본고에서는 산업용 음성 DB를 위한 XML 기반 메타데이터의 표준화에 대한 현재 상황과 표준화 활동에 대하여 소개한다. 산업용 음성 DB는 구축에 많은 시간과 비용을 요구하며, 양질의 음성 처리 시스템 (인식/합성/인증)의 개발을 위해서는 가능한 많은 양의 음성 데이터가 필요하다. 산업용 음성 DB 메타데이터 표준화는 서로 다른 기관에서 구축한 음성 DB의 공유와 재사용을 원활히 하기 위하여, 2004년 9월부터 요구사항 분석을 시작하여, 2005년 3월 초안이 완성되었다. 본 표준안은 음성 DB 메타데이터의 구조를 XML 기반으로 정의한 것이며, 음성 파일 이름, 화자 식별자, 음소 기호와 같은 구조 외의 표준화 대상에 대해서는 다루지 않는다. 이미 ETRI와 SiTEC [5]에서 XML 기반의 메타데이터 구조와 내용 표준안을 제안한 바 있으나. [5]에서 제안한 구조는 평면 구조를 취하고 있어 내용의 중복성등의 단점이 있어, 이를 보완하여 음성 DB 데이터 모델을 객체지향 방식으로 설계하였다.

"지난 9월 22일에서 25일까지 KOEX에서 개최된 '제1회 서울국제데이터베이스 전시회'는 국내에서 처음 개최된 데이터베이스관련 국제전시회였다는 점에서도 여러가지 의미가 있는 행사였다. 그중에서도 행사기간중인 9월 24일 같은 장소에서 열린 '서울 국제데이터베이스 세미나'는 그간 매년 여러번에 걸쳐 준비되어온 'DB산업 육성을 위한 세미나'를 총정리하면서 고도정보화와 국제화를 맞이하는 국내 DB산업이 안고있는 문제점을 정책 및 공공적인 측면, 이용마인드 확산이라는 홍보 혹은 마케팅적인 측면, 개발과 유통의 표준화라는 기술적인 측면, 해외정보 이용과 기술이전이라는 측면 등에서 다각적으로 점검해 보는 귀중한 기회였다. 세미나에서 발표된 4편의 논문을 분야별로 살펴보면, DB산업의 현좌표에 대해서 최동휘 상무(한국PC통신)가 '국내외 DB산업현황'을, 해외정보이용 마인드 고취와 기술이전에 대해 Jeen Videau 부사장(KSD)이 'DB를 활용한 기술이전 방안'을 DB이용마인드 확산을 위한 마케팅 방법에 대해 우동진 실장(한국전자통신연구소)이 '이용자측면에서 본 DB문제점과 해결방안'을, 마지막으로 DB의 표준화에 대해 오해석 교수(숭실대)가 'DB구축과 유통 표준화'를 발표하는 등 각 분야에서 골고루 핵심적인 논문이 제시되었고 아울러 200여명의 참석자들이 이에 대한 열띤 토론을 벌였다. 이에 'DB월드'에서는 세미나에서 발표된 논문들을 지난호(DB구축과 유통표준화)에 이어 차례로 게재합니다.

In this study, the establishment strategies of Military Standardization Information System and Integrated Database(DB) based on standardization information are provided. The establishment strategies introduced here are based on the appliable common(commercial and military) classification of specifications/standards. The common(commercial and military) classification of specifications/standards adapted in this study can be constructed through mapping by 'grouping' between the MS(Military Specification/Standards) and KS(Korean industry Standards) to increase efficiency. In detail, the establishment of Integrated Database(DB) based on standardization information provides the various channel of interactive communication among specifications/standards. Additionally, standardization information systems provide the basis of the integrated specifications/standards converged between the commercial and military sector.

센터내 DB표준화분과위원회 DB검색표준 실무작업반은 지난 93년도 하반기에 데이터베이스 검색표준화를 위한 연구를 수행했다. 그간 실무작업반에서는 국내외 대표적인 데이터베이스 유통업체들과 국외의 데이터베이스 유통업체들이 제공하는 서비스의 접속방법, 검색명령어, 검색화면 등을 조사 비교하고 분석된 결과를 사용자 요구사항을 바탕으로 데이터베이스 검색명령어의 표준을 마련했는데 본지에서는 연구결과를 중심으로 그 내용을 정리, 요약한다.

