As big data are one of main issues in the recent days, the interests on their technologies are also increasing. Among several technological bases, this study focuses on data visualization and R based on open source. In general, the term of data visualization can be summarized as the web technologies for constructing, manipulating and displaying various types of graphic objects in the interactive mode. R is an operating environment or a language for statistical data analysis from basic to advanced level. In this study, a web application with these technological aspects and components is newly implemented and exemplified with data visualization for geo-based open data provided by public organizations or government agencies. This application model does not need users' data building or proprietary software installation. Futhermore it is designed for users in the geo-spatial application field with less experiences and little knowledges about R. The results of data visualization by this application can support decision making process of web users accessible to this service. It is expected that the more practical and various applications with R-based geo-statistical analysis functions and complex operations linked to big data contribute to expanding the scope and the range of the geo-spatial application.
In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

Purpose: Reoperations after gastrectomy for gastric cancer are performed for many types of complications. Unexpected reoperations may cause mental, physical, and financial problems for patients. The aim of the present study was to evaluate the causes of reoperations and to develop a strategic decision-making process for these reoperations. Materials and Methods: From September 2002 through August 2010, 6,131 patients underwent open conventional gastrectomy operations at Samsung Medical Center. Of these, 129 patients (2.1%) required reoperation because of postoperative complications. We performed a retrospective analysis of the patients using an electronic medical record review. Statistical data were analyzed to compare age, sex, stage, type of gastrectomy, length of operation, size of tumor, and number of lymph node metastasis between patients who had been operated and those who had not. Results: The variables of age, sex, tumor stage, type of gastrectomy, length of operation, and number of lymph node metastases did not differ between the 2 groups. However, the mean tumor size in the reoperation group was greater than that in the non-reoperation group ($5.0{\pm}3.7$ [standard deviation] versus $4.1{\pm}2.9$, P=0.007). The leading cause of reoperation was surgical-site infection (n=49, 0.79%). Patients with intra-abdominal bleeding were operated on again in the shortest period after the initial gastrectomy ($6.3{\pm}4.2$ days). Patients with incisional hernia were not reoperated on until after $208.3{\pm}81.0$ days, the longest postoperative period. Conclusions: Tumor size was the major variable leading to reoperation after gastrectomy for gastric cancer. The most common complication requiring the reoperation was a surgical site-related complication.

The price determinant for land investment depends on the internal information process and subjective decision making by management in general. Accordingly, the systematic frame to determine the feasibility of investment price to the public residential land for multi-housing development by private sector has not been proposed. The purpose of this study is to explore the frame to determine the investment price for public residential land from the perspectives of land attribute and apartment market factor. Multiple regression has been implemented to confirm the eligibility of proposed model. Research findings indicate that the land area, floor area ratio, coverage ratio, location have been identified as the total land cost determinant, and for the determinants for floor area land cost, the ratio of apartment, sale price, rent price, etc, have been identified. This research intends to provide the basis for land providers to predict the land value as a raw material in market and present the indicators for land buyers to review the price adequacy for the investment.

Quantity information focused on a design drawing plays a critical role in a decision making related to cost for project participants during project life cycles. Related participants absolutely depend on quantity take-off working which produces the quantity information by hand, and then a worker's mistake often causes many errors. The difference of quantity by the know-how of the person in charge of the estimation also occurs. In addition, the worker passes through the whole quantity take-off processes again in case of re-working for quantity take-off produced by a change order. The requirements about the automated estimation increase because of the needs for the accurate quantity take-off and dealing with the change order and recently, the studies about the automated estimation working process based on 34 cad model from 3d cad modeler are attempted in various viewpoints. However, the existing studies reach the limits such as common quantity data type framework for getting Quantity information. Focused on a certain 34 cad modeler and BIM based automation of estimation using it Therefore, the objective of this study is to develop the a series of system which can extract, analyze, and verify Quantity Data Type in modeler to automate quantity take-off originated from various 3d cad modelers as a foundation study for BIM based automation of estimation framework.

