A Study on the Procedure of Technology Assessment Applicable to the Defense Industry Technology Decision (방위산업기술 판정을 위한 기술검토방안 연구)

  • With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.

On the Generation of Design Products for Defence Systems Acquisition Programs based on the Systems Engineering Methodology (국방획득사업에서 SE 기반 설계 산출물 생성에 관한 연구)

  • The budget for the acquisition and R&D for the national defence systems has come out of tax payers' pockets. On the other hand, the weapon systems become more complex and thus the underlying costs tend to increase continuously. As such, the need for efficiently managing the budget has drastically increased. In accordance with this necessity, the Defence Acquisition Program Administration (DAPA) of Korea has issued the instruction No.65 dictating that systems engineering (SE) must be applied when weapon systems are acquired or developed in Korea. Specifically, a list of the products that should be generated from the acquisition programs is provided. The problem is that the unexperienced companies in the defence systems industry cannot easily know how to approach the new regulation. The purpose of this study is to devise a possible remedy to solve the problem. To do so, we first review the list of the products that are required by DAPA. Then, an appropriate systems engineering processes is studied for each product. Then, a necessary link between each product and SE process activity is identified and summarized. The result obtained may be useful as a stepping stone to develop more efficient method for the list of the products.

A Study on the Design Methodology of SE-Based Military Force Construction in Defense Acquisition Process (Focusing on Influencing Factor Priorities) (국방획득 과정에서 SE개념 기반의 군사력건설 설계 방법론 연구(영향요인 우선순위 결정 중심으로))

  • This paper focuses on the SE concept based on the weapon system design, which is the lack of systematic research at the stage of military requirements creation prior to acquisition management phase. Influence factors were derived by focusing on the core issues that were at issue in the process of requirements analysis, requirements verification, and business management in recent years. Next, the impact factor was prioritized using the AHP technique and then alternatives were suggested. As a result, through the hierarchical analysis process, 'substantiation of necessity' was found to be the most important factor in the large category, and 'satisfaction of the operating concept' was the most important factor. In addition, as a result of calculating the final weight for each nutritional factor, it was analyzed in order of 'enemy threat response ability', 'response to operational environment change', 'performance considering operational environment', and 'guaranteed power generation'. The results of this analysis suggest which factors should be focused on, firstly, based on the concept of SE by the military and JCS.

The Analysis of Factors Affecting Test and Evaluation in Domestic Purchase Program (국내 구매사업 시험평가에 미치는 영향요인 분석)

  • Purpose : The purpose of this study is to analyse affecting factors of Test and Evaluation and to improve the institution of Test and Evaluation in the Domestic purchase program. Methods : The domestic acquisition program is currently small in terms of size, but it is gradually increasing every year. Still, the domestic purchase program has insufficient regulations and procedures compared to the other procurement methods including research & development. Various problems are likely to occur between test and evaluation group, and defense industries regarding the regulations during Test & Evaluation. Therefore, the regulations and methods need to be amended to upgrade the current domestic purchase program into an effective and flawless one. In this paper, six variables have been chosen by the help of experts working in Ministry of National Defense (MND), Joint Chiefs of Staff (JCS), Army Headquarters and DAPA. Results : The six variables are effectiveness of proposal evaluation, fairness of test and evaluation, sufficiency of operational capabilities, seasonal period of test and evaluation, fulfillment in Integrated Logistics Support (ILS) of the industries, and guaranteeing appropriate environment for related enterprises' participation. Conclusion : This paper can help defense industries to enhance their development capabilities, and to perform tests more fairly and effectively considering the key factors identified in this research.

A Study on Integration between an Entity-based War Game Model and Tank Simulators for Small-Unit Tactical Training (소부대 전술 훈련을 위한 개체기반 워게임 모델과 전차시뮬레이터 연동에 관한 연구)

  • In this thesis, we propose an integrated simulation method of virtual tank simulators and an entity-based constructive simulation model for small unit tactical training. To do this, we first identify requirements for virtual-constructive integrated simulation in a synthetic environment. We then propose a virtual and constructive interoperation method where individual combat entities of virtual-constructive models are interacting with each others. We develop a method of aggregating individual combat entities into a larger combat unit and disaggregating an unit into entities from time to time. We also present a way of sharing synthetic environment information between the models. Finally, we suggest that for more effective interoperability, virtual and constructive models should be developed by using common combat object models. The proposed interoperation method can be extended to further live-virtual-constructive models.

