  • The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. The Warship Acquisition Project is not only like this, But also has special characteristics of long project period and first-constructed ship's operation employment. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

Statistical Approach for the Prediction of Improper Businessman in Defense Procurement

  • The contractor management for the effective defense project is essential factor in the modern defense acquisition project. The occurrence of Improper Businessman causes the reason in which defense acquisition project is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

  • The management systems of defense projects need to be well-maintained because of huge cost and long-terms of acquisition & operation in conducting defense acquisition. In this paper, we use a structural equation model(SEM) to develop an project management index(PMI) for effective defense project. The concept of a customer satisfaction index is used to assess the PMI for strategic improvement plans for various characteristics of project management. It is expected that our model can be used to evaluate and improve the project management capability of defense acquisition.

  • The 4th Industrial Revolution and the continuous development of Science and Technology have also required a speedy business promotion method in the defense industry. Advanced countries including the United States are already boldly innovating the existing high-cost and long-term acquisition system with the highest priority in weapons development to cope with the military rise of Russia and China. The Ministry of National Defense and the Defense Acquisition Program Administration have also recently introduced a quick acquisition system and are applying it to business promotion. In addition, some small-scale projects and weapons systems are being reorganized so that they can be managed by the units demanding them. After an organizational diagnosis of the Project Acquisition Group by the Ministry of National Defense in 2020, it has been reassigned as a subordinate unit of the Army Logistics Command from a direct unit managed by the Army HQ. As a result, problems such as work conflict or redundancy have been identified. In addition, a system has been implemented to shorten the acquisition period by applying a rapid acquisition program in the field of weapons systems by benchmarking the rapid acquisition program of advanced countries. The force support system project process will also need to introduce such a quick acquisition system. In addition, the Ministry of National Defense is considering ways to delegate some weapon systems to each military, which will then carry out tasks ranging from requirements determination to project management. Accordingly, it is now time to expand the organization for the management of the Army's weapons system acquisition project. Therefore, in this paper, the Army Project Acquisition Group was analyzed on its organization, acquisition procedures, and cooperation systems, with presentations of development plans for each field.

  • 국방무기체계획득사업 관리의 목적은 궁극적으로 요구된 성능, 예산, 전력화시기를 충족시키는 것이다. 2006년 출범한 방위사업청은 무기체계 획득사업을 효율적으로 수행하기 위해서 통합사업관리제를 도입하여, 방위력개선사업 관리를 위한 프로젝트 조직이 61개가 운영 중에 있다. 하지만 한국적인 국방획득환경에서의 프로젝트 관리 측면에서 실증적인 분석연구가 미흡한 것이 현실이다. 따라서 본 연구는 무기체계획득사업관리를 하나의 프로젝트로 인식하고, 프로젝트관리 연구에서 제시된 프로젝트 성공요인(CSF : Critical Success Factors)과 무기체계획득사업관리의 관계에 대해서 알아보았다. 연구 결과 전체적으로는 의사소통, 사용자 참여, 명확한 요구사항 변수가 프로젝트 성공에 영향을 주는 것으로 분석되었다. CSF 요소는 사업추진단계별, 사업의 특성, 규모에 따라서 프로젝트 성공에 미치는 영향이 각각 다르다는 것을 실증적으로 증명하였다. 이번 연구 결과를 통해서 통합사업관리팀이 무기체계획득사업 수행 시 사업 단계, 특성, 규모에 따라서 중점 관리 분야를 식별한 것이 이 논문의 의의라고 생각한다.

In this paper, we develop a prediction model for the effective defense project by using the discriminant analysis and analyse the variables that discriminate the unlawful company in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable defense manufacturer.

  • Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). As one person of DAPA project manager, system engineering hard to approaches easily by the word itself. There are a lot of difficult sections where should apply how. This paper established DAPA Project Manager and Acquisition Point of Contact of demand Military by main customer (reader), and wished to make understood more easily and approach system engineering application to these. Also, this paper studied project management example that scientific project management techniques of Earned Value Management(EVM) and Cost As an Independent Variable(CAIV) etc. is taken abuzz in DAPA inside by Project management technique that become reform, arc Integrated in system engineering.

국방정보시스템의 진화적 획득전략 (An Evolutionary Acquisition Strategy for Defense Information Systems)

  • Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

  • The purpose of this paper is to suggest the methodology for the establishment of operational concept for speed-up of defense robot and improvement direction of the defense acquisition system for the defense robot. In order to achieve this goal, the current defense acquisition system was analyzed into long-term planning, mid-term programming, and project execution stages. And I suggest the methodology for the establishment of operational concept for speed-up of defense robot and direction of development of the defense robot acquisition system considering the characteristics of the robot in terms of core technologies of robot, robot ecosystem and effectiveness-based-robot-design, respectively. Based on the methodology for establishment of the operational concept of defense robot and development direction of the defense acquisition system presented in this study, it will be possible to design efficiently the defense robot in the future.

방위력개선사업의 비용편익 분석을 통한 획득대안 분석 연구 (A Study on Cost-benefit analysis of Defense Improvement Project for Acquisition Alternative Analysis)

  • 무기체계 획득사업은 막대한 예산을 투입하여 국가에 미치는 파급효과가 큰 특성이 있어 무기체계 획득사업을 추진하기 위한 기획연구 단계에서 경제적 타당성을 확보한 획득대안 분석이 요구되고 있다. 이러한 요구에 따라 획득연구 단계에서 획득대안에 대한 경제성 분석을 수행하고 있으나, 현재는 초기 단계로 경제적 분석에 따른 획득대안 분석에 대한 연구는 미비한 실정이다. 본 연구에서는 현재 획득대안에 대한 의사결정 방법인 효과분석의 제한점을 식별하고 추가로 비용편익분석 방법을 제시하여 획득대안에 대한 경제성 분석 방법을 제안한다. 비용편익 분석의 결과를 비용/편익비율(Benefit/Cost Ratio)로 제시하여 복수 대안뿐만 아니라 단일 대안에 대한 경제성 분석이 가능하고, 경제적 타당성을 확보한 보편적인 결과 제시가 가능하다. 제시 방법을 OO 유도로켓 사업 획득연구에 적용하여 각 대안에 대한 경제성 분석결과를 제시한다.
