A Study on Scenic Resources in Mt. Jiri Documented in the Joseon Era Travelling Records (조선시대 지리산 유람록(遊覽錄)에 나타난 경관자원 연구)

  • Human has noticed a beautiful natural scenery and appreciated it as a scenic site by giving meaning to it and evaluating it. How the beautiful natural scenery was appreciated as a scenic site depends on natural features, social and cultural environments, and the current of the times. Mt. Jiri is the highest mountain in inland South Korea and keeps ancestors' history and culture intact. Joseon Dynasty literary men frequently mentioned Mt. Jiri as a tourist attraction where they could pursue and share their studies against its beautiful natural scenery. The countless literary men visited Mt. Jiri and some of them left their journeys as travelling records. This research aimed at apprehending travel routes of Chunwang Peak of Mt. Jiri based on the contents of travelling records and investigating the scenic site value of scenic resources as the literary men in Joseon Dynasty recognized. The scenic resources of Mt. Jiri were related to the change of the reason or motivation of person who climbed and it should be noted that there was a change of reason or motivation in climbing Mt. Jiri from a following of master's paths to discovery of a new trails. Thus, even if there was a difference in reason or purpose of natural scenic beauty, the concept of scenic sites of the past and the present day should be included into the extended meaning of scenic sites. This research aimed the routes of well-known literary men need to be developed as programs utilizing "the concept of ancient sages' footprints" and the development of these contents shall be used for vitalization and self-support of a regional economy.

  • Safety and quality assessment systems are very important in manufacture, storage, transportation, and handling of hazardous materials(hazmat) to prevent hazmat disasters. At present, hazardous materials exist everywhere in our daily lives with various forms of plastics, household products of cleaning and washing detergents, fertilizers or petroleum-related products. However, hazardous materials are dangerous substances when they are released to human or environment. Hazardous materials become very widely used substances in the age of oil-based industrial economy. The Korean Ministry of Environment (KMOE) describes about one hundred thousand types of chemicals are produced and used worldwide. Over four hundred new chemicals are introduced in every year. A crucial question for the Korean hazardous material management may have been raised: Will you be safe from hazardous material incidents? The gas leak disaster at Union Carbide's Bhopal, India in 1984 that made over 6,400 people killed and 30,000 to 40,000 people seriously injured is the representative case for the safety of hazmat. Korea becomes vulnerable to hazmat disaster due to the development of high-tech industry. Thus, the risk assessment system is required to Korea for transferring abandoned hazmat management systems to self-correcting safety systems. This research analyzed characteristics of various hazmat incidents applying statistical analysis methods including frequency analysis or analysis of category data to hazmat incidents for ten years. All of three analyses of category data indicate the significance of causality between hazmat incident site groups and seasons, regional groups, and incident casualty groups.

Analysis on Korean Public Rental Housing Market based on System Thinking (시스템사고를 이용한 국민임대주택 공급시장분석)

  • Although the Korean government have made a plan of housing market with supply and concentrated on the welfare of the people, there are still a lot of problem in housing market for lack of a long-term vision and consistent policy of the government. The plan of 115% of housing diffusion in 2012 is in progress after its acquisition of 100% in 2002, but there are no changes in the rental housing rate of 43% in 2003. In addition, there are getting worse circumstances in the instability of housing market and the low-income bracket, because of the Korean construction firms' bankruptcy with an increase of unsold hosing and a rapid increase of housing prices. The government have made the strategy of revitalizing the economy and regional development by means of a million public rental housing plan for the low-income bracket and welfare. This paper introduces the basic information of the subjective strategy establishment with the analysis of the reciprocal action of influence factors for public rental housing by system dynamics theory and the effect of public rental housing in housing supply market which has a long-term dynamic form.

A Study of the Experiences and Changes of the Self-Sufficient Centers that Converted the Centre Corporation into Social Cooperative (지역자활센터의 사회적협동조합 전환과정과 변화에 대한 연구)

  • The pilot project for type diversification of self-sufficient support center that convert the centre corporation into social cooperative was introduced in 2015. That aimed to increase the number of participants of self-sufficient programmes and to create more jobs for the working poor through expanding the center's autonomy of usage of budget and arrangement of self-sufficient programmes. This study analyzed the organization transmitting processes and changes of the centers took part in the pilot project, then aimed to suggest the improvement schemes to be helpful for reinforcing positive efforts and removing obstacles in the process converting. The results show that converting into social cooperative is a choice for the sustainability of the centers led by surroundings rather than self-initiated plan. There are some positive changes that are increasing the enterprising spirit and obligation of the center staff. Further more, the cooperation with other community organizations is enhanced based on achieving regional recognition, and support of local governments and the opportunity for new businesses are expanded. However, these are very limited in the regions where social economy is undeveloped. Eventually, we should seek the development schemes of the pilot project considering the reduction of the number of participants in self-sufficient programmes and decreasing of their ability to work, even if some positive aspects are revealed.

