경제(經濟)의 개방화(開放化) 및 산업구조(塵業構造)의 고도화(高度化)가 진전되면서 국내기업들은 주력사업의 성장이 감퇴하는 구조변화(構造變化)에 직면하게 된다. 극단적인 경우에 도산(倒産)이나 폐업(廢業)을 단행하는 국내 기업들도 있을 것이다. 그러나 보다 우월한 적응능력을 가진 대부분의 대기업이나 중견기업들은 고임금(高賃金)과 현재의 기술여건(技術與件)에서 경쟁우위를 확보할 수 있는 영역(market niches)을 찾아 합리화 및 고부가가치화, 제품 및 시장다각화 등 신축적인 사업조정(事業調整)을 통해 수익성이 낮은 기존사업의 비중을 점차적으로 줄이면서 고수익성(高收益性) 사업(事業)으로 전환(轉換) 할 것이다. 사업구조 조정과정에서 기업(企業)은 단기적으로는 기존의 주력사업 내에서 경영합리화 및 감량경영을 통해 비용(費用)을 절감(節減)하고 제품의 고부가가치화(高附加價値化)를 추구하는 동시에 장기적으로는 사업구조 재편성을 목표로 기존의 우위요소를 최대한 활용하면서 새로운 우위요소(優位要素) 창출(創出)을 위해 기업의 전략구상, 조직 및 기업문화면에서의 구조전환을 시도하게 된다. 그러나 기업의 발상(發想), 조직구조(組織構造), 조직문화(組織文化)는 환경변화만큼 신속히 일어나지 않는다. 동일한 환경, 동일한 산업 내에서도 성공하는 기업이 있고 실패하는 기업이 있는 것처럼 환경변화에 대한 정확한 인식(認識)과 성공적인 전략(戰略)의 수립 및 실행은 기업들의 체계적인 노력여하에 따라 다르게 나타난다. (企業)의 구조전환(構造轉換)은 국가경제의 발전방향, 업종의 실태와 전망에 관한 정보에 기반하여 장기계획하(長期計劃下)에 기업의 축적된 경영자원을 활용하는 방향으로 이루어져야 한다. 기업이란 주주(株主), 경영자(經營者), 근로자(勤勞者) 등 이익집단간의 이해관계(利害關係)가 균형을 이루면서 발전해 나가는 조직이라는 새로운 인식(認識)에 기반하여 기업은 합리적 노사관계의 정착에 노력하고 정부(政府)는 경쟁(競爭)을 통한 기업체질 강화라는 기본방침하(基本方針下)에 재래산업(在來産業)의 전환비용(轉換費用)을 줄이고 신규사업(新規事業)의 창출(創出)을 뒷받침하는 제도개선(制度改善)을 해 나가야 한다.
본 논문은 ICT 산업분야에서 신생기업이 기업공개(IPO) 이후 단기간 내에 기존 기업에 인수합병됨으로써 산업의 집중도가 높아지는 현상을 실증적으로 규명하였다. 이를 위해 1990년대 이후 기업공개를 한 4,938개 기업에 대해 산업분야를 구분하고 인수합병 여부에 따른 상태 변화를 추적하여 산업의 집중도에 미치는 영향을 분석하였다. 먼저 시기별로 분석한 결과, 2000년대 이후 기업들은 1990년대 기업들에 비해 상대적으로 단기간 내에 기존 기업에 인수합병된 것으로 나타났다. 그러나 이들 기업은 규모, 수익성 및 연구개발비 등이 시장에서 퇴출된 기업에 비해 양호한 것으로 나타났다. 또한 산업분야별로 분석한 결과, 동일한 산업분야로 인수합병되는 경우가 증가할수록 산업의 집중도 역시 증가한 것으로 나타났다. 그리고 산업분야별로 지배적 기업의 존재여부를 분석한 결과, 지배적 기업이 존재할 경우 인수합병이 산업의 집중도에 미치는 영향이 더 큰 것으로 나타났다. 특히 지배적 기업의 비중이 높은 ICT 분야에서 산업의 집중도에 미치는 영향이 더욱 크게 부각되는 것으로 나타났다. 이는 알파벳, 아마존 등이 공격적으로 신생기업을 인수합병하고 시장에서의 지배력을 확장시켜나가고 있는 ICT 산업분야의 최근 추세를 보여주고 있다. 또한 인공지능 및 데이터 애널리틱스 등 ICT 기술기반 신생기업이 인수된 경우 산업 집중도의 변동은 더 큰 폭으로 증가하는 것으로 나타났다. 이러한 분석결과는 디지털 경제시대에 ICT 분야의 산업 집중도가 높아지는 요인의 하나로서 신생기업이 단기간 내에 인수합병되는 추세를 실증적으로 규명하였다는 점에서 의의가 있다.
행정부 이전이란 비상카드를 꺼낼 정도로 국토불균형이 심각하다고 보는 참여정부의 인식에는 절대 공감한다. 하지만 수도 이전은 단지 균형개발 이유만으로 추진하기에는 구실이 약하다. 경제 사회적 상황 못지 않게. 아니 훨씬 더 중요하게 국내외 정치상황과 직결된 것이 수도의 입지요 이전이기 때문이다. 1970년대 중반, 3공이 수립했던 '임시' 행정수도안은 안보가 절대 이유였다. 그때 김대중 야당지도자는 휴전선에서 멀리 안전거리를 확보하려함은 군사적 고려일 뿐, 백성들의 호국의지를 더 무게 있게 감안한다면 대치 현장에 바싹 붙여 수도를 유지함이 옳다 했다. 실제로 독립 파키스탄은 수도를 카라치에서 인도와 영토분쟁중인 카슈미르 인근 이슬라마바드로 옮겼다. 이번 행정수도발상에서 핵구름이 짙게 드리워진 급박한 한반도 정세에 대한 고려가 일체 없음은 유감이다. 개인도 건강이 있고 나서야 꿈을 들을 수 있듯이. 나라 또한 안보가 확실해야만 비로소 국토균형개발도 추진할 수 있다. 현대도시이론에 따르면 국가운명은 대도시가 변수라 했다. 방위가 소홀한 수도는 나라를 결딴내는 인질이 될 염려가 있다는 말이다. 이 말대로 북한이 아직 버리지 않은 무력 적화통일전략의 주 공격대상은 단연 서울이다. 때문에 우리 국체를 지키자면 서울을 북한의 인질이 되는 상황을 막는 방패로 삼아야 마땅하다. 주한미군 주력이 서울 북방에 자리잡은 것도 대한민국 안보를 위해서는 서울 사수가 절대적이란 판단에 근거한다. 그 사이. 입장은 다를지언정 같은 민족이 두 국가로 나눠져 있음이 '비정상'임을 남북한이 다함께 인정한다. 예측 불가사항인 통일은 뜻밖에 빠를 수도 있다는 말이다. 통일의 그 날이 수도이전의 적기일 것이다. 제대로 만들자면 최소한 20년은 걸릴 일인데 졸속으로 수도를 이곳저곳으로 끌고 다닐 수 없지 않은가. 자유민주가 확보되는 통일의 그 날이면 브라질이나 호주처럼 새 국운의 장소 상징을 만들자는 국민적 합의는 자연스럽게 생겨날 것이다. 안보가 문제될 게 없다해도 정부발상은 국토균형발전에 별로 기여할 것 같지 않다. 새 입지로 점찍은 충청권은 수도권 인접효과를 가장 많이 누려온 선택된 곳이지 격차해소 대상인 푸대접 또는 무대접 지역이 아니다. 이 시점에서 안보와 균형개발을 동시에 지향하면서 멀리 통일이후도 고려한 후보지를 굳이 찾는다면 한반도의 중심성도 있는 휴전선 근접 철원 일대가 그럴싸하다. 남북대치의 현 상황을 깊이 유념한 끝에 통일의 그 날까지 천도를 미룬다해도 균형발전 실현의 지름길은 분명 있다. 그건 중앙부처의 지리적 분산이 아니라 중앙권력의 지방분권이다. 아니할 말로 수도란 상징 장소를 새로 만들 여유 돈이 있다면, 이를테면 그냥 마시기를 기피하는 전국 수돗물 수질을 높이고. 적자에 허덕인 끝에 대형 참사도 낳았던 지방 대도시 지하철을 돕는 것이 옳다. 그리고 천도는 통일의 천기(天機)에 맞추는 것이 옳다.

