국방 연구개발사업의 시스템엔지니어링 적응사례 분석 (Analysis of the Defense R & D Programs Applied Systems Engineering Approach)

  • A systems engineering is an interdisciplinary engineering management process that evolves and verifies an integrated, life-cycle balanced set of system solutions that satisfy customer needs. This work describes analysis of. the defense R & D programs applied systems engineering approach. FA-18E/F and NSSN defense acquisition programs are adopted for the case study. Those two programs is performed by IPPD, which is one of the systems engineering management techniques. From the analysis results, implementation considerations of domestic defense R & D programs are presented.

  • M&S 결과의 신뢰도를 확보하기 위한 방법으로, 선진국을 중심으로 개발된 VV&A(검증 확인 및 인정) 절차가 국내에도 소개되어 다양한 분야에 적용되고 있다. VV&A는 가용한 자원과 필요에 따라 그 절차를 선택적으로 적용하도록 가이드라인에 명시되어 있고, 방위사업청 무기체계 개발에 VV&A 관한 규정에도 인정(A)은 필요시 수행하도록 권고하고 있다. 본 연구에서는 V&V 절차를 소개하고, 이를 통해 무기체계 M&S 도구에 대한 신뢰도를 확보할 수 있는 방안에 대해 서술하였다. 또한 체계개발 중인 보병용 중거리 유도무기 '현궁'의 체계통합시뮬레이터에 V&V 절차를 적용하여 신뢰도를 확보한 사례를 제시하였다.

  • FRACAS(Failure Reporting, Analysis and Corrective Action System) is intended to provide management visibility and control for reliability and maintainability improvement of hardware and associated software by timely and disciplined utilization of failure and maintenance data to generate and implement effective corrective actions to prevent failure recurrence and to simplify or reduce the maintenance tasks. This process applies to acquisition for the design, development, fabrication, test, and operation or military systems, equipment, and associated computer programs. This paper shows the FRACAS development process and developed FRACAS system for a defense equipment.

SVM을 이용한 교전영역 내 위협목록 획득방법 (The Threat List Acquisition Method in an Engagement Area using the Support Vector Machines)

  • This paper presents a threat list acquisition method in an engagement area using the support vector machines (SVM). The proposed method consists of track creation, track estimation, track feature extraction, and threat list classification. To classify the threat track robustly, dynamic track estimation and pattern recognition algorithms are used. Dynamic tracks are estimated accurately by approximating a track movement using position, velocity and time. After track estimation, track features are extracted from the track information, and used to classify threat list. Experimental results showed that the threat list acquisition method in the engagement area achieved about 95 % accuracy rate for whole test tracks when using the SVM classifier. In case of improving the real-time process through further studies, it can be expected to apply the fire control systems.

  • In this paper, we identify the characteristics of modeling and simulation (M&S) for military and defense and propose the method of verification, validation, and accreditation (VV&A) using the identified characteristics. M&S has been widely used for many different applications in military and defense, including training, analysis, and acquisition. Various methods and processes of VV&A have been proposed by researchers and M&S practitioners to guarantee the correctness of M&S. The notion of applying formal credibility assessment in VV&A originated in software engineering reliability testing and the systems engineering development process. However, the VV&A techniques and processes proposed for M&S by the research community have not addressed the characteristics and issues specific to military and defense. We first identify the characteristics and issues of military/defense M&S and then propose techniques and methods for VV&A that are specific for military/defense M&S. Possible approaches for the development of VV&A are also proposed.

  • The system engineering should be actively applied to successfully develop a complex and advanced weapon system, because the system engineering uses a multidisciplinary approach. Therefore, this study proposed a system engineering process for a successful weapon system development. According to the national standard policy, an IPT aspect system engineering standard must adapt the ISO/IEC/IEEE 15288. It also asks for tailoring with considering the IPT characteristics as a weapon system acquisition institution. The IPT aspect system engineering process to acquire a weapon system can be expressed with 3 process groups (Agreement, Technical Management, Technical) and 20 processes. There was a need for an institutional framework to hire retired experts from related organizations as consultants to apply the low-cost and high efficiency system engineering in the weapon system acquisition field.