The Spatial Networks and Network Factors of the Internet Display Advertising Industry in Korea (한국 인터넷 디스플레이 광고산업의 공간 네트워크와 네트워크 형성요인)

  • Since the advent of the internet as representative of the development of information communication technology (ICT), information transfer forms have changed rapidly these days. In the new techno-economic paradigms, I would ultimately consider how spatial structures of a knowledge-based service industry have been altered dynamically. To delve into this background, this study conducts an empirical case study of the internet advertising industry, particularly, among the whole advertising industry. Therefore, the primary objective of this study is to identify dynamic characteristics of spatial networks among actors for knowledge creation in Korea's internet advertising industry. In addition, it also is to analyze the formative elements of spatial networks which would have an influence on constructing the space of new economic activities. There are multilateral approaches. This research is classified into types of actors such as inter-firm, intra-firm, and firm-customer, and categorized according to spatial ranges such as local, regional, global levels. In the meanwhile, formative factors of the spatial networks could draw a conclusion from two aspects: inter-firm networks in the process of business in the internet advertising industry, and individual networks in the nonoccupational aspect. Accordingly, the results of this study suggest that actors' networks of two perspectives would make mutually complementary relationships and create new relational spaces in the digital economy.

Study on Improving the System for the Revitalization and Efficient Management of the Local Commercial Area (지역상권 활성화 및 효율적 관리를 위한 제도 개선방안 연구)

  • Purpose - This study aims to determine the problems and limitations of the Commercial Area Activation System, which was created by a special law for promoting traditional markets and shopping districts to revitalize and efficiently manage the central commercial area in different regions. We also suggest different options for its improvement. Research design, data, and methodology - We also look into the problems of which is being promoted as a demonstration project, from the aspects of legal text and guidelines. Results - The current commercial area activation system has several problems. First, the establishment of a comprehensive basic plan on the commercial area activation is not a requirement. Second, the benefit principle should be established to prevent the moral laxity of merchants who serve important roles in the main components of the commercial area activation business when they conduct their business. Third, the current special law constrains the commercial management organization, as under the civil law yields a limitation on finding a profitable business model. Fourth, to efficiently, constructing a system that links the other central government businesses and is needed. into a regional development budget or a budget for funding small businesses that the central government can control, which is effective. Further, we offer some suggestions for medium- and long-term policies. First, an integrated coordination mechanism at the central office level should be installed while setting the basic policy to revitalize the Based on this policy, local governments need a system that exclusively based on the after establishing a comprehensive plan for urban regeneration and getting approval from the integration organization. Second, a system that enables an understanding of the problems with business promotion by monitoring the procedure of supporting projects and regularly assessing business achievements is needed. Third, a plan is needed for resolving conflicts between various interested parties that adopts the commercial area activation system for carrying out a total redevelopment of the commercial area where small shops are densely located. A market maintenance project has been conducted as a means to recover our traditional market, which was economically depressed, and to revive the local economy, but it is mostly conducted in the form of reconstruction or redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to lead to a gradual disappearance of traditional markets. Conclusions - This study looks primarily into the problems that appeared in the legal text or the guidelines regarding the direction of improvement of the commercial area activation business that has been going on as a demonstration project since 2011 and suggests some solutions.

  • Currently, according to the climate change, serious damage by typhoon has been occurred in the world. In this respect, the research on the prediction model to minimize the damage from various natural disaster has been conducted in several developed countries. In the case of U.S, various models to predict building damage costs have been used widely in many organizations such as insurance companies and governments. In South Korea, although studies regarding damage prediction model according to typhoon have been conducted, the scope has been only limited to consider the property of typhoon. However, it is necessary to consider various factors such as typhoon information, geography, construction environment, and socio-economy factors to predict the damages. Therefore, to address this issue, first, correlation analysis is conducted between various variables based on the data of typhoon from 2003 to 2012. Second, the damage prediction model by using regression analysis is developed based on suggested influence factors. The findings of this study can be utilized to develop the model for predicting the damage costs of buildings by typhoon like HAZUS-MH of US.