재난 유형의 복합화 및 불규칙성이 날로 늘고 있는 가운데 다양한 자연적 인문적 요인에 의하여 문화재가 파괴되고 손상되는 사례가 빈번해짐에 따라 보다 적극적인 사전 예방적 차원에서의 문화재 보존 관리 필요성이 높아지고 있다. 이에 문화재청은 문화재의 체계적인 보존 관리를 위해 2005년 12월 정기조사를 법제화하였고, 최근에는 법령을 개정하여 조사 주기를 5년에서 3년으로 단축하는 한편, 정기조사 대상을 등록문화재까지 확대하는 등 제도적으로 문화재 보존 관리 역량을 강화하고자 노력하고 있다. 한편 시 도지정문화재의 정기조사는 조례에 따라 광역자치단체 중심으로 시행하도록 되어 있는데, 서울특별시의 경우 도심에 위치한 문화재가 많고 탐방 수요가 높아 상대적으로 예방적 차원의 관리가 더욱 중요함에 따라 2008년 조례를 개정해 정기조사의 법적 근거를 마련하고, 2016년에서 2018년까지 시지정문화재 전체를 대상으로 정기조사를 실시하였다. 이에 개별 문화재를 중심으로 진행된 조사의 결과를 취합하고 종합적인 관리 현황을 진단함으로써 보다 효과적인 관리방안을 마련하기 위한 검토가 필요한 시점이다. 따라서 본 연구는 서울특별시 지정문화재에 대하여 3개년(2016~2018) 동안 추진된 정기조사 결과를 중심으로 종합적인 관리 실태를 점검함으로써 성과 및 한계를 진단하고 개선방안을 모색하는 한편, 서울특별시가 추진 중인 통합 관리 시스템에 기초 DB 탑재를 위한 방안을 제언하였다. 구체적으로 정기조사 운영 지침상의 조사 서식을 준용하되 시지정문화재의 특성을 고려하여 조사 서식의 유형을 재분류하고 세분화하였다. 또한 조사 범위 및 방식에 있어 일관성 있고 구체적인 정보 기술을 위한 매뉴얼을 개발하였다. 이를 토대로 정기조사 결과를 분석한 바 조사 대상 문화재 총 521건 가운데 401건(77.0%)은 전반적으로 보존 관리 상태가 양호하였고, 102건(19.6%)은 주의관찰, 정밀진단, 수리 등 별도의 조치가 필요한 것으로 확인되었다. 이에 대한 조치로 관리 상태 및 시급성에 따라 중점 관리 대상을 선정하여 우선적으로 관리하는 방안을 제안하였다. 향후 본 연구를 기초로 보다 합리적이고 체계적인 문화재 보존 관리 계획의 수립 및 추진을 도모하는 한편, 중장기적으로 서울특별시가 추진하고 있는 통합 관리 시스템에 기초 DB를 효과적으로 제공함으로써 사전 예방적이고 효율적인 문화재 관리 체계의 구축을 통한 안전하고 지속가능한 문화재 보호의 토대가 마련될 수 있기를 기대한다.
본 연구는 현재 영양교사·영양사들의 식재료 가격 조사방법에 대한 실태 및 향후 요구도를 파악하기 위해 진행되었다. 모집단인 전국 11,818개교에서 비례층화 표본방법으로 약 10%의 학교를 추출하였다. 총 1,158개교에 설문지를 배부하였고, 그 중 회수된 439부(회수율 37.9%)는 SPSS(ver 25.0) 통계 프로그램을 이용하여 분석을 진행하였다. 현재 시장가격 조사 방법에 대한 만족도가 낮은 식재료는 공산품(3.26점), 지역산 식재료(3.33점), 수산물(3.34점), 과일류(3.37점), 채소 및 서류(3.38점)로 나타났고, 이 중 공산품을 제외하고는 지역산 식재료를 포함하여 농산물로 대부분 구성되어있다. 식재료 시장가격 조사 시 공산품 7.94시간, 채소 및 서류 6.94시간, 친환경 식재료 6.25시간, 지역산 식재료 6.24시간, 과일류 6.16시간, 수산물 5.75시간 순으로 시간이 소요되며, 이는 식재료 시장가격 조사에 만족도가 낮은 식재료 종류와 중복되는 것을 확인할 수 있다. 또한 현재 학교에서 직접 가격 조사를 시행하는 빈도가 높은 식재료의 경우 공산품 227개교(52.9%), 과일류 168개교(38.5%), 특용작물 165개교(37.8%), 수산물 164개교(38.1%), 채소 및 서류 160개교(36.8%), 난류 144개교(33.3%), 절임가공품 150개교(37.9%)로 나타났다. 더불어 초등학교와 중·고등학교로 구분하여 현재 실시하고 있는 식재료 시장가격 조사 방법을 살펴본 결과, 초등학교는 식량작물, 채소 및 서류, 친환경 식재료, 지역산 식재료의 경우 학교급식지원센터에서 구성한 TFT에서 조사한 자료 사용에 대해 응답한 비율이 가장 높게 나타났으나 중·고등학교의 경우 인근 학교와 공동조사하거나 학교에서 직접 조사하여 활용하는 비율이 높은 것으로 나타났다. 향후 원하는 식재료 시장가격 조사 방법을 살펴본 결과, 초등학교의 경우 식량작물, 채소 및 서류, 특용작물, 과일류, 난류, 수산물, 친환경 식재료, 지역산 식재료의 경우 학교급식지원센터에서 구성한 TFT에서 조사한 자료 사용에 대한 요구도가 높은 것으로 나타났으며 축산물, 공산품, 절임가공품은 교육청에서 외부전문기관에 의뢰하여 제공하는 조사자료 사용에 대한 요구도가 높았다. 중·고등학교의 경우 모든 식재료 품목에서 교육(지원)청에서 구성한 TFT에서 조사한 자료 사용에 대한 요구도가 높은 것으로 나타났다. 그러므로 학교에서는 직접 식재료 시장가격을 조사하기보다는 공신력 있는 외부 기관이나 같은 교육(지원)청 내의 영양교사·영양사와의 협력을 통해 식재료 시장가격 조사에 투입되는 시간이나 비용을 효율적으로 사용하기를 원하는 것으로 판단된다. 이러한 결과를 바탕으로 시·도 교육청이나 교육지원청에서 구성하여 일괄 조사하거나 공인된 자료를 바탕으로 식재료 시장가격을 조사 및 분석, 외부 전문기관에 의뢰 등의 방법 개선이 필요하며, 각 지역의 학교급식지원센터와 같이 일괄적으로 식재료를 공급하는 곳에서 외부와 가격 비교가 어려운 식재료 품목만이라도 시장가격 공개 혹은 공유가 필요할 것으로 판단된다. 즉, 실제 학교급식에 납품되는 규격, 식재료 납품 단가 등에 대한 비교자료가 존재하지 않는 친환경 및 지역산 식재료의 경우 가격에 대한 평가가 불가능한 상황임을 고려하여, 우선적으로 시·도교육청에서 조사한 결과 혹은 학교급식지역센터에서 제공하는 가격정보를 바탕으로 통합적으로 운영할 수 있는 홈페이지를 운영하는 것이 필요할 것으로 판단된다. 더불어 향후에는 홈페이지를 통해 학교급식에서 사용하는 식재료의 품목 수를 증가시키는 것이 필요하며, 더불어 정보의 질 유지를 위하여 공신력 있는 기관에서 주관하여 운영하거나 위탁하여 운영하는 것이 가장 이상적일 것이라 판단된다. 따라서 본 연구 결과는 학교급식 식재료 시장조사수집에 대한 현주소를 보여줄 수 있는 의미 있는 결과물이 될 것이며, 향후 학교급식 식재료 가격 수집 및 공개방법에 대한 정책마련의 기초자료가 될 것으로 사료된다.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. Much has teed changed in the field of hospital administration in the It wake of the rapid development of sciences, techniques ana systematic hospital management. However, we still have a long way to go in organization, in the quality of hospital employees and hospital equipment and facilities, and in financial support in order to achieve proper hospital management. The above factors greatly effect the ability of hospitals to fulfill their obligation in patient care and nursing services. The purpose of this study is to determine the optimal methods of standardization and quality nursing so as to improve present nursing services through investigations and analyses of various problems concerning nursing administration. This study has been undertaken during the six month period from October 1971 to March 1972. The 41 comprehensive hospitals have been selected iron amongst the 139 in the whole country. These have been categorized according-to the specific purposes of their establishment, such as 7 university hospitals, 18 national or public hospitals, 12 religious hospitals and 4 enterprise ones. The following conclusions have been acquired thus far from information obtained through interviews with nursing directors who are in charge of the nursing administration in each hospital, and further investigations concerning the purposes of establishment, the organization, personnel arrangements, working conditions, practices of service, and budgets of the nursing service department. 