  • Ist der Emotivismus eine $mi{\ss}lungene$ Theorie? Nach der Meinung von Jesse Prinz ist es nicht so. Auf der Humeschen Tradition stehend behauptet er, $da{\ss}$ ein moralisches Urteil ohne das Sentiment von Billigung oder $Mi{\ss}billigung$ nicht zustandekommen kann. Ihm zufolge ist Emotion nicht allein mit moralischen Urteilen verbunden, sondern auch eine notwendige und hinreichende Bedingung $daf{\ddot{u}}r$. Der Grund dessen, warum der Emotivisums nicht ${\ddot{u}}berzeugend$ erschien, liegt darin, $da{\ss}$ $f{\ddot{u}}r$ diesen die Verbindung von Emotion und Moral nur auf den $Gef{\ddot{u}}hlsausdruck$ $beschr{\ddot{a}}nkt$ bleibt. Zwar stellt das moralische Urteil Sentiment dar, aber das bleibt eben nicht als ein $blo{\ss}$ $Gef{\ddot{u}}hlsausdruckendes$. Denn die $Moralit{\ddot{a}}t$ ist nicht die einfache Projektion eines subjektiven Zustandes, vielmehr konstruiert die emotionale Reaktion von Billigung oder $Mi{\ss}billigung$ das moralische Urteil. Daher muss der projektistische Gesichtspunkt des expressionistischen Emotivismus modifiziert werden, so $da{\ss}$ der oft dem Emotivismus kritisch zugeschriebene moralische Nihilismus zu ${\ddot{u}}berwinden$ ist. In diesem Zusammenhang $schl{\ddot{a}}g$ Prinz den konstruktiven Sentimentalismus vor, der als eine hybride Theorie des Moralbegriffs von 'biologiscehn Tatsachen' und 'sozialer Konstruktion' darauf zielt, im moralischen Leben eine Stelle auszumanchen, wo Evolution und Kutur zueinander zusammentreffen $k{\ddot{o}}nnen$.

  • 하상 측정은 하천 유지관리, 수공구조물 설계 및 보수, 수생태 조사의 필수적인 자료이다. 최근 4대강 대규모 사업 이후 자연적 안정화로 인해 침식 및 재퇴적이 진행되어 정밀 하상 모니터링이 요구되고 있다. 통상적인 하상 조사 기법은 레벨측량 및 RTK-GPS 등을 활용하여 점단위로 직접 계측하는 기법과 수심이 깊을 경우 ADCP와 같은 음향측심기법을 통해 하상변동을 계측하고 있다. 하지만 점단위 직접 측정은 사구와 사련과 같은 하상 구조 교란 및 계측 시 위험을 동반하고 수심자료의 측정오차가 크게 발생하는 한계점이 존재한다. 또한 초음파 방식의 경우 막음길이와 바닥면 노이즈 등의 한계점으로 50 cm 미만의 저수심부 하상 측정이 불가능한 실정이다. 이러한 한계점을 극복하기 위해 최근 드론의 보급으로 수심라이다(Bathymetry LiDAR), SFM, 드론 탑재 초분광 영상을 활용한 초분광수심법과 같은 저고도, 고해상도의 비접촉식 면단위 하상 측정 기법이 대안으로 각광받고 있고 최근 관심은 해당 최신 기술의 성능 점검 및 적용성 평가에 있다. 따라서 본 연구에서는 초분광수심법 중 보편적으로 적용할 수 있는 최적밴드비분석(OBRA)의 성능 점검과 실무 적용성을 국내 하천을 대상으로 검토하였다. 해당 기술의 실무 적용성 평가항목 중 수심 적용 범위가 경제적이고 효율적인 성능 평가의 주된 항목이다. 선행 연구에 따르면 감천을 대상으로 저수심부의 성능 평가를 진행한 결과 상세한 하상계측이 가능하다고 제시하였다. 따라서 본 연구는 낙동강-황강 합류부를 대상으로 전형적인 평수기 탁도 조건에서 초분광수심법을 적용할 경우 최대측정가능수심의 범위를 결정하는 방법 및 결과를 제시하려고 한다. 또한 현장실험 당시 합천댐 방류로 인하여 황강의 탁도가 높아진 상태에 기인하여 고탁도 조건에서 초분광수심법의 적용성 평가도 추가 검토하였다. 해당 연구는 수심과 밴드비의 비선형성을 통해 최적 밴드비 분석의 결과로 도출될 수 있는 상관계수와 평균 제곱근 오차(RMSE)의 동향을 보아 다양한 시나리오의 배제수심을 통해 최대측정가능수심을 산정하였으며 그 이상의 범위는 수심맵 산정에서 제외하였다. 그 결과로 낙동강 본류에서 2.5 m 이하, 황강 지류에서 1.25 m 이하의 최대측정가능수심이 나타났고 해당 범위 이하에서는 상세한 하상이 나타났다. 또한 고탁도 조건인 황강에서는 낙동강에 비해 절반 수준의 최대측정가능수심 범위가 나타나 탁도 조건에 따른 초분광수심법의 한계가 있는 것을 확인하였다.

