Estimation of the Level of Sustainable Development in Kazakhstan Regions and Recommendation for its Increase

  • The purpose of this study is to investigate existing world economic science theories and concepts of sustainable development as well as create original system of criteria and indicators to assess potential and conditions for sustainable development from a regional perspective and based on the above justify proposals for public authorities to improve methods of economic regulation for regional development. To achieve the goal evolution process of existing theories and concepts of sustainable development and "green growth" have been studied in terms of its adaptation to the spatial development of Kazakhstan, comparative dynamics of natural resources consumption in the Asia-Pacific region and Kazakhstan were investigated as well. Methodology. World best theory and practice methods for assessment of the level of sustainable development of the country and some of its territories were also studied. We selected the best system of criteria and indicators for assessment of economic, social and environmental sustainability of regional systems. Methods offered in this article are based on traditional and new factors of economic development and conditions for operation of regional systems. Indicators are chosen with a glance to basic goals for future development of regions in Kazakhstan. It is recommended to use two levels of methodology offered by author, namely national and regional, and at the local level later (districts, municipalities, cities). The results. Method offered by the author has been tested based on materials and statistics of regions in Kazakhstan. Suitability and usability of the proposed system of criteria and indicators for measuring of economic, social and environmental sustainability of regional systems was proved. Based on this analysis it was found out that there are regions in Kazakhstan that differ from each other by most of key indicators of sustainable regional development and this tendency is increasing. Conclusions and recommendations. As a result of this analysis, the authors have substantiated a number of proposals on methods of analysis to be used, improvement of methods of regional development, implementation of institutional reforms, as well as improvement of regional statistics. This article provides recommendations that can be successfully used in the management practices by public authorities to implement a new regional strategy focused on sustainable development in future.

Comparison of potential and viscous methods for the nonlinear ship wave problem

  • The two different numerical approaches for solving the nonlinear ship wave problem are discussed in the present paper. One is based on a panel method, which neglects the viscous effects. The other is based on a finite volume method, which take into account the viscous effects by solving RANS equations. Focus is laid upon on the advantages and disadvantages of two methods. The developed methods are applied to calculating the flow around Series 60 hull to validate the performance of the present nonlinear methods. Although the two methods employ quite different numerical approaches, the calculated wave patterns from both methods show good agreements with the experiments. However the potential method simu-lates the global wave pattern accurately, while the viscous method shows better performance for the local wave prediction near a ship.

  • The purpose of this paper is to find out and discuss methods of development applicable in rural agricultural area. It is expected that rural economy will decrease in the future because of the structural problems of agricultural economy itself. The demands of rural communities for an improvement in the living standards should continue to increase but the present living environments remain poor and are at a relatively low level. This investigation focuses on the analysis of development types in rural areas in Japan. Various methods of development must be used considering specific features of each rural village. The village people's participation must be needed for success of certain methods of development. An example is the type of greentourism and type of exchange between the urban and the rural areas. Other types of development require enormous expense for construction of facilities. Various strategies and methods of development are needed in rural agricutural area in Korea. The simple method of development that is widely used currently is not really helpful to the development of rural agricultural economy.

  • Objectives : The purpose of this study is to analyze Methods of Acupuncture Therapies(鍼法) that are currently practiced in Korean medicine(韓醫學) and to consider the directions in further research and development. Methods : Methods of Acupuncture Therapies(鍼法) were selected based on Acupuncture Medicine textbook of College of Korean Medicine and published researches. Then, selected Methods of Acupuncture Therapies(鍼法) were categorized by characteristics. Also, the selected Methods of Acupuncture Therapies(鍼法) were comprehensively classified according to new models, Heaven-Earth-Human(天地人) model and Dimensional model. The directions of further research and development in Methods of Acupuncture Therapies(鍼法) were considered based on this. Results & Conclusions : In the categorization by characteristics, sufficient basic references were unavailable to consider the directions in further research and development. However, comprehensive classification using Heaven-Earth-Human(天地人) model and Dimensional model was able to be used as references for estimating the relative positions of each Method of Acupuncture Therapies(鍼法) and also, establishing the directions in further research and development. Regarding the results from comprehensive classification, the studies on Physiology of Four Seasons and Day and night(晝夜) are required. Besides, the acceptance of Western medical contents which include anatomical structures is unavoidable to achieve the development in Methods of Acupuncture Therapies(鍼法). In addition, it is necessary to propose researches founded on an integrated theory of Viscera and Bowels(藏府) and Meridian and Collateral(經絡) which enables to embrace the physiological function of human body. Upon this, the creation of a Four-dimensional Methods of Acupuncture Therapy(鍼法) is also required.

