  • Whenever some new measure to promote safety is being considered, one major input into the decision making process is to be some formal assessment of the costs and benefits involved. What levels of safety do many stakeholders believe the railway should deliver? This paper is a contribution to the efforts to answer the question. In this study, under Willing-To-Pay(WTP) based value of preventing a fatality(VPF) approach, we will study how much people are willing to trade off safety against other desirable things, summarize accepted quantitative criteria for safety quantitative criteria for safety decision, describe differences between these criteria and some current risk control actions, and present an outline of work under way to address issues related to cost-benefit analysis(CBA).

  • This study tried to find out alternatives adjusting basic fare using customer survey. But it merely verified that train fare decision is made by government's role and market status. Also, it has a limitation deciding resonable fare of KTX that average cost and marginal cost calculation is impossible because Korean National Railroad does not follow 'Activity Based Costing'. It is rational fare decision that performing survey to railroad experts and general customers, and compare two results. Summarizing results of this study, 1. The hypothesis 'Experts' perceived fare level of KTX is higher than that of general customer. 'is carried. It suggests that following experts' opinion with general customer's is very rational method to decide fare level. 2. The hypothesis 'Experts expect lower level of fare discount rate than general customer.' is carried. 3. It is hard to decide priority among many kinds of discount for difference of two group's preference. However, following recent research project is maximized by discounting fare 30$\%$ on 40$\%$ of total passenger and expand number of discount kinds step by step are desirable.

  • We present an autonomous distributed manufacturing system to plan the manufacturing process and the schedule based on a customer order, which considers the system efficiency as well as to the flexibly. In our system, an intermediate conceptual agent called process agent is introduced, of which the role is to create a plausible alternative for the working group to fulfill the given order. The process related decision such as process sequence, allocated facilities, schedule and cost is also made simultaneously. Given an order, several these process agents are created, and the optimum on is selected through a bidding mechanism. As a criterion of such a decision-making, we consider a concept of value which is determined by several factors such as cost, delivery, working ratio and so forth. Every agent consisting of the system makes decisions and actions so as to maximize its possessing value, and the overall behavior of the system is controlled by the value distribution.

An empirical study on the material distribution decision making

  • This paper addresses a mathematical approach to decision making in a real-world material distribution situation. The problem is characterized by a low-volume and highly-varied mix of products, therefore there is a lot of material movement between the facilities. This study focuses especially on the transportation scheduler with a tool that can be used to quantitatively analyze the volume of material moved, the type of truck to be used, production schedules, and due dates. In this research, we have developed a mixed integer programming problem using the minimum cost, multiperiod, multi-commodity network flow approach that minimizes the overall material movement costs. The results suggest that the optimization approach provides a set of feasible solution routes with the objective of reducing the overall fleet cost.

  • This study presents a decision making process for installation of wind barrier which is used to reduce the wind speed applied to running vehicles on expressway. To determine whether it is needed to install wind barrier or not, cost and benefit from wind barrier are calculated during lifetime. In obtaining car accidental risk, probabilistic distribution of wind speed, daily traffic volume, mixture ratio in the volume, and duration time for wind speed range are considered. It is recommended to install wind barrier if benefit from the barrier installation exceed construction cost. In the numerical examples, case studies were shown for risk and benefit calculation and main risky regions on Korean highway were all evaluated to identify the number of installation sites.

The Relationship between HMO's Organizational Structures and Cost Reduction (HMO(Health Maintenance Orgarnization)의 내부조직구조와 의료비용절감과의 관계)

  • This study investigates effcts of HMO internal structural arrangements on performance, specially cost reduction measured by hospitalization rate. This study formulates formalization, centralization measured by decision-making participation, differentiation, and coordination as structural factors, considering coordination as an intermediate factor between the rest of structural factors and hospitalization rate. The commonly used HMO types is assumed not effective in explaining performance differences. For the empirical test, I use bootstrap regression analyses with 48 HMOs. The results of the analyses show that HMO types fail to explain differences in hospitalization rate. However, dicision-making participation and differention effectively reduce hospiatalization rate, while frmalization increases hospitalization rate and coordination has nonessential effect on hospitalization rate. And, formalization and decision-making participation positively contribute to achieve coordination in HMO. These findings suggest that the theoretical framework derived from rational-citingency theory of formal organization better explains performance differences of HMOs than HMO types.

  • This paper concerns with the decision maker has the job of forecasting capital investments and operating expenses to aid the decision making in choosing and evaluating present annual and future alternatives. The cost estimating function eventually analysis, evaluates and choose the alternatives. And also, the marginal analysis performed originally from a preliminary design of some sort, and eventually plans are made to investigate investment possibilities. This paper provide the discounted net cash flows and the present, annual and future worth methods. In despite of any choice for an analytical methods, there remains the problems of predicting and assessments certain future events. Therefore, these models dealing with the optimal plant sizing, equipments replacement, and lease or buy will be discussed.

  • Now days, the marketing environment is rapidly changed. Therefore, a lot of companies try to reduce production cost. Especially, Design is a important activities in new product development. While the concepts of design for manufacturable and concurrent engineering have made significant advances in integrating the design function with other areas in the firm. There are still major gaps in timely and accurate costing information available to designers. Inappropriate design could result in high redesign cost and delay in product relation. The generation of design and improvement is a time-consuming and mentally exhaustion process. It involves combining design features to generate as many potential design as possible. As not all features combinations are feasible, decision-makers have to narrow down the potential solutions and subsequently select appropriate design for further development. This new study is composed of 3 steps aiming at the Low Cost Design of the product. The three steps are consisted that setting up the target Cost, estimating the current functional cost, the design of a unit's reviewing according to the priority of the difference between the target cost and the functional cost.

  • Conventional forward error correction (FEC) code rate decision schemes using analytical source coding distortion model and channel-induced distortion model are usually complex, and require the typical process of model parameter training which involves potentially high computational complexity and implementation cost. To avoid the complex modeling procedure, we propose a simple but accurate joint source-channel distortion model to estimate channel loss threshold set for optimal FEC code rate decision.

  • The high cost in maintaining complex manufacturing process makes it necessary to enhance an efficient maintenance system. For the effective maintenance of manufacturing process, precise fault diagnosis should be performed and an appropriate maintenance action should be executed. This paper suggests an intelligent fault diagnosis system using hybrid data mining. In this system, the rules for the fault diagnosis are generated by hybrid decision tree/genetic algorithm and the most effective maintenance action is selected by decision network and AHP. To verify the proposed intelligent fault diagnosis system, we compared the accuracy of the hybrid decision tree/genetic algorithm with one of the general decision tree learning algorithm(C4.5) by data collected from a coil-spring manufacturing process.
