Although reinforcement of work intensity caused by the recent prosperity of shipbuilding businesses and the steady increasing of results which produces orders has difficulties with heavy workload, unique work circumstance in shipbuilding industry where main and subcontractor do the job together is not easy to manage its safety systematically. According to KOSHA(Korea Occupational Safety & Health Agency), there were 2, 587 deaths of 95,806 disaster victims a year on average for late 6 years(2003-2008), therein 36,605 disaster victims and 646 death in manufacture where shipbuilding have 2,287 victims, 6.25% of total disaster victims and 45 deaths, 6.97%. Moreover it shows much higher accident rate in shipbuilding industry in Korea than well developed countries in this industry as Japan, Singapore, Taiwan and so it does about 3 to 10 times higher in case of death. Compared to Japan with a shipbuilding competition of orders received system, 2 times and 2.3 times higher for each and it is more than 2 times higher than accident rate of all domestic industries. These increasing of disaster result in a labor-management dispute and it is necessary that more positive efforts and investments because there occurs blind spot, neglected industry safety and health management by lack of them, Therefore this study, for the effective safety and health management of shipbuilding industry, attempts to analyze risk on kinds of ships and budget needed in safety management through classifying ships that are being made recently by three dominate major companies. For this, we carried out a survey and interview targeting experts related to shipbuilding industry and used AHP(Analytic Hierarchy Process) for result analysis. It is considered that cost of safety and health management will be spent more effectively on the results about risk on kinds of ships and budget needed in safety management in the study and that this study can contribute to decreasing disasters in shipbuilding industry.
With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents. During five years (Year 2009~2013), Total victims of 72 %(81,560 people) and those 50.6 %(1,258 people) of death accident occurs in small scale construction site which operate 2 million USD less construction budget. Especially, falling death accident account for 785 people, in the share of 33.2 %(261 people) death disaster takes due to defect of original cause materials. The major safety issues in small scale work place take place while scaffold installation, disassembling, work-plate improper installation or non-professional skills of workers. Furthermore, labor subcontract systems make small construction site shortage of resources. Those workers regard work-plate as unnecessary and consumables supplies. Because of that most of workers use unsafe workplace in most construction site. Therefore, in order to prevent falling accident occurring in small scale work site, government should organize related regulations such as "Work site safety construction method" and then expands education support, financial aid, and sourcing safety supplies for work plate which offer broad variety experiences. Also, introduce certificate solutions for various work plates to improve safety function such as anchoring type method and anti sliding function.

In this study, dangerous area of landslide occurrence possibility is analyzed and compared Kangwon-Do with other areas in our country. as a result, every year we have experienced landslide occurrence and natural disaster. accordingly, we urgently need to prevent landslide occurrence and natural disaster by analy-zed source about landslide occurrence and condition of disaster in Kangwon-Do and suitable engineering method and construction work.

