Unhappy Start but Happy Ending?: Three Conditions for the Success of the 21st National Assembly in the Era of Polarization (제21대 국회 개원 평가와 전망: 양극화 시대 국회 운영의 성공조건)

  • This article purposes to investigate opening process of the 21st National Assembly in the middle of severe conflicts between two major-parties, and predict the changes it will bring to the operation of the National Assembly. With incumbent party's taking all leadership positions of standing committees, it broke the practice since 13th National Assembly, that is, distribution of the standing committees based on the seat-ratio. It means that our National Assembly has entered a new phase in the decision-making process. While the incumbent party, with overwhelming victory in general election, emphasizes that it should dominate legislative process to support the government, the out-party claims that they should take leverage to check over government. Two opposing trends are characteristically observed in the operation of the Korean National Assembly. First of all, due to the experience under authoritarian regimes, the National Assembly has been institutionalizing decision-making processes in the direction of enforcing cooperation between parties. On the other hand, the polarization in political parties has been stronger, making it difficult to reach consensus between parties. This article claims strongly that the 21st National Assembly need to find a balance amid such two-conflicting trends. To do so, three necessary conditions are proposed: observing decision-making procedures, securing diversity within party and National Assembly, and deliberative legislative activities.

Individualism and collectivism in ethical decision making (문화성향은 윤리적 의사결정의 과정에 영향을 주는가?)

  • Do cultural differences affect moral decisions? Two studies were conducted to investigate whether attitudes of individualism vs. collectivism have an impact on ethical decision making. Study 1 (N=92) showed that utilitarianism was preferred in a situation, in which an intervention resulted in the best outcome (i.e., saving more people's lives), while deontology was preferred in a situation, in which the focus was on negative consequences of the intervention (i.e. personal sacrifices). Additionally, there were differences between the idiocentrics and the allocentrics groups regarding morality aspects. In the idiocentrics group, harm and fairness were regarded as more important than other moral aspects, while in the allocentrics group, not only harm and fairness, but also ingroup and authority were perceived as critical moral aspects. In Study 2 (N=30), after lexical decision tasks were conducted for culture priming, the mouse tracking method was used to explore response dynamics of moral decision processes, while judging appropriateness of interventions in moral dilemmas. In Study 2, in a condition, in which the small number of victims were focused upon, there were more maximal deviations and higher Xflips in the individualism priming group than in the collectivism priming group, which showed that the participants in the individualism condition had more deliberative processes before choosing their answers between utilitarianism and deontology. In addition, the participants in the individualism priming condition showed more maximal deviations in the mouse trajectories regarding ingroup related interventions in moral dilemmas than those in the collectivism priming condition. These results implicated the possibilities that the automatic emotional process and the controlled deliberative process in moral decision making might interact with cultural dispositions of the individuals and the focus of situations.

Integrated Navigation of the Mobile Service Robot in Office Environments

  • This paper describes an integrated navigation strategy for the autonomous service robot PSR. The PSR is under development at the KIST for service tasks in indoor public environments. The PSR is a multi-functional mobile-manipulator typed agent, which works in daily life. Major advantages of proposed navigation are as follows: 1) Structured control architecture for a systematic integration of various software modules. A Petri net based configuration design enables stable control flow of a robot. 2) A range sensor based generalized scheme of navigation. Any range sensor can be selectively applied using the proposed navigation scheme. 3) No need for modification of environments. (No use of artificial landmarks.) 4) Hybrid approaches combining reactive behavior as well as deliberative planner, and local grid maps as well as global topological maps. A presented experimental result shows that the proposed navigation scheme is useful for mobile service robot in practical applications.

