(A Study on the Evaluation Method of Source Selection in Case of Weapon System Purchase Project) (무기체계 구매사업시 기종결정 평가방법에 관한 연구)

  • The purpose of this study is to analyze the problems of current rules and regulations on the source selection for weapon system in defense acquisition project and suggest several techniques to ensure objectivity and fairness. As an application example, Helicopter source selection was presented. It was analyzed and compared through technique application and strength and weakness analysis of AHP, PROMETHEE and Attribute Transformation. The decision making techniques which make all conditions satisfactory in all situations are nonexistent. Thus, it is estimated that we can maintain the objectivity in the source selection of weapon systems by applying suitable decision making techniques in accordance with the patterns of evaluation item.

  • The Korean Peninsula, located at the southeastern tip of the Eurasian Plate, is known to be tectonically stable, and no critical evidence has yet been found that would override the safety design of nuclear facilities in South Korea. Because a nuclear power plant, like other major social overhead capital facilities, could cause great damage to both the environment and society through an unexpected tectonic event, even one of extremely low probability, like the Fukushima accident, a defense-in-depth safety approach is required in geological and geotechnical site safety evaluation for nuclear projects. This paper introduces the regulatory procedures that are in place to confirm nuclear site safety and site monitoring (e.g., earthquakes and groundwater) systems applied to nuclear facilities in order to reduce inherent uncertainties within the site safety review of geological and seismological issues related with a NPP project.

A Study on the Elaboration of Request for Proposal of Localization Parts using AHP method (AHP 기법을 적용한 부품국산화 제안요청서 정교화 연구)

  • The purpose of this study is to elaborate the request for proposal (RFP) for the localization parts development support project of core parts carried out by the Defense Agency for Technology and Quality. The RFP is the most important document throughout the localization parts project, including project announcement and developer selection, design and test of the development product, final evaluation, and standardization of the project. However, if the RFP is not established at the beginning of the project, there is an increased risk of business failure due to frequent changes by various reasons. In this study, we recognized the necessity of elaboration of RFP and applied the AHP method for quantitative elaboration. Eight requirements of the RFP related to the mechanical/electrical performance of localized development products and three elaboration methods for each requirement were designed in a hierarchical structure, and each weight was calculated by applying the 5-point scale AHP method. The AHP survey was conducted with 20 developers participating in the localization parts project, and the consistency ratio of the AHP survey result was less than 0.1. The elaboration method with the highest value among the calculated weights is classified, and the analysis results and future research directions of the elaboration method are presented.

Development of Evaluation Method for Performance of Weapon System using Axiomatic Design based Inner Dependence AHP (공리적설계 기반의 내부종속 AHP를 이용한 국방무기 해외 구매사업의 무기성능 평가방법 개발)

  • Test and evaluation of weapon system is an important task to evaluate the performance of overseas weapon system purchasing project. Especially, quantitative evaluation of performances is hardly completed in defense projects where multiple criteria are conflicted each other. In order to solve this problem, we apply Axiomatic Design (AD) and Inner Dependence AHP method. First, finite functional requirements (FRs) are categorized in hierarchy structure by selecting proper design parameters (DPs) to implement their corresponding FRs. If there are no ways to select DPs when design is coupled between FRs and DPs, then inner dependence is allowed to overcome the strict rule of independence in AHP. Second, the weights of DPs are calculated by applying both Inner Dependence AHP method for coupled design and normal AHP method for uncoupled or decoupled design. Finally, information axiom of AD is applied to the proposed weapon systems by calculating information contents for all parameters. Weapon system with minimum sum of information contents is considered as the best solution. The proposed method in this study should be used in multiple criteria decision making problems involving various conflicting criteria.

  • Nitrogen charging trailer applied to KUH-1 is a device to charge Nitrogen in main front wheel buffer, tail bumper buffer, brake accumulator and tire of aircraft. As the name suggests, it is a device that has mobility along with nitrogen charging. Originally supplied by Tronair in the United States, it was imported from Korea, and the locally developed product not only satisfies the performance of the existing product, but also designed to be easier than the product introduced in the operation. It was selected as the joint investment project of the 15th civilian government building, and development needs analysis and test evaluation were carried out under the support of development and management of Korea Aerospace Industries and Defense Agency for Technology and Quality.

