Toward Sustainable Neighbourhood Design: Examining Shinjung Environmentally Friendly Housing Estate Development Project

  • Since the late 1990s Korean housing authorities and private companies have been pursuing various initiatives towards sustainable neighbourhood design, however, there has been no attempt to examine their progress. This research aims to suggest a sustainability evaluation framework and analyse the progress of sustainability of a cutting edge project: Shinjung Environmentally Friendly Housing Estate Development, using that framework. The results of the analysis suggest that the project failed to make Significant progress in the sustainability evaluation criteria compared to normal projects in Korea and there exist significant barriers: economic/financial barriers; institutional/structural barriers; and implementation barriers within current planning and design practices. Most of the project's design strategies were simply adopted and used as a marketing tool without public participation, sustainability targets or benchmarking for sustainability. Furthermore, most of the responsibility for maintenance was left to residents who normally lack the knowledge, experience, interest and money to carry out such tasks. These problems cause significant concerns over the future success of the project toward sustainability. The experience of the Shinjung project also highlights the need for a more proactive central and local government stance towards sustainable neighborhood design.

Holistic, Collaborative, Ecological, and Coevolutionary Characteristics of Service Design Process

  • Objective: This paper discussed the characteristics of service design process by comparing with product design process. Background: Service design has different design outcomes, project participants, and design constraints than product design. Method: The comparison took two perspectives: one was shorter-term, design process of a service, and the other was longer-term, process of service development. Results: It was discussed that service design process is similar in overall, but has four differences. First, the role of design is required earlier and longer in the process, which means service designers need to participate from the begging of the project to service operation. Thus service designers are required to have holistic viewpoint of the project. Second, service design requires many design expertise thus collaboration needs to be well defined and managed throughout the process. Third, since service provider has limited resources, regulations, and market competition, some service features cannot be provided. Service designers are required to know both customers' needs and functional constraints. Last, service design is highly coupled with service operation. Designing and providing service happens at the same time and evolves over time. Conclusion: Consequently it was asserted that the role of designers in service design is essential for success. In specific, the role of service design architect, who manages design process and design outcomes, is a new and important role in service design project.

  • 공공 건설사업 발주 정책의 변화 및 대형화, 복잡화되고 있는 건축 프로젝트의 특성에 따라 향후 건설시장은 디자인 빌드 방식의 건설사업이 더욱 증가할 것으로 예상된다. 그러나 디자인 빌드의 증가와 더불어 운영관리 측면에서의 문제점이 나타나고 있다. 디자인 빌드 방식은 일괄사업자가 설계와 시공에 대한 책임을 전담하게 되므로 많은 리스크 요인이 존재하며, 기본설계에서 실시설계를 거쳐 시공단계에 이르는 업무 프로세스가 명확히 규명되어 있지 않아 사업의 진행에 따른 사업 수행자의 일관되고 체계적인 관리가 어려운 실정이다. 이에 본 연구에서는 디자인 빌드 프로젝트의 효과적인 수행을 위한 프로세스 모델을 개발하고, 관련지식의 체계적인 축적 및 활용을 위한 데이터베이스의 구축방안을 제시하고자 한다.

  • Building restoration is a complex process with a high level of uncertainty. Restoration professionals can significantly benefit from the well-established discipline of project management to achieve their targets; however, available evidence shows that the use of the project management body of knowledge in restoration projects is far from the desired level. Several historical organisations have since been established with the goal of preserving and governing cultural identity, and numerous studies have supported the need of preserving architectural heritage. Many owners, investors, academics, and developers believe that it would be considerably more expensive to renovate and restore an old building than to create a new one. Although the project management process is generally recognised, the concept of project management for architectural heritage projects differs due to the uniqueness of each project. It differs from many construction projects in terms of the need for research-based practices to define scope, planning, scheduling, supervision,decision-making,and also performance. The Greco-Roman Museum in Alexandria's planning, design, and building phases are being studied with the aim of identifying and analysing the variables that contribute to project delays. Three project management pillars were established as a result of gathering this data from the project's stakeholders: the first pillar addresses time management for the existing phase and how it will be incorporated into the new extension phase; the second pillar addresses performance in relation to project management issues in the delivery of the best quality of a construction project; and the third pillar addresses the scope of the new extension because it will significantly impact the other two pillars. This paper argues that a contemporary perspective which utilizes project management tools and techniques can contribute to the conservation of architectural heritage in line with the conservation principles.

