국가연구개발사업 질적 효율성의 동태적 분석 (Dynamic Analysis of National R&D Projects' Qualitative Efficiency)

  • Korea's R&D investment has significantly increased in recent years. However, the efficiency of R&D investment is still in question. In order to examine the ways to improve the efficiency of R&D investment, this paper presents dynamic analysis on both quantitative and qualitative efficiency of R&D projects. A Data Envelopment Analysis(DEA)/Window method is used to analyze static and dynamic efficiencies of Industrial Material R&D projects in Korea from 2012 to 2016. As a result, statistically significant differences between quantitative and qualitative efficiency have been found. It has been observed that characteristics of Decision Making Units(DMUs) have an impact on both static and dynamic efficiencies. In particular, textile and ceramic projects showed relatively stable qualitative efficiency for a short-term perspective, while steel and chemical projects showed such stability for a long-term perspective. Among the types of project principals, universities showed relatively stable efficiency, compared with private sectors and research institutes. The results of this paper can be used as a guideline to manage the performance and stability of R&D projects' efficiency.

  • This paper provides an effective stock portfolio screening tool for socially responsible investment (SRI) based upon corporate social responsibility (CSR) and financial performance. The proposed approach utilizes nonparametric frontier models. Data envelopment analysis (DEA) has been used to build SRI portfolios in a few previous works; however, we show that free disposal hull (FDH), a similar model that does not assume the convexity of the technology, yields superior results when applied to a stock universe of 253 Korean companies. Over a four-year time span (from 2006 to 2009) the portfolios selected by the proposed method consistently outperform those selected by DEA as well as the benchmark.

공공도서관의 효율성 평가에 관한 연구 (A Study on the Efficiency Evaluation of the Public Libraries)

  • 본 연구는 대전 지역에 소재하고 있는 17개 공공도서관을 대상으로 DEA기법을 사용하여 상대적 효율성을 평가하였다. 투입요소로는 직원수, 면적, 장서수가 사용되었으며 산출요소로는 이용책수와 이용자수가 사용되었다. 연구결과 공공도서관의 평균 효율성은 64.15%로 평가되었다. 효율적인 도서관은 4개관으로 전체의 24%에 불과하였으며, 전반적으로 비효율적인 도서관들의 비효율성은 투입물에 비해 산출물의 과소사용에 그 원인이 있는 것으로 나타났다.

  • CASE tools are complex software products offering many different features. Systems professionals have evaluated various CASE products from a feature and attribute basis. Each product has a different mix of strengths and weaknesses as perceived by the end user. Specific CASE tools support different steps of the applications development process as well as varying methodologies. In this paper we develop a method for evaluating CASE tools. The model has an analytic hierarchy process for evaluating CASE tools in terms of functionality, management efficiency, and support ability of provider, and a data envelopment analysis for overall evaluation considering cost and AHP results. We applied the developed model to a real world case study.

  • Data envelopment analysis(DEA) is a mathematical programming approach to asses s relative efficiency of a group of decision-making units. In view of the defects of existing models in evaluating efficiency of the system with P independent subsystems, Yang et al. [10] introduced YMK model with the assumption that decision-making unit(DMU) is independent of each other. But in some production systems, decision-making units usually have some relationships in this way or that. In this paper, DEA model is given by assuming that DMUs can cooperate with others in its subgroups. Some property and the efficiency relationship of the whole system and its subsystems are given.

Efficiency and Returns to Scale in the Bangladesh Banking Sector: Empirical Evidence from the Slack-Based DEA Method

  • The study provides new empirical evidence on the level of profit efficiency and returns to scale of the Bangladesh banking sector. We employ the Slack-Based Data Envelopment Analysis (SBM-DEA) method to assess the level of profit efficiency of individual banks over the years 2004 to 2011. The empirical findings indicate that the Bangladesh banking sector has exhibited the highest and lowest level of profit efficiency during years 2004 and 2011 respectively. We find that only eight banks have been profit efficient throughout the period under study. The empirical findings seem to suggest that most of the Bangladesh banks have been experiencing economies of scale due to being at less than the optimum size, or diseconomies of scale due to being at more than the optimum size. Thus, decreasing or increasing the scale of production could result in cost savings or efficiencies.

