As a form of industrial control systems (ICS), nuclear instrumentation and control (I&C) systems have been digitalized increasingly. This has raised in turn cyber security concerns. Cyber security for ICS is important because cyber-attacks against ICS can cause not only equipment damage and loss of production but also personal and public safety hazards unlike in general IT environments. Numerous risk analyses have been carried out to enhance the safety of ICS and recently, many studies related to the cyber security of ICS are being conducted. Many existing risk analyses and cyber security studies have considered safety and cyber security separately. However, both safety and cyber security perspectives should be considered when analyzing risks for complex and critical ICS facilities such as nuclear power plants (NPPs). In this paper, the STPA-SafeSec methodology is selected to consider both safety and security perspectives when performing a risk analysis for NPPs in order to assess impacts on the safety by cyber-attacks against the digital I&C systems. The STPA-SafeSec methodology was applied to a test-bed system that simulates a condensate water (CD) system in an NPP. The process of the application up to the development of mitigation strategies is described in detail.

The expanded application of digital controls has raised the issue of cyber security for nuclear facilities. To cope with this, the cyber security technical standard RS-015 for Korean nuclear facilities requires nuclear system developers to apply security functions, analyze known vulnerabilities, and test and evaluate security functions. This requires the development of procedures and methods for testing the suitability of security functions in accordance with the nuclear cyber security technical standards. This study derived the security requirements required at the device level by classifying the details of the technical, operational and administrative security controls of RS-015 and developed procedures and methods to test whether the security functions implemented in the device meet the security requirements. This paper describes the process for developing security function compliance test procedures and methods and presents the developed test cases.

With the recent increase in damage caused by malcious codes using software vulnerabilities in Korea, it is essential to install anti-virus to prevent malicious codes, However, it is not easy for general users to know which anti-virus product has good performance or whether it is suitable for their environment. There are many institutions that provide information on anti-virus performance outside of korea, and these institutions have established their own test environments and test evaluation items, but they do not disclose detailed test environment information, detailed test evaluation items, and results. In addition, existing quality evaluation studies are not suitable for the evaluating the latest anti-virus products because there are many evaluation criteria that do not meet anti-virus product evaluation. Therefore, this paper establishes detailed anti-virus evaluation metrics suitable for the latest anti-virus evaluation and applies them to 9 domestic and foreign anti-virus products to verify the functions and performance of anti-viruses.
The applications of computers and communication system and network technologies in nuclear power plants have expanded recently. This application of digital technologies to the instrumentation and control systems of nuclear power plants brings with it the cyber security concerns similar to other critical infrastructures. Cyber security risk assessments for digital instrumentation and control systems have become more crucial in the development of new systems and in the operation of existing systems. Although the instrumentation and control systems of nuclear power plants are similar to industrial control systems, the former have specifications that differ from the latter in terms of architecture and function, in order to satisfy nuclear safety requirements, which need different methods for the application of cyber security risk assessment. In this paper, the characteristics of nuclear power plant instrumentation and control systems are described, and the considerations needed when conducting cyber security risk assessments in accordance with the lifecycle process of instrumentation and control systems are discussed. For cyber security risk assessments of instrumentation and control systems, the activities and considerations necessary for assessments during the system design phase or component design and equipment supply phase are presented in the following 6 steps: 1) System Identification and Cyber Security Modeling, 2) Asset and Impact Analysis, 3) Threat Analysis, 4) Vulnerability Analysis, 5) Security Control Design, and 6) Penetration test. The results from an application of the method to a digital reactor protection system are described.
While the social activities using Internet become generalized, the side effect of the information security violation is increasing steadily and threaten the countries which is not ready to prevent from offensive penetration such as the Information-fighter or Cyber-military. In this paper, we define the concept and characteristics of the modern Information-Warfare and analyze various kinds of threatened elements and also examine the recent trend in other countries. And introducing Computer Forensics raised recently for the confrontation against the security violation in the future, we will show the developing strategies and the necessity in order to response cyber attacks. These developing strategies can be used to ensure and re-trace the technical evidence for the security violation and to achieve the disaster relief effectively. So we hope that can apply them to the actual preparation through developing cyber trial test of the defense and attack for the Information-Warfare.

When the security monitoring system is performed in a separation network, there is little normal anomaly detection in internal networks or high-risk sections. Therefore, after the establishment of the security network, a model is needed to evaluate state-of-the-art cyber threat anomalies for internal network in separation network to complete the optimized security structure. In this study, We evaluate it by generating datasets of cyber vulnerabilities and malicious code arising from general and separation networks, It prepare for the latest cyber vulnerabilities in internal network cyber attacks to analyze threats, and established a cyber security test evaluation system that fits the characteristics. The study designed an evaluation model that can be applied to actual separation network institutions, and constructed a test data set for each situation and applied a real-time security assessment model.

Security awareness and training are becoming more important as cyber security incidents tend to increase in industrial control systems, including nuclear power plants. For effective cyber security awareness and training for the personnel who manage and operate the target facility, a TEST-BED is required that can analyze the impact of cyber attacks from the sensor level to the operation status of the nuclear power plant. In this paper, we have developed an HIL system for nuclear power plant cyber security training. It includes nuclear power plant status simulations and specific system status simulation together with physical devices. This research result will be used for the specialized cyber security training program for Korean nuclear facilities.

As the IT technology develops, the military information system develops to the current IT environment for efficient operation and rapid communication, and the threat of cyber attack against the advanced weapon system using network technology is increasing simultaneously. In order to prevent and mitigate these problems, the United States has applied the cybersecurity test evaluation system from the beginning to the beginning of weapon system development. However, in Korea, the evaluation process of cyber security test is weak, and there is concern about the damage due to cyber attack. In this paper, we analyze cybersecurity test evaluation status of U.S. and domestic weapon systems and propose a solution to the problem of cybersecurity test evaluation system.