  • Purpose: This study identified the standardization activities from the early stage of acquisition to disposal during the materiel life cycle and proposed the improvement of standardization process. Methods: Through improvement of duplicated deliberation for the revision of military specification, unification of technical change proposal reception organization, and resolution between the conflicting parts of laws and regulations, simplifying the standardization procedure and strengthening linkages between the civilian standards were gained. Results: We have redefined the concept of the standards and standardization in the field of defense and proposed the standards-driven documentary standards as a measurement standards and reference standards to expand the activities. Conclusion: Through a standardization survey, we came to conclusion that we need to change the concept of standardization in the field of national defense from making the specification to using the means of efficient management of military resources.

방산물자 수출시장 선정 연구 : K9 자주포 사례 (The Selection of the Export Market of Defense Industrial Products: Based on K9 Self-propelled howitzers)

  • As exporting countries are limited compared to the export market of civilian industries, an approach should be preceded by a comprehensive evaluation of the purchasing availability of exportable markets and the status of potential competitive markets, as well as an analysis of the technology related to weapons systems. Based on the case of K9 self-propelled howitzers, a leading overseas export weapons system, this research was conducted to clarify the process of selecting the export market for Korean defense products and to verify it using a survey of weapons systems experts. In particular, this study specifically suggested the methodology needed to select the final exportable market through the analysis procedures such as competition and similar weapons systems, key performance identification, and identification of export-oriented markets, while considering the characteristics of the Defense Industrial Products. Based on these analysis results, the government proposed a method of selecting a major export market to enhance the possibility of weapons exports by domestic defense companies. Therefore, the study results can be used as a basis for objectively assessing the priorities for exportable markets, considering the possibility of exporting weapons systems that are under research and development or will be improved in the future.

야전 치명고장자료를 이용한 함정전투체계 신뢰성 분석 및 활용 방안 (A Study of Reliability Analysis and Application on Naval Combat System Using Field Critical Failure Data)

  • Naval combat system developed in-country is progressing at an alarming rate since 2000. ROK navy will be achieved all vessels that have combat system in the near future. The importance of System Engineering and Integrated Logistics Support based on reliability analysis is increasing. However, reliability analysis that everyone trusted and recognized is not enough and applied practically for development of Defense Acquisition Program. In particular, Existing Reliability Analysis is focusing on reliability index (Mean Time Between Failure (MTBF) etc.) for policy decision of defense improvement project. Most of the weapon system acquisition process applying in the exponential distribution simply persist unreality due to memoryless property. Critical failures are more important than simple faults to ship's operator. There are no confirmed cases of reliability analysis involved with critical failure that naval ship scheduler and operator concerned sensitively. Therefore, this study is focusing on Mean Time To Critical Failure (MTTCF), reliability on specific time and Operational Readiness Float (ORF) requirements related to critical failure of Patrol Killer Guided missile (PKG) combat system that is beginning of naval combat system developed in-country. Methods of analysis is applied parametric and non-parametric statistical techniques. It is compared to the estimates and proposed applications. The result of study shows that parametric and non-parametric estimators should be applied differently depending on purpose of utilization based on test of normality. For the first time, this study is offering Reliability of ROK Naval combat system to stakeholders involved with defense improvement project. Decision makers of defense improvement project have to active support and effort in this area for improvement of System Engineering.

  • 본 연구에서는 해상기반 유도무기체계의 운용개념을 도출한다. 운용개념은 제안시스템이 어떻게 사용될 것인지를 기술하는 것으로 다양한 이해관계자 관점에서 기술적 보다는 설명적인 표현이다. 운용개념은 시스템의 수명주기단계별 개념을 지원하기 위해 준비되어야 한다. 운용개념을 개발하는 것은 운용/유지, 정비, 그리고 획득 및 개발 영역 사람들에게 사용자의 요구와 기대를 정확하게 이해하도록 하는데 중요한 역할을 한다. 이러한 관점에서 본 연구는 운용개념 도출프로세스를 제시하고 전산도구를 활용하여 해상기반 유도무기체계의 운용개념을 도출하고자 한다.
