In introducing and applying the budget management system, the question of how to establish management structure(skelton) representing budget management responsible unit is significantly related to the degree of accuracy and analysis on the performance measurement of standard work unit. We have the following rational process of establishing performance measurement of budget management System ; 1) Standardization of work method 2) Establishment of management structure 3) Institution of budget management system. Especially, this system is based on a premise of efficiency of objectives management, it is assumed that performance measurement in the standard work unit must be enforced according to the basis and categories of performance evaluation based on the evaluating work unit. Therefore, most of all, the following three detail questions(subjects) are to be determined in order to rationalize these above principles to a maximum possible extent of performance measurement system. First, we established respective performance standard unit with respect to such detailed work unit, performance standard unit of which were accurately applicable directly from using the budget ana objectives account data and their supplementary data of the work measurement techniques. Second, by using the above mentioned question, over all evaluation and suggestion are made based on the study of the recording for each work unit development, budget management and production nit (volume of production) Third, the measurement of performance of budget management system is based on the principle of standard work unit, compared with the standard basis and actual work unit by period and activities unit and calculated percentage effectiveness according to the above procedure. and so evaluated the efficiency of performance measurement on the budget management system.

Purpose: The Korean government has implemented a Barrier Free Certification System since 2008 to create a secure and convenient environment for the socially disadvantaged. The drastic increase in the number of BF-certification facilities is expected due to the revision of the system and increasing the number of certification institutions. An analysis of individual evaluation items needs to be made for the BF-Certification with public confidence. Method: Korean standard, International Standard(ISO/FDIS 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(${\ddot{O}}NORM$ B 1600, 2017) and Swiss Standard(Norm SIA 500 / SN 521 500, 2009) were investigated and analyzed. A comprehensive improvement plan is proposed by comparing details of the aforementioned standards and the evaluation items of BF-Certification. Results: Many problems arise in applying existing Barrier-free standards due to changes in population structure, environmental change and the use of powered wheelchairs. International standards are being improved to solve these problems. The korean standards also require improving of the Barrier Free Law and Certification System, which reflect these trends. In korean cases, standards such as the size of the doors (width and height), the Unobstructed Manoeuvring Space and Clear Space at the Latch side of the Door are required to improve standards in accordance with international standards. In addition, the expression of laws and evaluation items of BF-Certification should be clearly defined. And the application of visual contrast standards for the enhancement of perceptions presented in international standards should be considered. Implication: Barrier Free related legal standards and evaluation items of BF-Certification that are used in Korea are required to be revised in consideration of social and environmental changes. Comprehensive improvements should be made through detailed review.

We investigate the spectral energy distributions (SEDs) of low mass-loss rate O-rich asymptotic giant branch (AGB) stars using the infrared observational data including the Infrared Space Observatory (ISO) data. Comparing the results of detailed radiative transfer model calculations with observations, we find that the dust formation temperature is much lower than 1000 K for standard dust shell models. We find that the superwind model with a density-enhanced region can be a possible alternative dust shell model for LMOA stars.

The task, development of the exemplary patterns for the application of passive solar systems in residential buildings, is very crucial regarding government policies toward energy conservation. So various measurements, evaluation, and feasibility studies are performed in addition to their architectural design and detailed drawings. In conclusion, passive solar systems are effective and economical when they are applied to residential buildings for heating systems.

In this Letter, we propose a comprehensive design methodology of hybri'd Fuzzy controllers (HFC). The HFC comes as a form of a convex combination of a standard PID controller and a fuzzy controller. The design procedure dwells on the use of evolutionary computing (genetic algorithm) and an auto-tuning algorithm. The tuning of the scaling factors of the HFC is an essential component of the entire optimization process. A numerical study is presented and a detailed comparative analysis is also included.

The object of this paper is to Study the work measurement which is one of the principal technique in work study for the improvement of Productivity in the foundry industry. Most of domestic mechanical enterprise using the expensive foreign machinerise is inoufficient for the standardization of the operation method and time. Therefore, the improvement of operation and productivity through the introduction of the work measurement is an urgent task. Therefore, this paper is contribute to the improvement of operation and to reduce the loss time through the application of the work measurement based on the case study conducted at W-Foundry Corporation. The summary of this study is follows; 1. The measurement of operation efficiency can be accomplished by the standard time. 2. The detailed causes and counter-proposal of loss time can be established, 3. More than 50% of loss time is attributed to c/p.

A first step review is completed on the suitability of European designed wind turbines in an East Asia climate. Six parameters are chosen for detailed analysis of proper meteorological measures from flat, hilly, forested, coastal and offshore sites in West Europe and East Asia: mean wind speed, 10 minute mean wind speed distribution, turbulence intensity, wind shear, 3 second extreme wind speed and 10 minute direction change. All six parameters are assessed with a view for contrast with the wind turbine design standard IEC61400. The diurnal and seasonal variation, average and extreme values of each parameter are calculated where appropriate. Industry standard software and analysis techniques have been employed to assess the applicability of existing wind turbine design standards and design guidelines for the East Asian market.

DNA microarray becomes a major tool for the investigation of global gene expression in all aspects of cancer and biomedical research. DNA microarray experiment generates enormous amounts of data and they are meaningful only in the context of a detailed description of microarrays, biomaterials, and conditions under which they were generated. MicroArray Gene Expression Data (MGED) society has established microarray standard for structured management of these diverse and large amount data. MGED MAGE-OM (MicroArray Gene Expression Object Model) is an object oriented data model, which attempts to define standard objects for gene expression. To assess the relevance of DNA microarray analysis of cancer research it is required to combine clinical and genomics data. MAGE-OM, however, does not have an appropriate structure to describe clinical information of cancer. For systematic integration of gene expression and clinical data, we create a new model, Cancer Genomics Object Model.

In this paper, we describe issues related to standardized interaction among companies that are in the environments of heterogeneous information systems. The interaction method is detailed based on BPEL4WS, which is XML based standard specification. This paper provides method of interoperability using web service, which is considered a new information system paradigm. The method has importance in that it enables to exchange data in a platform independent manner. This paper deals with a method of interaction among heterogeneous information system based on BPEL4WS standard. The concepts of interoperability, XML, and workflow are introduced. The standards and previous research results related to interoperability are also provided. It describes brief introduction of BPEL4WS specification and its technical details. Integrated business process using BPEL4WS and interoperability issues are also included..
