is checked in facility development law that is legislated in. Next, through comparison of domestic and foreign facility development law related to housing, common items are abstracted and detail standards are defined. Domestic residential housings are analyzed in those standards. Finally, the problems that is the result of analysis are analyzed and the barrier free design criteria is abstracted in unit housing. Also, more developed items and future study are suggested.

A Survey on the Barrier-Free Environment of Public Office Building in Jeju Area (제주지역 공공업무시설의 장애물 없는 생활환경 실태조사 연구)

  • Purpose: Considering the proportion of the population such as the elderly, pregnant women, infants companion and constantly increasing foreign tourists, there is a high need for implementing an environment without barriers. In terms of policy and institutional aspects, Jeju Special Self-Governing Province is striving to create an environment without barriers and to promote the safety and convenience of Vulnerable Pedestrians. But it is not enough to create a viable barrier-free environment. Methods: Method of this research is to analyze the general population status and installed facilities status for the disabled in Jeju. And analysis of policy research needs and level of barrier-free. By applying the barrier-free environment certification standards should conduct an assessment of the level of the current public office buildings in Jeju. It presents the environmental improvement of public office buildings for barrier-free environment. Result: Barrier-free environment status of the five public office buildings research surveyed all buildings have shown low levels of installed facilities for the disabled. In particular, it was analyzed that represents a very low level in the intermediate facilities and other facilities. The development of a specific installation manual for the facilities for the disabled is required to improve public office buildings. And barrier-free criteria need to reflect on the implementation of regulations. Implications: Through continuous research to analyze the barrier-free level and problems of public office buildings, it will be made to improve the comprehensive and reasonable alternative.

A Value Analysis of Accessibility as an Attribute of Housing (주택의 특성으로서 접근성에 대한 가치분석)

  • In an aging society, as the number of people with disabilities increases concerns are raised about the quality of life of these people and their access to a safe environment becomes important. The purpose of this study is to find out the value of accessibility as an attribute of housing. To estimate the value of accessible, barrier-free housing, this study uses the Contingent Valuation Method (CVM) and analyzes the factors which affect the Willingness To Pay (WTP) of survey respondents by using Survival Analysis. In addition, the importance and satisfaction of barrier-free facilities in the dwellings of survey respondents was investigated. Since aging could be an important factor in influencing the need for accessibility, this study surveyed two age groups, one group (212 respondents) of people below the age of 65 and the other (162 respondents) of people above 65. The results of this study show that respondents would pay on average 2.67% more for being barrier-free when answering an open-ended question and 3.87% more for barrier-free housing when using the double referendum model. This is the increase in value that the respondents perceive as a consequence of removing all the architectural barriers from a dwelling. On average, elderly respondents would pay 2.99% of housing price for accessible features compared to 4.40% of the younger group. However, if the elderly who have willingness to pay for accessibility, the value the older group put on barrier-free housing was higher than the value perceived by the younger group. Factors that influence the WTP are importance of barrier-free facilities, education level and housing type. The value of dwellings without barriers estimated in this study shows the potential size and value of this kind of housing market to the housing development sector.

A Study For Problems and Current Status Of Standards About Authentication Of A Barrier-Free Living Environment (Passenger Facilities) - Through Related Laws Comparison and Investigation (여객시설의 장애물 없는 생활환경 인증제도 적용현황과 지표개선 방향성 연구 - 법규비교 및 실태조사를 통하여)

  • Purpose: The purpose of this study is to suggest directions for improving Authentication Of A Barrier-Free Living Environment(BF) of passenger facilities. Methods: We examined the parts (terms, Authentications, and dimensions) where the difference in the legal standards between the relevant items in the "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN, ETC." and the "ACT ON PROMOTION OF THE TRANSPORTATION CONVENIENCE OF MOBILITY DISADVANTAGED PERSONS", which are the basis of Authentication of BF for buildings and passenger facilities. We also mention the differences by comparing and analyzing Authentications of BF. In addition, we survey the current status of passenger facilities in Korea that have been granted and not granted Authentication of BF of passenger facilities. and we describe improvement directions of Authentications of BF. Implications: Improvement of Authentications of BF should be made in accordance with relevant laws, and improvement of Authentications of BF to reflect various situations in the field is needed. Authentications of BF according to the type of passenger facilities should be distinguished.

