Comparing the Efficiency of Public Libraries (공공도서관의 효율성 비교 분석 -서울시 및 6대 광역시의 102개 공공도서관을 대상으로 -)

  • This study examined DEA(Data Envelopment Analysis) and how it measures the efficiency of library units. DEA is a useful nonparametric method to evaluate the relative efficiency of a set of decision making units(DMUs) with multiple inputs and outputs. This study evaluated 102 different public libraries utilizing 4 inputs and 4 outputs focussing on the year 2005. For inefficient libraries, the study analysed the potential improvement and the source of inefficiency comparing the peer groups. The result of this study shows that efficiency of public libraries varies in different localities and forms of operation.

  • Scientific and technological performances (e.g., patents and publications) made through R&D play a pivotal role for national economic growth. National governments encourage academia-industry cooperation and thereby pursue continuous development of science technology and innovation. Increasing R&D-related investments and manpower are crucial for national industrial development, but evidence of poor performance in business performance, efficiency, and effectiveness has recently been found in Korea. This study evaluates performance efficiency of the 6T sector (Information Technology, Bio Technology, Nano Technology, Space Technology, Environment Technology, Culture Technology), which is considered a high-potential promising industry for the next generation growth and currently occupies two thirds of the national R&D projects. The study measures the relative efficiency of R&D in a comparative perspective by employing the Data Envelopment Analysis (DEA) method. The result reveals overall low efficiency in basic R&D (0.2112), applied R&D (0.2083), development R&D (0.2638), and others (0.0641), confirming that economic performance and efficiency were relatively poor compared to production efficiency. Efficient R&D needs policy makers to create strategies that can increase overall efficiency by improving productivity performance and quality while increasing economic performance.

  • Home Meal Replacement (HMR) products are ready-to-eat or pre-cooked food products that are consumed at daily home. HMR market has grown rapidly due to societal changes: increases in female social activities, silver population, and one-person households. Consumption channels of HMR can be classified into take-out, delivery, and retail. In Korean HMR market, retail sector is largely growing, but companies are focusing their business on the home delivery sector. Moreover, franchise companies are expanding their areal coverage in the HMR market based on their multi-unit strategy. However, more research on the HMR market is needed as existing studies are limited in conceptualization, classification, and processed food from malls or home-shopping channels. Therefore, we conducted the efficiency analysis on Gukseonsaeng, one of franchises that applied the take-out channel, using DEA method. According to the research on 29 franchisees of Gukseonsaeng, 77.9% of input appeared inefficient for technical efficiency, while 53.3% of input appeared inefficient for scale efficiency. Thus, we found that franchises of Gukseonsaeng are structured in increasing returns to scale (IRS), so enhancing efficiency by expanding scales need to be implemented.

A Study on the Efficiency of Property-Liability Insurance Companies using DEA (DEA를 이용한 손해보험회사의 효율성 측정에 관한 연구)

  • This paper attempts to show how DEA(data envelopment analysis), a nonparametric productivity analysis method, can be employed for insurance companies to improve their respective efficiencies and competitiveness. Specifically, we measured relative technical efficiencies and returns to scale of 11 Korean property-liability insurance companies using BCC model, and raised several issues including the cause of inefficiency, benchmarking toward reference set and resource allocation concerning the insurance companies. Also, in order to monitor the variability of the research results over periods, we employed longitudinal analysis to see the moving patterns of technical efficiencies, returns to scale and frequencies included in the reference set of the individual insurance companies under consideration. The methodology and the results in this paper may also serve as a useful guideline for individual insurance companies to set their respective business strategies.

  • 본 연구는 차세대 게임기의 하드웨어 성능 및 소프트웨어 측면에서 시장에 판매중인 차세대 게임기의 우수성을 평가하는 방법을 개발하고 실제 적용하는 것이 목적이다. 먼저 하드웨어 측면과 소프트웨어 측면에서의 차세대 게임기를 평가하기 위한 평가요소를 도출하고 이를 AHP(Analytic Hierarchy Process)와 DEA(Data Envelopment Analysis)에 의해 분석모델을 개발하였다. 평가요소로는 비디오, 오디오 및 기타 장치관련 요소들이 도출되었다. 또한, 차세대게임기에 대한 설문조사 및 데이터 조사를 실시하여 심층 분석하였다 이 논문으로 차세대 게임기 구매 시 결정 기준을 만들어 우수한 평가기준을 수립하는 것이 목적이다.

