  • On 6 August 2018, heavy rainfall of daily precipitation of more than 200 mm occurred in the Yeong-dong coastal area, and especially, 1-hour precipitation of 93 mm (0251~0351 LST (local standard time) 6 August) at Gangneung station, ranked second in the history of meteorological survey of the station. In this study, this heavy rainfall case over the Gangneung area would be studied to investigate the process in which the heavy rainfall occurred. A developed ridge moved toward the Yeong-dong coastal area from the Maritime Province in Russia. The approaching of the ridge led to the northeasterly cold wind over the coastal region, causing the collision between the incoming northeasterly cold wind, and the humid and warm (convectively unstable) air located over the Yeong-dong area. This collision led to a strong convergence (maximum -206 × 10-5 s-1) at 925 hPa level over the vicinity of Gangneung at 0300 LST 6 August, resulting updraft of up to about 4.4 m s-1 at 700 hPa level over the area. This strong updraft forced to lift rapidly the convectively unstable, warm and humid air layer, located over the vicinity of Gangneung, leading to the heavy rainfall (1-hour precipitation of 93 mm) over the area.

  • This paper presents a new model to obtain the minimum area of the contact surface for rectangular isolated footings, considering that the contact surface works partially to compression (a part of the contact surface of the footing is subjected to compression and the other is not in compression or tension). The methodology is developed by integration to obtain the axial load "P", moment around the X axis "Mx" and moment around the Y axis "My". This document presents the simplified and precise equations of the four possible cases of footing subjected to uniaxial bending and five possible cases of footing subjected to biaxial bending. The current model considers the contact area of the footing that works totally in compression, and other models consider the contact area that works partially under compression and these are developed by very complex iterative processes. Numerical examples are presented to obtain the minimum area of rectangular footings under an axial load and moments in two directions, and the results are compared with those of other authors. The results show that the new model presents smaller areas than the other authors presented.

  • This study has analyzed the scale, location, resource potential and feasibility of offshore wind farm scientifically and systematically based on the national wind map and GIS. For long-term wind power development, this study pursues siting strategy building, selection of target area and deciding development priority as well as the presenting a basis for assessment that are necessary for policy decision making by making theme layers under GIS environment. According to the analysis after organizing technological development by stages, even if only the most suitable sites are developed among the area of offshore wind farm candidates that can be developed under the current technological standard, it has been evaluated as being able to develop about 3 times of the wind power dissemination target until 2012. It is expected that about 5% of territorial water area can be developed in a short-term future while the southern offshore area possessing relatively favorable wind resource than the western offshore has been identified as the most feasible site. While about 23% of territorial water area has been classified as potential area for offshore wind farm development in a long-term future, even Jeju Island and offshore of Ulsan possessing excellent wind resource have been analyzed as feasible sites. The feasibility assessment of offshore wind lam development established by this study is expected to assist national strategy building for accomplishing the wind power dissemination target.

  • For the case of the facilities using utilities such as cooling water and steam, risk of the facilities is zero because the consequence of failure (COF) through equipment damage area is zero. Therefore, to improve the estimation method of the risk by COF through equipment damage area in the risk-based inspection (RBI), this study developed the procedures of RBI, in which the risk was estimated by COF through financial loss. And, the RBI program (KS-RBI Ver 3.1) was developed to establish inspection interval based on the risk of the facilities estimated by COF through equipment damage area and financial loss, simultaneously, and the developed RBI program was applied to a petrochemical process. As a result, risks of the facilities estimated by COF through financial loss were similar to risks by COF through the equipment damage area. But, for the case of the facilities using utilities or expensive facilities, the estimation method of the risk by COF through financial loss was more accurate than through equipment damage area.

  • The objective of this study was to know prospect and present state of new variety breeding of Forage and Grassland in South Korea. The industry of forage in Korea is going up to expend through utilization of good quality forage, Italian ryegrass, forage corn and oat rather than rice straw. Especially, since 2007, Italian ryegrass(IRG) had been very important major winter forage crop in South Korea and developed 13 varieties including very early maturity variety (three varieties), early maturity variety (three varieties), medium maturity variety (one variety) and late maturity variety (six varieties). But the disadvantage of Italian ryegrass was weak winter hardness and drought but has good advantage of forage nutritive value, high-yielding and high sugar content, and like livestock as like hanwoo, dairy cattle, goat so on. The Ko-variety (Korea developed variety) of Italian ryegrass has high cold-tolerant and adaptability more than any other country developed variety, and expend to cultivation area from southern area (below Daejeon) to middle-northern area (upper Han river). Although the cultivation area of Italian ryegrass of South Korea was 21,700 ha in 2007, right now, that of Italian ryegrass is about 123,600ha due to expend cultivation area and know famer to good forage crop and have a various maturity varieties (very early, early, medium, late) according to local situation (before-crop harvesting stage or double cropping system). The seed market of Italian ryegrass in South Korea becoming extended to around 100 million Korean won and seed export get nearer to foreign country. We are going to develop of new variety for stress tolerant and high yield and quality forage variety, good adaptability to the Korean environmental conditions including reclaimed area, make self-sufficiency system for forage seed (Italian ryegrass), export our seed to foreign countries.

  • The correlation between disturbance intensity and stand development was evaluated on the basis of natural forest community type classification in areas of Baekhaksan (more disturbed area) and Hwangaksan (less disturbed area). The vegetation data were collected by point-centered quarter sampling method, and they were subjected to cluster analysis for classifying community types and to analysis of species composition and species diversity for reviewing ecological characteristics. By the method of cluster analysis, natural forests of Baekhaksan were classified into Quercus forest community, Pinus densiflora community, Q. variabilis community, and Q. mongolica community. Those of Hwangaksan were divided into P. densiflora community, Q. mongolica community, Q. forest community, and Mixed mesophytic community. It is presumed that more developed and less disturbed forest area shows multiple species community pattern and more diversified structure than less developed and more disturbed forest area. In Korean peninsula, the abundance of red pine may play an important indicator to estimate the developmental pattern of the forest after artificial disturbance. The overall evaluation indicated that less disturbed Hwangaksan area had more developed stand pattern with mixed mesophytic community, more complicated species composition, and higher species diversity than Baekhaksan area.

  • Rapid and reckless economical development is causing nationwide deforestation; more and more forest is being developed to be used as a base for economic advancement. While benefiting the national economy, this destruction of forest is creating a serious problem in the National Land Plan. To solve this problem, it is imperative to understand the current condition of damaged forest and make an environment-friendly plan. This paper explains the principles of spatial plan and sets the criteria for the plan, such as patch size, connectivity, and edge of the Landscape Ecology. The paper assesses the conservational value of area that are currently being developed or planned to be developed to figure out the current environmental situation. This conservational value was verified by the field survey. The result of assessment appears that the patch size of the major mountains in site is over 1,000ha and edge is located widely beside roads. The area of the high connectivity is located agriculture area in valley or narrow roads. The research shows that the patch size is related to biodiversity the larger the patch size, the more populated the species are. The research also reveals the conservational value indicated by degree of connection to forest, difference in the structure of vegetation between core area and edge area, and effects of surrounding environment. In further study, we will assess other criteria of conservation value, such as patch shape and fragmentation to the Landscape Ecology, and apply those criteria in biological aspects of the spatial plan.
