Projection of Demand and Supply for Emergency Medical Technician by Using Produce Constants (배출상수를 이용한 응급구조사 수급전망)

  • Purpose : It was to find out demand and supply of EMT from 2007 to 2045 and to expand scope of practice of paramedic in Korea. Methods : This study was conducted by applying a projection formula to the data from admission quota for EMT of the Ministry of Education & Human Resources Development, rate of successful candidates of annual report of the National Health Personnel Licensing Examination Board etc. Results : The number of EMTs were 6,043 paramedics, 5,378 EMT-Bs until 2006 and two produce constants derived from simple estimation were paramedic 0.81, EMT-B 0.86. On the American basis of 5.6 EMTs per 10,000, the number of paramedics under the present act will reach the basis around 2015(5.02), the number of paramedics under the amended act will reach the basis around 2030(5.50). Conclusion : There was relationship between scope of practice of paramedic in the act and demand-supply of paramedic, this necessitates surveys, studies, amendment of the act, legalization for expanded scope of practice of paramedic.

Study on the Application of Established Korean Medical Classics in the Korean Pharmaceutical Affairs Act (약사법규 중의 기존한약서 활용에 대한 고찰)

  • Purpose: There is an issue in applying various principles introduced in established Korean medical classics to "Pharmaceuticals Approval, Notification and Review" of "herbal medicinal preparations" and "new drugs from natural products" that are used for western forms of medical treatment. Thus, an analysis of the origin, purpose, and application of established Korean medical classics in the Korean Pharmaceutical Affairs Act is essential. Methods: We collected data regarding the origin, purpose, and application of established Korean medical classics in the Korean Pharmaceutical Affairs Act, and classified them by periodical change and subjects. Results: Established Korean medical classics are applied as follows: 1) as criteria for Korean medicine distributors' sales of mixed herbal drugs (Pharmaceutical Affairs Act; since 1953), 2) as official compendiums for pharmacists' preparation of Korean medicine (Ministry of Health and Welfare's authoritative interpretation; from early 1970s to 1993), 3) as standards for oriental pharmacists' quality measurement of preparations (notification of the Ministry of Health and Welfare; since 1995), 4) as criteria for "Pharmaceuticals Approval, Notification and Review" of herbal medicinal preparations and crude drug preparations (notifications regarding drug approval process by the Ministry of Health and Welfare and the Ministry of Food and Drug Safety; since 1978), and 5) as standards for the quality of materials of health functional food (from 2004 to 2011). Conclusion: The application of Korean medical classics has been closely related with the change of the laws, regulations, and systems that are relevant to Korean medicine, and it seems to be more favorable for pharmacists than oriental pharmacists. Meanwhile, regulations that apply prescriptions that are recorded in Korean medical classics - dosage, indications, and preparation methods - as criteria for the approval of crude drug preparations for western medical treatment should be abolished.

  • Using data from the Economically Active Population Survey: Supplement by Employment Type, This paper examines the effects of the 2007 Act on the Protection of Fixed-term and Part-time Employees on employment levels. Since the Act is applied to only individuals below 55 years of age, we restrict the analysis sample to men whose ages are close to 55 at the time of the survey. For such a sample, the empirical analysis combines regression discontinuity design with a difference-in-differences. The results suggest that the employment effect of the 2007 Act takes a U-shape. The results suggest that the employment effect of the 2007 Act takes a U-shape. The negative effect of the Act was largest around August 2008, a year after it took effect. The negative effects on employment faded away toward August 2009.

Revision of Biotechnology Support Act for Accelerating the Bioeconomy

  • The Biotechnology Support Act has provided a legal basis for promoting the biotechnology field as the highest legal authority in the biosciences since its enactment in 1983, and has contributed to enhancing Korea's biotechnology research and development (R&D) capabilities and to revitalizing bioscience ecosystems by establishing policies for supporting biotechnology, expanding the government research and development, and promoting industrial applications. The revised bill of the Biotechnology Support Act is the law that reflects changes in the technological and social environment and that provides a legal basis for practical support of government policies such as total periodic research support, commercialization empowerment, and creation of an innovative research environment, and it will come into effect in November, 2020 after a six-month grace period. The main contents of the revised bill are 1) increasing status as a general norm in the biotechnology field, 2) establishing data evidence-based policies, 3) inducing biotechnology innovation, and 4) promoting regulatory science, especially research and development. This revision has been reorganized in a timely manner in accordance with the current technological advancements, changes in society and environment, and both quantitative and qualitative growth of the domestic bioscience ecosystems and its competitiveness are expected by systematic supports and promotions of the government during the whole period in terms of research and development (R&D) as well as business and industrialization.

