A Study on the Efficient Operation of the Intermediate Storage for Mail Delivery (우편물 중간 보관소의 효율적 운영 방안 연구)

  • The revitalization of e-business via Internet brings big changes to the postal business, and leads to a tremendous increase of heavy and large sized postal mails with continuing growth of home delivery business. Thus, even though the number of intermediate storages for mail delivery that mailmen use for picking up mails in the middle of mail delivery has been being increased, it has still many problems such as insufficient number and size of the storages as well as avoidance of mail keeping of trust agents. It is necessary that safety of mail keeping, seamless mail delivery, and individual parcel pick-up process reestablishment should be made through an improved counter plan for the problems described previously. This study presents the efficient and right operational plan for the intermediate storage for mail delivery with providing the number and size of intermediate storages per mail delivery sequence according to four different types of post offices.

A Study on Library Exemption of Document Delivery Service by Interlibrary Loan (상호대차에 의한 원문복사서비스의 도서관 면책에 관한 연구)

  • The document delivery service is an advanced service to satisfy information need of end-user by the cooperative utilization of information. At present there are various interpretation on library exemption of the document delivery service by interlibrary loan. The purpose of the study is to suggest a legal plan in order to solve the problems of library exemption dealing with the document delivery service by Fax and Ariel system. The study examined the international trends on library exemption related to the document delivery service in foreign copyright laws, analyzed the library exemption related to the document delivery service in the present Korean copyright law, and pointed out the problems of the present library exemption. As the result of this analysis, the study suggested a revised plan of the present Korean copyright law in order to provide regulation of library exemption dealing with the document delivery service by interlibrary loan. Thus the revised plan can be used as a basic data for providing the regulation for the future of library exemption in Korea.

A Study on the Space Composition for Department of Delivery in Regional Public Hospital (지역거점 공공병원의 분만부 공간구성에 관한 연구(1))

  • Purpose: This study presents the analysis on space usage of delivery departments in regional public hospitals. The results intention is to achieve improvement of the delivery environment for the mothers and newborns regarding exposure prevention and efficient infection control. The purpose of this study is to provide fundamental data for architectural plans and guidelines for the delivery department. Method: The investigation and analysis were based on research papers, legal systems, public medical statistical data, and the architectural floor plan drawing. For research, 20 regional public hospitals with an operating delivery room were excluded. Regarding data accessibility, 15 regional public hospitals were selected. Results: To overcome the increased vulnerability of the delivery department, the research results of basic data is provided for the establishment to address urgent needs and rapid response. Thus, the research results are as follows: Firstly, the delivery department needs to respond promptly according to the type of patients. For example, in a case of emergency surgery, a connected circulation plan with the related departments is needed. Secondly, for the environment of the delivery area, alleviating anxiety is imperative for pregnant patients and guardians, labor, childbirth, and recovery. Therefore, these needs must be addressed for treatment space and circulation. Lastly, the delivery department is classified into three areas for analysis: access area, treatment area, and support area. In most of the delivery departments of the 15 selected hospitals, there is no space for the access and support area except for the labor and delivery rooms in the treatment area. For the access area, a waiting area, changing room for pregnant women and guardians, and a storage space for contaminated linens are required for infection prevention, safety, and efficiency. For the treatment area, childbirth processes and circulation should have space reserved for labor, delivery, recovery, examination, and treatment. In preparation for an emergency during childbirth, emergency response measures and supporting space needs to be established. For the support area, circulation and rooms are to be designed for medical staff support, activity space, storage and transportation of equipment, and urgent medical treatment. Implications: Along with the low fertility rate and the decrease of medical institutions that operate delivery departments, for the purpose of establishing a public medical service system and a healthy medical environment for mothers and newborns, the researched information demonstrates basic data on space plan of delivery departments in regional public hospitals.

A Comparison of Patient-specific Delivery Quality Assurance (DQA) Devices in Radiation Therapy (방사선치료에서 환자맞춤형 선량품질보증 장치의 비교)

  • This study aimed to compare the results of delivery quality assurance (DQA) using MapCHECK and OCTAVIUS for radiation therapy. Thirty patients who passed the DQA results were retrospectively included in this study. The point dose difference (DD) and gamma passing rate (GPR) were analyzed to evaluate the agreement between the measured and planned data for all cases, Plan complexity was evaluated to analyze dosimetric accuracy by quantifying the degree of modulation according to each plan. We analyzed the monitor units (MUs) and total MUs for each plan to evaluate the correlation between the MUs and plan complexity. We used a paired t-test to compare the DD and GPRs that were obtained using the two devices. The DDs and GPRs were within the tolerance range for all cases. The average GPRs difference between the two devices was statistically significant for the brain, and head and neck for gamma criteria of 3%/3 mm and 2%/2 mm. There was no significant correlation between the modulation index and total MUs for any of the cases. These DQA devices can be used interchangeably for routine patient-specific QA in radiation therapy.

