State Management of the Development of National Cybersecurity Systems

  • The main purpose of the study is to determine the main elements of the state management of the development of national cybersecurity. Cybersecurity ensures the protection of the properties of information resources and the operability of technical and software users and is directed against relevant cyber incidents. Therefore, today it is impossible to ignore the importance of public administration of the processes taking place in it. The methodological support of our study is determined by its goals and objectives and is based on the use of a combination of general scientific and special methods of scientific knowledge, which ensured the completeness and reliability of the results obtained. The article has limitations and concerns the lack of practical implementation of the research results. The study is purely theoretical to reflect the main aspects of the modern system of state management of the development of national cybersecurity. Further research requires an analysis of the world experience of state management of the development of national cybersecurity.

Vulnerability Analysis for Industrial Control System Cyber Security (산업제어시스템의 사이버보안을 위한 취약점 분석)

  • Industrial control system (ICS) is a computer based system which are typically used in nation-wide critical infra-structure facilities such as electrical, gas, water, wastewater, oil and transportation. In addition, ICS is essentially used in industrial application domain to effectively monitor and control the remotely scattered systems. The highly developed information technology (IT) and related network techniques are continually adapted into domains of industrial control system. However, industrial control system is confronted significant side-effects, which ICS is exposed to prevalent cyber threats typically found in IT environments. Therefore, cyber security vulnerabilities and possibilities of cyber incidents are dramatically increased in industrial control system. The vulnerabilities that may be found in typical ICS are grouped into Policy and Procedure, Platform, and Network categories to assist in determining optimal mitigation strategies. The order of these vulnerabilities does not necessarily reflect any priority in terms of likelihood of occurrence or severity of impact. Firstly, corporate security policy can reduce vulnerabilities by mandating conduct such as password usage and maintenance or requirements for connecting modems to ICS. Secondly, platfom vulnerabilities can be mitigated through various security controls, such as OS and application patching, physical access control, and security software. Thirdly, network vulnerabilities can be eliminated or mitigated through various security controls, such as defense-in-depth network design, encrypting network communication, restricting network traffic flows, and providing physical access control for network components.

  • As society has evolved to the knowledge and information society, the importance of internal information of the company has increased gradually. Especially in financial institutions which must maintain the trust of customers, the disclosure of inside information is a big problem beyond the a company's business information disclosure level to break down sales-based businesses because it contains personal or financial transaction information. Recently, since massive outflow of internal information are occurring in several enterprises, many companies including financial companies have been working a lot in order to prevent the leakage of customer information. This paper describes the internal information leakage incidents occurred in the finance companies, the PC security vulnerabilities exists despite the main security system and internal information leakage prevention and suggests countermeasures against increasing cyber infringement threats.

  • The destruction and prejudice of major infrastructure such as energy, broadcast, communication and transportation could result in a threat to individual rights and liberties, as well as social and economic losses. If a traffic signal control facilities have been violated, the lives of the citizens discomfort as well as causing social disruption such as traffic accident. Because the control system is operating as a closed network and you think it is safe, the information protection system has not been built or security patches and anti-virus updates do not work properly. So, cyber attacks by security vulnerabilities are exposed. Therefore, there is a need to identify the characteristics of the system, and develop appropriate countermeasures in order to prevent cyber attacks and prejudices incidents. This paper examines the vulnerabilities of Intelligent Transport Systems and proposes the improvement of security vulnerabilities.

A Study on the Design and Implementation of an Digital Evidence Collection Application on Windows based computer (윈도우 환경에서의 증거 수집 시스템 설계 및 구현에 관한 연구)

  • Lately, intrusive incidents (including system hacking, viruses, worms, homepage alterations, and data leaks) have not involved the distribution of an virus or worm, but have been designed to acquire private information or trade secrets. Because an attacker uses advanced intelligence and attack techniques that conceal and alter data in a computer, the collector cannot trace the digital evidence of the attack. In an initial incident response first responser deals with the suspect or crime scene data that needs investigative leads quickly, in accordance with forensic process methodology that provides the identification of digital evidence in a systematic approach. In order to an effective initial response to first responders, this paper analyzes the collection data such as user usage profiles, chronology timeline, and internet data according to CFFPM(computer forensics field triage process model), proceeds to design, and implements a collection application to deploy the client/server architecture on the Windows based computer.