공공발주자의 설계단계 BIM 발주업무 지원을 위한 가이드 개발 연구 (Development of a Project Design Stage BIM Guide for Project Owners)

  • Although BIM has been recognized as one of the main streams that advance the construction industry worldwide, it is difficult to ensure the quality of BIM data due to the problems such as internal errors of BIM tools and lack of guidelines that enhance design quality. Such problems cause designers, constructors, and project owners to hesitate applying it to their business. The main objective of this research is to develop a BIM guide for public project owners that is to be usable at the design phase of the public projects. To meet the objective, the study invited 10 BIM experts from Korean construction industry and operated workshops with focus group interview methodology. As well, a number of BIM guidelines from the BIM advanced countries were reviewed to identify valuable contents for the guide. There are four main parts in the guide developed: BIM design procurement process guide, Request for Proposal development guide for BIM design, BIM execution plan development and evaluation guide, and BIM output and deliverables review and evaluation guide.

요르단연구로건설사업 문서관리시스템 구축 (Establishment of Document Control System for the Jordan Research and Training Reactor Project)

  • The Project of Jordan Research and Training Reactor (JRTR) officially launched in Aug. 2010. JRTR is the first made-in-Korea nuclear system to be built abroad by year 2015, and Korea Atomic Energy Research Institute (KAERI) is responsible for the design of major systems including the reactor core. While the PDCS (Project Document Control System) being operated by EPC company controls all the documents of the whole Project, KAERI is supposed to have its own system for KAERI documents. Meeting such a need; KAERI has implemented a document control for the JRTR Project into already existing ANSIM (KAERI Advanced Nuclear Safety Information Management) system. The documents of JRTR project to be controlled are defined in the PPM (Project Procedures Manual), QAP (Quality Assurance Procedure) and PEP (Project Execution Program). The ANSIM consists of the document management holder, document container holder and organization management holder. The document management holder, which is the most important part of ANSIM-JRTR, consists of the DDA (Document Distribution for Agreement), IOC (Inter-office Correspondence), PM Memo. (Project Manager Memorandum) and cover sheets of design documents. Other materials such as meeting minutes, sub-department materials and design information materials are stored in an independent COP (Community of Practice). This established computerized document control system, ANSIM, could lessen a burden for project management team and enhance the productivity as well.

청계천복원사업의 조경설계안 변경 요인 분석 (A Study on the Analysis of Factors for Landscape Architect Scheme Modification for the Restoration Project of Cheonggyecheon)

  • In this study, the implications for landscape architecture in the restoration Project of Cheonggyecheon will be shown through the analysis of factors for landscape architect scheme modification. The method of study consists of theoretical study, analysis of the plan and design of landscape architecture of the restoration project of Cheonggyecheon, and deduction of implications thereof. The controversial feints included the many difficulties in realizing the productive design of landscape architecture due to the selective collecting of public opinion and the problems of settling the complications, the design limit of the turnkey and MA systems, the lack of hydraulic knowledge and technology and the shortage of vegetation monitoring data and experimental materials. The alternative proposals are as follows: 1) there should be agreement between the government organization and the civil group, 2) in the turnkey bidding for the river restoration projects, the river restoration design based on the volume divided into some parts should be reconsidered in order to maintain consistency in the total design, 3) in order to maintain consistency in the planning policies, MA designs should also be introduced and applied from the first stage of the project through its completion, and 4) data such as the safe water level in case of flooding for the facilities and the vegetation and data in connection with the ecological restoration of river should be accumulated. If these controversies are not settled effectively, the river restoration project will be delayed due to complications with the citizens and wasted time and effort will result from the frequent design changes. In addition, landscape architecture in this kind of restoration project is bound to decrease in the future due to frequent changes in the hydraulic-centered design.

PMO의 관여도가 프로젝트성과에 미치는 영향에 관한 연구 (A Study on the Effect of PMO Involvement on Project Performance)

  • Purpose This study is based on previous studies related to the function and operating system of the project management system for efficient project management. The purpose of the study is, first, to find out how the project performance is affected by the utilization of the project management system and the involvement of the PMO. Second, the mediating effect of implementing integrated management between the project management system and project performance is to be demonstrated. Design/methodology/approach Based on previous studies related to project management, this study designed a research model by integrating functional factors derived from project management system design studies, integrated management factors, and factors derived from PMO function studies. Findings As a result of the empirical analysis, this study first confirmed that high utilization of the project management system and high involvement of the PMO are factors that affect project performance. In addition, it was confirmed that the establishment of the system and the introduction of PMO do not guarantee project performance. Second, it was confirmed that the execution of integrated management has a mediating effect between the system and the project performance, and that the high utilization of the system has a positive effect on the mediating effect.