1. The nursing administration along with its activities in this country has been uncritical1y adopted from that of the developed countries. It is necessary for us to re-establish a new medical and nursing system which is adequate for our social environments through continuous study and research. 2. The survey shows that the 7 university hospitals were chiefly concerned with education, medical care and research; the 18 national or public hospitals with medical care, public health and charity work; the 2 religious hospitals with medical care, charity and missionary works; and the 4 enterprise hospitals with public health, medical care and charity works. In general, the main purposes of the hospitals were those of charity organizations in the pursuit of medical care, education and public benefits. 3. The survey shows that in general hospital facilities rate 64 per cent and medical care 60 per-cent against a 100 per cent optimum basis in accordance with the medical treatment law and approved criteria for training hospitals. In these respects, university hospitals have achieved the highest standards, followed by religious ones, enterprise ones, and national or public ones in that order. 4. The ages of nursing directors range from 30 to 50. The level of education achieved by most of the directors is that of graduation from a nursing technical high school and a three year nursing junior college; a very few have graduated from college or have taken graduate courses. 5. As for the career tenure of nurses in the hospitals: one-third of the nurses, or 38 per cent, have worked less than one year; those in the category of one year to two represent 24 pet cent. This means that a total of 62 per cent of the career nurses have been practicing their profession for less than two years. Career nurses with over 5 years experience number only 16 per cent: therefore the efficiency of nursing services has been rated very low. 6. As for the standard of education of the nurses: 62 per cent of them have taken a three year course of nursing in junior colleges, and 22 per cent in nursing technical high schools. College graduate nurses come up to only 15 per cent; and those with graduate course only 0.4 per cent. This indicates that most of the nurses are front nursing technical high schools and three year nursing junior colleges. Accordingly, it is advisable that nursing services be divided according to their functions, such as professional, technical nurses and nurse's aides. 7. The survey also shows that the purpose of nursing service administration in the hospitals has been regulated in writing in 74 per cent of the hospitals and not regulated in writing in 26 per cent of the hospitals. The general purposes of nursing are as follows: patient care, assistance in medical care and education. The main purpose of these nursing services is to establish proper operational and personnel management which focus on in-service education. 8. The nursing service departments belong to the medical departments in almost 60 per cent of the hospitals. Even though the nursing service department is formally separated, about 24 per cent of the hospitals regard it as a functional unit in the medical department. Only 5 per cent of the hospitals keep the department as a separate one. To the contrary, approximately 12 per cent of the hospitals have not established a nursing service department at all but surbodinate it to the other department. In this respect, it is required that a new hospital organization be made to acknowledge the independent function of the nursing department. In 76 per cent of the hospitals they have advisory committees under the nursing department, such as a dormitory self·regulating committee, an in-service education committee and a nursing procedure and policy committee. 