기부대양여 사업에 의한 군사시설 이전의 리스크 요인 도출 및 우선순위 평가 (Risk Identification and Priority Evaluation of Military Facility Relocation by Endowment and Concession Project)

  • 군부대 이전사업의 소요 증가에 따라 활용되어온 기부대양여방식이 사업시행에 있어 관련제도와 법규, 사업시행자와 군 부대간의 상호이해의 부족 등의 이유로 대다수의 사업이 지연되고 있으며 개선이 요구되고 있는 상황이다. 이에 본 연구에서는 이전사업 추진 단계별 잠재적 리크스 요인 즉, 사업특성과 시행에 제약이 되는 문제를 확인하고 우선순위를 도출하여 위험요인을 분석하고자 하였다. 도출된 위험요인들 중 인허가 및 설계 단계에서의 시설기준을 초과한 요구, 사업승인 단계의 부대이전반대, 시공 및 준공단계의 시공 중 설계변경, 재산 처리단계의 기부/양여 재산에 대한 이견, 합의각서 체결단계의 시설기준의 부재가 우선적인 리스크 관리 고려대상으로 분석되었다. 본 연구는 리스크 관리의 우선순위를 제공함으로써 사업관리자가 더욱 효울적으로 사업을 추진할 있는 가이드라인을 제공할 수 있을 것으로 기대된다.

배기형의 「경주 석굴암 보수공사 설계도」(1961)에 관한 고찰 (On the Plans of Kyongju's Sokkuram Restoration Project (1961) by Pai Ki Hyung)

  • This study examines the restoration project of Sokkuram, and introduces its preliminary plans by the architect Pai Ki Hyung. The restoration project started in 1958 with an inquiry committee of the restoration project, and was completed in 1964. Despite having undergone extensive repair work under Japanese supervision from 1913 and 1923, the repair work caused water leakages inside Sokkuram, and regular cleaning work that began in 1933 caused a lot of damage to the sculpture. In result of the surveys, the top priority of this project was to protect the sculptures inside Sokkuram by improving the environment of the cave. At that time, the architect Mr. Pai participated as a head of the fourth field surveyors to plan the restoration project and to design the preliminary plans. He proposed the installation of a double dome structure to prevent further water leakages on the concrete addition that was built up around the grotto by the Japanese. However, in 1961, the Cultural Heritage Committee of Korea examined the plans of Mr. Pai and immediately rejected them. The factors of the rejection were the omitting of entrance design, system of new double dome structure that presses the existing structure, and these changes that had to be made outside of the drainage plans. The repair work of Sokkuram began in 1961, and the main construction was building double dome structure and entrance installation. In this we realize that Mr. Pai's double dome structure plans were very important key concept of this project. This study attempts to demonstrate the double dome installations that Mr. Pai initially proposed, which ultimately remains as emblematic factors of Sokkuram's legacy.

ESTIMATING COSTS DURING THE INITIAL STAGE OF CONCEPTUAL PLANNING FOR PUBLIC ROAD PROJECTS: CASE-BASED REASONING APPROACH

  • Estimating project costs during the early stage of conceptual planning is very important when deciding whether to approve the project and allocate an appropriate budget. However, due to greater uncertainties involved in a project, it is challenging to estimate costs during this initial stage within a reasonable tolerance. This paper attempts to develop a cost-estimate model for public road projects under these circumstances and limitations. In the conceptual planning stage of a road project, there is only limited information for cost estimation, for example, such input data as total length of the route, origin and destination, number of lanes, general geographic characteristics of the route, and other basic attributes. This implies that the model should individuate suitable but restricted information without considering detailed features such as quantity of earthwork and a detailed route of a given condition. With these limited facts, this paper applies a case-based reasoning (CBR) method to solve a new problem by deriving similar past problems, which in turn is used to estimate the cost of a given project based on best-fitted previous cases. To develop a CBR cost-estimate model, the authors classified 8 representative variables, including project type, the number of lanes, total length, road design grades, etc. Then, we developed the CBR model, primarily by using 180 actual cases of public road projects, procured over the last decade. With the CBR model, it was found that the degree of error in estimation can be reasonably reduced, to below approximately 30% compared to the final costs estimated upon the completion of detailed design.

The Use of Facebook in International Multi-course Collaborative Projects in Fashion Merchandising Curriculums

  • This study examined students' perceived importance of the benefits derived from an international multi-course collaborative (IMCC) project and how these perceptions impact students' extrinsic and intrinsic motivations for using the project Facebook (i.e., perceived usefulness and enjoyment), attitude toward the project, and intent to participate in future IMCC projects. The data were collected from 96 students who participated in the IMCC project and were enrolled in four different fashion merchandising courses in two different countries, the U.S. and South Korea. This study found that perceived enjoyment of the project Facebook influenced attitude toward the project and intent to participate in future IMCC projects. Perceived usefulness and enjoyment were predicted by the perceived importance of cultural understanding and feedback exchange among international group members. Attitude was influenced by the perceived importance of networking through the IMCC project, while intent to participate in future IMCC projects was predicted by perceived importance of cultural understanding and networking through the IMCC project. This study provides educators in the related disciplines insights about how to incorporate social network sites into course curricula to motivate students' project participation and learning.

