데이터 기반 정책지원 대상 우수 중소기업 발굴 방법론 연구 : 국내 수산산업을 대상으로 (Data-based Method of Selecting Excellent SMEs for Governmental Funding Policy: Focused on Fishery Industry in Korea)

  • The Korean fisheries industry is a traditional business, the majority of which are small and medium-sized enterprises (SMEs). It has played an important role in the South Korean economies in the past several decades, but it currently faces the limitations of growth potential and profitability due to declining workforce, aging populations, deteriorating fishery environments, climate changes, and rapid changes in the global industrial ecosystem. Many studies have suggested solutions for the fisheries industry in macro perspective, but there are rarely any studies taking the strategic approaches for the problem. If it is possible for governments to support the companies that are likely to increase their value-added selectively, it will break through the current situation more effectively. This paper introduces a study on the selection method utilizing data envelopment analysis (DEA) to find SMEs with potentials to increase profits and growth. We suggest selecting SMEs with high management efficiency and ability to utilize intangible assets as the target companies. We also suggest policy objectives for SMEs in the domestic fisheries industry based on the results of DEA analysis and propose a data-based method for the policy decisions.

Child Care Service Quality Management Through the Evaluation of Efficiency at Child Care Centers: An Evaluation with Data Envelopment Analysis

  • This paper proposes a scheme to estimate the technical efficiency at child care centers for the less-than-three-year-old infants by Data Envelopment Analysis (DEA) and to manage the quality of care service through implementing flexible and efficient government subsidy system. The result of technical efficiency estimation shows that there exists the heterogeneity in technical efficiency a substantial opportunity for improvement in technical efficiency across child care centers. This result implies that government may bring up the competition by giving subsidy differentially based on efficiency and use the money which has been used inefficiently other purposes. Both can improve the quality of child care service.

  • This paper provides an effective stock portfolio screening tool for socially responsible investment (SRI) based upon corporate social responsibility (CSR) and financial performance. The proposed approach utilizes nonparametric frontier models. Data envelopment analysis (DEA) has been used to build SRI portfolios in a few previous works; however, we show that free disposal hull (FDH), a similar model that does not assume the convexity of the technology, yields superior results when applied to a stock universe of 253 Korean companies. Over a four-year time span (from 2006 to 2009) the portfolios selected by the proposed method consistently outperform those selected by DEA as well as the benchmark.

공공도서관의 효율성 평가에 관한 연구 (A Study on the Efficiency Evaluation of the Public Libraries)

  • 본 연구는 대전 지역에 소재하고 있는 17개 공공도서관을 대상으로 DEA기법을 사용하여 상대적 효율성을 평가하였다. 투입요소로는 직원수, 면적, 장서수가 사용되었으며 산출요소로는 이용책수와 이용자수가 사용되었다. 연구결과 공공도서관의 평균 효율성은 64.15%로 평가되었다. 효율적인 도서관은 4개관으로 전체의 24%에 불과하였으며, 전반적으로 비효율적인 도서관들의 비효율성은 투입물에 비해 산출물의 과소사용에 그 원인이 있는 것으로 나타났다.

  • The objective of this study is to measure and to predict the efficiency of participating groups of BK 21 by using DEA. DEA is a methodology to measure and to evaluate the relative efficiency of a homogeneous set of decision-making units (DMUs) in a process which uses multiple inputs to produce multiple outputs. In order to reflect the effect of the environmental factors of BK 21, we consider not only a general DEA model but also a logistic model for DEA. As a result, location of participating groups of BK 21 turns out to be significant. Our proposed approach can predict the efficiency of a new BK 21 group with given environmental factors. It is expected that these models can give a feedback for effective management of BK 21.

  • This study examines the efficiency of engineering education using DEA(data envelopment analysis) which is often used in the efficiency evaluation of public services. We evaluate 27 mechanical engineering departments according to academy-basis, general basis, and employment-basis considering students' academic level and input costs as input factors. Our empirical results suggest that an evaluation method using DEA can give us useful informations such as benchmarks to improve education specialization where it is desirable, decisions about whether a department should expand its gross input or not, and proper directions about which input factors should be controlled and how much control is needed.

  • CASE tools are complex software products offering many different features. Systems professionals have evaluated various CASE products from a feature and attribute basis. Each product has a different mix of strengths and weaknesses as perceived by the end user. Specific CASE tools support different steps of the applications development process as well as varying methodologies. In this paper we develop a method for evaluating CASE tools. The model has an analytic hierarchy process for evaluating CASE tools in terms of functionality, management efficiency, and support ability of provider, and a data envelopment analysis for overall evaluation considering cost and AHP results. We applied the developed model to a real world case study.

  • Data envelopment analysis(DEA) is a mathematical programming approach to asses s relative efficiency of a group of decision-making units. In view of the defects of existing models in evaluating efficiency of the system with P independent subsystems, Yang et al. [10] introduced YMK model with the assumption that decision-making unit(DMU) is independent of each other. But in some production systems, decision-making units usually have some relationships in this way or that. In this paper, DEA model is given by assuming that DMUs can cooperate with others in its subgroups. Some property and the efficiency relationship of the whole system and its subsystems are given.

BSC/DEA를 활용한 기업 연구개발 프로젝트 성과평가 (Performance Evaluation of Private R&D Projects using BSC/DEA)

  • This paper proposes a R&D project performance measurement model for private firms combining balanced scorecard (BSC) and data envelopment analysis (DEA). The efficiency of R&D projects is measured in terms of each of the three perspectives of BSC by using DEA : the internal process perspective (DEA-P), the customer perspective (DEA-C), and the financial perspective (DEA-F). The performance indicators of the three perspectives of BSC are considered as outputs of the corresponding DEA models. To provide strategic implications for R&D planning, we also propose the R&D project performance matrices composed of two different types of efficiency dimensions. The proposed model is expected to be fruitfully utilized for R&D performance measurement of private firms.

DEA에서 교차효율성의 공격적 정형화 (An Aggressive Formulation of Cross-efficiency in DEA)

  • We propose a new aggressive formulation of cross-efficiency in Data Envelopment Analysis(DEA). In the traditional aggressive formulation, the efficiency score of a test DMU is maximized as the first goal while an average of efficiency scores of peer DMUs is minimized as the second goal. The proposed model replaces the second goal with the minimization of the best efficiency score of peer DMUs. We showed the model is a quasi-convex optimization problem, and for a solution method we developed a bisection method whose computational complexity is polynomial-time. We tested the model on 200 randomly generated DEA problems, and compared it with the traditional model in terms of various criteria. The experimental results confirmed the effectiveness and usefulness of the proposed model.
