뉴질랜드의 영재교육에 관한 소고 (A Remark on Gifted Education in New Zealand)

  • 이 연구는 영재의 개념과 정의, 영재성(giftedness)과 재능(talent)의 차이점, 뉴질랜드에서의 영재교육정책과 현안문제, 뉴질랜드에서의 영재의 판별원칙과 방법 등을 다룬다. 아울러 뉴질랜드에서의 영재교육에 대한 현안들이 부분적으로나마 우리와 어떻게 다른지를 소개하였다. 마지막으로 본 연구의 공동연구자인 Brian Storey의 도움을 받아 우리나라의 6학년 정도의 영재들에게 사용할 수 있는 수학 영재교육 프로그램의 한 예를 제시하였다.

국방교육체계 정립과 육군대학 군사학 교육체계 발전방향 (A suggestion for reforming defense education system and army college education program in the next decade)

  • The purpose of this paper is to recommend the Ministry of Defense(MOD) for revolutionizing the current defense education system. As an instructor and an education planning officer of the ROK Army College, for last dozen months, the author has been embarrassed whenever tried to figure out what would be the role, functions, and educational goals of the college. In a nutshell, there has not been any general guidance for educating field grade officers. This unbelievable defect mainly comes from the absence of a responsible organization in the MOD. Even though it has the education branch under the department of personnel affairs, it doesn't have capabilities to design and implement the consistent and valuable education policy. Therefore, the development of defense education should begin with reinforcing the organization and functions of the MOD education branch. We need more experts on education( i.e. Ph.Ds of Education) and experienced specialties on defense education so that we could develop the overall guidance for military professional education. In addition, we need to enact the "defense or military education act" in a tentative name. This will ensure the legitimacy and continuity of defense education guidance initiated by the MOD. In a conclusion, it is senseless to think the blueprint for the Army College out until the preconditions mentioned above are matured. We must begin with rectifying the higher educational system.

웹 기반 PBL을 적용한 원무관리실무 수업에 관한 사례연구 (A Case Study on Application of Web-based PBL to Practical Health Administrative Affairs)

  • Backround : The paradigm of recent education has been shifting from existing style of professor-oriented, passive and rote teaching to learner-centered education. Rather than mere delivery of knowledge, today's idea of education uses various audiovisual media to let learners gain more problem-solving skills, judgment, cognitive thinking ability, and creativity to apply to real practice. Also, while current trends and change in policy ask for related industry to require practice-centered teaching learning model, Problem-Based Learning (PBL) is quite effective that it activates problem-solving skills as well as application of National Competency Standards (NCS). Purpose : The purpose of this study was to suggest a teaching learning model article as an approach to apply web-based PBL for patient & medical charge management practices. Discussion & Conclusion : This paper the cases on PBL and presents the teaching learning model on web-based PBL as an approach to applying web-based PBL, which fits Medical Information System Department that combines health-medical treatment and computer applications, to practical health administrative affairs.

교무업무시스템의 사용자 인터페이스 개선에 관한 연구 (A Study on User Interface Enhancement for NEIS School Affairs Business System)

  • 현행 교무업무시스템의 사용자 인터페이스(User Interface, UI)는 데이터 입력방식이 복잡하고, 유사 항목들 사이나 관련 기능 메뉴들 사이에 연계가 원활하지 않아 업무의 효율이 떨어진다. 여기에서 UI는 해당 시스템 사용자가 업무를 수행하는데 필요한 입출력, 입출력 관련 기능, 메뉴구성 등을 포함한 포괄적 개념이다. 본 논문에서 우선, 경기도내 3개 초등학교 교사 100명을 대상으로 설문조사를 실시하여 기존 교무업무시스템의 문제점을 파악하였다. 기존 교무업무시스템의 UI 문제점들은 수작업에 의한 입력과 메뉴구성의 불편, 학사 일정과 교육과정의 연계 미비, 출결관리 및 교과평가의 복잡성 등이다. 문제점들을 해결하기 위해 입력기능과 메뉴구성 등이 개선된 UI를 고안하여 교사들에게 제시한 후 다시 설문조사를 수행하여 그 결과를 평가하였다. 평가 결과에 따르면, 입력 편의성과 사용자 중심의 화면 구성 등의 면에서 UI가 개선되는 것을 크게 선호하였다.

지역사회 보건교육 (Community Health Education)

  • Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.

의료기관 외래 이용자의 복약순응 관련 요인분석 (Analysis of Factors Affecting Medication Compliance of Outpatients)

  • Background : The purpose of this study was to investigate the current status of medication compliance of outpatients and to analyze the factors contributing to medication non-compliance Methods : Telephone survey was conducted to the 1,000 outpatients who visited medical institutions during the period from January 2002 to April 2002. Subjects were randomly selected from the telephone directories of the nation, and the socio-demographic characteristics of the respondents such as age, gender and region were matched based on those of outpatients in 2001. Results : The results of survey revealed that those who complied with doctors' regimen in the right way accounted for 82.4%. The compliance increased with the strong belief in the medication, less unwanted side effects and inconvenience, more severity of disease, and lower perceived health status. Compliance rate was also higher in the patients group who experienced the drug education by the pharmacists than those who did not. Conclusion : In order to improve drug compliance, drug information on efficacy, adverse reaction, drug interactions, and basic disease information are to be provided to the patients. Drug education needs to be focused not only on providing knowledge of drugs and diseases but also changing attitude on drug use of the patients.