9. Personnel arrangement and working conditions of nurses 1) The ratio of nurses to patients is as follows: In university hospitals, 1 to 2.9 for hospitalized patients and 1 to 4.0 for out-patients; in religious hospitals, 1 to 2.3 for hospitalized patients and 1 to 5.4 for out-patients. Grouped together this indicates that one nurse covers 2.2 hospitalized patients and 4.3 out-patients on a daily basis. The current medical treatment law stipulates that one nurse should care for 2.5 hospitalized patients or 30.0 out-patients. Therefore the statistics indicate that nursing services are being peformed with an insufficient number of nurses to cover out-patients. The current law concerns the minimum number of nurses and disregards the required number of nurses for operation rooms, recovery rooms, delivery rooms, new-born baby rooms, central supply rooms and emergency rooms. Accordingly, tile medical treatment law has been requested to be amended. 2) The ratio of doctors to nurses: In university hospitals, the ratio is 1 to 1.1; in national of public hospitals, 1 to 0.8; in religious hospitals 1 to 0.5; and in private hospitals 1 to 0.7. The average ratio is 1 to 0.8; generally the ideal ratio is 3 to 1. Since the number of doctors working in hospitals has been recently increasing, the nursing services have consequently teen overloaded, sacrificing the services to the patients. 3) The ratio of nurses to clerical staff is 1 to 0.4. However, the ideal ratio is 5 to 1, that is, 1 to 0.2. This means that clerical personnel far outnumber the nursing staff. 4) The ratio of nurses to nurse's-aides; The average 2.5 to 1 indicates that most of the nursing service are delegated to nurse's-aides owing to the shortage of registered nurses. This is the main cause of the deterioration in the quality of nursing services. It is a real problem in the guest for better nursing services that certain hospitals employ a disproportionate number of nurse's-aides in order to meet financial requirements. 5) As for the working conditions, most of hospitals employ a three-shift day with 8 hours of duty each. However, certain hospitals still use two shifts a day. 6) As for the working environment, most of the hospitals lack welfare and hygienic facilities. 7) The salary basis is the highest in the private university hospitals, with enterprise hospitals next and religious hospitals and national or public ones lowest. 8) Method of employment is made through paper screening, and further that the appointment of nurses is conditional upon the favorable opinion of the nursing directors. 9) The unemployment ratio for one year in 1971 averaged 29 per cent. The reasons for unemployment indicate that the highest is because of marriage up to 40 per cent, and next is because of overseas employment. This high unemployment ratio further causes the deterioration of efficiency in nursing services and supplementary activities. The hospital authorities concerned should take this matter into a jeep consideration in order to reduce unemployment. 10) The importance of in-service education is well recognized and established. 1% has been noted that on the-job nurses. training has been most active, with nursing directors taking charge of the orientation programs of newly employed nurses. However, it is most necessary that a comprehensive study be made of instructors, contents and methods of education with a separate section for in-service education. 