Der Begriff der Heilkundeausübung nach deutschem Medizinrecht (독일법상 의료행위 개념)

  • Der Begriff der Heilkundeausübung ist im positiven Recht in Korea nirgends festgelegt. Der wurde jedoch indirekt durch die Auslegung der Heilkundeausübung ohne Erlaubnis gemäß § 27 Abs. 1 des "Medizingesetzes" geregelt. In der Vergangenheit beschränkte der kOGH(the Supreme Court of Korea) die Heilkundeausübung auf die "Behandlung von Krankheiten und stellte fest, dass "medizinische und technische Maßnahmen, die keine pathologischen Symptome oder Funktionsdefizite im Körper voraussetzen, nicht zur Heilkundeausübung gehören." Danach änderte der kOGH seine Rechtsprechung auf "Vorbeugung oder Behandlung von Krankheiten durch Durchführung ärztlicher Untersuchungen, Optometrie, Verschreibung, Medikation oder chirurgischer Eingriffe auf der Grundlage von Erfahrung und Fähigkeiten, die auf medizinischem Fachwissen basieren, und anderer Gesundheitsfürsorge, definiert "medizinische Maßnahmen" als "eine Handlung, die eine gesundheitliche Gefahr darstellen kann, sofern diese nicht von einem Mediziner durchgeführt wird". Der Begriff der Heilkundeausübung in der Rechtsprechung ist einerseits zu abstrakt und kann eine Leerformel sein, andererseits kann seine Einschränkung eine Gefahr für die öffentliche Gesundheit erbringen. Daher besteht Bedarf an einem Kriterium, das dar derzeitige Begriff der Heilkundeausübung entsprechend dem gesetzgeberischen Ziel reduzieren kann, das Risiko für das Leben, den Körper oder die öffentliche Gesundheit von Menschen zu verhindern, das durch die Durchführung medizinischer Arbeiten durch nichtmedizinisches Personal entstehen kann. Um ein Kriterium vorzustellen, das das aktuelle Konzept der Heilkundeausübung reduzieren kann, werden in diesem Artikel das positive Recht, Theorien und Rechtsprechung zum Begriff der Heilkundeausübung in Deutschland untersucht und nach einer Alternative gesucht.

Project of Improving Good Agriculture Practice and Income by Intergrated Agricultural Farming (미얀마 우수농산물 재배기술 전수사업)

  • The objectives of the project are to increase farmers' income through GAP and to reduce the loss of agricultural produce, for which the Korean partner takes a role of transferring needed technologies to the project site. To accomplish the project plan, it is set to implement the project with six components: construction of buildings, installation of agricultural facilities, establishment of demonstration farms, dispatching experts, conducting training program in Korea and provision of equipments. The Project Management Committee and the Project Implementation Team are consisted of Korean experts and senior officials from Department of Agriculture, Myanmar that managed the project systematically to ensure the success of the project. The process of the project are; the ceremony of laying the foundation and commencing the construction of training center in April, 2012. The Ribbon Cutting Ceremony for the completion of GAP Training Center was successfully held under PMC (MOAI, GAPI/ARDC) arrangement in SAl, Naypyitaw on June 17, 2012. The Chairman of GAPI, Dr. Sang Mu Lee, Director General U Kyaw Win of DOA, officials and staff members from Korea and Myanmar, teachers and students from SAl attended the ceremony. The team carried out an inspection and fixing donors' plates on donated project machineries, agro-equipments, vehicles, computers and printer, furniture, tools and so forth. Demonstration farm for paddy rice, fruits and vegetables was laid out in April, 2012. Twenty nine Korean rice varieties and many Korean vegetable varieties were introduced into GAP Project farm to check the suitability of the varieties under Myanmar growing conditions. Paddy was cultivated three times in DAR and twice in SAl. In June 2012, vinyl houses were started to be constructed for raising seedlings and finished in December 2012. Fruit orchard for mango, longan and dragon fruit was established in June, 2012. Vegetables were grown until successful harvest and the harvested produce was used for panel testing and distribution in January 2013. Machineries for postharvest handling systems were imported in November 2012. Setting the washing line for vegetables were finished and the system as run for testing in June 2013. New water tanks, pine lines, pump house and electricity were set up in October 2013.