THE IDENTIFICATION OF MALAYSIAN CONTRACTOR SATISFACTION DIMENSIONS: A STRATEGY FOR CONTINUOUS IMPROVEMENT

  • The unique characteristics of the construction industry - such as the fragmentation of its processes, varied scope of works and diversity of its participants - are contributory factors to poor project performance. Several issues are unresolved due to the lack of a comprehensive technique to measure project outcomes including: inefficient decision making, insufficient communication, uncertain site conditions, a continuously changing environment, inharmonious working relationships, mismatched objectives within the project team and a blame culture. One approach to overcoming these problems appears to be to measure performance by gauging contractor satisfaction (Co-S) levels, but this has not been widely investigated as yet. Additionally, the key Co-S dimensions at the project level are still not fully identified. This paper concerns a study of satisfaction dimensions, primarily by a postal questionnaire survey of construction contractors registered by the Malaysian Construction Industry Development Board (CIDB). Eight satisfaction dimensions are identified that are significantly and substantially relate to these contractors - comprising: project cost performance, schedule performance, product performance, design satisfaction, site safety, project profitability, business performance and relationships between participants. -Each of these dimensions is accorded different priority levels of satisfaction by different contractors. The output of this study will be useful in raising the awareness and understanding of project teams regarding contractors' needs, mutual objectives and open communication to help to deliver a successful project.

BENCHMARKING THE PREPROJECT PLANNING PRACTICE FOR THE BUILDING CONSTRUCTION INDUSTRY IN TAIWAN

  • Significant decisions are made by the project team during the early planning phase of capital facility project developments. The preproject planning phase begins after a decision is made to proceed with a project concept and continues until the detail design stage. Many of the industry practitioners and researchers have recognized the importance of preproject planning and that inadequate early planning is one of the key factors affecting project success. Nevertheless, the preproject planning practices vary significantly for the construction industry in Taiwan and the quality of preproject planning relies heavily on individual project team's experience. This research sets out to benchmark the preproject planning practice for the building construction industry in Taiwan. From late 2007 to early 2010, the researchers collected information from a total of 92 building construction projects using questionnaire survey. The analysis results show that the surveyed projects with better preproject planning have better cost and schedule performances on average. It is recommended that project team spend more efforts in the preproject planning stage to have a better chance of achieving project success.

A Study on the Dimension of Quality Metrics for Information Systems Development and Success : An Application of Information Processing Theory

  • Information systems quality engineering is one of the most problematic areas in practice and research, and needs cooperative efforts between practice and theory [Glass, 1996]. A model for evaluating the quality of system development process and ensuing success is proposed based on information processing theory of project unit design. A nomological net among a set of quality variables is identified from prior research in the areas of organization science, software engineering, and management information systems. More specifically, system development success was modelled as a function of project complexity, system development modelling environment, user participation, project unit structure, resource availability, and the level of iterative nature of development methodology. Based on the model developed from the information processing theory of project unit design in organization science. appropriate quality metrics for each variable in the proposed model are matched. In this way, a framework of relevant systems development and success quality metrics for controlling systems development processes and ensuing success is proposed. The causal relationships among the constructs in the proposed model are proposed as future empirical research for academicians and as managerial tools for quality managers. The framework and propositions help quality manager to select more parsimonious quality metrics for controlling information systems development processes and project success in an integrated way. Also this model can be utilized for evaluating software quality assurance programmes, which are developed and marketed by many vendors.

한강유역 환경보전 종합계획 사업의 개요 (The Outline of Han River Basin Environmental master Plan Project)

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

웹 기반 프로젝트의 교육적 활용을 위한 설계 (A Design of Web-Based Project for Education)

  • 웹의 교육적 활용은 학생의 흥미 유발 및 자발적 참여와 아울러 시공간의 제약을 넘어 최신의 정보를 얻을 수 있다는 장점으로 최근 교육 기관으로부터 많은 관심을 끌고 있다. 웹의 자료를 검색하여 원하는 정보를 찾아 교육에 활용하기 위한 연구가 다방변에서 진행되고 있다. 웹 자료의 단순한 활용에서 한 차원 높여 보다 조직적이고 통합적인 웹 기반 프로젝트에 대해 소개한다. 웹 기반 프로젝트의 특징은 프로젝트의 주제에 대한 폭 넓은 경험, 통합 교과교육, 창의성 개발, 협동심 배양, 세계화 교육 등을 꼽을 수 있다. 본 논문은 웹을 기반으로하는 프로젝트의 운영에 대한 개념을 설명하고 그 특성을 살려 어떠한 분야에 활용 할 것인지 논의하고 웹 프로젝트 설계의 기본 구조를 제안한다.

  • The school complex project is driven by public calling for school facilities change due to the social change followed by the aging society and increasing interest in the lifelong education. The school complex project is defined as an activity in which the school facilities and space are not only used for students, but also for the local residents. Since the project was promoted in a link with reform of the education system in 2001, the demand in the expectation effect has been sharply increasing. Despite of the high expectation and attention, the school complex project, however, has been performed in a limit of efficiency. Consequently, public opinion calling for more structured and effective way on construction and administration has been certainly increasing. According to the strong demand, this study was carried out to provide basic data for, and suggest an approach to, more structured and effective way of establishment and administration of the school complex project by comparing the success cases in Seoul metropolitan city.
