Definition and Classification of Ecosystem Services for Decision Making (의사결정지원을 위한 생태계서비스의 정의와 분류)

  • This review paper examines various terms used for the definitions and classifications of ecosystem services, often times mixed and confused, in the literature and re-establishes the concepts of important terms, including ecosystem functions, services and benefits, to enhance communication among the stake-holders in the process of decision making. The definitions and scopes of ecosystem services are differentiated depending on the policy purposes such as environmental accounting, environmental valuation and natural resource management. The importance of identification and enumeration of final outputs associated with a particular policy is addressed. In addition, the usefulness of an alternative pathway-analysis beginning from benefits, via services and function, to process/structure of ecosystem is emphasized.

  • Industrialization and modernization of the $20^{th}$ century have brought convenience to human life. However, such development produced unintentional global environmental issues such as destruction of natural ecosystem through excessive use of the natural environment beyond its capacity. The United National (UN) recognized such global environment issues and coordinated with worldwide experts to conduct a comprehensive assessment of the global ecosystem, "Millennium Ecosystem Assessment (MA)", to resolve the issues. The UN conducted the MA primarily to comprehend the correlation between the ecosystem and human welfare. The results demonstrated that the ecosystem provides various direct and indirect benefits to human. This new concept was introduced as the "ecosystem services". Introduction of the ecosystem services highlighted the significance of the ecosystem and led to increased research and active discussions among experts from various discipline over the recent 10 years. It has been considered that the ecosystem service concept could be incorporated in policymaking process, as primary criteria to assess and weigh the benefits of using natural resources against the effects on value of the ecosystem. The current policymaking process is affected by the contradicting logics of modernization and preservation of ecosystem. The ecosystem services concept could be the answer to forming a rational policymaking process, allowing for nature preservation while wisely using the available natural resources. The general consensus has been formed on the need of incorporating the ecosystem services concept in the policies and globally various researches on the ecosystem services have been actively conducted. However, introduction of the ecosystem services concept is still at a very early stage and research on real application of the ecosystem services is yet almost nonexistent. Also there are no clear and agreed definition, classification scheme and value appraisal methodology regarding the ecosystem services. Therefore, this research explains the basic concept of the ecosystem services and highlights specific issues for further researches, as further researches on real application of the ecosystem services would find ways for the ecosystem services approach to be valuable in the policymaking process.

  • Library 2.0 stands for the term which suggests the changes in library's services. Library 2.0, the term, was first appeared in 2005 and have studied as a meaningful model for library services. The majority was related to the definition of basic concepts, overview of best practices, and case study for individual implementation. There are three goals of this study which is distinguished from other library 2.0 studies. First, I have surveyed various types of services and classified into three groups. Second, I have examined the properties viewed in this light of content, user, and manager. Third, I have propose a new conceptual model of a information ecosystem which thinks the library 2.0 collectively.

  • Healthcare lifelog, a personal record relating to disease treatment and healthcare, plays an important role in healthcare paradigm shifts in which medical and information technology converge. Healthcare services based on various healthcare lifelogs are being launched domestically by both large corporations and small and medium enterprises, however, they are being built on an individual platform that is dependent on each company. Therefore, the terms of lifelog data are different as well as the measurement specifications are not uniform. This study proposes a reference model for minimum common data required for sharing and utilization of healthcare lifelog. Literature study and expert survey derived 3 domain, 17 essential items, and 51 sub-items. The model provides definition, measurement data format, measurement method, and precautions for each detailed measurement item, and provides necessary guidelines for data and service design and construction for healthcare service. This study has its significance as a basic research supporting the activation of ecosystem by ensuring interoperability of data between heterogeneous healthcare devices linked to digital healthcare platform.

  • Quantum computing can be a game changer in all areas of economy security, and society, and it is expected to bring innovation to the entire industrial ecosystem. The competition in this industry is accelerating with various countries pushing for policies to preempt technology and maintain a technological advantage. The quantum computing market is expected to show commercial gains in 2027 as an inflection point. Initially, it is expected to replace the high-performance computing market. However the continuous growth of quantum computing will depend on the development innovative services such as ChatGPT in AI, and technological breakthroughs. We examine the definition and outlook, evolution and dynamics, and supply chain structure of the quantum computing industry in an attempt to unveil implications for its development.

