An Empirical Study on the Effects of CSR Activities on Organization Trust and Job Satisfaction in Enterprises (기업의 CSR 활동이 조직신뢰와 직무만족에 미치는 영향에 관한 실증연구)

  • The purpose of this study was to empirically examine the effects of CSR activities on a defense manufacturing employees' organizational trust and job satisfaction and the mediating effect of organizational trust. To conduct such examinationusing, 289 valid samples collected from field employees of H-company(defense manufacturer) in Chang Won. The empirical analysis results are summarized as follows. First, corporate CSR activities were found to affect job satisfaction of field employees. Second, corporate CSR activities were analyzed to be a very important motivator for field employees. In other words, it can be interpreted that employees who perceive that their organization is actively fulfilling social responsibilities have a high level of perception of organizational trust. Third, it was found that the higher the organizational trust of the employees, the higher the job satisfaction. Fourth, as a result of verifying whether there is a mediating effect of organizational trust in the relationship between corporate CSR activity and job satisfaction, it was found that the full mediating effect and the partial mediating effect were mixed.

Science and Technology Terminology Dictionary Building Process and Workbench Development in Defense Area (국방과학기술 전문용어 사전 구축을 위한 프로세스 및 워크벤치 개발)

  • To improve the efficiency of business, it is important to standardize the meaning of terminology. And then, terminology dictionaries have been actively being built and used in various fields. In defense area, the publication of defense terminology dictionary is useful for information exchange of each army and distribution of standardized terminology. Defense agency for technology and quality(DTaQ) publishes terminology dictionary of defense science and technology on a three-year cycle. DTaQ tries to standardize the construction process of terminology dictionary and improve service efficiency by using terminology dictionary in defense area. This proposed method is based on the result of previous study about standardization of terminology dictionary. We suggest the practical steps including terminology dictionary constructing process, composition and role of organization, definition of headword, selection of target documents to be extracted terminology candidate, terminology extraction, generation of terminology candidate group, workbench registration, construction and validation of terminology dictionary. Thesaurus and workbench are developed to use and support terminology dictionary effectively.

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

  • Recently, necessity of VV & A is also embossed as practical use and importance of M & S are increased in National Defense. The purpose of VV&A is to assure development of correct and valid simulations and to provide simulation users with sufficient information to determine if the simulation can meet their needs. VV&A processes are performed to establish the credibility of the models and simulations. Guidance and Regulation of VV&A are insufficient actual conditions in Korea and example that apply to actuality M&S is state that is hardly. In this paper, VV&A assure its credibility of application VV&A process in Army on the basis of US Organization's application example and provide initial point of VV&A application of National Defense M&S that is developed subsequentness.

  • Organization wishes to develop newer and more complex system according as social structure is more complex and a technology develops more. Therefore, field of system engineering in development of new system is realized by all-important essential boundary. However cost of SE have considered restrictively being not about SE cost having applied SE. About this problem, this study provides COSYSMO as model for SE cost estimation, as the application example, estimate SE cost for smart UAV system applying COSYSMO in PRICE Trueplanner.

  • Impatience characteristics are an important factor to be considered in the defense field, which is sensitive to time, but there are not many cases applied. In addition, due to the difficulty of analysis that must consider various probabilistic factors (breakdown/maintenance distribution, impatience characteristics, etc.), military decision makers consider only simple data (number of occurrences per year, maintenance time, etc.) Therefore, in this study, a model capable of analyzing the performance of the emergency maintenance system for determining the appropriate size and organization of military and civilian maintenance personnel was presented in consideration of impatience characteristics and probabilistic factors. And through numerical analysis, the appropriate size of the military and civilian emergency maintenance teams was analyzed. This study is significant in that it can improve readiness of operational power and prevent waste of defense budget through efficient operation of the military's emergency maintenance system.

