A Study on Dispute Claim to the Apartment Reconstruction Projects (공동주택 재건축 사업의 분쟁 클레임에 관한 연구)

  • Because a procedure is complicated and various related parties participate in the redevelopment and reconstruction project, it can be extended to diverse disputes when the relation with the related parties is smoothly adjusted. In particular, when the dispute occurs in a phase of occupancy after the complete construction, the regional residents-centric association must give up many rights of invisible parts caused by the construction company's profit maximization because they are short of professionalism about the business. Accordingly, this study is aimed at providing the construction project manager's dispute and claim process for responding to the dispute or claim reasonably and for obtaining the client's (association) rights for the reconstruction project, and at developing the checklist for obtaining the necessary documents by each phase, when the dispute or claim is made by the association against the construction company after the completion of construction. Through this study, the association can obtain the related documents in advance and can implement the reasonable response data when the dispute or claim occurs due to it. Also, it will enable the construction manager to analyze the project costs reasonably and will reduce the estimated wastes. That is, the work efficiency is expected to be improved.

Study on Innovation Measurement of National R&D Investments for Nanotechnology Using Data Envelopment Analysis (자료포락분석을 통한 국가 나노기술 연구개발투자 결과의 혁신성 분석 연구)

  • The international trends in activities of government R&D performance measurement is evolving into evidence-based approach to support the verification of objective policy implementation. The European Commission has been implementing KETs (Key Enabling Technologies) policy that incubates nanotech based emerging technologies to support the fourth industrial revolution/revitalization of high-tech manufacturing, and resulting innovations are quantified by KETs Observatory project. The European Commission also built Innovation Radar system that monitors potentially innovative projects within FP7 and Horizon2020 by data analysis. The United States is also upgrading its Federal RePORTER system to quantitatively monitor federal R&D investments with outcomes (including nanotechnology). In the field of Korean nanotechnology, basic statistical data by analyzing NTIS (National Science & Technology Information Service) information is applied in policy field. Developing innovation measurement methodology beyond basic statistical analysis is an international policy issue, and a long-term R&D investment area of a government. The objective of this model study is to quantify the innovation potential of nano R&D investments conducted by Korea government, using input-output based efficiency measurement model and NTIS (National Science & Technology Information Service) that is comprehensive data portal for national R&D investments/outcomes including nanotechnology.

An Empirical Comparison and Verification Study on the Containerports Clustering Measurement Using K-Means and Hierarchical Clustering(Average Linkage Method Using Cross-Efficiency Metrics, and Ward Method) and Mixed Models (K-Means 군집모형과 계층적 군집(교차효율성 메트릭스에 의한 평균연결법, Ward법)모형 및 혼합모형을 이용한 컨테이너항만의 클러스터링 측정에 대한 실증적 비교 및 검증에 관한 연구)

  • The purpose of this paper is to measure the clustering change and analyze empirical results. Additionally, by using k-means, hierarchical, and mixed models on Asian container ports over the period 2006-2015, the study aims to form a cluster comprising Busan, Incheon, and Gwangyang ports. The models consider the number of cranes, depth, birth length, and total area as inputs and container twenty-foot equivalent units(TEU) as output. Following are the main empirical results. First, ranking order according to the increasing ratio during the 10 years analysis shows that the value for average linkage(AL), mixed ward, rule of thumb(RT)& elbow, ward, and mixed AL are 42.04% up, 35.01% up, 30.47%up, and 23.65% up, respectively. Second, according to the RT and elbow models, the three Korean ports can be clustered with Asian ports in the following manner: Busan Port(Hong Kong, Guangzhou, Qingdao, and Singapore), Incheon Port(Tokyo, Nagoya, Osaka, Manila, and Bangkok), and Gwangyang Port(Gungzhou, Ningbo, Qingdao, and Kasiung). Third, optimal clustering numbers are as follows: AL(6), Mixed Ward(5), RT&elbow(4), Ward(5), and Mixed AL(6). Fourth, empirical clustering results match with those of questionnaire-Busan Port(80%), Incheon Port(17%), and Gwangyang Port(50%). The policy implication is that related parties of Korean seaports should introduce port improvement plans like the benchmarking of clustered seaports.

Production of Colchicine Induced Tetraploids in Rye (Secale cereale L.) (콜히친 처리에 의한 4배체 호밀 육성)

  • This experiment was carried out to report some data such as survival rate, tetraploid production efficiency, and agronomic characteristics of offspring from the induced tetraploid by the colchicine treatment in rye. The colchicine was soaked with 0.05%, 12 hours in dark condition and at two growth stages (green seed and 2nd leaf stage) in diploid ryes. Flow cytometry (FC) was proved to be efficient and rapid tool for screening ploidy levels in rye, showing around 40 to 60 in DNA amount (DAP1) corresponding to diploid and 80 to 110 tetraploid. There were 18.5% of survival rate at green seed treatment and 78% at 2nd leaf stage in average of two rye cultivars, Gogu and Jogreen, but in reverse 50.9% and 1.1% in the ratio of tetraploid to total tillers among the plants survived, respectively, resulting in 9.42% of tetraploid production rate in green seed treatment and 0.86% at 2nd leaf stage, respectively. In green seed treatment, there were 33% of survival rate in Gogu, 4% in Jogreen in 1st year, but 56% in Gogu, 21% in Jogreen and 49% in Charmgreen, respectively. The rate of tetraploid to total spikes among survived was 53.7% in Gogu, 32.4% in Jogreen, and 50.9% in average in 1st year, and 64.1% in Gogu, 51.5% in Jogreen, 60% in Charmgreen, and 60.5% in average in 2nd year. In green seed treatment, tetraploid production rate (survival rate ${\times}$ tetraploid ratio ${\times}$ 100) was 17.7% in Gogu and 1.3% in Jogreen and 9.42% in average in 1st year, and 35.9% in Gogu, 10.8% in Jogreen, 29.4% in Charmgreen, and 25.4% in average of three diploid rye cultivars. By the colchicine treatment with 0.05% for 12 hours in Gogu and Jogreen, 35 tetraploid plants were obtained and they produced 2,673 seeds with 148 spikes. There were 3.3-4.4 in the number of spikes per plant, 15.6-18.3 in grain number per spike, and 37.6 g in Gogu and 46.8 g in Jogreen in the 1,000-grain weight.
