It is one of the important tasks to accurately grasp features of the devastated land to revegetate the denuded, volcanic land. In the present report three factors of such features were discussed : the ash fall phenomenon the overflow of surface water, and the generation of sulfurous acid gas, which are all usual, harmful factors for the successful growth of introduced plants to such area. In addition, it is indicated that to overcome those harmful factors some artificial tools should be applied in such regions before the introduction of pioneer tree species such as Pinus thunbergii and etc. In our three-year pilot study it is found out that the use of mulching sheets developed originally by research members combined together with symbiotic microorganisms such as Pisolithus tinctorus Coker et Couch f. tinctorius was very effective. Experimental plots surveyed throughly in Mt. Fugendake in Nagasaki Prefecture and Mt. Sakurajima in Kagoshima Prefecture showed successful revegetation as models. Finally, for the revegetation of the denuded, volcanic land it is recommended that mulching sheets should be used together with symbiotic microorganisms.

The project for rehabilitation and revegetation of the abandoned coal-mine lands is a very important national environmental restoration project in the view point of rehabilitation and revegetation of denuded forest-lands caused by coal mining as well as restoration of disturbed natural environment and control of the variable pollutions. In Korea, because a large number of coal mines had been developed in order to fill up abundantly consumption of coal as a major energy source in the developing period, a lot of denuded forest-lands caused by coal mining had distributed in the whole country. And, due to the absence of effective rehabilitation and revegetation works on the denuded forestlands caused by coal-mining, most of them had been remained with being damaged. In 1990, area of the abandoned coal-mine lands, requiring the rehabilitation and revegetation works, was about 1,437.1 ha. For the past ten years ('90~'99), about 1,081.8 ha out of them had been rehabilitated and revegetated, and the rehabilitation planning area was about 33.0 ha in 2000. So, remaining area out of abandoned coal-mine lands will be about 322.3 ha after 2000. In principle, after abandoning coal-mine, mine owners must carry out the rehabilitation and revegetation works on the abandoned mine lands by themselves. But, most of mine owners were in financial difficulty after abandoning coal-mine, so that principle couldn't have obtained the desired effects. To solve this problem, from 1995, Coal Industry Promotion Board (CIPB) have carried out the rehabilitation and revegetation works on the abandoned coal-mine lands at government budgets, and they have obtained good results in the construction area. However, due to application of the "conventional erosion control measures and techniques" to the rehabilitation and revegetation measures on the abandoned coal-mine lands, the results and effects of the works excuted have not been successful. Therefore, unique measures and techniques for rehabilitation and revegetation of the abandoned coal-mine lands will have to be developed, especially including development of new techniques on the soil-dressing and soil-covering, seed spray and hydro-seeding measures with seed-fertilizer-soil materials as the mechanized measures, and using of new materials for the tree planting and seedling measures.
To develop the rehabilitation measures for rockily denuded forest lands which are widely distributed in Seoul metropolitan area, erosional characteristics of denudation should, first of all, be evaluated and analysed. As a fundamental study for developing such technical measures, the rockily denuded lands were classified into 6 types according to denudation features of the mountain land, and also movements of stone debris-and-sand on rock-exposed hillslopes were measured and analysed. The 6 basic types of denudation features include a) natural rock-outcrop-exposed land, b) stone debris-and-sand scattered land, c) stone debris-and-sand deposited land, d) coarse sand producing bare land susceptible to weathering and erosion, e) dwarfed pine growing land, and f) torrential valley susceptible to the debris slides. In the stone debris-and-sand scattered hillslopes (type b), average amount of moved-down debris reached to about 3.9 ton/ha/yr due to surface washing and slidings. In the particle size distribution of the moved-down debris, it amounts to about 25% of 10-25mm, about 15% of 5-10mm, about 24% of 2-5mm, and about 36% of less than 2mm in diameter class, respectively. The detailed experimental studies should be accomplished further more about the denudation processes including weathering, erosion and debris slides on rock-exposed hillslopes.
In this study, an effort was made to find out more effective methods for vegetation establishment on denuded forest land along Cheon Bo Mountains, This area has serious sheet erosion as a major erosion process and parent material is granite gneiss which is known as one of the most erosive materials. Lespedeza bicolor, Arundinella hirta and Robinia pseudoacacia were used as ground cover species. Seeding methods were open broadcast seeding and broadcast seeding with straw mulch, dill seeding with 10cm and 20cm width, and spot seeding with 20cm and 30cm diameter. 1. On slopes less than 30 degrees, broadcast seeding method with straw mulch was the most effective way to establish vegetation cover. 2. On steep slopes more than 30 degrees, 10cm drill seeding method was more effective than the other methods. 3. Soil Texture has an influence on vegetation establishment governing soil moisture condition. Coverage and fresh weight were increased with the fine material qantity in soil. 4. In process of year, coverage was increased with fresh weight. On the other hand, survival decreased.
