A newly established provision to enforce the systems engineering was added in the regulation for arms acquisition management in January 2009, and a systems engineering guidelines for defence acquisition is being developed. In this paper we conduct a comparative study of the defence acquisition system in the United States and the Republic of Korea, and propose a improving plan about the domestic defence acquisition system.

This paper describes the application method of systems engineering for systems of systems and addressed the evolution in approach as organizations have evolved from standalone platform providers to architect of SoS. There is an increasing need to perform Systems of Systems Engineering(SoSE) in a global environment This has stimulated the development of new, innovative SoSE approaches that surpass current military and industry state-of-the-art systems engineering processes. The simple scaling of the former process was ineffective in dealing with global distributed large-scale integration efforts of network-centric systems of systems. A new SoSE process has been developed which is a significant breakthrough in the development of large complex systems and net-centric systems of systems. The SoSE process provides a complete, detailed and systematic development approach for military and civil SoS. In this point of view, this paper analyzes functionally the architecture framework, process and integrated verification & validation of SoSE. From results of this analysis, perspectives on the application of SoSE suitable for Korea aquisition environment are presented.

This paper relates to the improvement application of operation requirements documents(ORD) on which empirical researches are not sufficient. The application of ORD was drawn up and operated in the acquisition phase, and recently it was decided to apply it in the requirements planning phase. However, the reality is that there are deficiencies in the performance of works, such as the classification of works among related organizations. Therefore, this study analyzed the cases of writing ORD that have been promoted so far, and Its status was enhanced by reflecting it in laws and regulations. In addition, the concept was redefined, and improvement measures such as the level of writing ORD were suggested for each acquisition stages. Above all, it is desirable to incrementally supplement and develop from preliminary conceptual research in the planning stage and drafting at the military level. In addition, the relevant legal system should be supplemented so that such ORD application can be flexibly established in defence acquisition.

The performance of weapon system, based on the acceleration of advanced scientific technology, has been reinforced to the state of precision, complexion and multi-function. People have given great interest for a long time on its development, acquisition cost and enormous expense of operation/support. Under this environmental situation, this research paper proposes two kinds of implementation that can improve the RAM(Reliability, Availability, Maintainability) on weapon system. The first section is to understand all of the actual states on its reliability, in the acquisition process and to make the improvement for RAM at the milestones on the acquisition steps. The next section is to establish a defense RAM center, which will be closely cooperated with acquisition organization such as Ministry of Defense, DAPA(Defense Acquisition Program Administration), DTaQ(Defense agency for Technology and Quality) and ADD(Agency for Defense Development), etc. and to conclusively improve the RAM of weapon system in South Korea.

The budget for the acquisition and R&D for the national defence systems has come out of tax payers' pockets. On the other hand, the weapon systems become more complex and thus the underlying costs tend to increase continuously. As such, the need for efficiently managing the budget has drastically increased. In accordance with this necessity, the Defence Acquisition Program Administration (DAPA) of Korea has issued the instruction No.65 dictating that systems engineering (SE) must be applied when weapon systems are acquired or developed in Korea. Specifically, a list of the products that should be generated from the acquisition programs is provided. The problem is that the unexperienced companies in the defence systems industry cannot easily know how to approach the new regulation. The purpose of this study is to devise a possible remedy to solve the problem. To do so, we first review the list of the products that are required by DAPA. Then, an appropriate systems engineering processes is studied for each product. Then, a necessary link between each product and SE process activity is identified and summarized. The result obtained may be useful as a stepping stone to develop more efficient method for the list of the products.

In this paper, based on the American weapon acquisition management framework in DoD Instruction 5000.2 "Operation of the Defence Acquisition System" and the contents of "DoD Guide for Achieving Reliability, Availability, and Maintainability" published by Defense Acquisition University, the kinds and roles of technical reviews are introduced and the identification of RAM related tasks which are performed at levels of technical reviews during acquisition process are considered. And the task allocations for developers, development managers, and users are proposed. Finally the relationships of acquisition management framework, technical reviews and RAM tasks are tabulated.

The term of defense procurement is used indifferently from defence acquisition. It consists of two sectors : domestic defense procurement and foreign defense procurement. For efficient and transparent defense procurement, Defence Acquisition Program Law in Korea suggests some principles including the purchase of domestically manufactured munitions in the first instance, and the Defense Acquisition Program Administration(DAPA)'s direct procurement of munitions, etc. By reviewing the characteristics, process, current situation and model contracts of defense procurement, it is found that domestic procurement contracts only propose the legal approach instead of arbitration and foreign procurement contracts suggest confusedly both the legal approach and arbitration for amicable disputes settlement. Therefore, it is quite recommended for arbitration organizations such as the Korean Commercial Arbitration Board(KCAB), the Korean Arbitrators Association(KAA), and the Korean Association of Arbitration Studies(KAAS) to foster a variety of strong awareness campaign, education and consulting programs, etc. for the popular use of arbitration clause. It will contribute to settle any disputes and controversies between the parties more speedy, economically and rationally, thereby reducing the costs, time and pains for solving them.

In the original design of K2 tank the Vertical Sensor Unit(VSU) was mounted to measure the attitude of the main gun to enhance the hit probability. In this research, as a part of efforts to reduce the cost of K2, it was theoretically simulated and evaluated to use the data from Inertial Navigation System(INS) for the calculation of the gun attitude instead of the direct measurement using VSU. It was found that the negative effect of INS approach is negligible and the elimination of VSU is technically possible and beneficial to the system.

The Israeli military's track record boasts victories in four Middle East wars and numerous counter-terrorism battles. This can be attributed to the implementation of a flexible defense acquisition system, allowing for the rapid acquisition of cutting-edge weaponry in response to ever-changing enemy vulnerabilities. If Korea were to adopt the defense acquisition system employed by the Israeli Defense Forces (IDF) it has the potential to transform into a small but strong country, mirroring the accomplishments of the IDF.

A System engineering is a management technique that simultaneously interates all essential acquisition activities through the use of multidisciplinary teams to optimize the design, manufacturing, business, and supportability processes. This work describes two case studies of the defence acquistion prigram applied SE. It is presented a general understanding of SE and perspective of SE applications for defense acquisition process.