An Application-Specific and Adaptive Power Management Technique for Portable Systems (휴대장치를 위한 응용프로그램 특성에 따른 적응형 전력관리 기법)

  • In this paper, we introduce an application-specific and adaptive power management technique for portable systems that support dynamic voltage scaling (DVS). We exploit both the idle time of multitasking systems running soft real-time tasks as well as memory- or CPU-bound code regions. Detailed power and execution time profiles guide an adaptive power manager (APM) that is linked to the operating system. A post-pass optimizer marks candidate regions for DVS by inserting calls to the APM. At runtime, the APM monitors the CPU's performance counters to dynamically determine the affinity of the each marked region. for each region, the APM computes the optimal voltage and frequency setting in terms of energy consumption and switches the CPU to that setting during the execution of the region. Idle time is exploited by monitoring system idle time and switching to the energy-wise most economical setting without prolonging execution. We show that our method is most effective for periodic workloads such as video or audio decoding. We have implemented our method in a multitasking operating system (Microsoft Windows CE) running on an Intel XScale-processor. We achieved up to 9% of total system power savings over the standard power management policy that puts the CPU in a low Power mode during idle periods.

Physical Offset of UAVs Calibration Method for Multi-sensor Fusion (다중 센서 융합을 위한 무인항공기 물리 오프셋 검보정 방법)

  • In an unmanned aerial vehicles (UAVs) system, a physical offset can be existed between the global positioning system/inertial measurement unit (GPS/IMU) sensor and the observation sensor such as a hyperspectral sensor, and a lidar sensor. As a result of the physical offset, a misalignment between each image can be occurred along with a flight direction. In particular, in a case of multi-sensor system, an observation sensor has to be replaced regularly to equip another observation sensor, and then, a high cost should be paid to acquire a calibration parameter. In this study, we establish a precise sensor model equation to apply for a multiple sensor in common and propose an independent physical offset estimation method. The proposed method consists of 3 steps. Firstly, we define an appropriate rotation matrix for our system, and an initial sensor model equation for direct-georeferencing. Next, an observation equation for the physical offset estimation is established by extracting a corresponding point between a ground control point and the observed data from a sensor. Finally, the physical offset is estimated based on the observed data, and the precise sensor model equation is established by applying the estimated parameters to the initial sensor model equation. 4 region's datasets(Jeon-ju, Incheon, Alaska, Norway) with a different latitude, longitude were compared to analyze the effects of the calibration parameter. We confirmed that a misalignment between images were adjusted after applying for the physical offset in the sensor model equation. An absolute position accuracy was analyzed in the Incheon dataset, compared to a ground control point. For the hyperspectral image, root mean square error (RMSE) for X, Y direction was calculated for 0.12 m, and for the point cloud, RMSE was calculated for 0.03 m. Furthermore, a relative position accuracy for a specific point between the adjusted point cloud and the hyperspectral images were also analyzed for 0.07 m, so we confirmed that a precise data mapping is available for an observation without a ground control point through the proposed estimation method, and we also confirmed a possibility of multi-sensor fusion. From this study, we expect that a flexible multi-sensor platform system can be operated through the independent parameter estimation method with an economic cost saving.

Analysis of Thermal Environment Characteristics by Spatial Type using UAV and ENVI-met (UAV와 ENVI-met을 활용한 공간 유형별 열환경 특성 분석)

  • This study classified UAV image-based physical spatial types for parks in urban areas of Changwon City and analyzed thermal comfort characteristics according to physical spatial types by comparing them with ENVI-met thermal comfort results. Physical spatial types were classified into four types according to UAV-based NDVI and SVF characteristics. As a result of ENVI-met thermal comfort, the TMRT difference between the tree-dense area and other areas was up to 30℃ or more, and it was 19. 6℃ at 16:00, which was the largest during the afternoon. As a result of analyzing UAV-based physical spatial types and thermal comfort characteristics by time period, it was confirmed that the physical spatial types with high NDVI and high SVF showed a similar to thermal comfort change patterns by time when using UAV, and the physical spatial types with dense trees and artificial structures showed a low correlation to thermal comfort change patterns by time when using UAV. In conclusion, the possibility of identifying the distribution of thermal comfort based on UAV images was confirmed for the spatial type consisting of open and vegetation, and the area adjacent to the trees was found to be more thermally pleasant than the open area. Therefore, in the urban planning stage, it is necessary to create an open space in consideration of natural covering materials such as grass and trees, and when using artificial covering materials, it is judged that spatial planning should be done considering the proximity to trees and buildings. In the future, it is judged that it will be possible to quickly and accurately identify urban climate phenomena and establish urban planning considering thermal comfort through ground LIDAR and In-situ measurement-based UAV image correction.
