A study of Spatial Multi-Criteria Decision Making for optimal flood defense measures considering regional characteristic (지역특성을 고려한 홍수방어대안 제시를 위한 공간 다기준의사결정 기법 적용 방안 연구)

  • Recently, the flood inundation caused by heavy rainfall in urban area is increasing due to global warming. The variability of climate change is described in the IPCC 5th report (2014). The precipitation pattern and hydrological system is varied by climate change. Since the heavy rainfall surpassed the design capacity of the pipeline, it caused great damage in metropolitan cities such as Seoul and Busan. Inundation in urban area is primarily caused by insufficient sewer capacity and surplus overflow of river. Inundation in urban area with concentrated population is more dangerous than rural and mountains areas, because it is accompanied by human casualties as well as socio-economic damage to recover destruction of roads, brides and underground spaces. In addition, various factors such as an increase in impervious area, a short time of concentration to outlet, and a shortage of sewer capacity's lack increase flooding damage. In this study, flood inundation analysis was conducted for vulnerable areas using XP-SWMM. Also, three structural flood prevention measures such as drainage pipeline construction, detention reservoir construction, and flood pumping station construction are applied as flood damage prevention alternatives. The flood data for each alternative were extracted by dividing the basin by grid. The Spatial Compromise Programming are applied using flood assessment criteria, such as maximum inundation depth, inundation time, and construction cost. The purpose of this study is to reflect the preference of alternatives according to geographical condition even in the same watershed and to select flood defense alternative considering regional characteristics.

Improvement and Application of Pump Station Operating System and Economic Analysis of the Application (빗물펌프장 운영시스템 개선 및 적용과 경제효과분석)

  • In low-lying districts of urban areas, pump stations were built to protect flooding by the heavy rain. Particularly, the automatic pump operation system was installed for efficiency in the pump stations of Seoul. However, the effective pump operation is difficult under existing operating system because the system only performs operation by reservoir depth. This study would like to improve the real time operating system suggested by Jun et al.(2007) and to apply the system Gasan 1 pump station in Seoul. For various design rainfall events, maximum water levels simulated by the suggested system were 10~70cm lower than results by the existing system. And overflow volume at upstream manholes were 50% reduced. We converted the flood control effects by establishment of the suggested system to economic indicators. To obtain the same effect, approximately 4.9 billion won needs to expand pump capacities or 3.2~6.9 hundreds million won needs to construct storm water detention on upstream area. The suggested system could improve the flood control stability by efficient operation of the existing pump station.

  • Due to geographical features of being close to DPRK (Democratic People's Republic of Korea), the Imjin River basin has difficulties in hydrological observation, and is vulnerable to unexpected flood occurrence. As a countermeasure, Gunnam Flood Control Reservoir construction was planned in 2005. Despite such a structural measure, damages by DPRK's illegal release continues to occur. Futhermore the Imjin River's flow has been decreased due to the effect of continuous drought in the Korean Peninsula since 2012 and DPRK's unilateral storage of water. A new operation method is derived for the Gunnam Flood Control Reservoir in order to cope with drought damages on the Imjin River basin and to ensure efficient response time upon flooding. The operation method maintaining Gunnam Flood Control Reservoir's water level by raising from EL.23.0 m to EL.31.0 m during the flood season for securing reservoir capacity enables to secure additional $14,000,000m^3$ water compared to the existing operation methods. The operation method to store inflow by controlling release to $250m^3/s$ in the early stage of flood has increased 2.66% on average in terms of detention effect of reservoir compared to the existing operation methods. The method enables to secure 19 hours to prepare flood compared to the existing methods.

A Study on the Separation of Activated Sludge by Dissolved Air Flotation (가압부상법(加壓浮上法)에 의한 활성(活性)슬러지 혼합액(混合液)의 고액분리(固液分離)에 관한 연구(研究))

  • An effective technique of sludge separation is required for concentrated activated sludge process. The dissolved-air flotation (DAF) has been shown to be efficient process for sludge separation. The factors affecting DAF process for activated sludge separation are type and concentration of sludge, air/solid ratio, ratio of pressurized water flow, pressure, sludge detention time, temperature, sludge and hydraulic loading rate, recycle flow rate of sludge and type and quantity of chemical aid. In order to study the optimal operation condition for sludge separation, the influence factors such as type and concentration of sludge, ratio of pressurized water flow and pressure are investigated by the batch and continuous reactor experiments of DAF and sedimentation test. By the experimental investigation, the results are as follows; 1. For the bulking and concentrated sludge, DAF is more effective than sedimentation for the sludge separation. 2. In DAF, the critical ratio of pressurized water flow exist. The critical value varies with the pressure in the tank. That is, according to the pressure changes from 3 to $5kg/cm^2$, the critical value varies from 0.25 to 0.67 accordingly. 3. Pressure affects the ratio of pressurized water flow, but it does not show any influence upon the DAF efficiency directly. 4. Continuous experimental results was not better than those of batch.

