The Application of Delphi-AHP Method in the Priority of Policies for Expanding the Use of Artificial Intelligence

  • Governments around the world are actively establishing strategies and initiatives to spread the use of artificial intelligence (AI), for AI is not a mere new technology, but is an innovative technology that brings about extensive changes in industrial and social structures and is a core engine that will lead the 4th Industrial Revolution. The South Korean government has also been paying attention to AI as a technology and tool for innovative growth, but its application to the industries is still rather sluggish. The government has prepared multifarious AI-related policies with the aim of constructing South Korea as an AI powerhouse, but there is no clear strategy on which detailed policies to implement first and which industries to apply AI preferentially. With these limitations of South Korea's AI policies in mind, this paper analyzed the priorities of industries in AI adoption and the priorities of AI-related national policies, using Delphi-AHP method for 30 top-level AI experts in South Korea. The results of analysis show that AI application is urgent and necessary in the fields of medical/healthcare, public and safety, and manufacturing, which seems to reflect the peak of the COVID-19 crisis in the second half of 2020 at the time of the investigation. And it turns out that policies related to AI talent cultivation, data, and R&D investment are important and urgent above all in order for organizations to apply AI. This suggests that strategies are required to focus limited national resources on these industries and policies first.

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

  • The Purpose of this study is working out of the scientific-theoretical and practical recommendations directed on perfection of strategic planning of development of the enterprises of mining and gold mining branch. The methodological basis of research is based on the economic theory developed by a domestic and foreign science. At processing, generalisation and a writing of materials of the master's thesis following methods were applied: - supervision, - comparison, - the analysis and synthesis, - methods of an induction and deduction, - statistical groupings, - average and relative sizes, - the system approach. Finally, the theoretical and practical importance of this research consists that results of research will allow generating a basis of statement of effective system of strategic planning of a long-term sustainable development of the gold mining enterprises reducing risk of acceptance of inefficient strategic decisions.   • The purpose of this study is to assess and develop effective MIS planning method by applying the CSF method. With the comparative analysis of the Rockart's basic concept of CSF and the examples of the corporations which employed CSF methodology, a new CSF method more suitable to Korean business environment is proposed and applied to another company for evaluation. The new CSF methodology consists of three steps. The first step is to preexamine the business conditions. The second step contains an Introductory Workshop, interview with the managers, survey questionnaire, Focusing Workshop, and decision of the priorities for system development. The third step is a real development of an information system out of the first and second steps. As a result of this study, it is found that revised CSF method can induce top management to participate more in the activities of information system development and that it can make top management to focus on the critical area. The fulfillment of the information requirement out of the enhanced MIS planning will lead to more successful management activities.

  • Although there has been growing interests in outsourcing the logistics sectors in the industry, not much research was undertaken to provide the processes and standards in choosing the right 3PL for the company. In this research, we attempt to provide the 3PL selection criteria and its priority orders. We surveyed and interviewed the various industry experts and analyzed results using Analytic Hierarchy Process(AHP). The study reveals that manufactures and logistics companies have different understanding of the selection criteria and priorities in outsourcing the 3PL.

  • This study is key competence port logistics companies analyze the priorities of evaluation factors. key competence index of NCS(National competency standard) was designed on the basis of the research model. The priorities of evaluation factors were analyzed using AHP method. The results of the analysis of 1 layer's key competence priorities are as follows: Interpersonal skills(0.217), communication skills(0.153), ability to develop problem(0.148), ability to understand the organization(0.103), and resource management skills(0.090), self-development ability and professional ethics(0.070), information skills(0.065), technical skills(0.049), numeracy skills(0.035).

  • To evaluate companies that participated in the defense R&D project, 27 variables are chosen through literature survey, feature analysis of defense R&D and interviews with military experts. 17 variables are selected after factor analysis which is applied to reduce the number of variables and to detect structure in the relationships among variables, that is to classify variables using Likert-type scales. And then 17 variables are prioritized by AHP (analytic hierarchy process) method. It is shown that communication skill & cooperation strategy, level of technology, possession of needs technology have high priorities. However, protection plan of technology leakage, expertise of subcontractors, software development plan have low priorities.

A Prioritizing for the Evidence-Based Nursing Practice Guidelines Development (국내 근거기반 임상간호실무지침 주제의 우선순위 결정)

  • Purpose: Thisstudy was conducted with an aim to get a kind of prioritiesin developing the evidence-based nursing practice guidelines in fields. Methods: This study utilized a two-round Delphi surveys from November to December, 2010 with self-administered questionnaires which had a scale ranged from 0 to 9. A total of 95 head nurses working at the forty different general hospitals was asked to evaluate the priorities in four criteria; patient coverage, certainty, improvement in patient outcome and in nursing practice (first round) and 65 head nurses were asked to decide the importance of the criteria afterwards (second round). Results: The relative importance of 4 criteria was 22.3% in patient coverage, 26.5% in certainty, 23.5% in improvement of patient outcome, and 27.7% in improvement of nursing practice as the results of the 1st round and 20.6%, 26.6%, 24.8%, and 28.0% for the 2nd round, respectively. Top five nursing practices showed high scores after considering the relative importances of the 4 criteria were medication, intravenous therapy, checking vital sign, pain management, and diagnostic test or procedures care. Conclusion: It is recommended to take into account of the priorities that were found in this study when someone intends to develop a evidence-based nursing practice guideline.