A Study on the Preference of the Disabled and the Non-disabled for the Pedestrian Pavement (보행장애인과 비장애인의 보행도로 포장재료에 대한 선호도 비교)

  • Recently, there has been growing interest in barrier-free design which makes safe and convenient space for every pedestrian, not only the non-disabled but also the disabled. The purpose of this study is to suggest the data on the pavement materials of barrier-free pedestrian environment in view of universal design. In order to this, the research is focused on evaluating the visual preference and preference factors for pavement scenery, which can be changed by pavement materials. And this research is also comparing the visual preference and preference factors of the disabled with that of the non-disabled. A multi-regression analysis method is adopted to analyse the correlation between the visual preference for pavement scenery and preference factors in this study. The result of this analysis is as follows. Firstly, there are some differences of visual preference for the pavement material between the disabled and the non-disabled. Secondly, independent variables influencing on preference are similar between two groups. Thirdly, there are some differences in the priority of preference between the disabled and the non-disabled. This study will contribute to the field of barrier-free design and sustainable development projects in order to maximize the human being's satisfaction.

Determining Improvement Priorities of Barrier Free Components for Beaches through M-IPA (M-IPA를 이용한 해수욕장 Barrier Free 환경조성 요소의 개선 우선순위 분석)

  • A number of cities are committed to enhancing the barrier-free (BF) environments. However, no attempts have been made to examine the BF environment design concept by accounting for the universal BF components, which should be improved for providing both disabled people and non-disabled people with better BF environments. With this challenge in mind, this study determines the improvement priorities of BF components for beaches in the city of Busan by investigating the results of satisfaction survey, which was administered to disabled and non-disabled visitors. The modified importance-performance analysis (M-IPA) results show that "sanitation facilities" are the universal BF components having the highest improvement priority. The analysis results also indicate that "access facilities" have the second highest improvement priority for disabled people while "amenity facilities" have the second highest improvement priority for non-disabled people. It is highly expected that the suggested improvement priorities of BF components can be used for policy makers to develop more flexible plans when designing the BF beach.

A Study on Problems of the Barrier-Free(BF) Certification Criteria Found through Assessment of Passenger Facilities Using the Certification Criteria and Methods to Improve the Certification Criteria (여객시설의 BF인증지표 자체평가를 통한 인증지표의 문제점 및 개선방향에 관한 연구)

  • Purpose: This study aims to find directions to improve the barrier-free (BF) certification criteria by assessing the current BF certification system, which is used as a method to improve access to passenger facilities and as a method for universal design planning, and by comparing BF certified facilities with non-BF certified facilities. Methods: This study assesses 20 BF certified facilities and 39 non-BF certified facilities, which were constructed in 2005 and onwards. The results of the assessment are compared and analyzed based on the following three categories: railway stations, urban railway stations and bus terminals. Results: The results of the analysis show that the total scores of the BF certified facilities are higher than those of the facilities that were not BF certified, indicating that the BF certification system is effective. Implication: However, there are some criteria items showing higher scores in facilities that are not BF certified than in BF certified facilities. This suggests the need to improve the BF certification criteria.

Development of Certification Program for Barrier-Free in Forest Trail (숲길에서의 Barrier-Free 인증제도 개발에 관한 연구)

  • This study carried out to develop barrier-free certification program in forest trail. It is done to provide the certification system presented about certification organized, certification standard and indexes, evaluation method and operation plan. In order to develop certification program in forest trail, detailed measurement index must be developed earlier based on an accessbility, a stability, a preservation and a walking continuity. The suitable forest trail for weak pedestrian was investigated that running slope should be 1/20(5%) maximum, cross slope cannot exceed 1/50(2%) maximum and clear tread width should be above of minimum 90cm. In addition, the trail type is designed as a mixed trail system which is a combination of the loop and the line form and its distance should be 225~675m. Finally, forest trail should be manage sustainably by having regular monitoring and evaluation.

  • The needs of integrated play and space for both healthy children and children with Disabilities is increasing due to positive effect of integrated play. However, existing plan of play space have not considered children with Disabilities as the user and Integrated Perspective what children and children with Disabilities can do together is insufficient. For these reasons, establishing guideline of the Barrier Free Play Space and Model Development is required to meet the New Paradigm's demands. The purpose of this research is to deduce present condition and problem of play space through the Actual Condition Analysis of domestic Play Space. This study have given careful consideration to the actual condition of play space for 3 types by Types of Installation method. As a result, there are many problems from research point of view and facilities for the disablilities too. Consequently, element of plan and facilities for the disabled which are problems should be shown the direction focused improvement, moreover major task is build a barrier free play space as a place of social integration.