All rants and no substance?: A new framework for studying the rationality of cyberspace

  • While the Internet has been used to galvanise people for the collective good, many have voiced concerns over the noise and vitriol present online and polarisation. In Singapore where the government regulates traditional mainstream media such as print and broadcast, the online space has been described as a "Wild Wild West" rife with rumours, untruths and misinformation. Such developments do not only exert a potential negative effect on the deliberative nature of public discourse but also skew bias towards the online space, affecting the ability of online users to communicate with authority and power. This study seeks to examine the rationality of the cyberspace through using a new "rationality" framework to analyse political discourse online. Comprising objectivity, emotionality and partisanship, the rationality framework was applied to a content analysis of 197 blogs with political content in 2014. The analysis indicated that the online political space was not the Wild Wild West that it was touted to be with significant levels of objectivity and non-partisanship. There was a stark absence of emotional discourse, and relationships were observed between bloggers' anonymity and rationality. Cognisant of academia's and policymakers' interest on the quality and effects of online discourse, the proposed analytical framework and the study findings hold implications for both developed and developing countries.

  • 이 논문에서는 이동로봇의 자유로운 배회 및 목적지 찾기 행동을 위한 진화형 퍼지 제어기의 설계 방법을 제안 한다. 전체 실험공간을 장애물과 충돌없이 자유롭게 움직이기 위해서 진화연산 알고리즘을 이용한 퍼지규칙과 소속함수의 자동생성을 거친 뒤 이를 통해 전체 지도정보를 구축한다. 여러 시스템에서 응용되는 퍼지 제어기는 일반적으로 시스템을 잘 이해하고 있는 전문가로부터 구축되어 사용되어진다. 그러나 사람의 지식과 경험은 간혹 알려진 범위 내에서란 완벽하게 작동하기 때문에 그 범위를 벗어나면 오류를 범할 수 있다. 이러한 알려진 해법외의 새로운 규칙과 제어 방법을 찾기 위하여 유전 알고리즘을 이용한 퍼지규칙과 소속함수를 구축하려는 시도가 많이 이루어지고 있다. 이 논문에서도 유전 알고리즘을 이용하여 이동로봇의 퍼지 제어기에 사용된 규칙과 소속함수의 최적화를 통해 견고한 퍼지 제어기를 설계한다. 이를 통해 구축된 지도정보는 로봇의 Deliberative한 행동을 위해 사용되며, Fuzzy-GA 제어기는 센서기반 Reactive 시스템에서 이용된다. 전체 실험환경의 구성부터 제안한 이동로봇 퍼지 제어기 구축과 지도 구축작업을 컴퓨터 시뮬레이션을 통해 검증하였다.

Consultative Democracy in Contemporary China: From a Perspective of Popular Sovereignty (인민주권론의 관점에서 본 중국 협상민주주의(协商民主))

  • The Chinese Communist Party's 'with-Chinese-characteristics' discourse proclaims its superiority in reflecting people's genuine needs without poisonous partisan politics, as in Western democracies. The Party's Consultative Democracy is key to this superiority. To evaluate Consultative Democracy in Contemporary China from a perspective of popular sovereignty, which is the essential purpose of every kinds of democracy, this research looks into Consultative Democracy from two dimensions: theoretical dimension and institutional dimension. Theoretically, CCP's Consultative Democracy seeks its theoretical sources from their traditional thought as well as from Marxism, and especially emphasizes CCP's leadership to fulfill the consultation results. And through the analysis of various field investigations, we find that there are some prominent problems in grass-roots society's institutional mechanism for Consultative Democracy, such as insufficient connection between institutional innovation and existing legal system, inefficient consultation, insufficient representation of consultative subjects and weak motive force for sustainable development. By legitimizing certain groups or individuals as representatives in their consultative process, CCP can be de-legitimize by containing, dividing or denouncing others so that critics can be co-opted, neutralized or isolated. The CCP's consultative and representational processes are different from taking policy inputs as dialogue or negotiation as in democracies, it is a dynamic, largely one-way process of enforcement and direction with a clear political agenda: maintaining Party hegemony.

Media coverage of the conflicts over the 4th Industrial Revolution in the Republic of Korea from 2016 to 2020: a text-mining approach

  • The media has depicted an abrupt socio-technological change in the Republic of Korea with the 4th Industrial Revolution. Because technologies cannot realize their potential without social acceptance, studying conflicts incurred by such a change is imperative. However, little literature has focused on conflicts caused by technologies. Therefore, the current study investigated media coverage regarding conflicts related to the 4th Industrial Revolution from 2016 to 2020 in the Republic of Korea, applying text-mining techniques. We found that the overall amount and coverage pattern conforms to the issue attention cycle. Also, the three major topics ("SMEs & Startups," "Mobility Conflict," and "Human & Technology") indicate quarrels between conflicting social entities. Moreover, the temporal change in media coverage implies the political use of the term rather than technological. However, we also found the media's deliberative discussion on the socio-technological impact. This study is significant because we expanded the discussion on media coverage of technologies to the realm of social conflicts. Furthermore, we explored the news articles of the recent five years with a text-mining approach that enhanced the objectivity of the research.

