본 논문은 최근 세계적인 데이터 개방·공유 정책에 따라 국가R&D 데이터 기반 경영을 위한 효율적인 국가R&D API(Application Programming Interface) 관리시스템 구축과 운영 데이터 활용 가능성 탐색을 목적으로 한다. 국가R&D 데이터 개방·공유 추세에 따라 국가R&D API 서비스의 운영 데이터 분석을 통해 경영효율화 방안을 마련한다. 이를 위해 기존에 개별적으로 배포하던 국가R&D API에 대해 파라미터를 표준화하고 개별 API들을 통합하여 국가R&통합API 관리시스템을 구축한다. 국가R&D API의 서비스 호출 트래픽을 보면 측정을 시작한 2015년 대비 2019년까지 554.5%의 큰 성장세를 이루고 있다. 이에 따라 본 논문은 국가R&D통합API 관리시스템의 실제 운영에 있어서 서비스 운영관리 데이터 기반의 데이터 준비, 분석, 예측을 통해 운영 데이터 활용 가능성을 탐색한다.

Mobile social network is becoming more and more popular with respect to the development and popularity of mobile devices and interpersonal sociality. As the amount of social data increases in a great deal and cloud computing techniques become developed, the architecture of mobile social network is evolved into cloud-based that mobile clients send data to the cloud and make data accessible from clients. The data in the cloud should be stored in a secure fashion to protect user privacy and restrict data sharing defined by users. Ciphertext-policy attribute-based encryption (CP-ABE) is currently considered to be a promising security solution for cloud-based mobile social network to encrypt the sensitive data. However, its ciphertext size and decryption time grow linearly with the attribute numbers in the access structure. In order to reduce the computing overhead held by the mobile devices, in this paper we propose a new Outsourcing decryption and Match-then-decrypt CP-ABE algorithm (OM-CP-ABE) which firstly outsources the computation-intensive bilinear pairing operations to a proxy, and secondly performs the decryption test on the attributes set matching access policy in ciphertexts. The experimental performance assessments show the security strength and efficiency of the proposed solution in terms of computation, communication, and storage. Also, our construction is proven to be replayable choosen-ciphertext attacks (RCCA) secure based on the decisional bilinear Diffie-Hellman (DBDH) assumption in the standard model.

최근 공유 경제가 활성화 되면서, 자전거 분야에서도 공유 자전거 서비스가 큰 인기를 끌고 있다. 공유 자전거 서비스는 환경 오염을 줄이고, 저렴한 가격에 자전거를 빌려 쓸 수 있다는 특징이 있다. 본 연구에서는 공유 자전거 서비스 환경에서 지속 사용 의도 형성 메커니즘에 대해서 살펴보고자 하였다. 지속 사용 의도의 주요 선행 요인으로 지각된 가치와 제공 업체에 대한 신뢰를 고려하였다. 그리고 지각된 유용성, 지각된 이용 편리성, 지각된 즐거움이 지각된 가치와 제공 업체에 대한 신뢰에 미치는 영향도 살펴보았다. 본 연구 모형은 중국에서 공유 자전거 서비스를 이용한 271명을 대상으로 검증하였다. 지각된 가치와 제공 업체에 대한 신뢰는 지속 사용 의도에 유의한 영향을 미쳤다. 지각된 유용성은 지각된 가치와 제공 업체에 대한 신뢰에 모두 유의한 영향을 미치지 않았다. 지각된 이용 편리성과 지각된 즐거움은 지각된 가치와 제공 업체에 대한 신뢰 모두 유의한 영향을 미쳤다. 본 연구 결과는 공유 자전거 서비스에 대한 학문 및 실무적 시사점을 제공해 줄 수 있을 것으로 기대된다.

Background: Selective health benefit was introduced for decreasing economic burden of patients. Medical devices with economic uncertainty have been covered as selective health benefit by National Health Insurance since December 2013. We aimed to analyze impact of selective health benefit to medical expenditure and provider behavior focused on electrosurgery (ultrasonic shears, electrothermal bipolar vessel sealers) for gastric cancer patients covered since December 2014. Methods: We used the National Health Insurance claims data of 2,698 patients underwent gastric cancer surgery between August 2014 and March 2015. Medical cost and patient sharing per inpatient day were analyzed to verify that covering electrosurgery increased medical expenditure and changed provider behavior from open surgery to endoscopic or laparoscopic surgery. Additionally, we analyzed the claim rate of medical device or goods relating gastric endoscopic and laparoscopic surgery. Results: Medical cost and patient sharing per inpatient day were increased after covering electosurgery as selective health benefit (39,724/1,421 won). However, there were no medical expenditure increases after adjusting claim of electosurgery and patient sharing was decreased 1,057 won especially. The coverage of selective health benefit did not increase the claim rate of medical device or goods related endoscopic or laparoscopic surgery, either. Conclusion: Covering electosurgery decreased patient economic burden and did not change of provider behavior. Expanding selective health benefit is needed to decrease economic burden of severe patients. Further study should evaluate the long term effect with accumulated data.