Treatment Level and Reactions of a Treatment Pond System Purifying Sinyang Stream Water (신양천 하천수정화 연못시스템의 처리수준 및 연못반응)

  • Treatment level and pond reactions of a pond system were examined from May to October 2002. The system was constructed in July 2000 for purifying water of Sinyang stream that flows into Koheung Estuarine Lake located in the southern part of the Korean Peninsula. The system was composed of a primary and a secondary pond in series and established on the rice field near the lake. Water pumped from the stream was funneled into the primary pond, whose effluent was discharged into the secondary pond by gravity flow. Effluent from the secondary pond was funneled into wetlands. About 130 $m^3$/day of water was pumped into the primary pond and detention time of the primary and secondary pond was about 2 days. DO from the surface to the 1.0 m depth of the primary and secondary pond was in the rage of 5.2 to 11.0 mg/L and 4.3 to 0.7 mg/L, respectively. DO at the bottom layer of the primary pond was 0 mg/L and that of the secondary pond ranged 3.0~4.7 mg/L. The primary pond functioned as a facultative pond and the secondary as an aerobic one. The temperature difference between the surface and bottom layers of the ponds in August was about $2.5^{\circ}C$ and that in May and October was about $1.0^{\circ}C$. Thermocline was observed in the primary pond during the high ambient temperature of August. The sludge depth of the primary pond in May, August, and October was 2.4, 1.9, and 2.2 cm, respectively. That of the secondary pond was 1.2, 1.0, and 1.1 cm, respectively. SS, $BOD_5$, T-N, and T-P concentrations in influent averaged 16.64, 6.71, 6.21, and 0.23 mg/L and those in effluent from the primary pond averaged 11.48, 4.97, 4.81, and 0.17 mg/L, respectively. The removal rates of the primary pond for SS, $BOD_5$, T-N and T-P were 31%, 26%, 22%, and 24%, respectively. Average concentrations of SS, $BOD_5$, T-N, and T-P in effluent from the secondary pond were 9.81, 4.07, 4.03, and 0.14 mg/L, respectively and the abatement rates of the secondary pond for SS, $BOD_5$, T-N and T-P were 20%, 12%, 13%, and 15%, respectively. SS, $BOD_5$, T-N and T-P concentrations in effluent from the primary pond were significantly low(p=0.001) when compared with those from the secondary one.

A Study on the Social Support, Ego-resiliency and Stress Coping Strategies of School-Dropout Adolescents (학업중단 청소년의 사회적지지, 자아탄력성과 스트레스 대처방식 연구)

  • This study investigated relative explanation of social support, ego-resiliency and stress coping strategies to help adaptive coping style of school-dropout adolescents under stress situation. To this end, 101 school-dropout adolescents were surveyed by visiting and requesting the outofschool youth supporting project, youth detention center, and adolescent protective and treatment facilities in Daejeon, Cheongnam, and Chungbuk. As analysis methods, descriptive statistical analysis, pearson's correlation, and hierarchical analysis were conducted and the research results are as follows. First, stress coping strategies showed positive relationship with social support and ego-resiliency. Second, a variable that showed greater explanation power for stress coping strategies was the environmental variable, the social support. Third, it was identified that there was greater explanation power when the environmental variable, the social support, and the personal variable, the ego-resiliency, were put in at the same time for stress coping strategies. According to the result, this study implies that schools, community, national policy effort and systemetic approach are required as well as improvement of personal coping capabilities in order to overcome difficulties school-dropout adolescents face.

Proposal of Design Criteria on Multi-functional Tunnel for the Urban Traffic Tunnel to Flooding Bypass (도심지 홍수저감과 교통량 분담을 위한 다기능 대심도 터널 설계 기준 방안 제시)

  • Spatial and time variation of the precipitation in Korea is high, therefore, more than 2/3 of the annual precipitation is concentrated during the rainy season. Climate change also causes the intensive rainfall in the area of dense population, thus the occurrence frequency of the heavy flood in the impervious area has been increased. Therefore, the structural food mitigation measures such as the construction of the higher design frequency stormwater pipes, pumping stations, and/or detention ponds. The flood bypass tunnel or retention storage is also one of the efficient structures to mitigate flood damage in the urban area. However, the economic feasibility has been controversial because the flood bypass tunnel might be used once or twice a year. To solve the problem, the multi-functional tunnel for the urban traffic and flooding bypass has been considered. In this study, the design criteria of the road and water tunnel has been analysed and the composite design criteria is proposed for the multi-functional tunnel which is expected to be constructed.