초등학교에서의 교무업무시스템 운영 현황과 과제 - 서울과 경기 지역을 중심으로 - (Current Status and Tasks of Using the School Affairs System in Elementary Schools)

  • 정보통신기술의 발달과 함께 교육의 역할도 크게 달라져 디지털 교육 행정을 위해 교육행정정보시스템(NEIS)을 도입하여 운영하여 왔다. 그러나 NEIS를 학교에서 운영하는데 있어 어려움이 있었던 것이 사실이다. 이에 정부는 NEIS의 27개 영역 중 교무 학사, 입 진학, 보건 등의 3개영역을 분리하여 새로운 교무업무시스템을 구축하여 운영한다는 확정안을 마련하여 2006년 3월부터 전면적으로 시행하고 있다. 이에 본 연구는 교무업무시스템의 효과적인 운영을 위한 시사점을 파악하고자 초등학교 현장에서의 시스템 운영 현황을 알아보고, 문제점을 분석하여 해결해야 할 과제를 제시하고자 하였다. 연구 결과, 교무업무시스템 사용 현황과 관련하여 약 67%의 교사들이 1일 평균 1-2회 접속하며, 시스템 사용 시 동료 교사의 도움이 가장 큰 것으로 밝혀졌다. 또한 디자인, 기능 개선 등에 대해 긍정적으로 응답하였고, 활용을 위한 편의성과 효율성에 대해 만족하였으나, 빈번한 시스템 변경으로 적응하기까지 어려움을 느끼는 것으로 밝혀졌다. 운영의 보안측면에서 전자인증서와 개인정보의 중요성에 대해 알고 관리하고 있으나, 시스템의 서버에 대한 신뢰는 낮았다. 시급히 개선해야 할 점으로 물리적 환경의 개선 및 학교 현장의 기능 개선 요구를 수용할 수 있는 열린 체계의 필요성이 지적되었다. 또한, 수기문서 감축, 전자결재 등을 통한 실제 업무경감을 이루기 위해 관련 법령의 정비, 교육행정기관의 명확한 지침, 단위 학교장의 의지 등이 필요한 것으로 밝혀졌다.

가족 요인에 따른 중년 남성의 음주 및 흡연 (The Relationship between Family Factors and Drinking/Smoking among Middle-Aged Men)

  • Objectives: This study was performed to investigate the influence of family factors on drinking and smoking of middle-aged men. Methods: This study used data from the fourth-wave of the Korean Welfare Panel Study, which was collected by the Korean Institute for Health and Social Affairs and the Social Welfare Research Center of Seoul National University. This study was conducted on 3,084 men who were between 30 and 59. Results: The family factors, except for living with children, affected drinking, heavy drinking, smoking, and current smoking, after controlling for age, education, employment status, and family income. Marital status had statistically significant influences on heavy drinking, smoking, and current smoking. Living without family had influences on drinking, and heavy drinking. family satisfaction affected heavy drinking, smoking, and current smoking. The effects of family conflicts were also statistically significant. Conclusions: Based on the results, this paper can suggest that the projects of moderation in drinking and smoking are required to consider family factors more and the plan of building up family resources should be considered in the whole aspects of the society.

국민건강증진기금 운영과 개선방향에 대한 전문가의 인식 (Experts View and Recommendation for Management and Operation of National Health Promotion Fund)

  • Objectives: This study was to examine the experts perception on the operation of the national health promotion fund and related policies, and to obtain the perspective on the improving governance of the fund. Methods: Experts opinion survey was recruited 120 experts who were public health officials, and members of board in academic societies related to health promotion and health policy, and 60 experts participated in the survey. Results: Most health care experts agreed that the current allocation of health promotion fund was not optimal with its lack of allocation on promoting healthy lifestyle and R&D for health promotion, while the majority of the fund was being spent on supporting national health insurance. Thus, establishing governance system and control tower for the fund was viewed as critical. Also the status of deliberation committee should be raised to higher position where it can hold practical authority to plan and evaluate fund spending. Conclusions: The priority of health promotion fund spending should be more on improving health such as modifying life-style and spreading healthy habits, rather than on disease management or subsidizing health insurance. It is recommended that change from to environment in health promotion policy regime is required to establish effective governance system for the fund operation.

비만 관련 법령 현황 및 개선방향 (Current Status and Improvements of Obesity Related Legislation)

  • 우리 생활의 급격한 변화와 서구화 속에서 성인과 함께 아동, 청소년의 비만율이 빠르게 증가하고 있다. 그간 관련 부처와 지자체에서는 이에 대응해 비만관리 정책과 사업을 추진해왔다. 비만 관련 법률은 건강증진법, 어린이식생활 관리특별법, 학교급식법 등 총 25개로 복지부 등 6개 부처가 관장하고 있다. 여러 기관이 각각 추진하다보니 사업의 연계성이 떨어지고 시너지효과를 얻기 어렵다는 지적이 상당하다. 특히, 식생활지침, 연구 조사, 인력 기관 분야의 경우에는 상당부분 중복되어 혼선을 초래할 우려가 높은 것으로 보인다. 단기적으로는 부처간 조정위원회를 통해 비만 관련 정책 및 사업을 조정이 필요하다. 중장기적으로는 부처간 업무조정을 검토해볼 필요도 있다.
