  • This paper presents methodology to evaluate interruption cost for determination of optimal reliability level. Recently, the power interruption cost is considered one of the useful index to determine optimal reliability level. Accordingly, in this paper reports estimation results of customer interruption cost to determine optimal reliability level by the economic macro method based on the 5 years from 1995 to 1999 and various kinds of customers in Korea.

  • As the power industry moves towards open competition, there has been a call for methodology to evaluate distribution power system reliability by using customer interruption costs. Accordingly, it is increased for methodology to evaluate distribution power system reliability in power supply zones under competitive electricity market. This paper presents algorithm to evaluate system average interruption duration index. expected energy not supplied and system outage cost taking Into consideration failure rate of distribution facility and industrial customer interruption cost. Also, to apply this algorithm to evaluate system outage cost presented in this paper, distribution system of a dual supply system consisting of mostly high voltage customers in industrial complex in Korea is used as a sample case study. Finally, evaluation results of system interruption cost, system average interruption duration index and expected energy not supplied in sample industrial complex area are shown in detail.

  • The purpose of the this paper is to make decision of the maintenance priority of power distribution system using Time-Varying Failure Rate(TVFR) with interruption cost. This paper emphasizes the practical use of the reliability indices and interruption cost. To make a decision of maintenance priority on power distribution system equipment, the quantification of the reliability level should be represented as a cost. In this paper, the TVFR of power distribution system equipment applied in this paper utilizes analytic method to use the historical data of KEPCO. From this result, the sensitivity analysis on TVFR of equipment was done for the priority, which represents that high priority of the equipment has more effect on system reliability, such as SAIDI or SAIFI, than other equipment. By this priority, the investment plan is established. In this result, customer interruption cost(CIC) could be extracted, and CIC is used as weighting factor to consider a importance of customer. After that, the result calculated the proposal method in this paper is compared with other priority method, such as lifetime, failure rate or only sensitivity.

  • This paper analyzes customer interruption cost for out industrial customer through data survey. And CIC calculated SCDF using regression function. That is, it extract optimal SCDF from AHP. And then to calculate VBDRA applied This algorithm to the distribution system. We proved the adequacy and usefulness of the result.

  • This paper presents reasonable evaluation technique to determine system configuration of underground distribution system. To set up reasonable evaluation for a certain object region, it is necessary for methodology to access accurately factors such as economics, reliability, customer interruption cost, implementation and flexibility about proposed various configuration of underground distribution system. But it is difficult to evaluate factors as above-mentioned since there is no criterion to assess them in our country. Accordingly, having completed the technical and economical analysis and customer interruption cost of various types of system, this paper presents the most reasonable results to get the optimal configuration of underground distribution system. Also, this paper presents possible methodology which can be applied other areas having a different load characteristics by application actually making a selection Myungdong as sample area.

Dynamic Island Partition for Distribution System with Renewable Energy to Decrease Customer Interruption Cost

  • When a failure occurs in active distribution system, it will be isolated through the action of circuit breakers and sectionalizing switches. As a result, the network might be divided into several connected components, in which distributed generations could supply power for customers. Aimed at decreasing customer interruption cost, this paper proposes a theoretically optimal island partition model for such connected components, and a simplified but more practical model is also derived. The model aims to calculate a dynamic island partition schedule during the failure recovery time period, instead of a static islanding status. Fluctuation and stochastic characteristics of the renewable distributed generations and loads are considered, and the interruption cost functions of the loads are fitted. To solve the optimization model, a heuristic search algorithm based on the hill climbing method is proposed. The effectiveness of the proposed model and algorithm is evaluated by comparing with an existing static island partitioning model and intelligent algorithms, respectively.

국내 수용가의 설문조사를 통한 수용가 정전비용 산출을 위한 수용가 특성에 관한 연구 (Study on the customer characteristics for the customer interruption cost analysis in term of the domestic customer survey)

  • Recently, the bidding between generating company and transmission company have been accomplished according to restructure of power system industry. And the bidding will develop to TWBP (Two-Way Bidding Pool)type. In this way, it will be important issue on optimum reliability maintenance of the power supply. Thus, in this paper illustrate to customer survey result for the interruption cost analysis. Actually the domestic customer survey is performed on 300 samples. Then the points at customer survey and direction are presented in this paper. Customer is divided into 5 types, total response of customer survey was 22 percent. Furthermore domestic customer survey result characteristics will be use for the basis data of the large scale customer survey.

  • Customers hardly change to electric prices in old days because electricity is essential commodity, while demand changes with price after deregulation. It's explained by price-based demand response with demand-elasticity matrix. Also all of the customers have had identical demand-price elasticity matrix till now. But in a practical power system, various customers are present with taking a variety of demand-price elasticity. Therefore this paper proposes demand-price sensitivity to represent different demand-price elasticity. Also as proposing demand-reliability sensitivity, it is modeling various customers' characteristics to reliability. And then this paper calculates total expected interruption cost of customer from the customer interruption cost and the demand-reliability sensitivity. A total expected interruption cost of system is shown as opportunity cost of a generation cost.

해석적방법론에 의한 산업용 수용가의 공급지장비 산정 및 배전계통에의 적용 (A Study on Distribution System Assessment and Interruption Cost Calculation for the Industry Load by the Analytic Approach Method)

  • 본 논문에서는 해석적방법론에 의한 산업용 수용가의 공급지장비를 산정할 수 있는 방법론을 개발하기 위해 산업용 수용가 1,026호를 방문하여 설문조사를 수행하는 미시적 접근법을 사용하여 산업용 수용가의 종별 공급지장비를 표준산업분류에 의한 18개의 업종으로 조사하였다. 얻어진 조사결과를 계층화의사 결정법(AHP; Analytic Hierarchy Process)으로 최적의 공급지장비용 함수(SCDF; Sector Customer Demage Function)를 선정하였다. 이를 통하여 배전계통에서의 신뢰도 가치평가(VBDRA; Value Based Distribution Reliability Assessment)를 위해서 주어진 배전계통 예상 공급지장에너지(EENS; Expected Energy Not Supply), 정전비용기대치(ECOST; Expected Interruption Cost), 차단에너지비율(IEAR; Interrupted Energy Assessment Rate)을 계산하여 그 가치를 평가하였다. 이를 배전계통에 적용하기 위해서 사례연구로 적용하고 공급지장비용을 도출하여 그 특성을 분석하였다.

시간별 신뢰도 가치를 고려한 분산전원의 최적 운영전략 (Optimal Operating Strategy of Distributed Generation Considering Hourly Reliability Worth)

  • This paper presents an optimal operating strategy of distributed generation (DG) with reliability worth evaluation of distribution systems. Using DG for peak-shaving unit could reduce the overall system operating cost, and using DG for standby power unit could reduce the customer interruption cost. If DG operating cost is less than utility power cost in peak time, DG should be running to reduce the overall system operating cost. When customer interruption cost enlarges, however, standby power strategy may be the better operating strategy than peak-shaving strategy. Selection of whether DG should be operated for peak-shaving or for standby power, needs the accurate reliability worth evaluation and the accurate power cost evaluation. Instead of using annual average reliability worth, the concept of hourly reliability worth is introduced in this paper to determine the optimal operating decision of DG. Applying suggested hourly reliability worth, the distribution companies that possess DG could set up the optimal operating strategy of DG.