Studies on the Biological Treatment of Waste Water from Acetaldehyde Plant (아세트 알데히드(특수산업) 폐수의 생물학적 처리)

  • In order to establish the biological treatment system which can be used for treatment of waste aster from acetaldehyde plant, it was investigated optimum nutrient requirements and growth conditions by mixed culture of Micrococcus roseus AW-6, Micrococcus luteus AW-22, Microbacterium lacticum AW-38 and Microbacterium laevaniformans AW-41 as well as the effect of coagulants and neutralization reagents. Also, it was carried out the continuous culture as well as batch culture to treat the waste water by mixed culture of these strains. The COD removal rate was reached to maximum state for 96hrs culture at pH7.0 and $30^{\circ}C$ NaOH as the neutralization reagents was the most effective, but the coagulants had no effect on the COD remonal rate and the optimum dilution times for treatment were 10 fold. The COD removal rate was also increased by supplimenting 200 ppm $NH_{2}NO_{3}$, 50 ppm $KH_{2}PO_{4}$, 15 ppm $CaCl_{2}$ and 1 ppm $MgSO_{4} \cdot 7H_{2}O $ as additional nutrients. The removal rate coefficient $K_{1}$ on the batch culture was $4.5\times 10^{-6}$, and the detention time for BOD removal rate of 85% was approximately 45hrs. The COD of waste water was reduced to 15% of its initial value by the continuous culture. The COD and BOD of the effluents were to be about 60 ppm and 40 ppm, respectively, and final pH was 7.0.

  • Removal of nitrogen compound under nitrification related with denitrification by biofilm which developed on the porous media was investigated. With the investigation of $NH_4-N$ nitrification and autotrophic denitrification supplied with sulfur media as electron donor, conclusions were retrieved as follows. When $F/M_N$ ratio of $NH_4-N$ was increased from $0.0062-0.034gNH_4-N/g\;MLVSS{\cdot}day$ by the change of influent concentration and HRT the nitrification rate decreased as the increase of loading rate. Also under the same conditions of $F/M_N$ ratio, the alkalinity consumption rate of operation was higher at 8 hours of HRT than at 6 hours of HRT. Accordingly the influent loading rate variation by detention time with influent flow influenced more on the nitrification efficiency than the influent loading rate variation by the influent concentration did. Denitrification rate with various EBCT(Empty Bed Contact Time) showed average 25% at 8.4hrs of EBCT but sharply decreased average 5% at 4.6hrs of EBCT, so the operation would be more effective at above 8.4hrs of EBCT. Also denitrification rate was known to be adversely increased as $NO_3-N$ loading rate per unit volume of sulfur-media was decreased within the range of $0.5{\sim}2.0kgNO_3-N/m^3{\cdot}day$.

A Research Survey on the Characteristics of Burglaries: Focused on How to Utilize Private Security (침입절도 특성에 관한 조사연구: 민간경비 활용방안을 중심으로)

  • A larceny means stealing others' properties, as one of crime types most closely connected with common people. Along with fraud, it is the mostly common property crime; in particular, the largest number of people are exposed to a burglary. This study aims to find the schemes to utilize private guards according to the characteristics of burglary. To do so, a questionnaire survey was conducted into an actual condition of official statistics of burglary and into the criminals of burglary, with a view to understanding the behavioral characteristics of burglary and suggesting defense mechanisms to prevent the crime. Burglary is not just a major crime to be dealt with by public guards like the police but also one to be handled increasingly more by private guards. It is why this study intends to identify how to utilize private guards in preventing the crime. Investigations were made into 208 burglars, who were inmates of 10 correctional institutions (prisons or detention houses) across the country. It is found that only about 24% of burglars committed the crime through rational choice, about 60.7% were feared of their arrest at the time of their crime, and a very high percentage (69.9%) of them were assured of their successful crime. Burglaries usually happened at night, mostly in a summer day when everybody goes away from home for vacation. Primarily, the crimes took place in a private house of urban residential quarters. What burglars considered mostly for target selection includes 'profitability,' followed by 'surveillance' and 'risk.' Most (42%) of them committed the crime for the first time ever. Generally, they were not inclined to commit the crime while under the influence of alcohol or drug, which might prevent them from making reasonable decisions. 73.9% of the criminals said that they committed the crime singly without any accomplices.