10. Nursing services'activities 1) Division of services and job descriptions are urgently required. 81 per rent of the hospitals keep written regulations of services in accordance with nursing service manuals. 19 per cent of the hospitals do not keep written regulations. Most of hospitals delegate to the nursing directors or certain supervisors the power of stipulating service regulations. In 21 per cent of the total hospitals they have policy committees, standardization committees and advisory committees to proceed with the stipulation of regulations. 2) Approximately 81 per cent of the hospitals have service channels in which directors, supervisors, head nurses and staff nurses perform their appropriate services according to the service plans and make up the service reports. In approximately 19 per cent of the hospitals the staff perform their nursing services without utilizing the above channels. 3) In the performance of nursing services, a ward manual is considered the most important one to be utilized in about 32 percent of hospitals. 25 per cent of hospitals indicate they use a kardex; 17 per cent use ward-rounding, and others take advantage of work sheets or coordination with other departments through conferences. 4) In about 78 per cent of hospitals they have records which indicate the status of personnel, and in 22 per cent they have not. 5) It has been advised that morale among nurses may be increased, ensuring more efficient services, by their being able to exchange opinions and views with each other. 6) The satisfactory performance of nursing services rely on the following factors to the degree indicated: approximately 32 per cent to the systematic nursing activities and services; 27 per cent to the head nurses ability for nursing diagnosis; 22 per cent to an effective supervisory system; 16 per cent to the hospital facilities and proper supply, and 3 per cent to effective in·service education. This means that nurses, supervisors, head nurses and directors play the most important roles in the performance of nursing services. 11. About 87 per cent of the hospitals do not have separate budgets for their nursing departments, and only 13 per cent of the hospitals have separate budgets. It is recommended that the planning and execution of the nursing administration be delegated to the pertinent administrators in order to bring about improved proved performances and activities in nursing services.
Just before the Korean War, the total number of the North Korean troops was 198,380, while that of the ROK(Republic of Korea) army troops 105,752. That is, the total number of the ROK army troops at that time was 53.3% of the total number of the North Korean army. As of December 2008, the total number of the North Korean troops is estimated to be 1,190,000, while that of the ROK troops is 655,000, so the ROK army maintains 55.04% of the total number of the North Korean troops. If the ROK army continues to reduce its troops according to [Military Reform Plan 2020], the total number of its troops will be 517,000 m 2020. If North Korea maintains the current status(l,190,000 troops), the number of the ROK troops will be 43.4% of the North Korean army. In terms of units, just before the Korean War, the number of the ROK army divisions and regiments was 80% and 44.8% of North Korean army. As of December 2008, North Korea maintains 86 divisions and 69 regiments. Compared to the North Korean army, the ROK army maintains 46 Divisions (53.4% of North Korean army) and 15 regiments (21.3% of North Korean army). If the ROK army continue to reduce the military units according to [Military Reform Plan 2020], the number of ROK army divisions will be 28(13 Active Division, 4 Mobilization Divisions and 11 Local Reserve Divisions), while that of the