  • Recently, software quality evaluation based on ISO/IEC 9126 and ISO/IEC 14598 has been widely accepted in various areas. However, these standards for software quality do not provide practical guidelines to apply the quality model and the evaluation process of software product=5. And the qualify management in most software projects has been conducted by managing defects without applying the standards for software qualify. Thus, we present a quantitative quality evaluation approach of artifacts in the Component Based Development (CBD). Particularly, our evaluation approach allows most of the standard evaluation process and adopts a quantitative quality model which uses the weights of quality characteristics obtained through carefully selected questionnaires for stakeholder and Analytic Hierarchical Process(AHP). Moreover, we have also examined the proposed evaluation approach with applying the checklists for the artifacts of the CBD to a small-scale software project. As a result, we believe that the proposed approach will be helpful for acquiring the high quality software.

Fabrication of Nano-sized Titanate Powders by an Ethylene Glycol Solution Route

  • Several titanate powders ($Al_2TiO_5,\;SrTiO_3$, etc.) were synthesized by an ethylene glycol solution route. Titanium isopropoxide and nitrate salts were dissolved in stoichiometric proportions in liquid-type ethylene glycol without any precipitation. The parent precursor sols were dried to porous gels, and then the gels were calcined and crystallized. All synthesized titanate powders had stable crystallization behavior at low temperature and high specific surface area after a simple ball-milling process. A three-component PZT $(Pb(Zr_{0.52}{\cdot}Ti_{0.48})O_3)$ powder was also synthesized successfully by the ethylene glycol method. In this study, the characteristics of the multi-component titanate powders by the ethylene glycol method are examined.

A Study on the Improvement Method of DT&E for Company Organized Weapon Systems Research and Development (무기체계 업체주관 연구개발 사업의 개발시험평가 개선방안 고찰)

  • The improvement of the reliability of weapon systems and the reduction of the total life-cycle cost based on the improving of the DT&E system for Company Organized weapon systems research and development are urgently required. The major advanced countries operate test and evaluation centers for military (U.S.), manage a large scale organization of IPT personnel (England) or conduct management of DT&E through a third party organization (France). Based on a survey of experts, an improvement of the DT&E policy in terms of reliability and objectiveness is needed, and management through a third party national defense agency and civilian agency such as the Surion development case is required. In addition, although it appears that efficiency improves when management of DT&E is performed by national defence agencies rather than civilian agencies, it is necessary to proceed by selecting a civilian agency based on competition in the case that it is difficult to select a national defence agency.

  • This study aims to propose alternative suggestions for practical and efficient implementation of Dual Use Technology Programs(CUTP) in Korea which can strengthen both national security and industrial competitiveness. DUTP of Korea has suffered from inefficiency and inactivity. This study analyzes the Inefficiency and negative factors of DUTP of Korea by examining the previous cases of the advanced countries. It also examines individual problems of DUTP carefully and attempts to derive alternative solutions to improve the current situation. First, a global government plan should be made considering Korea's weapon system and Korea's industrial characteristics. Second, DUTP should begin to develop core technology in connection with technology level evaluation and technology exchange project should establish a comprehensive information network system which links any civilian and military technology data. Third, technology transfer project should be promoted by utilizing cyber technology exchange market and military defense venture center. Fourth, standardization project should be expanded by establishing a national standard information system.

The Quantitative Analysis of Alternative-Decision in Missile Test: Focusing on Selecting a Foreign Test Site through Data Envelopment Analysis (미사일 시험을 위한 대안결정의 정량적 분석: 자료포락분석을 이용한 국외 시험장 선정을 중심으로)

  • Although the related regulations or guidelines are not specified in the defense weapon system R&D process, R&D authorities frequently encounter problems that require rational decision-making. If the rational process is not applied in the matter of alternative choice, the project could be disrupted, which can result in longer project periods or more resource provision. In particular, a variety of decision-making methods are needed for test&evaluation of missile R&D. The issue of selecting a test site is one of the representative decision-making problems. If it is needed to determine the priority of multiple sites, Delphi Method and Analytic Hierarchy Process(AHP) will be applied. However, if the input of cost is to be considered, Data Envelopment Analysis(DEA) is more valuable to solve the problem. This paper proposes a solution to handle quantitatively various decision-making problems that can occur in missile flight test, and shows how DEA is applied through a simulated case study of selecting a foreign test site.