In afforestation of denuded forest land soil conditions play a very important role in early growth of cover vegetations. This study was designed for understanding the effect of soil moisture regime on growth and nutrient uptake of some seedlings. Cover vegetations such as Pinus rigida Miller, Robinia pseudoacacia L. and Lespedeza bicolor Turcz. were planted in pot with the soil transported from denuded forest land in Musu-ri Sannae-Myeon. Daedeog-Kun, Chungnam Province. There were 3 moisture treatments and 4 fertility levels in $P_2O_5$ with 4 replications. Influence on growth was observed by the variation in dry weight and nutrient uptake was studied in nitrogen, phosphate and kalium. Results are as follows: 1. For Pinus rigida seedlings decrease in soil moisture tension increases growth of dry weight and enhance the uptake of kalium. Increase in $P_2O_5$ fertility level tends to decrease the uptake of kalium rather than increase in $P_2O_5$ uptake. 2. In Robinia pseudoacacia increase in soil moisture content stimulates the uptake of nitrogen and kalium. Increase in $P_2O_5$ level enhances the uptake of $P_2O_5$ and increases growth of dry weight. 3. In Lespedeza bicolor increase in soil moisture content has a tendency of decrease in nitrogen uptake. Increase in $P_2O_5$ level increases the growth of dry weight as well as the uptake of $P_2O_5$.
This study deals with the spatio-temporal change of land cover and vegetation distribution between 1988 and 2001 using remote sensing images and CIS techniques in west area of Pyeongbuk Province, northwest Korea. Landsat TM and ETM images are geometrically and radiometrically corrected for the analysis of land cover and NDVI. Forested areas are decreased during 13 year from 1988 to 2001 in study area including Sakju, Daegwan, Guseong and Euiju of Pyeongbuk Province, because wasteland are increased by human impact and denuded land by landslide and flooding. DEM analysis presents that settlement and cropland are developed toward higher and steeper mountain slope, together with decrease NDIV values. these changes have resulted from unplanned increase of cropland without consideration of geomorphic condition. Therefore, more researches and reasonable policies are required to protect forest and cropland and stable food supply against natural hazard like landslide.

The objective of this study was to select appropriate sites for reforestation CDM using satellite image and spatial data in North Korea. A suitable site for reforestation CDM can be defined as non-forest area since 1990. To detect land cover change between two different years and to delineate potential reforestation CDM site(unstocked forest, converted crop land, denuded bare land), Landsat TM satellite image which was scanned in 1988 and SPOT Pan-sharpened image which was scanned in 2007 were used. As a result of classification, 1,214 ha of forest area in 1989 had been converted to other land cover types in 2007. and 2,245 ha of the total study area was detected to be suitable for reforestation CDM. 79.2% of total potential CDM sites was converted crop land. Through topography and accessibility analysis for potential reforestation CDM sites detected by satellite image, suitability index was calculated and the potential reforestation area was reclassified into suitability grades.
This study was aimed to investigate the contribution of tree plantation, tree breeding and soil erosion control techniques developed during Saemaul Undong periods to the successful forest rehabilitation in the Republic of Korea. We surveyed a various literature of forest journals and had deep interview with forest experts who were actively involved in the forest rehabilitation projects. In the Republic of Korea, the forest rehabilitation was started with Saemaul Undong in 1970s and carried out to make the country green and to restore degraded forest lands by supports of tree plantation, tree breeding and soil erosion control techniques. Various techniques such as seed storage, seedling production, mass vegetative propagation (grafting and cutting) and special planting at denuded land or slash and burn site were developed for tree plantation. All techniques developed for the forest rehabilitation were connected with Saemaul Undong which caused active participation of local community people. Therefore, the development of tree plantation, tree breeding and soil erosion control skills had great impact on the job creation and income sources of local dwellers. It would be an applicable case to developing countries suffering with deforestation and forest degradation if the Korean skills developed for forest rehabilitation could be transferred.