North Korean army will be 86 in 2020. In that case, the number of divisions of the ROK army will be 32.5% of North Korean army. During the Korean war, North Korea suddenly invaded the Republic of Korea and occupied its capital 3 days after the war began. At that time, the ROK army maintained 80% of army divisions, compared to the North Korean army. The lesson to be learned from this is that, if the ROK army is forced to disperse its divisions because of the simultaneous invasion of North Korea and attack of guerrillas in home front areas, the Republic of Korea can be in a serious military danger, even though it maintains 80% of military divisions of North Korea. If the ROK army promotes the plans in [Military Reform Plan 2020], the number of military units of the ROK army will be 32.5% of that of the North Korean army. This ratio is 2.4 times lower than that of the time when the Korean war began, and in this case, 90% of total military power should be placed in the DMZ area. If 90% of military power is placed in the DMZ area, few troops will be left for the defense of home front. In addition, if the ROK army continues to reduce the troops, it can allow North Korea to have asymmetrical superiority in military force and it will eventually exert negative influence on the stability and peace of the Korean peninsular. On the other hand, it should be reminded that, during the Korean War, the Republic of Korea was attacked by North Korea, though it kept 53.3% of troops, compared to North Korea. It should also be reminded that, as of 2008, the ROK army is defending its territory with the troops 55.04% of North Korea. Moreover, the national defense is assisted by 25,120 troops of the US Forces in Korea. In case the total number of the ROK troops falls below 43.4% of the North Korean army, it may cause social unrest about the national security and may lead North Korea's misjudgement. Besides, according to Lanchester strategy, the party with weaker military power (60% compared to the party with stronger military power) has the 4.1% of winning possibility. Therefore, if we consider the fact that the total number of the ROK army troops is 55.04% of that of the North Korean army, the winning possibility of the ROK army is not higher than 4.1%. If the total number of ROK troops is reduced to 43.4% of that of North Korea, the winning possibility will be lower and the military operations will be in critically difficult situation. [Military Reform Plan 2020] rums at the reduction of troops and units of the ground forces under the policy of 'select few'. However, the problem is that the financial support to achieve this goal is not secured. Therefore, the promotion of [Military Reform Plan 2020] may cause the weakening of military defence power in 2020. Some advanced countries such as Japan, UK, Germany, and France have promoted the policy of 'select few'. However, what is to be noted is that the national security situation of those countries is much different from that of Korea. With the collapse of the Soviet Unions and European communist countries, the military threat of those European advanced countries has almost disappeared. In addition, the threats those advanced countries are facing are not wars in national level, but terrorism in international level. To cope with the threats like terrorism, large scaled army trops would not be necessary. So those advanced European countries can promote the policy of 'select few'. In line with this, those European countries put their focuses on the development of military sections that deal with non-military operations and protection from unspecified enemies. That is, those countries are promoting the policy of 'select few', because they found that the policy is suitable for their national security environment. Moreover, since they