  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

  • A Health Promotion Center (HPC) whose capacity is partially idle causes inefficiency in resource usage of a country as well as the hospital itself. Meanwhile, Increased demand in HPC would lead to increased revenue for the HPC as well as reduced national expenditures on healthcare. We introduced a way to enhance revenue by Revenue Management (RM) on HPC services, in which demand forecasting and pricing strategies are considered. In addition, a real data analysis had been performed to evaluate the usefulness of the proposed approach.

  • SMEs manufacturing Factory, which are small-scale production systems of various types, mass-produce and sell products in order to meet customer needs. This means that the company has an excessive amount of material supply to reduce the loss due to lack of inventory and high inventory maintenance cost. And the products that fail to respond to the demand are piled up in the management warehouse, which is the reality that the storage cost is incurred. To overcome this problem, this paper uses ARIMA model, a time series analysis technique, to predict demand in terms of seasonal factors. In this way, demand forecasting model based on economic order quantity model was developed to prevent stock shortage risk. Simulation is carried out to evaluate the effectiveness of the development model and to demonstrate the effectiveness of the development model as applied to SMEs in the future.

Constructing Demand and Supply Forecasting Model of Social Service using Time Series Analysis : Focusing on the Development Rehabilitation Service (시계열 모형을 활용한 사회서비스 수요·공급모형 구축 : 발달재활서비스를 중심으로)

  • The primary goal of the study is to examine the possibility of applying the time series model to forecasting demand and supply of social services. In the study, we used survey data based on a nationally represented sample which is secondary processed data. We selected developmental rehabilitation service. The analysis, we made models of a demand and a supply using time series analysis. Utilizing the estimates, we identified each model's pattern. This study provides an empirical evidence to suggest benefits of using the time series model for forecasting the demand and the supply pattern of newly introduced social services. We also provide discussions on policy implications of utilizing demand and supply time series models in the process of developing new social services.

  • The method of predicting the future may be predicted by technical characteristics or technical performance. Therefore, technology prediction is used in the field of strategic research that can produce economic and social benefits. In this study, we predicted the future market through the study of how to predict the future with these technical characteristics. The future prediction method was studied through the prediction of the time when the market occupied according to the demand of special product. For forecasting market demand, we proposed the future forecasting model through comparison of representative quantitative analysis methods such as CAGR model, BASS model, Logistic model and Gompertz Growth Curve. This study combines Rogers' theory of innovation diffusion to predict when products will spread to the market. As a result of the research, we developed a methodology to predict when a particular product will mature in the future market through the spread of various factors for the special product to occupy the market. However, there are limitations in reducing errors in expert judgment to predict the market.

Long-term Energy Demand Forecast in Korea Using Functional Principal Component Analysis (함수 주성분 분석을 이용한 한국의 장기 에너지 수요예측)

  • In this study, we propose a new method to forecast long-term energy demand in Korea. Based on Chang et al. (2016), which models the time varying long-run relationship between electricity demand and GDP with a function coefficient panel model, we design several schemes to retain objectivity of the forecasting model. First, we select the bandwidth parameters for the income coefficient based on the out-of-sample forecasting performance. Second, we extend the income coefficient using the functional principal component analysis method. Third, we proposed a method to reflect the elasticity change patterns inherent in Korea. In the empirical analysis part, we forecasts the long-term energy demand in Korea using the proposed method to show that the proposed method generates more stable long term forecasts than the existing methods.

  • Travel Demand Forecasting (TDF) is an essential and critical process in the evaluation of the highway improvement Project. The four-step TDF Process has generally been used to forecast travel demand and analyze the effects of diverted travel demand based on the given Origin-Destination trips in the future. Transportation system improvements, however, generate more travel, Induced Travel Demand (ITD) or latent travel demand, which has not been considered in the project evaluation. The Purpose of this study Is to develop a model which can forecast the ITD applied theory of economics and the Program(I.D.A) which can be widely applied to project evaluation analysis. The Kang-Byun-Book-Ro expansion scenario is used to apply and analyze a real-world situation. The result highlights that as much as 15% of diverted travel demand is generated as ITD. The results of this study are expected to improve reliability of the project evaluation of the highway improvement Project.

A Prospect for Supply and Demand of Physical Therapists in Korea Through 2030 (물리치료사 인력의 수급전망과 정책방향)

  • Purpose : This study was to develop a strategy for modeling future workforce projections to serve as a basis for analyzing annual supply of and demand for physical therapists across the South Korea into 2030. Methods : In-and-out movement model was used to project the supply of physical therapists. The demand was projected according to the demand-based method which consists of four-stages such as estimation of the utilization rate of the base year, forecasting of health care utilization of the target years, forecasting of the requirements of clinical physical therapists and non-clinical physical therapists based on the projected physical therapists. Results : Based on the current productivity standards, there will be oversupply of 39,007 to 40,875 physical therapists under the demand scenario of average rate in 2030, undersupply of 44,663 to 49,885 under the demand scenario of logistic model, oversupply of 16,378 to 19,100 under the demand scenario of logarithm, and oversupply of 18,185 to 20,839 under the demand scenario of auto-regressive moving average (ARIMA) model in 2030. Conclusion : The result of this projection suggests that the direction and degree of supply of and demand for physical therapists varied depending on physical therapists productivity and utilization growth scenarios. However, the need for introduction of a professional physical therapist system and the need to provide long-term care rehabilitation services are actively being discussed in entering the aging society. If community rehabilitation programs for rehabilitation of disabled people and the elderly are activated, the demand of physical therapists will increase, especially for elderly people. Therefore, healthcare policy should focus on establishing rehabilitation service infrastructure suitable for an aging society, providing high-quality physical therapy services, and effective utilization of physical therapists.

Manpower Demand Forecasting in Private Security Industry (민간경비 산업의 인력수요예측)

  • Manpower demand forecasting in private security industry can be used for both policy and information function. At a time when police agencies have fewer resources to accomplish their goals, forming partnership with private security firms should be a viable means to choose. But without precise understanding of each other, their partnership could be superficial. At the same time, an important debate is coming out whether security industry will continue to expand in numbers of employees, or level-off in the near future. Such debates are especially important for young people considering careers in private security industry. Recently, ARIMA model has been widely used as a reliable instrument in the many field of industry for demand forecasting. An ARIMA model predicts a value in a response time series as a linear combination of its own past values, past errors, and current and past values of other time series. This study conducts a short-term forecast of manpower demand in private security industry using ARIMA model. After obtaining yearly data of private security officers from 1976 to 2008, this paper are forecasting future trends and proposing some policy orientations. The result shows that ARIMA(0, 2, 1) model is the most appropriate one and forecasts a minimum of 137,387 to maximum 190,124 private security officers will be needed in 2013. The conclusions discuss some implications and predictable changes in policing and coping strategies public police and private security can take.

  • The methodological framework proposed in this paper addresses the strength of the applied Bass model by Mahajan and Muller(1996) that it reflects the substitution of next generations among products. Also this paper is to estimate and analyze the forecast of demand for products that do not exist in the marketplace. We forecast the sales of digital TV using estimated market share and data obtained by the face to face Interview. In this research, we use two methods to analyze the demand for Digital TV that are the forecasting the Demand for the Substitution and binary logit analysis. The logit analysis is to estimate the decisive factor of purchasing digital TV. The decisive factors are composed of purchasing plan, region, gender, TV price, contents, coverage, income, age, and TV program. We apply the model to South Korea's market for digital TV. The results show that (1) Income, region and TV price play a prominent part which is the decisive factor of purchasing digital TV. (2) We forecaste the demand of digital TV that will be demanded about 18 millions TVs in 2015
