Globalization and Foreign Direct Investment in the GCC Countries: A Recipe for Post COVID-19 Recovery

  • This study investigates the long-run relationship between the de jure economic, political, and social globalization and foreign direct investments in the Gulf Cooperation Council (GCC) to establish whether policies that foster trade and investment relations among geographical entities can help revive the GCC countries from the prevailing economic debacles of the COVID-19 pandemic. This study is driven by the GCC's quest to fully overcome the economic challenges occasioned by the outbreak of the global pandemic and position itself as the most potent regional economic bloc in the Middle East and North Africa (MENA) region. The study employs the panel data of the six GCC countries of Bahrain, United Arab Emirates, Kuwait, Qatar, Oman, and Saudi Arabia from 1971 to 2017. The findings of the panel fully modified ordinary least square regression estimation show that the de jure economic and social globalization have a significant positive impact on the region's foreign direct investment inflows. The impact of the de jure political globalization on foreign direct investment is statistically significant but negatively signed. Based on the preceding findings, we offer some holistic policy recommendations to the GCC region as recipes for timely recovery from the economic impact of COVID-19 and beyond.

  • Since 2010, politicians and netizens have been frequently talking about "The Standard of a Nation". Specification/Standard contains "de facto standard" and "de jure standard". "The Standard of a Nation", the level of a state's quality, is prescribed by the constitution. Though the constitution, which is equal to a state's official standard, has been well established, it would be undervalued without civil obedience. The state standard can never be improved by a couple of successful projects or some national policies. The time is that the people who would like to level up of the state standard also should consider technology and science as important.

Understanding the Drivers for Migration to Innovation Ecosystem : The Influence of Standard on the Evolutionary Change of Capability Distribution and Transaction Costs (혁신 생태계 변화의 동인에 대한 이론과 사례 연구 : 표준이 역량분포와 거래비용의 진화적 변화에 미치는 영향 분석을 중심으로)

  • This study attempts to explain the mechanism behind the migration from vertically integrated value chain architecture to an innovation ecosystem consisting of horizontally separated layers in value chain. We first present a comprehensive framework based on the theoretical analysis of the drivers for migration to an innovation ecosystem, which are standard (institution), capability distribution, and transaction costs. The theoretical framework suggests that the migration to an innovation ecosystem is explained by the influence of standard on the evolutionary change of capability distribution and transaction costs. In particular, when the new de-jure standard competes with the de-facto standard, the new de-jure standard has the greatest impact on the distribution capabilities and the transaction costs. Based on this theoretical framework, we analyze the latest SDN (Software Defined Networking) case of the network industry. SDN standard has transformed the industry from a vertically integrated value chain architecture to a horizontally separated one with its influence on the distribution capabilities and the transaction costs in the industry.

Market Structure and Standardization -An Empirical Study on Collective Standards in the Korean Industry- (시장구조와 표준화 - 우리나라 산업의 단체표준에 대한 실증적 연구-)

  • The paper investigates empirically the determinants of standardization activity at the industry level, focusing on market structure. The enactments or amendments of collective standards is used as the proxy variable for standardization activity. The independent variables, in addition to market structure, are technological opportunity, factor intensity, export ratio, and industry characteristics(assembly). We estimated the logistic regression model(so-called Logit), using the pooling data for 9 Korean industries, including foods, textiles, chemicals, nonmetallic minerals, metals, electronics and electrics, machinery, automobiles, and shipbuilding, over 2006-2009. The empirical finding shows that market structure has no any effects on the enactments or amendments of collective standards in Korea. This might infer that oligopolistic firms devote themselves to de facto standards determined by market rather than de jure standards such as collective standards and Korean Standards(KS). Besides market structure variable, whereas technological opportunity and assembly characteristics are likely to relate positively with the enactments or amendments of collective standards, capital intensity and export ratio have no any relationship with industrial standardization, respectively.

  • Electronic commerce facilitates trade and lower transaction cost can help firms make use of the opportunities of globalization of production and markets. Electronic commerce has broad implications for future trade. These implications include the effect on trade policy making and enforcement. And it is important to ensure that the present and future trading system de jure and de facto allows electronic commerce to realize its potentials as an alternative or a complement to conventional trade. The comprehensive work program had been implemented to examine all trade-related issues relating to global electronic commerce before the Seattle 3rd Ministerial Conference which was suspended. In general, Member countries recognized the need to ensure that electronic commerce in all its forms is conducted in full conformity with WTO principles and rules. But, there are still major issues to be solved such as access to relevant electronic systems, competition policy in telecomnunications services, WTO provisions relating to the protection of IPRs, the clarification of a number of key concepts and definitions, etc.