A Study on the Disputes Settlement Clause in the Defense Procurement Contracts (국방조달 계약에서의 분쟁해결 조항에 관한 연구)

  • The term of defense procurement is used indifferently from defence acquisition. It consists of two sectors : domestic defense procurement and foreign defense procurement. For efficient and transparent defense procurement, Defence Acquisition Program Law in Korea suggests some principles including the purchase of domestically manufactured munitions in the first instance, and the Defense Acquisition Program Administration(DAPA)'s direct procurement of munitions, etc. By reviewing the characteristics, process, current situation and model contracts of defense procurement, it is found that domestic procurement contracts only propose the legal approach instead of arbitration and foreign procurement contracts suggest confusedly both the legal approach and arbitration for amicable disputes settlement. Therefore, it is quite recommended for arbitration organizations such as the Korean Commercial Arbitration Board(KCAB), the Korean Arbitrators Association(KAA), and the Korean Association of Arbitration Studies(KAAS) to foster a variety of strong awareness campaign, education and consulting programs, etc. for the popular use of arbitration clause. It will contribute to settle any disputes and controversies between the parties more speedy, economically and rationally, thereby reducing the costs, time and pains for solving them.

  • Purpose: This paper is to study the methodology of the development stage of the submarine vessel through the QMST/QCG system. Methods: In order to study the methodology for supporting the development stage of the submarine vessel system, the mission and role for QMST were defined, and the timing and detailed plans of the QCG review were established. Results: Through the analysis of the development stage of the ship's weapon system, QMST was formed, and roles were divided for each subdivision, and methods to effectively support the DAPA IPT were specified. In addition, QCG review timing and plans for submarine safety control lists were established. Conclusion: It is expected that the methodology in the development stage discussed in this study will be useful as a reference when supporting the general weapon system development stage in addition to similar equipment.

Identification of GATA2 and AP-1 Activator Elements within the Enhancer VNTR Occurring in Intron 5 of the Human SIRT3 Gene

  • Human SIRT3 gene contains an intronic VNTR enhancer. A T > C transition occurring in the second repeat of each VNTR allele implies the presence/absence of a putative GATA binding motif. A partially overlapping AP-1 site, not affected by the transition, was also identified. Aims of the present study were: 1) to verify if GATA and AP-1 sites could bind GATA2 and c-Jun/c-Fos factors, respectively; 2) to investigate whether such sites modulate the enhancer activity of the SIRT3-VNTR alleles. DAPA assay proved that GATA2 and c-Jun/c-Fos factors are able to bind the corresponding sites. Moreover, co-transfection experiments showed that the over-expression of GATA2 and c-Jun/c-Fos factors boosts the VNTR enhancer activity in an allelic-specific way. Furthermore, we established that GATA2 and c-Jun/c-Fos act additively in modulating the SIRT3-VNTR enhancer function. Therefore, GATA2 and AP-1 are functional sites and the T > C transition of the second VNTR repeat affects their activity.

A Study of Reliability of Guided Missile(◯◯) using Probit Analysis (Probit 분석을 이용한 ◯◯유도탄 신뢰도 분석 및 활용방안)

  • Purpose: The purpose of this study was to propose useful suggestions by analyzing reliability of guided missile using field data in Military industry. Methods: The collected data from Defense industry company and the military were analyzed using probit analysis which is non-linear model because field data contain binary variable. Results: The results of this study are as follows; It was found that the effect of time was significant. It takes about 12.4 years when 10st percentile of guided missiles are not working and it takes about 18.6 years when 50st percentile of guided missiles are not working. It was found that period between 10years to 15years comes less than reliability 0.0. Conclusion: Periodical check needs to extend from 4 year to 10 year partially. Early LOT need to check per 4 year and follow-up LOT extend the period of check to 10 year by reflecting the result of reliability.

  • Recent developments of small-size unmanned or manned mobile systems such as autonomous robots, exoskeleton or armored suits, micro air vehicles, and unmanned armored vehicles require long-lasting independent power sources of high energy and power density to support the systems' operation for up to 72 hours in the fields. Chemical batteries such as Ni-MH, Li-Ion, the current primary power sources for mobile devices, however, are not capable of providing enough power and energy density for the next generation high power mobile machines. For this reason, KIMM along with KERI and KIMS has been carrying out a 500W MTG development project under the DAPA's "Next generation military power source R&D program" since 2009. In this paper, a design process for a 500W MTG system currently being developed at KIMM is briefly described and the technical issues related to its development are addressed.
