This paper analyzes the contents and the effects of the UNSC 2270, and its implications to South Korea's defense strategy and navy. The UN Security Council passed strong sanctions against North Korea which punish North Korea's 4th nuclear test. The sanctions compared to the previous ones require international society to take practical actions such as comprehensive trade bans as well as diplomatic isolation which will put significant pains on North Korea. Especially, these measures would greatly hamper economic development policy of Kim Joung-un regime. Because Kim Jung-un regime has inherent legitimacy problems which stems from the third family succession of the power, economic difficulties may play an important cause on the regime instability in the long term. In fact, the United States sees this possibility as an option to coerce North Korea in which North Korea choose denuclearization for its regime survival. Nevertheless, the prospects of the UN sanctions are not so optimistic. Considering North Korea's willingness for nuclear development and its level of nuclear technology, North Korea will try to play a gambit with the US and South Korea by exploiting its strategic advantages. North Korea's response will have three following strategies. First, it would actively pursue political and economic survival strategy by using China's support for the regime, strengthening its power grip in the name of countering US hostile policy, and enhancing peace propaganda. Second, North Korea will accelerate efforts to position its status as a nuclear de facto state. For this purpose, it could create nuclear crisis on the peninsula. Third, it would exploit local provocations as an exit strategy to get over the current situation. In order to counter North Korea's actions and punish North Korea's behavior strongly, South Korea needs following strategies and efforts. It should first make all the efforts to implement the UN sanctions. Strong and practical nuclear deterrence strategy and capability with the U.S. should be developed. Effective strategy and capabilities for the prevention and deterrence of North Korea's provocation should be prepared. For this purpose, North Korea's provocation strategy should be thoroughly reviewed. Active international cooperation is needed to punish and coerce North Korea's behavior. Finally, South Korea should prepare for the possible occurrence of North Korea's contingency and make use of the situation as an opportunity to achieve unification. All these strategies and efforts demand the more active roles and missions of South Korea's navy and thus, nullify North Korea's intention militarily.

Background and Aims : Even though various strategies for cancer treatment have advanced with the remarkable development of genomic information and technology, it is far from giving relief to cancer patients. Recently there is accumulating evidence that the immune system is closely connected to anti-tumor defense mechanisms in a multistage process. This includes tumorigenesis, invasion, growth and metastasis. Cordyceps Militaris, a well-known oriental herbal medicine, is a parasitic fungus that has been used as an immune enhancing agent for a long period of time. However, little is known about the cancer-related immunomodulatory effects and anti-tumor activities. In the present study, we aimed to investigate the effects of Cordyceps Militaris extract (CME) on immune modulating and anti-tumor activity. Materials and Methods : To elucidate the effects of CME on macrophage and natural killer (NK) cell activity, we analyzed nitric oxide (NO) production, NK cytotoxicity and gene expression of cytokines related with macrophages and NK cell activity. Results and Conclusions : CME activated and promoted macrophage production of NO. It also enhanced gene expression of IL-1 and iNOS in RAW 264.7 cells. CME promoted cytotoxicity of NK cells against YAC-1 cells and enhanced NK cell related gene expression such as IL-1, IL-2, IL-12, iNOS, IFN-${\gamma}$ and TNF-${\alpha}$ in mice splenocytes. It also Promoted protein expression of IL-10, IL-12, IFN-${\gamma}$ and TNF-${\alpha}$ in mice splenocytes and inhibited lung tumor metastasis induced by CT-26 cell line compared with the control group. From these results, it could be concluded that CME is an effective herbal drug for modulating the immune system and anti-cancer treatment by promoting macrophage and NK cell activity.
The analysis of optimal infiltration path is one of the representative fields in which the GIS technology can be useful for the military purpose. Usually the analysis of the optimal path is done with network data. However, for military purpose, it often needs to be done with raster data. Because raster data needs far more computation than network data, it is difficult to apply the methods usually used in network data, such as Dijkstra algorithm. The genetic algorithm, which has shown great outcomes in optimization problems, was applied. It was used to minimize the detection probability of infiltration route. 2D binary array genes and its crossover and mutation were suggested to solve this problem with raster data. 30 tests were performed for each population size, 500, 1000, 2000, and 3000. With each generation, more adoptable routes survived and made their children routes. Results indicate that as the generations increased, average detection probability decreased and the routes converged to the optimal path. Also, as the population size increases, more optimal routes were found. The suggested genetic algorithm successfully finds the optimal infiltration route, and it shows better performance with larger population.

In this study, acombined cogeneration power plant produced two types of thermal energy and electric or mechanical power in a single process. The performance of each component of the gas turbine-combined cogeneration system was expressed as a function of the fuel consumption of the entire system, and the heat and electricity performance of each component. The entire system consisted of two gas turbines in the upper system, and two heat recovery steam generators (HRSG), a steam turbine, and two district heat exchangers in the lower system. In the gas turbine combined cogeneration system, the performance test after 10,000 hours of operation time, which is subject to an ASME PTC 46 performance test, was carried out by the installation of various experimental facilities. The performance of the overall output and power plant efficiency was also analyzed. Based on the performance test data, the test results were compared to confirm the change in performance. This study performed thermodynamic system analysis of gas turbines, heat recovery steam generators, and steam turbines to obtain the theoretical results. A comparison was made between the theoretical and actual values of the total heat generation value of the entire system and the heat released to the atmosphere, as well as the theoretical and actual efficiencies of the electrical output and thermal output. The test results for the performance characteristics of the gas turbine combined cogeneration power plant were compared with the thermodynamic efficiency characteristics and an error of 0.3% was found.