The Relationship between Industrial Standards Acquisition and the Technological Development of Korean Enterprises (우리나라 기업의 산업표준 획득과 기술개발과의 관계)

  • The purpose of this study is to identify in two aspects the relationship between standardization activities and technological development at the firm level. The first aspect is to analyze the relationship between the current Korean industrial standards system and the firm's technological development vis-a-vis quality standards. The analysis reveals that even if Korean firms recognize the importance of standards, the level of product quality of the KS mark is still lower compared to the average world level. The survey also reveals that the reasons for acquiring ISO and KS marks are mainly aimed at enforcing company image and increasing quality management mind, rather than to foster technological innovation. The second aspect explores how much Korean industrial standards (KS marks) affect the firm's technological development in the Process of standards acquisition activities. The survey results show that standardization activities have a less positive impact on technological innovation than on the maintenance of consistent production works.

A Study of Global Impact on Welfare State : with Special References to the Social Policy of EU (지구화시대 초국가적 권위체가 복지국가 체제에 미치는 영향에 관한 연구 : 유럽연합의 사회정책을 중심으로)

  • This paper purports to explain the conflicts and compromises between supra-national authority and national welfare state in an era of globalization. For this purpose this paper, first of all, examines if Community law(EU) is directly applicable to member states(direct applicability), and subsequently, if Community law is superior to national law(supremacy). It duly claims that Community law is de facto applicable to member states and thus is superior to national law, but de jure the direct applicability and supremacy of Community law are still ambiguous in practice. Secondly, it briefly describes the development of EU social policy from 'The Rome Treaty(1957)' to 'The Amsterdam Treaty(1997)', and ascertains clear limitations of social dimension of EU. Thirdly, it explains why CEU(Commission of European Union) sequently fails to achieve uniform harmonization policy in the making of social Europe. This paper concludes that 'downward harmonization thesis' or 'convergence thesis' which commonly stresses that globalization seriously impinges on nation-state's policy autonomy and policy capacity is not evidenced at least in the case of EU social policy.

  • Recent trend of popularity of CAE(Computer Aided Engineering) tools and its availability, partly contributed by significant price reduction of H/W and SW, makes us believe CAE has already established terra firma as de jure tools, enablint the design improvement in the manufacturing am. However, if your jobs are required to be working closely with engineers located in the front line of manufacturing site, CAE is observed far from popularity, still being regarded as exclusive tools for engineers holding advanced degrees. Conventional methodologies depending on knowledge that was accumulated thorough trial and errors, depending primarily on engineering tables and formulas or proprietary know-how, are preferred as the de factor standard under the roof of contemporary development shops. Samsung camera, having stared its business since early 、80, has accumulated enough technological strength to compete in the world market. As today's consumers demand more sophisticated featured-lighter weight, built-in multi zoom and miniature size fitting in the palm-from camera manufacturer, so should Samsung camera respond to ever-delicate consumer's needs with great flexibility. Consequently conventional designers, without sophisticated analytical tools, with encounter solving the critical design factors that have never been treated as seriousness-marginal safety factors induced by reduced size of parts. In the study, CAE results of boss and gears were demonstrated as examples, which confirms the facts that the simple analysis done by front line designers, can bring distinguishable effects on the potential improvements of design and on the consequential influences on the future design process-simulation before actual tooling and productions.

A Framework of the Consumer's Continuous Usage Decision of High Technology Products (첨단기술제품에 대한 소비자의 지속적 사용결정의 프레임워크)

  • The prevalent phenomenon in the high technology market shows market-determined do facto standard is preferred to de jure standard determined by formal organization. The purpose of the study is to provide a framework to empirically examine the relationship between network externalities and switching costs from the consumer's point of view Key findings of the study are : First, physical compatibility and upgradability are positively related to the network externalities. Second, conceptual compatibility and expertise are negatively related to the switching costs. Third, the network externalities and the switching costs are positively related to the continuous usage decision. Finally, the network externalities are positively related to the switching costs. The followings are major implications of the study. First, network externalities and bandwagon effects have different causal relationship respectively. Second, contrast to Weiss and Heide's (1993) study, the study suggests multiple dimensions of compatibility, Third, physical compatibility and upgradability increase switching costs through network externalities as the moderator.