  • Object-oriented software development methods are used to develop object-oriented software systems. Object-oriented systems are believed to habe better modularity, reusability, maintainability, and extensibility than systems modeled in conventional methods. Current object-oriented software development methods, however, are modeled in terms of procedural, functional, and structural models. There models cause problems such as tight coupling among activities, and uncontrolled access to global artifacts. In this paper, were introduce OMOS(Object-oriented software development Method for Object-oriented software System), an object-oriented modeling of object-oriented software development methods. Artifacts and their related activities are modeled as classes and objects. Development lifecycles are modeled as interactions among the objects. By modeling the software development method in an object-oriented way, OMOS achieves better reusability, flexibility, extensibility, and maintainability.

  • Since software reuse and agile development methods are seen as ways to shorten development time and accept frequent requirement changes, respectively, there has been growing interest and research on integrating these approaches. But despite the increasing number of software companies which have successfully adopted agile development methods, there has been little research on reuse in agile methods to further improve productivity. In this paper, we identify a new type of reuse asset and propose a task factoring technique by taking advantage of iteration characteristics to support reuse in agile software development methods. In addition, we can apply the proposed technique and show prototyping of task reuse in a video rental application.

  • Recently, OOM(Object-Oriented Method) access method which begins to apply to software development is emphasizing development cost and time reduction through independent software reuse. But because of planning to the exclusion of the lack of knowledge and expansion or performance for development technology many problems are coming out. Therefore, this thesis suggests Effective Object-Oriented Modeling methods considering the plan for higher productivity enhancement of software in the software development life cycle. Effective Object-Oriented Modeling method includes, methods, Use Case modeling methods, Analysis Modeling methods, Design Modeling methods and others.

  • The purpose of this study is to plan out a university students' self-development program and to verify the effect of the students in adapting themselves to college life and coping with stress from it. The program was developed as the liberal arts course for a semester and comprised 12 sessions. Each secession of a 150 minutes workshop program. The pre-test, post test regarding students adaptation to college and stress coping methods conducts upon each experimental group and each control group. Each group consisted of 50 subjects. As a result of this research, this study could come to the following conclusions. Firstly, it was found that the university students' self-development program has effect on improving students adaptation to college. Secondly, it was found that the university students' self-development program has effect on improving stress coping methods.

Relationship between Soil Management Methods and Soil Chemical Properties in Protected Cultivation

  • Various cultural practices have been promoted as management options for enhancing soil quality and health. The use of soil management methods can cause changes in fertility by affecting soil chemical properties. This study aimed to evaluate interactions between soil chemical properties and soil management methods in protected cultivation, and to classify soil management methods that similarly affect soil chemical properties. Water-logging and irrigation reduced soil pH and available $P_2O_5$ content. Application of animal manures has a positive effect on levels of organic matter, Av.$P_2O_5$, K, Zn, and Cu. The electrical conductivites tened to be low in the application of organic amendments, including rice and wood residues. Deeper plowing caused a reduction in Ca content. Practicing soil nutrient-considering fertilization and fertigation did not exert an influence on nutrient element contents. In a cluster analysis of the soil management methods according to major nutrients, low similarities were found with deeper plowing and crop rotation with rice in comparison with other practices. In a cluster analysis by minor nutrient characteristics, crop rotation and application of animal manures and rice residues were linked at a high Ward's distance, while other practices were found to be relatively low distinct. Each soil management method has a similar or different effect on soil chemical properties. These results suggest the necessity of establishing limits and standards according to the effects of soil management methods on soil chemical properties for economic soil practices.

  • This study applied the value of floor-area-ratio standard calculation method to case areas and analyzed them to overcome the limits of previous studies in calculation methods for area standards and land price (value) standard development rights. The results are presented as follows: First, criteria to select sending areas and receiving areas are needed. Second, calculation methods based on the value of floor-area-ratio standard can be widely used as standardized criteria in various areas. Third, for the connection of sending areas with receiving areas, the connections of 1:1, n:1, 1:n, and n:n are available and the location of possible dealing areas should be considered. Also, the choice of connecting unions that meet the purpose of TDR presented by local governments is available. Fourth, for Gwangju, as receiving areas downtown provide higher profits than previous renewal projects, the application of TDR is available. Application methods to overcome problems are presented as follows: First, criteria to select sending and receiving areas should be prepared and implemented in an order of priority. Second, in calculating development rights, methods based on the value of floor-area-ratio standard should be used. Third, the standards and principles of sending and receiving areas should be designated and possible dealing areas should not be limited.