Regulatory Oversight of Nuclear Safety Culture and the Validation Study on the Oversight Model Components

  • Objective: This paper introduces the regulatory oversight approaches and issues to consider in the course of safety culture oversight model development in the nuclear field. Common understanding on regulatory oversight and present practices of international communities are briefly reviewed. The nuclear safety culture oversight model of Korea is explained focusing on the development of safety culture definition and components, and their basic meanings. Oversight components are identified to represent the multiple human and organizational elements which can affect and reinforce elements of defense in depth system for nuclear safety. Result of validation study on safety culture components is briefly introduced too. Finally, the results of the application of the model are presented to show its effectiveness and feasibility. Background: The oversight of nuclear licensee's safety culture has been an important regulatory issue in the international community of nuclear safety regulation. Concurrent with the significant events that started to occur in the early 2000s and that had implications about safety culture of the operating organizations, it has been natural for regulators to pay attention to appropriate methods and even philosophy for intervening the licensee's safety culture. Although safety culture has been emphasized for last 30 years as a prerequisite to ensure high level of nuclear safety, it has not been of regulatory scope and has a unique dilemma between external oversight and the voluntary nature of culture. Safety culture oversight is a new regulatory challenge that needs to be approached taking into consideration of the uncontrollable aspects of cultural changes and the impacts on licensee's safety culture. Although researchers and industrial practitioners still struggle with measuring, evaluating, managing and changing safety culture, it was recognized that efforts to observe and influence licensees' safety culture should not be delayed. Method: Safety culture components which regulatory oversight will have to focus on are developed by benchmarking the concept of physical barriers and introducing the defense in depth philosophy into organizational system. Therefore, this paper begins with review of international regulatory oversight approaches and issues associated with the regulatory oversight of safety culture, followed by the development of oversight model. The validity of the model was verified by statistical analysis with the survey result obtained from survey administration to NPP employees in Korea. The developed safety culture oversight model and components were used in the "safety culture inspection" activities of the Korean regulatory body. Results: The developed safety culture model was confirmed to be valid in terms of content, construct and criterion validity. And the actual applicability in the nuclear operating organization was verified after series of pilot "safety culture inspection" activities. Conclusion: The application of the nuclear safety culture oversight model to operating organization of NPPs showed promising results for regulatory tools required for the organizations to improve their safety culture. Application: The developed oversight model and components might be used in the inspection activities and regulatory oversight of NPP operating organization's safety culture.

Assessing the Importance of Information Security Factors Using AHP: Case of Defense Agency's Outsourcing Development of Information Systems (AHP를 이용한 정보보안 요소의 중요도 평가: 국방기관 정보시스템 외주개발 사례)

  • In this paper, we identify and evaluate the information security factors considered in outsourcing development of information systems for defense agency with analytic hierarchy process(AHP). To assess the information security elements, we prepared three groups including the experts of a defense agency, subcontractor managers and subcontractor practitioners who are involved in developing information systems. And the relative importance of security factors were analyzed using questionnaires and responses. As a result of analysis of 27 security factors, factors corresponding to human and physical security as a whole were evaluated as having higher importance. Although there are some differences in the ranking of some importance according to human roles, they can be positive for the implementation of complementary information security. And administrative security and technical security can be relatively insignificant considering that they can be considered as infrastructure of the overall information environment. The result of this paper will be helpful to recognize the difference of perception of information security factors among the persons in the organization where collaboration is activated and to prepare countermeasures against them.

Current Issues for ROK Defense Modeling & Simulation Scheme under the Transition of New HLA Simulation Architecture (HLA 모의구조전환에 따른 한국군 DM&S 발전방안)

  • US DoD designated the High LEvel Architecture (HLA) as the standard technical architecture for all military simulation since 1996. HLA will supercede the current Distributed Interactive Simulation(DIS) and Aggregated LEvel Simulation Protocol(ALSP) methods by no funds for developing/modifying non-HLA compliant simulations. The new architecture specifies Rules which define relationships among federation components, an Objects Model Template which species the form which simulation elements are described, and an Interface Specification which describes the way simulations interact during operations. HLA is named as standard architecture in NATO, Australia and many other militaries. Also, it will be IEEE standard in the near future. It goes without saying that ROK military whose simulation models are almost from US must be prepared in areas such as ROK-US combined exercise, training, weapon system acquisition, interface models with C4I system, OPLAN analysis, operations, and os on. In this paper, we propose several effective alternatives and issues for ROK Defense Modeling and Simulation under the transition of new HLA architecture. Those include secure the kernel of new simulation technology and develop our own conceptual model, RTI software, prototype federation for each service and aggregated one. In order to challenge the new simulation architecture effectively, we should innovate our current defense modeling and simulation infrastructure such s manpower, organization, budget, research environment, relationships among academia and industry, and many others.