사회문화적 변화와 고령화에 따른 독거노인 등의 증가로 고독사는 꾸준히 증가하고 있으며 각 지자체마다 사회적 문제로 정의하기 시작하였으며, 정부에서도 고독사 문제에 대응하기 위해 제도적 기반을 마련하는 등 고독사 예방을 위한 법적근거를 제정하기 시작하였다. 본 연구는 고독사 예방을 위한 정책방안 모색을 위하여 고독사 예방을 위한 비대면 정책 추진을 위해 대구광역시에서 추진하고 있는 스마트 디지털 정보기술(AI, IOT)을 활용한 고독사 예방정책 사례를 살펴보았다. 고독사 관련 정책은 고독사 예방사업과 발굴 후 지원사업의 두 가지 축으로 구분한다. 이들사업을 효율성 있게 운영하기 위해서는 인공지능, 사물인터넷을 통한 비대면 서비스의 제공 등이 새로운 서비스 전달체계 방식으로 인식되고 있으므로, 비대면 서비스의 중요성과 필요성이 더욱 증대되고 있다. 국가 차원의 비대면 산업 확대를 위한 시스템 구축 등 다각적인 변화와 준비가 필요한 시점이라고 할 수 있으며 향후 또 다른 국가 재난 상황에서 대응할 수 있도록 고독사 예방 등 다양한 복지정책에서 비대면 스마트돌봄체계가 확대되고 활성화되어야 할 것이다.
Recently the occurrence ratio of mechanical accidents in industrial disaster of korea is increased, but very little accident information has been given regarding the prevention of mechanical accidents. In this study, mechanical accidents by the analysis of industrial accident case was examined. And it was proposed the risk assessment method and building database for investigation of risk factors in mechanical accident. As a result, from mechanical accidents database, it was found that the occurrence ratio of mechanical accident by constriction and falling etc. is very high and death ratio by mechanical accident is larger than that of usual accident. And we applied the quantitative risk assessment method proposed by this study in the mechanical accident analysis of a domestic manufacturer. From the results, the risk factors due to constriction, curling, falling and scattering are principal causes of mechanical accidents. These result is similar to that of the analysis of mechanical accidents for recent 12 years in korea.
We applied the TPM to loading and unloading equipments of Incheon port and compared with the current maintenance of Incheon port's equipments. Also we analyzed the death disaster causes of equipments and work tools and suggested TPM techniques as a plan of disaster prevention. Using TPM to the loading and unloading equipments we expect to obtain the breakdown zero, defective zero, and disaster zero. And then it should raise the productivity of harbor loading and unloading equipments.
이 글은 다크투어리즘의 일환인 재난관광이 지닌 포스트모더니즘적 특성에 주목하여, 진정성 문제를 통해 이를 분석하는 것을 목적으로 하였다. 이를 위해 지난 2011년 발생한 동일본대지진을 구체적 사례로 선정하여, 재난관광의 전개 과정을 분석하였다. 재난 직후, 관광의 영역은 해체되고 일시적으로 재해 공동체가 형성된다. 이후 사회공헌형 관광이 등장하는데, 이 속에서 게스트(관광객)와 호스트(현지주민)는 모두 삶과 죽음의 문제를 공유하게 되고, 실존적 진정성은 관광동기와 경험에서 핵심요소가 된다. 그러나 시간이 지나면서 실존적 진정성은 재해재건의 정치경제적 맥락 속에서 이데올로기적으로 재편되고, 구성적 진정성으로 대체됨으로써 반근대적 성찰에 기반한 대안관광이라는 재난관광의 가능성에 한계가 나타나게 된다. 재난관광의 상품화 이면에 존재하는 윤리적 이슈를 고찰하기 위해서는 재난관광을 진정성 및 포스트모더니즘의 대안관광 틀 속에서 고찰하는 실증연구가 지속되어야 할 것이다.

When suicide terrorism was first introduced in the Middle East it seemed that this new phenomenon was invincible and that it might change the innate imbalance between terror groups and their rivalry governments. This did not in fact occur. Looking at history of terrorism, it can be seen that suicide attacks are in actuality a very old modus operandi. However, contemporary suicide terrorism differs from such historical tactics, just as the whole phenomenon of terrorism differs from ancient modes of warfare. Modern suicide terrorism is aimed at causing devastating physical damage. through which it inflicts profound fear and anxiety. Its goal is to produce a negative psychological effect on an entire population rather than just the victims of the actual attack. The relatively high number of casualties guaranteed in such attacks, which are usually carried out in crowded areas, ensures full media coverage. Thus, suicide terrorism, ranks with other spectacular modus operandi such as blowing up airplanes in mid air or the use of Weapons of Mass Destruction as a sure means to win maximum effect. For the purposes of this paper a suicide terror attack is defined as a politically motivated violent attack perpetrated by a self-aware individual (or individuals) who actively and purposely causes his own death through blowing himself up along with his chosen target. The perpetrator's ensured death is a precondition for the success of his mission. The greatest potential risk suicide terrorism may pose in future is if terrorists carry out operations combined with other spectacular tactics such as blowing up airplanes or the use of Weapons of Mass Destruction. Such a combination will increase immensely the death toll of a single terror attack and will have a shocking psychological effect on public moral. At this level suicide terrorism would constitute a genuine strategic threat and would probably be confronted as such. This study portrays a general overview of the modern history of suicide terror activity worldwide, focusing on its main characteristics and the various aims and motivations of the terror groups involved. In addition, This study provides an overview what is to be done to prevent such terrorist attacks.