An Efficiency-based Evaluation for Engineering Education (효율성 기준에 입각한 공학교육 평가)

  • This study examines the efficiency of engineering education using DEA(data envelopment analysis) which is often used in the efficiency evaluation of public services. We evaluate 27 mechanical engineering departments according to academy-basis, general basis, and employment-basis considering students' academic level and input costs as input factors. Our empirical results suggest that an evaluation method using DEA can give us useful informations such as benchmarks to improve education specialization where it is desirable, decisions about whether a department should expand its gross input or not, and proper directions about which input factors should be controlled and how much control is needed.

Efficiency of Public Hospitals and Their Social Role (공공병원의 效率性과 사회적 역할)

  • To evalate the efficiency of public and private hospitals, the author used Data Envelopment Analysis(DEA), a mathematical linear programming method calculating the of ficiency of a unity(DMU: Decision Making Unit) in relation to the other units in analysis. DEA was applied to thirty three (10 public and 23 private) general hospitals wiwith 160 to 299 beds. In respect to productivity, public hospitals appeared to be a little more efficient than private ones, even though it's statisticansignificant. However, the efficiency score for profitability conversed that these contrary results were due to the caring of more medical protection patients in public hospitals, who brought less revenlue to te hospital than other patients. Public hospitals' superiority to private counterparts in productivity, which are aguged mainly based on cared patients, suggests that the former contributes so much positively to social utility. In particular, the fact that public hospitals are caring more medical protection patients, namely the poverty group whom the society should bear a burden of by all means, seems to be desirable in respect of role of publi hospitals.

An Assessing of Franchisor's Firm Performance Based on Data Envelopment Analysis (DEA 분석을 통한 프랜차이즈 기업의 평가)

  • Due to the severe market conditions, pre-entrepreneur seeks to start their business through franchise company. This paper, using the data envelopment analysis(DEA) method, examines efficiency of a group of franchise company in order to provide efficiency information with pre-entrepreneur. Output-oriented DEA model is applied in the investigation of efficiency, and the overall efficiency score is decomposed into pure technical efficiency and scale efficiency. The input variables selected to evaluate the efficiency are franchise deposit, franchise contribution cost and the output variables are sales and number of franchises, and length of business. The results of this paper show franchise industry have the low level of overall efficiency and the main sources of inefficiency is found technical rather than scale. As a result, this paper provides not only the current status of efficiency information of a franchise with pre-entrepreneur but also give warning when they sign-up with franchise business.

  • Most organizations adopt their own performance measurement systems. Those organizations select performance measures to meet their goals. Organizations can give only limited description of what performance measures are. Kaplan and Norton suggest that the Balanced Scorecard (BSC) to complement the conventional performance measures. The BSC can provide management system with a comprehensive strategic vision and integrates non-financial measures with financial measures. The BSC is widely used for measuring corporate performance. This paper investigates how the BSC-based performance measures can be applied to Learning City. The Learning City's performance measures and strategy map on the basis of the BSC are suggested in this research. This paper adopt the AR(assurance region)-DEA model which could limit the range of weight on performance measures to prevent each viewpoint of BSC from having unlimited elasticity. The proposed model is based on CCR model including a property of unit invariance to use the data without normalization process.

DCBA-DEA: A Monte Carlo Simulation Optimization Approach for Predicting an Accurate Technical Efficiency in Stochastic Environment

  • This article describes a 2-in-1 methodology utilizing simulation optimization technique and Data Envelopment Analysis in measuring an accurate efficiency score. Given the high level of stochastic data in real environment, a novel methodology known as Data Collection Budget Allocation-Data Envelopment Analysis (DCBA-DEA) is developed. An example of the method application is shown in banking institutions. In addition to the novel approach presented, this article provides a new insight to the application domain of efficiency measurement as well as the way one conducts efficiency study.