A Study on the Improvement of Safety Management for Delivery Platform Workers (배달 플랫폼 종사자를 위한 안전관리 개선방안에 관한 연구)

  • Purpose: In this study, to protect delivery platform workers from danger, we intend to propose a plan to improve safety management. Method: To protect delivery platform workers, safety-related legal systems and cases were found and analyzed, and statistical results derived from a survey of delivery platform workers were analyzed, and safety management improvement measures were presented. Result: In Korea, safety measures against weather deterioration were not clearly presented in the contents of the law for the safety of delivery platforms, and the survey confirmed that safety education was not fully conducted, and most of them experienced accidents by receiving calls through apps or programs during delivery. Conclusion: This study could suggest safety management improvement plans for delivery platform workers, but since detailed questionnaire items related to motorcycles were not investigated, various accident results that could occur due to motorcycles used by delivery platform workers could not be identified.

  • The purpose of this study is to analyze the statistics of document delivery services(DDS) in 2007 and to suggest improved Plan at foreign journal supporting center which is established at K University library in 2006. This study is based on the monthly collected statistics of DDS from February 20 to October 31, 2007. Analysis is performed for the various aspects of DDS services and improvement plan is provided through the acquired knowledge in the process of watching daily routine.

  • Global e-commerce and delivery companies are actively pursuing last-mile delivery service using drones, and various delivery schedule planning studies have been conducted. In this study, separate individual route networks were constructed to reflect drone route constraints such as prohibited airspace and truck route constraints such as rivers, which previous studies did not incorporate. The A* algorithm was used to calculate the shortest path distance matrix between the starting point and destinations. In addition, we proposed an optimal delivery schedule plan using genetic algorithms and applied it to compare the efficiency with that of vehicle-only delivery.

Plan-Class Specific Reference Quality Assurance for Volumetric Modulated Arc Therapy

  • Background: There have been much efforts to develop the proper and realistic machine Quality Assurance (QA) reflecting on real Volumetric Modulated Arc Therapy (VMAT) plan. In this work we propose and test a special VMAT plan of plan-class specific (pcsr) QA, as a machine QA so that it might be a good solution to supplement weak point of present machine QA to make it more realistic for VMAT treatment. Materials and Methods: We divided human body into 5 treatment sites: brain, head and neck, chest, abdomen, and pelvis. One plan for each treatment site was selected from real VMAT cases and contours were mapped into the computational human phantom where the same plan as real VMAT plan was created and called plan-class specific reference (pcsr) QA plan. We delivered this pcsr QA plan on a daily basis over the full research period and tracked how much MLC movement and dosimetric error occurred in regular delivery. Several real patients under treatments were also tracked to test the usefulness of pcsr QA through comparisons between them. We used dynalog file viewer (DFV) and Dynalog file to analyze position and speed of individual MLC leaf. The gamma pass rate from portal dosimetry for different gamma criteria was analyzed to evaluate analyze dosimetric accuracy. Results and Discussion: The maxRMS of MLC position error for all plans were all within the tolerance limit of < 0.35 cm and the positional variation of maxPEs for both pcsr and real plans were observed very stable over the research session. Daily variations of maxRMS of MLC speed error and gamma pass rate for real VMAT plans were observed very comparable to those in their pcsr plans in good acceptable fluctuation. Conclusion: We believe that the newly proposed pcsr QA would be useful and helpful to predict the mid-term quality of real VMAT treatment delivery.

An Empirical Analysis on the Compromised Delivery Model of Traditional Market Using Delivery Application (배달앱을 활용한 전통시장 배송 모형에 관한 실증분석)

  • Purpose - The purpose of this study was to propose a win-win development plan for not only suppliers of delivery applications but also traditional market vendor companies and delivery riders by analyzing existing delivery models and presenting a new delivery model to enhance competitiveness of the traditional market using delivery apps. Research desgin, data, and methodology - Specifically, small retailers, such as traditional markets and supermarkets, presented a compromised delivery model that utilizes the platform of specialized delivery app service providers for order reception, and that the delivery is delivered by delivery systems jointly hired by Vendor companies, such as franchising companies. To validate the significance of the trade-off delivery model, a cost-benefit analysis was conducted by those involved in the delivery application. Results - From the perspective of suppliers of specialized delivery applications, it is analyzed that the use of specialized delivery applications in traditional markets will be a new market opportunity for service providers to achieve increased sales. It is expected that consumer choice and satisfaction will be increased as convenience and accessibility of traditional market businesses that were available only through direct visit from the user side of the delivery application will be expanded. From the standpoint of delivery application franchises, it is analyzed that they can seek to increase sales and increase customer service as well as ease labor cost burden due to joint employment of delivery riders. The delivery rider will be able to seek to improve customer service due to job security, wage stability, risk reduction and overheated competition due to direct employment. Conclusion - In conclusion, the compromised delivery model solved the problems raised in the preceding study conducted on delivery application suppliers, users, franchises, and riders to establish that it could be a strategic alternative to increasing sales and expanding detailed rights for the self-employed in the traditional market, which are experiencing difficulties in management. However, the adoption of a compromise delivery model requires social consensus from those involved in the delivery application and requires legal, institutional and policy support, which will require continued follow-up research on the delivery model in the future.

A Critical Perspective on the Integration of Service Delivery Systems in Child-Youth Policy (아동청소년정책 전달체계의 통합방안에 대한 비판적 고찰)

  • Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.