2007년 8월부터 건강보험 보장성 확대 정책의 일환으로 6세 미만 어린이 외래환자에 대한 본인부담금 경감제도가 시행되었다. 본 연구는 본인부담금 경감제도가 시행된 2007년 8월을 기준으로 제도 시행 전인 2006년 8월부터 2007년 7월까지와 제도 시행 후인 2007년 8월부터 2008년 7월까지 전후 1년 동안 외래진료 민감질환으로 외래를 방문한 6세 미만 환자들의 의료이용 변화를 분석하였다. 의료이용 변화는 제도 시행전후 외래 환자 수 증감율, 외래방문일수, 방문당 평균 진료비로 파악하였는데, 6~10세 환자를 대조군으로 설정하여 이중차이방법을 적용한 다중 회귀분석을 적용하였다. 제도 시행 후 외래진료 민감질환으로 외래를 방문한 환자는 대상군과 대조군 모두 증가하였는데, 특히 대상군에서 증가율이 높았다. 그러나, 대상군은 대조군에 비해 제도 시행에 따른 외래방문일수와 방문당 외래진료비의 증감율은 일정한 양상을 보이지 않고 그 차이 또한 적었다. 6세 미만 어린이 외래 본인부담 경감제도는 외래환자 수 증가라는 의료이용 변화를 가져왔으나, 실질적인 의료 접근성을 나타내는 외래방문일수, 방문당 평균 진료비는 큰 차이가 없었다. 따라서, 제도의 궁극적인 목표인 의료 접근성 향상을 달성하기 위하여 적극적인 제도홍보와 함께 소득계층별로 본인부담률을 상이하게 설계하는 등의 의료 취약계층에 초점을 둔 정책이 요구된다.

이 연구는 질적 연구 방법론에 의한 현장사례연구로서, 공동육아나눔터의 주요 기능과 운영상의 문제 및 활성화 조건을 탐구한 것이다. 지역(대도시·중소도시·군단위), 개소 시기, 운영기관, 위치, 맞벌이자녀초등전담돌봄 여부, 2020년 돌봄공동체시범사업 참여 여부 등을 고려하여 전국 8지역을 사례로 선정하였다. 공동연구자가 각 센터 현장을 함께 방문하여 센터장 혹은 전담직원을 대상으로 반구조화된 질문지를 활용하여 심층면접을 진행하였다. 면접자료를 전사하여 34개의 하위범주와 12개의 범주를 구성하고, 공동육아나눔터의 주요기능과 운영상의 어려움 그리고 활성화 조건이라는 세 가지 주제를 도출하였다. 이러한 주제를 토대로 공동육아나눔터 활성화방안을 제안하였다.

The primary purpose of this study is to suggest the governmental strategies for enhancing the capacity of the culture technology industries. By reviewing the past relationships between the government and industry in the process of industrialization, we have arrived at some of the lessons about 'positive' or 'negative' effects on the relationships. The newly revised government and high-technology-based industry relations should be reformed in order to make the industries efficiently operated and competitive especially internationally. We have suggested a conceptual framework for the relationship by considering the policy community in consideration of the characteristics of the industries. The policy community is consisted of four dimensions. each of which, we considered were specifically, (1) research institutes for collecting data, market analysis, and gathering informations for the industries, (2) financial institutions, (3) professional groups for advising and sharing the technologies to the industries, and (4) education institutes for providing skilled personnels. Because these policy community does not effectively interrelate each other, we suggested that government should play pivotal roles in connecting these four dimensions of the policy community. The policy networking is necessary for the industries to be more effectively work together. The roles of government then provide some of the ways in which the policy community working interactively. By way of conclusion, we suggest some of the ways in which the government make the industries much more productive and competitive in the world markets.