Recently, two international standard organizations, ISO and OGC, have done the work of standardization for GIS. Current standardization work for providing interoperability among GIS DB focuses on the design of open interfaces. But, this work has not considered procedures and methods for designing GIS DB. Eventually, GIS DB has its own model. When we share the data by open interface among heterogeneous GIS DB, differences between models result in the loss of information. Our aim in this paper is to revise the design guidelines for geographic information databases in order to make consistent spatial data models, logical structures, and semantic structure of populated geographical databases. In details, we propose standard guidelines which convert ISO abstract schema into relation model, object-relation model, object-centered model, and geometry-centered model. Furthermore, we provide sample models for applying these guidelines in commercial GIS S/Ws. Building GIS DB based on design guidelines proposed in the paper has the following advantages: the interoperability among databases, the standardization of schema definitions, and the catalogue of GIS databases through.

현재 지방자치단체에서는 각자 도시기반시설물관리시스템을 구축하여 활용하고 있다. 그리고 GIS DB 구축 시, 같은 속성 값을 가지고 있는 시설물에 대해서도 중복 작업을 진행하고 있다. 각 지방자치단체가 관리하고 있는 시설물의 대부분은 공통된 시설물을 대상으로 하고 있지만 DB 속성항목에서 다소 차이가 나고 있다. 이에 공통된 동일 시설물에 대해서는 DB의 속성항목을 표준화하고 시설물의 사양을 표준화하여 각 시설물 사양에 따라 ID를 부여하여 도시기반시설물 전자라이브러리(Electronic Library)를 구축하는 방안을 제시한다.

한국데이터베이스진흥센터와 조선일보사가 주최한 '제2회 DB산업활성화를 위한 세미나'가 6월 14일 오후 한국프레스센터에서 350여명이 참석한 가운데 개최되었다. 이날 세미나는 각계 전문가들이 DB표준화 추진전략 및 내용, 데이터베이스와 지적 재산권(IPR), 정보공개법의 도입절차, 멀티미디어DB 구축 등에 대해 주제를 발표하였다. 이번호에는 세미나 발표내용을 요약하여 게재하였다.

본 연구에서는, 수문해석모형과 국산 GIS 엔진인 HyGIS와 직접연계를 통해 자료수집 분석, 모의수행 및 결과도시를 일괄적으로 수행될 수 있도록 GIS-수문통합모형을 개발하였다. GIS 기반 수문모형의 자동화를 위해 유역 추출, 하도망 생성, 유출 매개변수의 산정 및 수문모형 진행을 필요한 모든 과정들에 대해서 사용자 인터페이스를 구축하고, 강우자료, 레이다/위성자료, 설계강우 조건으로부터 NGIS를 활용한 수문분석을 위한 NGIS자료의 표준화 과정을 제시하였다. 수문해석을 위한 유역추적방법에는 Clark, SCS, Snyder 방법, 하도추적방법에는 Muskingum, Muskingum-Cunge 방법 등과 같은 실제 실무분야에서 많이 이용되는 방법들이 이용 가능하도록 구성하였다. 수문모형과 NGIS DB와의 Interface 기능을 활용하여 국내 실무분야에 적용함에 있어 편의성과 실용성을 갖춘 모형을 개발을 통해, 수문모형 구축 시 NGIS 자료 및 지형 DB의 표준화 과정을 제시하고자 한다.

최근의 국제 표준화 동향은 특허 등 IPR(지적재산권)을 필수적으로 고려하고 있는 상황으로서, 선진 각국은 자국 개발 기술의 IPR 확보와 이의 국제 표준화를 연계시킴으로써 세계 정보통신 시장의 선점을 통하여 핵심적인 위치를 공고히 하고 있다. 본 고에서는 국제 표준화 기구(ITU-T)의 지적재산권 정책 및 관련 논의 동향을 살펴본다. 그리고 ITU-T에서 개발한 권고에 포함된 특허에 대하여 각 국가 및 기관이 대상 권고 및 특허 관련 정보 등을 ITU-T 사무국(TSB)에 통지한 Patent Statement and Licensing Declaration(특허 성명 및 라이선싱 선언서)로 구성된 Patent DB 분석을 통해 ITU-T의 개발 권고에 포함된 각 국가 및 주요 기관별 특허 현황을 살펴보고 그 함의를 모색해 보고자 한다.

This paper shows a case study on the design of the schema of the information DB of the City-Train Standardization project. The process used in this case is : Database development, Schema design, and cross referencing of the data with the work process items. The DB and the schema was implemented using computer aided systems engineering tool Cradle■. We expect that the user can find the data and the related information very easily, quickly without omission.