In the clutter environment, it is necessary to update the target tracking filter by detecting the target signal among many measured value data obtained via the radar system, the track does not diverge, and tracking performance is maintained. The method of associating the measurement most relevant to the target track among numerous measurement values is referred to as data association. PSNF and PSNF-m are data association methods of SN-series. In this paper, we provide an IPSNF-m(Integrated Probabilistic Strongest Neighbor Filter-m) algorithm with a track management method based on the track existence probability in PSNF-m algorithm. This algorithm considers not only the presence of the target but also the case where the target is present but not detected. Calculating the probability of each caseenables efficient management. In order to verify the performance of the proposed IPSNF-m, the track existence probability of the IPSNF algorithm applying the track management technique to PSNF, which is known to have similar performance to PSNF-m, is derived. Through simulation in the same environment, we compare and analyze the proposed algorithm with RMSE, Confirmed True Track, and Track Existence Probability that show better performance in terms of track retention and estimation than the existing PSNF-m and IPSNF algorithms.

Line-of-sight communications cannot easily support korean armed forces because of mountainous terrain. ADD(Agency for Defense Development) introduced ANASIS(Army Navy Air-force Satellite Information System) to meet the Korean warfighter's operational needs. Currently, army's military satcom terminal is designed for either fixed site or on-the-pause operation. The US army is under development of multi-band integrated on-the-move satellite terminals to let the army's communication capability to keep pace with globally deployable Joint Task Force for network-centric application. In this paper we analyzed X-band and Ka-band link and subsystem requirement. Our focus here is to describe key technical issues. Especially, On the basis of 3dB beam width of 0.9m antenna, Tracking accuracy and disturbances compensation signal processing on-the-move of Antenna Tracking system is analyzed. Also, protocol is analyzed that minimize blockage on the move due to an obstacle. when the received signal blocked, it stop to transmit burst signal and retransmit when blockage removed through received synchronization signal monitoring. One of the most frightening aspects of weapons of mass destruction (WMD) is their ability to cause death in very small quantities without being visible to the public. The military authorities are making considerable effort to ensure the survivability of the combatants in the event of NBC(Nuclear, Biological and Chemical) contamination. Therefore, in this study, modules were developed for the measurement of the positive pressure and for the detection of the chemicals used for the control of the various shut-off valves used in an NBC shelter. In addition, a high performance gas tight shut-off valve was developed that can overcome the disadvantages associated with manual manufacturing, such as the occurrence of defective products and high manufacturing cost. By applying the positive pressure measurement and chemical detection modules, this valve was able to be used to control the facility. The developed gas-tight shut-off valve maintained airtight characteristics at a pressure loss of 28[Pa] at the prescribed wind velocity and an internal pressure of 30[kPa]. It is expected to be possible to control the gas-tight shut-off valve through the remote measurement of the positive pressure, thereby ensuring the foreign independence of import substitution and defense related technology in the future. In addition, by installing these valves in all of the intake ports or exhaust ports connected to the outside of the NBC shelter, it is possible to prevent the damage resulting from the rapid inflow of the storm pressure caused by conventional weapons and nuclear explosions, thereby protecting the people and equipment in the shelter.

The effects of the coating thickness on the thermal durability and thermal stability of thermal barrier coatings (TBCs) with a gradient coating thickness were investigated using a flame thermal fatigue (FTF) test and thermal shock (TS) test. The bond and topcoats were deposited on the Ni-based super-alloy (GTD-111) using an air plasma spray (APS) method with Ni-Cr based MCrAlY feedstock powder and yttria-stabilized zirconia (YSZ), respectively. After the FTF test at 1100 ℃ for 1429 cycles, the bond coat was oxidized partially and the thermally grown oxide (TGO) layer was observed at the interface between the topcoat and bond coat. On the other hand, the interface microstructure of each part in the TBC specimen showed a good condition without cracking or delamination. As a result of the TS test at 1100 ℃, the TBC with gradient coating thickness was initially delaminated at a thin part of the coating layer after 37 cycles, and the TBC was delaminated by more than 50% after 98 cycles. The TBCs of the thin part showed more oxidation of the bond coat with the delamination of topcoat than the thick part. The thick part of the TBC thickness showed good thermal stability and oxidation resistance of the bond coat due to the increased thermal barrier effect.

In this paper, we propose a method for the random selection of pooling operations for the regularization and reduction of cross validation in convolutional neural networks. The pooling operation in convolutional neural networks is used to reduce the size of the feature map and for its shift invariant properties. In the existing pooling method, one pooling operation is applied in each pooling layer. Because this method fixes the convolution network, the network suffers from overfitting, which means that it excessively fits the models to the training samples. In addition, to find the best combination of pooling operations to maximize the performance, cross validation must be performed. To solve these problems, we introduce the probability concept into the pooling layers. The proposed method does not select one pooling operation in each pooling layer. Instead, we randomly select one pooling operation among multiple pooling operations in each pooling region during training, and for testing purposes, we use probabilistic weighting to produce the expected output. The proposed method can be seen as a technique in which many networks are approximately averaged using a different pooling operation in each pooling region. Therefore, this method avoids the overfitting problem, as well as reducing the amount of cross validation. The experimental results show that the proposed method can achieve better generalization performance and reduce the need for cross validation.