A Comparative Analysis on Policy Evaluation Methods: Focused on Fair Labeling & Advertising Act (정책평가방법의 비교분석: 표시.광고규제를 중심으로)

  • This study evaluated the policy performance of i) Public Notice of Critical Information, ii) Substantiation of Facts in Labeling and Advertising, iii) Temporary Injunctions, and iv) Advertisement Correcting Misrepresented Facts, which were main policies belonged to Fair Labeling and Advertising Act(hereinafter referred to as "FLA Act"). The data was collected by visiting 76 persons personally, who were consumer policy and law experts, labeling and advertising staffs of corporations, and persons in charge of policies including public officials dealing with consumer policies at Korea Fair Trade Commission, while using a structured questionnaire at the same time. The survey was performed to examine the general policy performance and evaluation the results of FLA Act by evaluation methods. The results of the analysis are comprehensively summarized as follows. There were differences in the ranking of policies evaluated by labeling and advertising staffs of corporations and persons in charge of policies according to evaluation methods, and, in Simple Evaluation, higher scores were gained compared to Weighted Evaluation which reflected weighted values or Fuzzy Evaluation. The result shows that evaluation results can vary in policy performance evaluation according to evaluation methods.

Soil Pollution Characteristics of Metallic Mine Area according to Extraction Methods (추출방법에 따른 금속광산 주변의 토양오염 특성)

  • This study investigated the change of metal contamination levels according to amendment of enforcement regulation of the Soil Environmental Conservation Act in Korea. As an analytical result of 87 samples in abandoned metallic mine area, the extracted amount of As, Pb and Cu with aqua regia was 4.3~29.6 times higher than that with hydrochloric acid extraction and the number of samples, which contamination levels were found to exceed soil contamination standards, was also increased. On the other hand, in case of Cd, Zn, and Ni, the number of samples, which contamination levels were found to exceed soil contamination standards, was decreased or similar. These results can be used as a preliminary material in comparison between the soil pollution data accumulated previously and the data obtained by the revised standard method for the examination of soil pollution.

  • Nowadays in offshore industry there are emerging hazards with vague property such as act of terrorism, act of war, unforeseen natural disasters such as tsunami, etc. Therefore industry professionals such as offshore energy insurers, safety engineers and risk managers in order to determine the failure rates and frequencies for the potential hazards where there is no data available, they need to use an appropriate method to overcome this difficulty. Furthermore in conventional risk based analysis models such as when using a fault tree analysis, hazards with vague properties are normally waived and ignored. In other word in previous situations only a traditional probability based fault tree analysis could be implemented. To overcome this shortcoming fuzzy set theory is applied to fault tree analysis to combine the known and unknown data in which the pre-combined result will be determined under a fuzzy environment. This has been fulfilled by integration of a generic bow-tie based risk analysis model into the risk assessment phase of the Risk Management (RM) cycles as a backbone of the phase. For this reason Fault Tree Analysis (FTA) and Event Tree Analysis (ETA) are used to analyse one of the significant risk factors associated in offshore terminals. This process will eventually help the insurers and risk managers in marine and offshore industries to investigate the potential hazards more in detail if there is vagueness. For this purpose a case study of offshore terminal while coinciding with the nature of the Caspian Sea was decided to be examined.

An Improved Weak-Lensing Analysis of the Galaxy Cluster ACT-CL J0102-4915 with New Wide-Field HST Imaging Data

  • We present an improved weak-lensing (WL) study of the high-z (z=0.87) merging galaxy cluster ACT-CL J0102-4915 ("El Gordo"), the most massive system known to date at z > 0.6. El Gordo has been known to be an exceptionally massive and rare cluster for its redshift in the current ΛCDM cosmology. Previous multi-wavelength studies have also found that the cluster might be undergoing a merging event showing two distinctive mass clumps and radio relics. The previous WL study revealed a clear bimodal mass structure and found that the entire system is indeed massive (M200a = (3.13 ± 0.56) × 1015 Msun). This mass estimate, however, was obtained by extrapolation because the previous HST observation did not extend out to the virial radius of the cluster. In this work, we determine a more accurate mass estimate of the cluster using WL analysis utilizing a new set of WFC3/IR and wide-field ACS observations. While confirming the previous bimodal mass structure, we find that the new data yield a ~20% lower mass for the entire system (M200a = (2.37 ± 0.28) × 1015 Msun). We also discuss the rarity of the cluster in the ΛCDM paradigm and suggest an updated merging scenario based on our new measurement.

Meanings and Tasks of the Three Revised Bills which Ease Regulations on the Use of Personal Information (데이터 3법 개정의 의미와 추후 과제)

  • In January 2020, the National Assembly passed the revisions of three bills which ease regulations on the use of personal information. The revised laws include the launch of an independent supervisory body, the arrangement of redundant regulations, and regulations for the development of the data economy. This paper analyzes the content and meaning of each law of the Three Revised Bills that Ease Regulations on the Use of Personal Information. And the future challenges outline three aspects: the establishment of a system to ensure the right to informational self-determination of privacy concerns, the establishment of a certification system and the presentation of reasonable guidelines, and the expectation of professional performance by the Personal Information Protection Commission.