are pursuing common interest under the European Union(EU) and they can form an allied force under NATO, it is natural that they are pursing the 'select few' policy. At present, NATO maintains the larger number of troops(2,446,000) than Russia(l,027,000) to prepare for the potential threat of Russia. The situation of japan is also much different from that of Korea. As a country composed of islands, its prime military focus is put on the maritime defense. Accordingly, the development of ground force is given secondary focus. The japanese government promotes the policy to develop technology-concentrated small size navy and air-forces, instead of maintaining large-scaled ground force. In addition, because of the 'Peace Constitution' that was enacted just after the end of World War II, japan cannot maintain troops more than 240,000. With the limited number of troops (240,000), japan has no choice but to promote the policy of 'select few'. However, the situation of Korea is much different from the situations of those countries. The Republic of Korea is facing the threat of the North Korean Army that aims at keeping a large-scale military force. In addition, the countries surrounding Korea are also super powers containing strong military forces. Therefore, to cope with the actual threat of present and unspecified threat of future, the importance of maintaining a carefully calculated large-scale military force cannot be denied. Furthermore, when considering the fact that Korea is in a peninsular, the Republic of Korea must take it into consideration the tradition of continental countries' to maintain large-scale military powers. Since the Korean War, the ROK army has developed the technology-force combined military system, maintaining proper number of troops and units and pursuing 'select few' policy at the same time. This has been promoted with the consideration of military situation in the Koran peninsular and the cooperation of ROK-US combined forces. This kind of unique military system that cannot be found in other countries can be said to be an insightful one for the preparation for the actual threat of North Korea and the conflicts between continental countries and maritime countries. In addition, this kind of technology-force combined military system has enabled us to keep peace in Korea. Therefore, it would be desirable to maintain this technology-force combined military system until the reunification of the Korean peninsular. Furthermore, it is to be pointed out that blindly following the 'select few' policy of advanced countries is not a good option, because it is ignoring the military strategic situation of the Korean peninsular. If the Republic of Korea pursues the reduction of troops and units radically without consideration of the threat of North Korea and surrounding countries, it could be a significant strategic mistake. In addition, the ROK army should keep an eye on the fact the European advanced countries and Japan that are not facing direct military threats are spending more defense expenditures than Korea. If the ROK army reduces military power without proper alternatives, it would exert a negative effect on the stable economic development of Korea and peaceful reunification of the Korean peninsular. Therefore, the desirable option would be to focus on the development of quality of forces, maintaining proper size and number of troops and units under the technology-force combined military system. The tableau above shows that the advanced countries like the UK, Germany, Italy, and Austria spend more defense expenditure per person than the Republic of Korea, although they do not face actual military threats, and that they keep achieving better economic progress than the countries that spend less defense expenditure. Therefore, it would be