A Measurement Way of Seaport Efficiency and Ranking Using Fuzzy DEA: Average Index Transformation Model Approach (퍼지DEA에 의한 항만의 효율성 및 순위 측정방법: 평균지수변환모형 접근)

  • The purpose of this paper is to suggest the efficiency measurement way of Korean seaport by using Average Index Transformation model of fuzzy DEA(Data Envelopment Analysis). Two inputs[cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, and the number of ship calls] are used in 1995 and 2004 for 26 Korean seaports. Empirical main results are as follows: First, Tongyung, Gohyun, Okpo, and Sogcho Ports are efficient, and Yeasu Port shows the high efficiency level over 95% under input oriented CCR model. Gohyun and Sogcho Ports showed the most efficient score under average index transformation model. Okpo and Yeasu Ports increased their efficiency scores as the lamda(λ) values are up. The empirical results of fuzzy DEA average index transformation model for Wando, Yeasu, and Seoguipo ports showed that if the lamda values are higher, the efficiency scores are also higher. The main policy implication based on the findings of this study is that the management manager of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the fuzzy DEA average index transformation model for deciding the size of inputs including the port investment amount and evaluating the port efficiency.

  • The objective of this study is to measure and to predict the efficiency of participating groups of BK 21 by using DEA. DEA is a methodology to measure and to evaluate the relative efficiency of a homogeneous set of decision-making units (DMUs) in a process which uses multiple inputs to produce multiple outputs. In order to reflect the effect of the environmental factors of BK 21, we consider not only a general DEA model but also a logistic model for DEA. As a result, location of participating groups of BK 21 turns out to be significant. Our proposed approach can predict the efficiency of a new BK 21 group with given environmental factors. It is expected that these models can give a feedback for effective management of BK 21.

The Analyses of the Operational Efficiency and Efficiency Factors of Retail Stores Using DEA Model (DEA 모형을 활용한 소매점의 효율성 및 결정요인 분석)

  • This paper analyzes the operational efficiency of 91 individual retail stores in Seoul by a two-step procedure. In the first step, a data envelopment analysis (DEA) model is used to identify the efficiency scores. Three inputs (store size, number of items, and number of employees) and two outputs (sales and number of customers) are used for the efficiency measurement. In the second step, a Tobit regression model is used to identify the drivers of efficiency. DEA efficiency scores are used to test hypotheses on the impact of five independent variables, namely store age, number of items per store size, number of items per employee, trade area index, and number of competitors. Results of the Tobit analysis show that number of items per store size, number of items per employee, and number of competitors play a significant role in influencing the operational efficiency of retail stores. Managerial implications of the study are discussed.

  • Health care that is considered to be one of the major factors for the quality of life is nowadays receiving a great deal of attention, and thus there is a growing need in Korea to identify the efficiency of national medical service and enhance the competitiveness. Although there exist studies on the medical service efficiency about general hospitals and local hospitals, they mostly deal with the efficiency problems from a domestic and regional perspective. In response, this paper analyzes the competitive efficiency of national medical service with respect to 16 OECD countries, by exploiting Data Envelopment Analysis (DEA) and Malmquist Productivity Index (MPI). Building on the DEA and MPI analysis results, this paper identifies the competitive position of Korean national medical service and suggests implications for the medical service improvement.

  • 본 연구는 Charnes, Cooper와 Rhodes에 의하여 고안된 DEA기법을 이용하여 서울지역에 소재하고 있는 지역신용협동조합의 운영효율성을 평가하였다. 여기에서는 금융기관은 금융서비스를 제공하는 생산체로 보아 예수금은 산출물로 취급하여, 투입물은 직원수 영업장의 면적(또는 업무용부동산), 경비 등으로 하고, 산출물은 신규예금취급건수, 신규대출건수, 예수금기말잔액, 대출금기말잔액, 영업이익 등으로 하여 DEA모형의 데이터로 사용하였다. DEA에 의한 연구 결과는 기존의 경영평가방법이 제공할 수 없는 유용한 정보를 제공하고 있으며, 이러한 정보를 이용하여 투입물과 산출물을 효율적으로 관리할 수 있다는 것을 보여 준다. 그러므로 DEA에 의한 분석정보와 기존의 경영평가방법에 의한 정보를 적절하게 사용하면 조합들의 운영효율성을 개선하는 데 도움이 될 것이다.

