한국형 재해정보시스템 구축을 위한 재해평가 프로세스 개념설계 : 홍수재해를 중심으로 (Conceptual Design of a Hazard Evaluation Process for Constructing the Korean Hazard Information System : Focused on Flood Hazard)

  • In this paper, for constructing the Korean Hazard Information System (KHIS), we conceptually design a hazard evaluation process. We first deal with a hazard evaluation process focused on flood hazard to give the most immense damage and loss. The hazard evaluation process is consist of a damage evaluation process and a loss evaluation process, and is used for transforming hazards from natural disasters into economic measures. The proposed process is developed based on the famous FEMA (Federal Emergency Management Agency)'s $HAZAS^{@MH}$methodology. We modify the FEMA's process to be mutually exclusive and collectively exhaustive, that is all losses from the hazards are included into the estimation process but the losses are not duplicated in the process. In addition to this, we define the loss process specifically by considering the characteristics from the hazard environments of Korea. We can expect that KHIS for evaluating economic losses from natural hazards can be developed based on the conceptual design for the economic loss evaluation process, and KHIS can be used as a useful tool for analyzing the feasibilities of mitigation plans in central/local governments.

RC 슬래브교의 손상에 따른 거동 분석 및 손상 평가 프로세스 제안 (Behavior Analysis of RC Slab Bridge according to Demage and Suggestion of Its Evaluation Process)

  • This study surveyed damage to small and medium-sized RC slab bridges, the largest in number in Korea. Four common types of damage were identified, and their static and dynamic structural behaviors were examined through structural analysis. The degree of damage was selected as an analysis parameter for three superstructures of RC slab bridges. After structural analysis, a damage assessment process was proposed that can be used as the basis for establishing maintenance yplans for these bridges. The results of the present study can be used for the safety management of RC slab bridges, classified as bridges suspected of safety flaws or requiring maintenance in load-carrying capacity tests.

  • Fatigue evaluations for the rotor blades of commercial or military rotorcraft have been carried out using the safe life concept since 1950s. Particularly, in the case of a rotor blade made of a composite material, a highly reliable fatigue life could be predicted by evaluation the cumulative damage using combination of fatigue life curve and load spectrum. However, there is a limit in adequately evaluating the strength reducing phenomena caused by damages or defects generated during the manufacturing process or impact damage induced by operational usages, using only the safe life concept. In this study, the fatigue evaluation process based on the damage tolerance concept is described and illustrated by means of successful application to substantiate the retirement time of composite rotor blades.

  • CMP (Chemical mechanical polishing) process was used to control the fine grinding process induced mechanical damage of Cz Silicon wafer. Characterization of mechanical damage was carried out using Nomarski microscope, magic mirror and also using angle lapping and lifetime scanner evaluation after heat treatment. Magic mirror and lifetime scanner were very useful for the residual damage pattern characterization and CMP process was effective on the reduction of fine grinding induced mechanical damage.

  • Loss of human lives and properties including environmental damage due to large scale accidents requires change of our perception to marine safety. IMO is trying to re-establish overall marine safety system through long term plan such as GBS. Along this line, current regulation based safety evaluation is in process of changing into performance based methods, and for this transition, simulation based safety evaluation during design stage considering damage is highly necessary. In this paper, first, damage scenario is developed from IMO regulations and accident case studies. Then an integrated and simulation based safety evaluation prototype system considering both damage stability and structural safety is developed for the use during ship design process.

  • Steel-confined reinforced concrete (SCRC) columns feature highly complex and invisible mechanisms that make damage evaluation and pattern recognition difficult. In the present article, the prevailing acoustic emission (AE) technique was applied to monitor and evaluate the damage process of steel-confined RC columns in a quasi-static test. AE energy-based indicators, such as index of damage and relax ratio, were proposed to trace the damage progress and quantitatively evaluate the damage state. The fuzzy C-means algorithm successfully discriminated the AE data of different patterns, validity analysis guaranteed cluster accuracy, and principal component analysis simplified the datasets. A detailed statistical investigation on typical AE features was conducted to relate the clustered AE signals to micro mechanisms and the observed damage patterns, and differences between steel-confined and unconfined RC columns were compared and illustrated.