necessary to adopt the merits of the defense systems of those advanced countries. As we have examined, it would be desirable to maintain the current size and number of troops and units, to promote 'select few' policy with increased defense expenditure, and to strengthen the technology-force combined military system. On the basis of firm national security, the Republic of Korea can develop efficient policies for reunification and prosperity, and jump into the status of advanced countries. Therefore, the plans to reduce troops and units in [Military Reform Plan 2020] should be reexamined. If it is difficult for the ROK army to maintain its size of 655,000 troops because of low birth rate, the plans to establish the prompt mobilization force or to adopt drafting system should be considered for the maintenance of proper number of troops and units. From now on, the Republic of Korean government should develop plans to keep peace as well as to prepare unexpected changes in the Korean peninsular. For the achievement of these missions, some options can be considered. The first one is to maintain the same size of military troops and units as North Korea. The second one is to maintain the same level of military power as North Korea in terms of military force index. The third one is to maintain the same level of military power as North Korea, with the combination of the prompt mobilization force and the troops in active service under the system of technology-force combined military system. At present, it would be not possible for the ROK army to maintain such a large-size military force as North Korea (1,190,000 troops and 86 units). So it would be rational to maintain almost the same level of military force as North Korea with the combination of the troops on the active list and the prompt mobilization forces. In other words, with the combination of the troops in active service (60%) and the prompt mobilization force (40%), the ROK army should develop the strategies to harmonize technology and forces. The Korean government should also be prepared for the strategic flexibility of USFK, the possibility of American policy change about the location of foreign army, radical unexpected changes in North Korea, the emergence of potential threat, surrounding countries' demand for Korean force for the maintenance of regional stability, and demand for international cooperation against terrorism. For this, it is necessary to develop new approaches toward the proper number and size of troops and units. For instance, to prepare for radical unexpected political or military changes in North Korea, the Republic of Korea should have plans to protect a large number of refugees, to control arms and people, to maintain social security, and to keep orders in North Korea. From the experiences of other countries, it is estimated that 115,000 to 230,000 troops, plus ten thousands of police are required to stabilize the North Korean society, in the case radical unexpected military or political change happens in North Korea. In addition, if the Republic of Korea should perform the release of hostages, control of mass destruction weapons, and suppress the internal wars in North Korea, it should send 460,000 troops to North Korea. Moreover, if the Republic of Korea wants to stop the attack of North Korea and flow of refugees in DMZ area, at least 600,000 troops would be required. In sum, even if the ROK army maintains 600,000 troops, it may need additional 460,000 troops to prepare for unexpected radical changes in North Korea. For this, it is necessary to establish the prompt mobilization force whose size and number are almost the same as the troops in active service. In case the ROK army keeps 650,000 troops, the proper number of the prompt mobilization force would be 460,000 to 500,000.