Efficiency Evaluation of 12 Regions of RAI (Iranian Railway) Using Data Envelopment Analysis (DEA)

  • Safe, fast, efficient and effective railway is a main factor of economic development level of every country. This paper uses the DEA method to evaluate and compare the efficiency of 12 Regions of RAI. In addition, we introduce the reference(s) unit(s) for every inefficient region, and determine the amount of input decrease and/or output increase need to become them efficient. Findings indicate that in 2006, 4 regions of 12 are in Constant Return to Scale (CRS) status and 7 of them in Variable Return to Scale (VRS), and the average efficiency is 0.730 and 0.888, respectively. In other words, RAI works 27 percent under its capacity. More over results indicate that Hormozgan, Khorasan, Tehran and Isfahan Regions have the most efficiency respectively. The results show that the 8 regions, have been working in Increaser Return to Scale and 4 reminder Regions in Decrease Return to Scale. According to this results, we submit the suitable suggestion for improve the efficiency of the inefficient regions.

DEA AHP 모형을 통한 철강유통산업에서의 공급업체 선정 (Supplier Selection using DEA-AHP Method in Steel Distribution Industry)

  • Due to the rapid change of global business environment, the growth of China's steel industry and the inflow of cheap products, domestic steel industry is faced on downward trend. The change of business paradigms from a quantitative growth to a qualitative product is needed in this steel industry. In this environment, it is very important for domestic steel distribution companies to secure their competitiveness by selecting good supply companies through a efficient procurement strategy and effective method. This study tried to find out the success factors of steel distribution industry based on survey research from experts. Weighted values of each factors were found by using AHP (analytic hierarchy process) analysis. The weighted values were applied to DEA(data envelopment analysis) model and eventually the best steel supply company were selected. This paper used 29 domestic steel distribution firms for case example and 5 steps of decision process to select good vendors were suggested. This study used quality, price, delivery and finance as a selection criteria. Using this four criterions, nine variable were suggested. Which were product diversity, base price, discount, payment position, average delivery date, urgency order responsibility and financial condition. These variables were used as a output variable of DEA. Sales and facilities were used as an input variable. Pairwise comparison was conducted using these variables. The weighted value calculated by AHP pairwise comparison were used for DEA analysis. Through the analysis of DEA efficiency process, good DMU (decision making unit) were recommended as a steel supply company. The domestic case example was used to show the effectiveness of this study.

  • 자료포락분석(DEA: Data Envelopment Analysis)기법은 민간 및 국방 분야에 있어서 조직 및 사업의 효율성 분석을 위해 폭넓게 활용되고 있다. 특히, 최근 국방분야에서는 방위산업체, 군병원 그리고 군시설공사에 DEA기법을 활용한 연구가 진행되었다. 본 논문에서는 DEA기법을 활용하여 함정무기체계 구조적 효율성 평가를 수행하였다. 함정무기체계의 효율성 평가를 통해 무기체계 획득시 ROC 결정이나 기종결정 등에 객관적인 의사결정 정보를 제공할 수 있을 것으로 기대된다.

  • 건설산업은 다른 산업에 비해 연구개발예산의 부족으로 연구개발에 있어 낙후된 것으로 인식되어왔다. 이를 극복하기위해 정부는 2008년까지 건설R&D 투자를 연간 4,500억 원으로 증가시키겠다는 계획을 발표했다. 이런 노력에도 불구하고 건설R&D사업의 효율성에 대한 정량적인 측정을 이루어지지 못하고 있고 이로 인해 적격한 R&D연구기관의 선택이나 성과기반의 평가에 대한 기본적인 근거가 부족하였다. 본 논문은 건설R&D사업의 효율성분석을 실시하여 연구개발 성과에 대한 근거를 마련하고자 하는데 그 목적이 있다. 자료수집은 지난 10여 년 동안 한국건설교통기술평가원에서 수행한 375건의 프로젝트 중 분석 가능한 자료를 보유한 83건을 대상으로 한다. DEA(Data Envelopment Analysis)를 위한 입력요소는 투입연구비와 참여연구원의 수이고 출력요소는 다양한 논문으로 구성된 지식축적요소와 특허, 신기술과 같은 지식전파요소로 구성한다. 이들 자료는 CCR(Charnes, Cooper and Rhodes)모형을 적용하여 효율성을 산출하고 효율적 가상사업과 비교를 통해 개선량을 제시한다. 연구결과는 건설R&D투자의 우선순위를 결정하는데 활용할 수 있으며 비효율적인 건설R&D사업의 성과를 향상시킬 수 있는 기준을 제시하는데 활용될 수 있을 것으로 기대된다.