  • With the interest on operational efficiency due to the rapid growth of food material distribution industry and food service industry, the study adopts DEA (Data Envelopment Analysis) model and examines to measure the technological, pure technical and scale efficiency those companies engaging in the food material distribution and food service business. As a result of analysis, the companies operating integrated business have relatively higher efficiency than those operating only food material distribution or food service companies while the result indicates that three efficiencies don't have significant difference depending on whether affiliated companies or not.   • Mail centers are essential postal facilities that sort and dispatch postal items, and should be operated efficiently to provide customers high quality postal services. So the efficiency analysis of mail centers should be performed in order to induce better operation. But current performance evaluation system has 95 percent of predetermined and weighted non-quantitative indices. There is need to introduce objective efficiency measurement methodology. The main objectives of this study was to analyze the efficiency of 24 mail centers empirically using cone-ratio DEA and suggest the appropriate cone-ratio method. Consequently, this paper suggests that the cone-ratio DEA model integrating decision-maker's preferences is more desirable for efficiency analysis than that of using transformed data.

An Analysis of the Efficiency of Watermelon Using the Bootstrapping DEA Model (시설수박의 출하시기별 효율성 분석)

  • The paper aims to estimate efficiency of watermelon by using a bootstrapping approach to generating efficiency estimates through Monte Carlo simulation resampling process. We use the input-output data for watermelon 107 farmers. The main results are as follows. The estimates of efficiency depends on the methodology. The estimates of general DEA is greater than the bootstrapping method. The technical efficiency and pure technical efficiency measure of watermelon is 0.72, 0.82 respectively. However the bias-corrected estimates are less than those of DEA. We know that the DEA estimator is an upward biased estimator. According to these results, the DEA bootstrapping model used here provides bias-corrected and confidence intervals for the point estimates, it is more preferable.

Measuring the Dynamic Efficiency of Government Research Institutes in R&D and Commercialization by DEA Window Analysis (DEA 윈도우 분석을 이용한 정부출연연구기관의 연구개발 사업화 동태적 효율성 분석)

  • Government-funded research institutes (GRIs) have played a pivotal role in national R&D in Korea. To achieve desired goals of GRIs with the limited R&D budget, their performance along with time needs to be measured and compared so that appropriate R&D policies can be formulated and implemented. This study measures the dynamic performance of GRIs from the efficiency perspective using the window model of data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs, and the DEA window model can capture the dynamic changes in efficiency of DMUs during multiple periods. The relative efficiency of GRIs is measured from the two perspectives: R&D and R&BD. Patents, papers, technology transfers are selected as outputs for R&D while compensated technology transfers and technology royalty are employed as outputs for R&BD. This study measures and compares the two types of performance of 20 Korean GRIs under the control of National Research Council of Science and Technology during the period of six years from 2008 to 2013. The results are expected to provide fruitful implications for national R&D policy making.

An Analysis of the Relative Efficiency for the National University Libraries using DEA Model (DEA를 이용한 국립대학도서관 경영효율성 분석)

  • Data Envelopment Analysis(DEA) model is a linear programing based technique for measuring the relative performance of organizational units where the presence of multiple inputs and outputs makes comparison difficult. DEA model allows each unit to adopt a set of weight that shows it in the most favorable light in comparison to the other units. The purpose of this study was to evaluate the performance of the libraries of national university in terms of relative efficiency, measured by the method of DEA. Twenty six libraries of national universities in Korea were used to analyze. The number of employees, size of library, budget, and number of books were used for input data, and the number of visitors, number of loan books, and number of books for lending and borrowing were used for output data. We found out that number of libraries with 100% relative efficiency among 26 libraries from 2005 to 2007 were only 9, 9 and 10, respectively. Moreover most of the libraries need to increase outputs and decrease inputs in order to improve efficiency.