This study examined the effects of outside directors and CEO duality on acquisition strategies and performance of Korean firms in high-technology industry. Based on the resource dependence theory, we focused on the service and resource-dependence roles from board of directors in the process of decision-making of acquisition strategies. In addition, CEO opportunism behavior rises when CEO serves as chairperson of board and induces the negative effects on acquisition performance. Specifically, we investigated the interaction effects between outside directors ratio and CEO duality. For the period of 2004 to 2012, 246 acquisitions of Korean firms in high-technology industry were analyzed to test our intended hypotheses. Our results indicate that there exist positive relationship between outside director ratio and acquisition performance for Korean high-technology firms. Negative associations prevail between CEO duality and performance consequences of acquisitions. While outside director ratio has a positive effect on acquisition performance when there is a presence of CEO duality, negative effect prevail for outside director ratio on acquisition performance in the absence of CEO duality position to hold our interaction hypothesis. The favor of dual structure can be explained with implications referring to unity of command and strong leadership driven from CEO duality that enhances the resource dependence roles of board of directors in the context of high-technology industry acquisition behaviors rendered by Korean firms.
The purpose of this study is to suggest directions to improve engineering education and the assessment system of our country. For this object, the present situation of engineering education and assessment system in Korea have been reviewed and next, for those of study, the research papers and publications about the environment of college education are analyzed. Finally, an improved assessment system is suggested. It has already passed out for 6 years since execute the accreditation for engineering education in our country now, but essential point for step in accreditation for engineering education is how the evaluator can make the outcomes of studying. This is not a new terminology that is deformed according to special quality of college of engineering which prefer out-come based of study than process based of study to mean accomplishment in engineering education. The evaluation that estimate program is a skill, but an assessment method is not the meaning of individual student accomplishment also, it is the measure of validity estimation that should be estimate ability of students who complete program by proper authority. However, a new evaluation strategy that assess student outcome by person who consider the objectivity and validity, reliability should be develop for decision making of ABEEK. It is an original, private discussion for assessment strategy about the method for student learning outcomes assessment.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.
The purpose of this study is to analyze how the content elements of the environment education are displayed between related subjects in elementary school curriculum and find a desirable direction of the environment education. Major subjects that handle the components of the environment education include science, physical education, social studies, ethics, and practical arts. Among these subjects, science aims for the ecological perspective, social studies aims for rational decision making and practical behaviors, and ethics aims for the correct formation of environmental ethics and values. In the component ratio of the environment education, the domains of the natural environment, environmental ethics, environmental pollution, environmental protection and measure were higher. In the formation of content elements according to grades, the connectivity of the environment curriculum has been relatively well secured in the order of the learning about the environmental components, awareness on environmental problems and the measures and efforts to overcome environmental problems. Based on the findings above, the followings are proposed for future environment curriculum in elementary school. First, it is necessary to increase the ratio of the ecological perspective based on science and coordinate the period to suggest this contents. Second, it is necessary to complement the contents of social studies regarding green growth and sustainable development which have become global issues in the environment education. Third, Pan-curriculum and integrated discussions to prepare multi-academic and interdisciplinary environment curriculum have to be preceded and through this process it is necessary to set the target of environment education and select the content elements of the curriculum.
Under the concept of global economy, the enterprises are assigning design and production environments around the world in different areas. A serious problem of information exchange emerges as companies use traditional hardware and very distinct softwares appropriate to their field of expertise. To overcome the decreased productivity due to the interruption of information, the concept of simultaneous engineering and concurrent design becomes very significant. In this article, an agent-based ship design system is developed in order to support a cooperation in distributed ship design environments. Above all, the conflicts that occur in the middle of knowledge sharing in the system must be resolved. An approach to do this is the case-based conflict resolution strategy formulated to resolve current conflict on the basis of previous resolved similar cases in agent-based collaborative design system environments. To do this conflict cases that occur in initial ship design stage are extracted. On the basis of the extracted cases, case-base is constructed. In addition conflict resolution handler located in the facilitator is developed to treat conflict problems effectively by reasoning of the case-base and thus presenting an appropriate solution. The validation of developed case-based conflict resolution strategy is evaluated by applying to collaborative design process in initial ship design stage, especially the machinery outfitting design, the preliminary design, the hullform design, and the structural design. Through the help of the cooperation of the design agents, the facilitator, the conflict resolution handler, and the case-based system, a designer can be supported effectively in his/her decision-making based on the previous cases resolved similarly.