본 연구의 목적은 비즈니스 네트워크의 유대강도가 지식 공유에 미치는 영향과 환경 불확실성이 유대 강도와 지식 공유에 미치는 영향관계를 조사하는 것이다. 국내 첨단산업 종사자 310명의 설문조사 결과를 바탕으로 통계적 분석 및 제안된 가설들을 검증했다. 분석결과, 강한 유대는 암묵적 지식 공유에 영향을 미치고 약한 유대는 명시적 지식공유에 긍정적인 영향을 미치는 것으로 나타났고, 환경 불확실성이 높을 때 강한 유대는 암묵적 지식 공유를 강화하는 경향이 있는 반면 약한 유대는 환경 불확실성의 영향을 받지 않는 것으로 확인할 수 있었다. 본 연구는 사회적 자본이론을 첨단산업에 적용하여 유대강도 및 지식공유를 연구함으로써, 기존의 기업간 유대 및 지식공유 연구를 뒷받침한다. 이 연구 결과는 기업의 역량, 새로운 지식 창출, 경쟁 우위확보를 위한 중요 요인인 지식 공유를 촉진하기 위해 유대강도를 전략적으로 활용해야 함을 시사한다.

The purpose of this study is to develop Web database for healthy city that contains healthy city indicators for making city health plans, setting project priorities, monitoring projects, and evaluating healthy city projects, effectively. Using Delphi survey method for identifying indicator domains and indicators, we extracted nine domains with thirty-four healthy city indicators. Based on the appraisals of DB users about the contents of DB, a web database for healthy city Wonju was constructed. We developed a web database system for the purposes of sharing high quality health related data for managing and evaluating healthy city projects. The web database currently provides variety data in the web address, http://healthycity.wonju.go.kr/index.html. The web DB comprised with major healthy city indicators that are the most important indicators, healthy city indicator data that have a variety data set for encompassing all domain areas such as city infrastructure, health medicine, economies, and all other related areas and qualitative data that contains policy reports, research results, healthy city information and all other tips. A database of healthy city is very essential and important because it makes healthy city projects alive by managing and sharing healthy city related data effectively. But we need to fill out some blank cells in DB because there are currently unavailable data for some indicators. In conclusion, we expect the web DB contributes information sharing of healthy city project teams and improving healthy city project quality at Wonju city in Korea.

본 연구의 목적은 차량공유(Car sharing)서비스에 대한 이용자들의 서비스 수용과정을 실증적으로 분석함으로써 공유경제의 사회적 확산과 건전하고 지속가능한 공유경제 정책수립의 시사점을 제시하는데 있다. 공유경제의 세계적 관심과 확산 속에 국내에서도 유무형의 유휴자원을 공유하는 다양한 서비스 모델들이 출시되고 있다. 특히, 차량공유서비스의 경우 도심을 중심으로 한 대안적 교통체계에 대한 높은 수요와 더불어 서울을 포함한 여러 지자체에서 민-관협력 사업이 추진되며 빠르게 확산되고 있다. 본 연구에서는 서울시가 "공유도시 서울"정책의 일환으로 지난 2013년부터 추진 중인 차량공유 서비스 '나눔카' 이용자들을 대상으로 차량공유서비스 수용과정에 대한 실증적 연구를 통해 향후 서비스 개선 및 확산에 대한 산업적 시사점 뿐 아니라, 수요자 중심 정책 수립을 위한 시사점을 탐구하고자 한다. 서울시에 거주하는 나눔카 이용경험자들 중 주이용 연령대인 20대 이용자 281명을 대상으로 한 설문조사를 실시하였으며, 이들 이용자가 차량공유서비스에 대해 인지하는 가치와 이용의향의 관계를 구조적으로 분석하였다. 분석결과 차량공유서비스를 이용하기 위한 '비용'적 측면과 '효용'적 측면 모두 차량공유서비스에 대해 소비자가 지각하는 가치 형성에 유의미한 영향을 미치는 것으로 나타났으며, 아울러 이런 선행 요인들은 소비자의 지각된 가치를 매개로 서비스 이용결정에 직간접적으로 영향을 미치는 것으로 나타났다. 특히, 차량공유서비스에 대한 이용자의 지각된 가치를 형성하는데 있어, 서비스 사용과정에서의 기술적 사용 용이성이 가장 큰 영향을 미치는 요인으로 분석됨에 따라 사용자 중심의 직관적 UI와 전통적 렌탈서비스와는 차별화된 사용자 경험을 제공할 수 있는 플랫폼 전략이 서비스 성공을 위한 중요한 전략이라고 사료된다. 이러한 연구 결과는 차량공유서비스 뿐 아니라 전반적인 공유경제 모델이 사회로 확산되고 활성화 되는데 수요자 관점의 중요한 시사점을 제시할 것으로 기대된다.