  • Evaluation of rolling contact fatigue damage as well as material development for roll of rolling mill is being studied until quite recently. In this paper, a focus has been imposed on evaluating the rolling contact fatigue damage. In order for this, the accumulating process of rolling contact damage using the ferritic, pearlitic and bainitic DCI has been analyzed by X-ray diffraction technique. The main finds are; 1) The graphite in DCI is considered to be a cause of interfering in the redistribution of stress. Eventually, it results in the branching of crack. 2) The evaluation of rolling contact fatigue damage can be estimated in terms of the change of residual stress and/or a half-value breadth on surface during rolling contact.

Damage simulator를 이용한 선박의 손상강도에 관한 연구 (A Study of Strength of Damaged Ship Structures Using Damage Simulator)

  • A damage analysis simulator, which is applicable for evaluating the residual strength of damaged ship, was developed in this paper. For this process, CDM (Continuum Damage Mechanics) approach has been implemented to the simulator by virtue of the numerical technique for evaluation of crack initiation and/or enlargement. A damage calculation program has been linked with a commercial finite element analysis code (NASTRAN) and a ultimate strength evaluation program (LSAP) in order to assess residual strength of damaged ship. As a results of series calculation for the frigate model, giving the quantitative structural damage to the ultimate strength evaluation, a residual strength with damage is predicted to be at least 70 percentage lower than the case of intact condition. It was found that the proposed technique can be used as a design support tool in the field of simulation based ship design.

손상도 평가 프로세스를 이용한 RC 슬래브 교량의 공용내하력 평가 방안 (Load-carrying Capacity Evaluation Method for RC Slab Bridges using the Damage Evaluation Process)

  • 이 연구는 국내 공용 중인 교량 형식 중 건설 빈도가 가장 높은 RC 슬래브 교량의 공용내하력을 간단하게 평가할 수 있는 방안에 관한 것이다. 다수의 RC 슬래브 교량이 오랜 공용기간으로 인해 상당한 노후화가 진행된 상태지만, 교량의 규모 상 1, 2종 시설물에 포함되지 않아 그동안 안전 관리에 소홀한 측면이 있다. 기존의 이론적 선행연구에서는 실측 처짐 및 실측 고유진동수에 의해 도출된 처짐응답비와 강성저하율의 관계를 이용한 RC 슬래브 교량의 손상도 평가 프로세스(안)이 제시된 바 있다. 이 연구에서는 손상도 평가 프로세스(안)의 적정성을 검토하기 위해 실 교량에 대한 평가 결과를 시설물 안전법의 안전등급 및 Matsui의 노후도 지수와 비교·검토하였다. 또한 손상도 평가 프로세스(안)의 현장적용성을 향상시켜 실측 고유진동수만으로 개략적인 공용내하력을 평가하는 개선된 방안을 제시하였다. 연구결과, 10% 정도의 공용내하력 평가 결과의 오차를 허용하는 경우, 이 연구에서 제시된 방법은 노후화된 RC 슬래브 교량의 안전성 평가 및 유지보수 우선순위 산정 등에 효율적으로 활용될 수 있을 것으로 판단되었다.

Earthquake safety assessment of an arch dam using an anisotropic damage model for mass concrete

  • The seismic safety of concrete dams is one of the important problems in the engineering due to the vast socio-economic disasters which may be caused by collapse of these infrastructures. The accuracy of the risk evaluation associated with these existing dams as well as the efficient design of future dams is highly dependent on a proper understanding of their behaviour due to earthquakes. This paper develops an anisotropic damage model for arch dam under strong earthquakes. The modified Drucker-Prager criterion is adopted as the failure criteria of the dynamic damage evolution of concrete. Some process fields and other necessary information for the safety evaluation are obtained. The numerical results show that the seismic behaviour of concrete dams can be satisfactorily predicted.