UBA-Sot : An Approach to Control and Team Strategy in Robot Soccer

  • In this study, we introduce the main ideas on the control and strategy used by the robot soccer team of the Universidad de Buenos hires, UBA-Sot. The basis of our approach is to obtain a cooperative behavior, which emerges from homogeneous sets of individual behaviors. Except for the goalkeeper, the behavior set of each robot contains a small number of individual behaviors. Basically, the individual behaviors have the same core: to move from the initial to-ward the target coordinates. However, these individual behaviors differ because each one has a different precondition associated with it. Each precondition is the combination of a number of elementary ones. The aim of our approach is to answer the following questions: How can the robot compute the preconditions in time\ulcorner How are the control actions defined, which allow the robot to move from the initial toward the final coordinates\ulcorner The way we cope with these issues is, on the one hand, to use ball and robot predictors and, on the other hand, to use very fast planning. Our proposal is to use planning in such a way that the behavior obtained is closer to a reactive than a deliberative one. Simulations and experiments on real robots, based on this approach, have so far given encouraging results.

Factors Affecting the Insured Organizations Participation in Decision Making Process in Health Insurance Policy Committee (건강보험정책심의위원회 가입자 단체의 의사결정 참여에 영향을 미치는 요인)

  • Background: Due to the asymmetry of information and knowledge and the power of bureaucrats and medical professionals, it is not easy for citizens to participate in health care policy making. This study analyzes the case of the insured organization participating in the Health Insurance Policy Committee (HIPC) and provides a basis for discussing methods and conditions for better public participation. Methods: Qualitative analysis was conducted using the in-depth interviews with the participants and document data such as materials for HIPC meetings. Semi-structured interviews were conducted with purposively sampled six participants from organizations representing the insured in HIPC. The meanings related to the factors affecting participation were found and categorized into major categories. Results: The main factors affecting participating in the decision making process were trust and cooperation among the participants, structure and procedure of governance, representation and expertise of participants, and contents of issues. Due to limited cooperation, participants lacked influence in important decisions. There was an imbalance in power due to unreasonable procedures and criteria for governance. As the materials for meetings were provided inappropriate manner, it was difficult for participants to understand the contents and comments on the meeting. Due to weak accountability structure, opinions from external stakeholders have not been well received. The participation was made depending on the expertise of individual members. The degree of influence was different depending on the contents of the issues. Conclusion: In order to meet the values of democracy and realize the participation that the insured can demonstrate influence, it is necessary to have a fair and reasonable procedure and a sufficient learning environment. More deliberative structure which reflects citizen's public perspective is required, rather than current negotiating structure of HIPC.

  • “DK 537”has been selected by forage crop breeding team at the National Livestock Research Institute(NLRI), RDA and has been determined by the Deliberative Council of the National Agricultural Cooperative Federation(NACF) in 2002, as a new recommended hybrid which is early maturing, good quality and hi호 yield of corn for silage. The characteristics of this hybrid are as follows ; 1. The seed coat is yellow and the mean of tasseling date is 5th of July, included in early maturing hybrid which is one day delayed than check cultivar, DK 501. The culm length is 246cm. It is resistant to lodging because of its low height from surface to ear. 2. DK 537 shows resistance to H. maydis and Maize Black-Streaked Dwarf Virus(MBSDV). It also shows strength to corn borer as much as DK 501 does. 3. Fresh yield. dry matter yield. and TDN per a ha are 50 tons, 16.9 tons, and 11.4 tons respectively. which are almost same yielding level of DK 501. Its percent ear to total dry matter is 50.8% at the same time. Through all these tests, we could make sure at DK 537 hybrid will be recommended as good forage crop.