  • This study aims to identify and reduce the gaps of understandings and thoughts of river restoration between river engineers and ecologists by logically re-examining the definition and value of river restoration. For this purpose, function, and goods and services of river ecosystem are analyzed based on the study of those by de Groot et al. (2002). From the result of this analysis, definitions and strategies of presently-known river restoration and its similar activities are re-examined. Next, presently-known river restoration models, ERM (Ecological restoration model), ARM (Amenity restoration model) and semi-ERM (semi-Ecological restoration model), are reinforced in their frameworks. This study is expected to narrow the gap, between the professionals of different fields, of their understandings and thoughts of river restoration.

  • The importance of digital economy and platform firms in the Korean economy is growing. However, the concept and definition of platform firms are still in vague. In addition, the construct of platform firms in ecosystem has not yet investigated. In this paper, we attempt to define the platform firm and to classify the platform depends on the attributes of firms and business. We find 552 platform firms compose Korean platform ecosystem. From this study, the understood of platform concept can be accurated. Specifically, from the perspective of a 'firm' rather than a business-oriented attribute, and furthermore, the type of platform firm and detailed classification of industries and services were proposed for empirical analysis in the future. In addition, through the analysis of the current status of the platform ecosystem, policy recommendations for the future development and activation of the ecosystem were presented.

  • As the industrial structure of the mobile telecommunications market is transforming into the ICT ecosystem centered on smartphones, the regulatory system conforming to the new ICT environment has become the main subject of discussion in key developed countries. The EU segmented the mobile phone service into wholesale and retail. Simultaneously, the EU appraised mobile telecommunication carriers' market domination in segmented markets to continuously improve the scheme to promote competition in the telecommunications market. In Korea, also, there is discussion about adopting the EU scheme to segment the mobile phone market definition more finely and taking measures to appraise the market domination in accordance with object appraisal criteria. As such, this study analyzes whether the current criteria for appraising the wholesale termination rate market domination under the ICT's domestic mobile telecommunication ecosystem is adequate and presents the rational improvement measures reflecting the theoretically suggested evaluation factors.

Economic Valuation of the Biodiversity-Related Changes in Ecosystem Services of the Arctic Caused by Climate Change (북극의 기후변화로 인한 생태계변화의 경제적 가치추정)

  • According to the recent observation by NOAA(US National Oceanic and Atmospheric Administration), 2015 is the warmest year based on global average temperature since 1880. The air temperatures in the Arctic have been rising at almost twice the global average and the extent and thickness of sea ice in the Arctic have declined. And the warming process in the Arctic is accelerating rapidly. These impacts of drastic change in sea ice caused by climate change in the Arctic threaten the eco-system service and biodiversity in the Arctic. This study intends to estimate the economic value on changes in eco-system services and biodiversity of the Arctic caused by climate change. The result of the valuation indicates that the total benefit from improvement of ecosystem in the Arctic ranges from 318.6 billion won to 715.9 billion won per annum. Replication scenarios can be explored into two broad categories in future studies: scenarios in consideration of conflicts of different stakeholders and scenarios based on wider or narrower definition of biodiversity in the Arctic.

Media Platform Design for Terrestrial Ultra-High Definition(UHD) Broadcasting Service (UHD 방송서비스를 위한 지상파 방송의 플랫폼 구축 연구)

  • The traditional broadcasting service has advanced into a smart media service with the help of communication network. in In the smart media ecosystem, a variety of innovative media services have been provided by new players. However, terrestrial broadcasting service companies seem to lag comparatively behind new players in spite of their powerful contents production capacity and stable terrestrial media delivery networks. In this paper, we design a proposed media platform based on a set-to-box (STB) with various new function for terrestrial ultra-high definition(UHD) broadcasting service. Also we suggest specific transmission network architecture and platform components for UHD broadcasting service. The proposed media platform is expected to increase the number of direct home reception and to enhance the right of the free-viewers which is one of the natural mission of terrestrial broadcasting company. Also it can provide some profit model of UHD terrestrial broadcasting service with new value-added services.
