  • A recently lot of facilities have been constructed from rapidly development of science and economic growth. Among them, bridges are tending to be large because of geometrical problems of the road. And then the method of satellite surveying is being practical use variously out of present surveying methods. Therefore in this study it takes a measurement of bridge displacement using the RTK GPS Mode instead of the using mechanical measurement system. The observation value was verified by using Total Station to inspect observation value of RTK GPS. And then, by using the Delphi of object intending language, developed bridge warning system and applied it. The result of this study was found verification error of 0.2~8.3mm, therefore the measurement of bridge displacement of grand bridge can be applied by using An GPS.

  • The goal of current study is to make a standard pattern identification for post stroke depression using a delphi method. Finally, ten experts of oriental medicine, especially of stroke or depression, participated in Dephi examination. At the first meeting, experts conducted free discussion and determined to use the previous published questionnaires of Deficiency-Excess identification and Cold-Heat identification. From the second round, experts participated in evaluating and correcting the questionnaire by email. New seven questions were added to the questionnaire of Deficiency-Excess identification through the second round. Finally, the standard pattern identification of Cold-Heat or Deficiency-Excess is composed 20 questions and 11 questions, respectively. These pattern identifications for post stroke depression will contribute to research and treatment of oriental medicine.

  • Sustainable development is one of the important concept of the 21st century. Especially, Social sustainability is an important factor in today's society with the weakened community, and is needed exploring social sustainability in the residential environment as a container of human life. The purpose of this study was to develop the evaluation indicators and evaluation system of social sustainability in residential environment. In order to develop evaluation indicators first, the delphi expert survey was conducted to assess the adequacy of selected the evaluation indicators in previous studies. Second, expert survey using the method of AHP was progressed in order to analyze importance and weight of evaluation indicators and was analyzed using Expert Choice. The findings of this study are as followings; the evaluation system was composed of locality, communality and organisms. The communality is the most important. The locality was composed of historical and cultural, reflection of regional identity and homogeneous of regions. Reflection of local identity is the most important in locality area. The communality was composed of social integration environment, community activities and the community space. The community activities are the most important in communality area. The organism was composed of employment, self-sufficiency, welfare, population, safety and housing. Safety is the most important in the organism area.

  • The objective of this study is to assess the capability of meteorological technology in Korea, the United States, Japan, and the United Kingdom as of 2015 and compare them with the previous values for Korea, the United States, and Japan. For the comparison, the indicators and weights for the assessment similar to those used in previous studies are used and Gordon's rating model is applied here to evaluate the indicators and conduct a survey of weather experts. The survey was administered to 200 of experts in meteorology using the Delphi method. More specifically, we investigate four categories of observation, data processing, forecast, and climate. The overall results show that the United Kingdom has the highest capability of meteorological technology among the four countries. With the result of indicator evaluation on this study the United Kingdom has the highest capability of meteorological technologies compared with Korea, the United States, and Japan. The capability of meteorological technology in Korea is 88.5% of the United Kingdom, 89.9% of Japan, and 90.6% of the United States. The countries in order of score on survey evaluation are the United States, the United Kingdom, Japan, and Korea. Through the result of survey evaluation, the level of meteorological technology in Korea was 88.9% of the United States, 91.6% of the United Kingdom, and 92.2% of Japan.

  • In todays environment in which scientific technologies are changing very fast than ever, companies have to monitor and search emerging technologies to gain competitiveness. Actually many nations try to do that. Most of them use Dephi approach based on experts review as a searching method. But experts review has been criticised for probability of inclination and its derivative problems in the sense that it is accomplished only by expert's subjectivity. To overcome such problems, we used Scientometric Method for identifying emerging technology that had been done by Delphi as a rule. We made three particular efforts in order to improve the Quality of the result. Firstly, we selected one alternative database between SCI and Scopus hoping to see evenly-distributing results in wide fields on the front burner. Secondly we used Fractional citation counting in counting citation number in the stage of linear regression analysis. Lastly, we verified Scientometric result with experts opinions to minimize probable errors in a Scientometric research. As a result, we derived 290 emerging technologies from Scientometric analysis with Scopus Database, and visualized them on 2-dimension map with data mining system named KnowledgeMatrix which was developed by KISTI.
