A Study on Quality-incorporating Models in Evaluation of Hospital Efficiency with Data Envelopment Analysis - An Analysis on National University Hospitals in Korea - (DEA에 의한 병원 효율성 평가에서 질적 측면 통합 모형에 관한 연구 - 국립대학교병원에 대한 분석을 중심으로 -)

  • Rising healthcare cost is a global phenomenon that justifies governments' introduction of 'incentive regulation' plan for the improvement of hospital efficiency. A number of previous studies tried to evaluate the efficiency of healthcare organization by using Data Envelopment Analysis(DEA), a common efficiency benchmarking method. However, there is a concern that this kind of efficiency evaluation could induce "quantity-quality trade-off". Moreover, as quality aspect is especially important in terms of 'effectiveness' of health care, it should be considered in efficiency evaluation of healthcare organization. A number of different models were tried so far to incorporate quality aspect into DEA, however, none is universally recognized as a standard. Thus, in this study, previous quality-incorporating DEA models were categorized into 6 types according to the way of incorporating quality aspect, and strengths and limitations of each type were reviewed with a set of artificial data as an example. Based on this review, a new quality-incorporating efficiency evaluation model, named Quality-adjusted output DEA(QAO-DEA), was suggested. As an exploratory empirical analysis, technical efficiency of human resource were measured with different quality-incorporating DEA models, using 2004 data from National University Hospitals. In conclusion, Quality-adjusted output DEA(QAO-DEA) model seems to be one of the most desirable alternatives to incorporate quality aspect in efficiency evaluation of hospital, and deserves the consideration as a policy tool to induce simultaneous improvement of both efficiency and quality.

  • DEA(Data Envelopment Analysis) is useful to measure the relative efficiency of organizational units where the presence of multiple inputs and outputs. This study applied DEA-CCR and DEA-BCC to evaluate the technical, pure technical, and scale efficiency of 29 university libraries. The input variables were number of books, print edition expenses, building space, staff, number of seats. As output variables we estimated: reader visits, number of borrowed items, number of visitors. It was found out that number of libraries with 100% relative efficiency among 29 libraries were 13. Also the results shows that main reason of inefficiency was from scale rather than from pure technical. Many inefficient libraries were operations of increasing return to scale.

  • This study aims to implement an empirical research about the efficiency of container Ports, and to suggest an effective strategy which can operate container Ports more well. This paper presents a new approach to the measurement of efficiency. Data envelopment analysis(DEA), as it is called, has particular applicability in the service sector. This study applies DEA to provide an efficiency measurement for fifty three container ports including Pusan Port. As a result, we suggest several ideas that can improve the efficiency of container terminals. They are as follows. Firstly, we discriminate between efficient and inefficient container ports and then present a method that can move to efficiency container terminal and a benchmarking port. Secondly, we evaluate the efficiency of Pusan port, and grasp the position at the present time, suggest an advanced direction in future.

  • Railway line segment deterioration can be affected by rail tracks, subgrades, bridges, tunnels, and line shapes. In this paper, an evaluation method is presented for the railway line segment deterioration using the analytic hierarchy process (AHP) and data envelopment analysis (DEA). The importance weights can be assessed systematically for component facilities from numerous experts using AHP. The importance weights provided by experts may differ according to each expert; however, the DEA enables the evaluation of railway line segment deterioration that reflects the variety of expert opinions using these importance weights.

  • Analyzing the productivity has been widely applied in economic analysis and of the key concept of utility regulation. In this paper we use benchmarking technique known as Data Envelopment Analysis (DEA) model to analyze the productivity. And we show that from the result it is possible to evaluate the performance of inefficient firms by reducing their input levels.

  • This paper proposes a R&D project performance measurement model for private firms combining balanced scorecard (BSC) and data envelopment analysis (DEA). The efficiency of R&D projects is measured in terms of each of the three perspectives of BSC by using DEA : the internal process perspective (DEA-P), the customer perspective (DEA-C), and the financial perspective (DEA-F). The performance indicators of the three perspectives of BSC are considered as outputs of the corresponding DEA models. To provide strategic implications for R&D planning, we also propose the R&D project performance matrices composed of two different types of efficiency dimensions. The proposed model is expected to be fruitfully utilized for R&D performance measurement of private firms.

  • This paper aims at exploring the efficiencies of Big 3 Multiplexes(CGV, Lotte Cinema, and Megabox) in Korea over the 3 years between 2002 and 2004. For the Korean Film industry, the years 1998 over were a period of challenge and extreme transaction due to building of multiplex that began in 1998. This paper begins with the present state of film market and multiplexes in Korea and provides an overview of the reasons why Korea film industry have been sharply increased in customer growth. The purpose of this paper is to investigate the film industry competition power for multiplex according to the technical and scale efficiency scores of DEA(Data Envelopment Analysis) method.

  • Data Envelopment Analysis(DEA), a non-parametric productivity analysis tool, has become an accepted approach for assessing efficiency in a wide range of fields. Despite of its extensive applications and merits, some features of DEA remain bothersome. DEA offers no guideline about to which direction relatively inefficient DMUs improve since a reference set of an inefficient DMU, several efficient DMUs, hardly provides a stepwise path for improving the efficiency of the inefficient DMU. In this paper, we aim to show that DEA can be used to evaluate the efficiency of life insurance companies while overcoming its limitation with the aids of machine learning methods.

Fishing capacity assessment of the octopus coastal trap fishery using data envelopment analysis(DEA) (DEA 기법을 이용한 낙지통발어업의 어획능력 측정)

  • Estimating fishing capacity is one of current hot issues in the international fisheries. It is because that increased fishing capacity has caused not only fish stocks to be reduced, but also additional fishing costs to be incurred without additional incomes, which resulted in decrease of economically viability of fisheries. In order to solve this problem, FAO adopted 'the International Plan of Action for the Management of Fishing Capacity' in 1999 and recommended that member countries to measure fishing capacity and to implement the domestic action plan to reduce excess fishing capacity. This study is aimed at assessing fishing capacity of the octopus coastal trap fishery(OCTF) using data envelopment analysis(DEA) which is a method recommended by FAO. The DEA results on 10 individual OCTF vessels showed that the capacity utilization(CU) was a 0.93 on average, indicating some differences in CU among vessels(0.79-1.0). In addition, results of the sensitivity analysis revealed that under the current level of catch, the gross tonnage, horse power, days fished, and traps per trip could be reduced by 35%, 33%, 16%, and 18% on average, respectively.

  • Due to the severe market conditions, pre-entrepreneur seeks to start their business through franchise company. This paper, using the data envelopment analysis(DEA) method, examines efficiency of a group of franchise company in order to provide efficiency information with pre-entrepreneur. Output-oriented DEA model is applied in the investigation of efficiency, and the overall efficiency score is decomposed into pure technical efficiency and scale efficiency. The input variables selected to evaluate the efficiency are franchise deposit, franchise contribution cost and the output variables are sales and number of franchises, and length of business. The results of this paper show franchise industry have the low level of overall efficiency and the main sources of inefficiency is found technical rather than scale. As a result, this paper provides not only the current status of efficiency information of a franchise with pre-entrepreneur but also give warning when they sign-up with franchise business.