Current Status of Information Security against Cyber Attacks in Universities and Its Improvement Methods (사이버 공격에 대비한 대학의 정보보안 현황 및 개선 방안)

  • This paper suggests several methods of improving information securities of universities through the investigations of the current status of information securities in universities, which is becoming a hot topic in knowledge and information societies. In this paper, universities were randomly selected according to their size, and surveyed through email questionnaire to the persons in charge of security in each university, and 27 universities and 18 colleges were replied. From the survey results we confirmed that the pre-prevention is the most important thing in securing information assets, also in universities, and, in this paper, systematic support must be strengthened to establish a comprehensive security management policy and guidelines for the universities, and the importance of information assets and the necessity of security needs to be shared with the members in the universities. Moreover there must be full administrative and financial support, including recruitment and training of information security professionals and the establishing a separate security division.

A Study of Office Open XML Document-Based Malicious Code Analysis and Detection Methods (Office Open XML 문서 기반 악성코드 분석 및 탐지 방법에 대한 연구)

  • The proportion of attacks via office documents is increasing in recent incidents. Although the security of office applications has been strengthened gradually, the attacks through the office documents are still effective due to the sophisticated use of social engineering techniques and advanced attack techniques. In this paper, we propose a method for detecting malicious OOXML(Office Open XML) documents and a framework for detection. To do this, malicious files used in the attack and benign files were collected from the malicious code repository and the search engine. By analyzing the malicious code types of collected files, we identified six "suspicious object" elements that are meaningful in determining whether they are malicious in a document. In addition, we implemented an OOXML document-based malware detection framework based on the detection method to classify the collected files and found that 98.45% of malicious filesets were detected.

  • As cyber attack methods are becoming more intelligent, incidents such as security breaches and international crimes are increasing. In order to predict and respond to these cyber attacks, the characteristics, methods, and types of attack techniques should be identified. To this end, many security companies are publishing security intelligence reports to quickly identify various attack patterns and prevent further damage. However, the reports that each company distributes are not structured, yet, the number of published intelligence reports are ever-increasing. In this paper, we propose a method to extract structured data from unstructured security intelligence reports. We also propose an automatic intelligence report analysis system that divides a large volume of reports into sub-groups based on their topics, making the report analysis process more effective and efficient.

A Study on the Infringement Incident Response Curriculum Model in IoT Environment (사물인터넷 환경에서 침해사고대응 교육과정 모델에 관한 연구)

  • The IoT environment is very vulnerable to security threats, and if an intrusion occurs, it can cause great damage. In order to strengthen the security of the IoT environment, a curriculum that considers the characteristics of the IoT environment is needed. In this paper, we propose a curriculum model for cyber incident response in the Internet of Things environment. The proposed curriculum model was designed as a model for security threats in the IoT environment, types of intrusion incidents, and incident response procedures. The proposed curriculum model is expected to contribute to improving security awareness in the IoT environment and fostering cyber incident response experts in the IoT field. The proposed curriculum model strengthens the security of the IoT environment and is expected to be safe through security incident response in the IoT.

Study on Automation of Comprehensive IT Asset Management (포괄적 IT 자산관리의 자동화에 관한 연구)

  • The IT environment is changing due to the acceleration of digital transformation in enterprises and organizations. This expansion of the digital space makes centralized cybersecurity controls more difficult. For this reason, cyberattacks are increasing in frequency and severity and are becoming more sophisticated, such as ransomware and digital supply chain attacks. Even in large organizations with numerous security personnel and systems, security incidents continue to occur due to unmanaged and unknown threats and vulnerabilities to IT assets. It's time to move beyond the current focus on detecting and responding to security threats to managing the full range of cyber risks. This requires the implementation of asset Inventory for comprehensive management by collecting and integrating all IT assets of the enterprise and organization in a wide range. IT Asset Management(ITAM) systems exist to identify and manage various assets from a financial and administrative perspective. However, the asset information managed in this way is not complete, and there are problems with duplication of data. Also, it is insufficient to update of data-set, including Network Infrastructure, Active Directory, Virtualization Management, and Cloud Platforms. In this study, we, the researcher group propose a new framework for automated 'Comprehensive IT Asset Management(CITAM)' required for security operations by designing a process to automatically collect asset data-set. Such as the Hostname, IP, MAC address, Serial, OS, installed software information, last seen time, those are already distributed and stored in operating IT security systems. CITAM framwork could classify them into unique device units through analysis processes in term of aggregation, normalization, deduplication, validation, and integration.