The results of ground vegetation experiment conducted at completely denuded forestland in the mudstone region are summerized as follows: On the reaults of soiling quantity the effect of soiling was observed where depth of soiling over 10 cm was practiced, and a plot where treated with 15cm soiling and without fertilizer showed poor growth and it was even worser than the plot where soiling was practiced only 1 cm in thikness but applied adequate amount of fertilizers. The depth of slits between 30cm and 40cm showed no significant difference in the effect. A plot where covered with vegetation bag showed somewhat better results in seed loss and early growth but no differences observed in the fall result over the none covered plot. And then, it is recommendable to have soiling over 10cm in thikness with slit of 30cm and 30cm in depth and to apply 30 gram of fertilizer (22;22:11, 50 gram) per slit. On various soiling materials trial there were no striking differences in the effect of soiling between weathered granite soil, wheathered tuffs soil and weathered mudstone soil. In the treatment with various green materials, a plot treated with straw mat showed a significant difference at 1 percent. The results show that weathered mudstone soil is effective to use as soiling materials and straw mat treatment was better. On forest fertilization trial, in the mudstone region where red and black pine trees already existing at a rate of 2,000-3,000 trees per hectare had applied 110kg of compound fertilizers (9:12:3 and 22:22:11) per hectare basis in terms of plant nutrient. As a result, the difference in effect between the compound fertilizers was not found however the leaf color and leaf length of the fertilizer added plot showed darker and longer at 30 percent over the no fertilizer received plot. Compound fertilizers, 14:37:12 and 9:12:3 were applied to alder trees at a rate of 20 gram and 40 gram per tree in terms of plant nutrient and a remarkable growth accelerantion was observed where 40 grams of plant nutrient applied. The effect difference between the compound fertilizers was not found. On investigation of tree root elongation, forty years old red pine trees showed only 15cm tap root elongation through mudstone while black pine had 23 cm tap root elongation. The total length of supporting root elongtion of red and black pines showed 20 and 13 meters, respectively. The tap roots of Black locusts were not able to elongate through mudstone, however, the supporting roots tended to develop to the underneath of pine tree where some moisture content is available. Black locusts And grown on the residual soil of mudstone normally die between 8 to 10 years. The red pine trees show flat in tree shape while black pine had triangle in the shape. With the results it can be said that in an artificial reforestation in denuded forest land of the mudstone region the adequate slit and enough amount of fertiliizer application must be provided for the succesful performance of the program. On integrated experimental results of 1972. for the establishment of ground vegetation on the completely denuded forest land in mudstone region, soiling could be effectively practiced with weathered mudstone soil and it would not specially necessiate to have either weathered granite or tuffssoil for the soiling. And the soiling depth should be more than 10 cm in thickness. Among green materials used the straw mat proved to be the most effective reatment. Three major factors which enable to establish ground vegetation by the shortest period of time: A. Physical improvement of soil is necessary to breakdown of the horizontal cracks sushas Slit, contour line plot, seeding hole and etc., and soiling with weathered mudstone soil. B. Chemical improvement of soil: is needed sufficient amount of fertilizer application 300~400kg ha, $N+P_2O_5+K_2O$), and increased production of ground covering and expedite resolution of the vegetation (ground vegetation, fallen leaves and twigs). C. Complete establishment of the basic structure for the erosion control (Prevention of surface soil erosion)
Forestry as with all land matters, under the Constitution, is a State matter. Thus the States, numbering 14, have considerable autonomy in decisions on forestry and related matters. However, the Federal Government, having jurisdiction over such issues as defence, education and research, endeavours to coordinate, standardise and advise the States on matters where the States have jurisdiction. However, forestry being a major revenue earner, is jealously guarded by the States. Under such circumstances and recognising the interdependencies of impacts of decisions at the State level, the institutional organisations play an important role in coordinating state activities to ensure that the benefits to the country as a whole are not sacrificed in favour of interests of individual state. Various legislative mechanisms have been established to ensure this coordinated effort. A National Forestry Council forms the apex of national political coordination. The Federal Forestry Department is responsible for coordination of developmental activities at the State level, which are implemented be the State Forestry Departments within Peninsular Malaysia. Research is carried out centrally by the Forest Research Institute of Malaysia(FRIM), a statutory body formed in 1985 from a research division of the Forestry Department. The Stares of Sabah and Sarawak have their own Forestry Departments, independent of the Federal Department, and each with its own research unit independent of FRIM. Tertiary education in forestry is the sole responsibility of the Agricultural University at Serdang with a campus for Diploma level training in Sarawak. In the developmental area in the State of Sabah, institutions have been formed to focus on specific areas of activities. The Sabah Foundation is responsible for the long term development of the State forests with a concession of about one million ha. Sabah Forest Development Authority(SAFODA) was formed to carry out reforestation of denuded areas. In Peninsular Malaysia various states have established State Corporations to manage large "sustained yield" concessions. While wildlife and state parks are managed by the respective forestry departments in Sabah and Sarawak, it is the responsibility of a separate department in Peninsula Malaysia called the Department of Wildlife and National Parks(under the Ministry of Science, Technology and Environment). Timber trade legislation and promotion in the Peninsular is the responsibility of the Malaysian Timber Industries Board(MTIB) for Peninsular Malaysia and the Sarawak Timber Industries Development Corporation(STIDC) in Sarawak.