  • Piracy is the enemy of the human race. Pirates commit acts of murder, robbery, plunder or other villainous deeds at sea, cruelly against humanity. The Republic of Korea(ROK), as a big maritime country, is obliged to suppress piracy under international treaties it ratified, including the UN Convention on the Law of the Sea and the two 1988 Conventions against maritime terrorism The Korean government is recently taking a positive attitude towards the regional cooperation which is necessary for the suppression of piracy in the waters of Southeast Asia In spite of the effects of international cooperation to prevent piracy, it is recently on an increasing trend every year. Such circumstances may have a bad effect on the sound development of world economy by means of trade at sea as well as treat to the safety of crews and safe operation of ships. This paper aims to suggest the countermeasures against piracy in terms of criminal law, civil law and international law in order to secure safe operation of vessels at sea.

Regional Development and the Improvement of Water Quality using Bivalves in Lake Suwa (Japan) (조개를 이용한 일본 수와호의 수질개선과 지역발전의 역사)

  • Lake Suwa is a natural lake which is well-known for sightseeing and fisheries. It had suffered severe eutrophication during 1960s and 1970s with the occurrence of cyanobacterial blooms and the extinction of some benthic animals. Since 1980 water quality has been improved due to efforts of local government, scientists, and citizens. Of various methods that were attempted to improve the water quality of Lake Suwa biological methods received much attention, because it can improve the lake ecosystem integrity and fisheries in addition to the water quality. The aim of this paper is to introduce the biological methods for water quality improvement that had been employed in Lake Suwa, Japan, and their contribution to the economic benefit of local residents. Until now a significant restoration of water quality has been achieved, but there are insufficient recovery of the sediment and biota due to anoxic hypolimnion of the lake. This study proposed suspended cage culture of bivalves as a feasible method of water quality improvement. Increased grazing by bivalves will contribute to the improvement of water quality and fisheries production, which will contribute both to the ecological restoration and economy of local residents.

An assessment of sanctions on North Korea and the prospect (대북 제재 조치 평가 및 전망)

  • The South Korean society has experienced many changes since the sinking of ROKS Cheonan. The government reviewed its defense posture and adopted the 5·24 Measure in its relations with North Korea. As a result, the people of South Korea became more conscious of security situations on the Korean peninsula while North Korea's economy suffered badly. Meanwhile, the South Korean government has taken a flexible stance toward North Korea in terms of exchange and cooperation since September 2011. The flexible stance was to manage inter-Korea relations in a stable manner and relieve the hardships of the North Korean people while preserving the spirits and purposes of the 5·24 Measure. The UN Security Council adopted twenty-six resolutions and statements on North Korea since June 25, 1950. They include thirteen U.N. Security Council resolutions including those concerning nuclear weapons or missile programs, nine Presidential statements, and four press statements. Resolution 82, the first U.N. resolution on North Korea, came when the Korean War broke out. Resolution 825, the first one related to nuclear or missile programs, was adopted in response to North Korea's withdrawal from the NPT. Apart from these U.N. resolutions, the United States has imposed separate sanctions against North Korea. North Korea's nuclear weapons program can be considered in comparison with that of Iran in terms of the consequences they create for the regional security. The Security Council has adopted six resolutions on Iran so far. One should note that the resolutions on Iran have had much stronger sanctions compared to those imposed on North Korea. That is, while the North Korea case may be viewed as a more serious threat to international security from the perspective of nuclear weapons development or proliferation, tougher sanctions have been placed on Iran. There are two approaches that South Korea should take in addressing the related issues. First, we should aim to reduce the gap between sanctions imposed on Iran and North Korea. It is difficult to understand that a country with more serious problems is rewarded with lighter sanctions. We should take measures through the Security Council Sanctions Committee to make individuals and groups in North Korea that play a central role in developing nuclear weapons and missiles subject to additional sanctions. Second, we have to change. Other countries in the international community have become tired of North Korea's nuclear issue and now they look to South Korea for initiative. We should correctly understand this current situation and play a leading role within our capacity. Knowingly and unknowingly, the notion that the North Korean nuclear issue may be left to South Korea has been spread around the international community. Although the situation is grave, we should try to open a new horizon in ushering in the unification era by taking the initiative with confidence that there is a looming hope ahead of us. For these tasks, we should stop thinking in the old way that has been ossified for the last two decades. We should not be pushed around by neighboring great powers in dealing with North Korea related issues anymore; we should take the initiative with resolution that we will play our role at the center of four great powers and with confidence that we can do it. Based on the confidence that the Republic of Korea has become a country with enough capacity to take the initiative, we should establish a 'National Grand Strategy' representing South Korea's strategic vision that the unification is the ultimate solution to the problems related to North Korea's nuclear weapons program.
