  • In the 21st century, developing cultural industry is an important issue world-wide. Since the Kim Daejoong government, Korea has focused on cultural industry development and has thereby treated it as one of the basic, necessary industries. Therefore, the industry is being supported both financially and politically. This policy nurtured the development of quality and quantity within the cultural content industry. However, most of the reports and studies about Korean cultural content have shown it is still not strong enough to compete with leading countries in the field. Competitiveness of storytelling is especially weak. The goal of this study is to find the best direction for the funding policy to strengthen competitiveness in storytelling. Analysing the policies of the No Moo-hyun and Lee Myoung-park governments, we can see that they primarily focused on developing infrastructure in investment and the distribution environment. Support for producing content and distribution follows after confirmation of results. Moreover, policies for the support of developing ideas within culture content are vertical. Currently in the industry, a person or company decides how and where to use the moneys available for investment in the development of content. However, we need to invest more directly, initial funding is required. We analysed the market, studying its activity, achievement and limitations. As a result, we suggest a 'Storytelling Factory' like the group writing system adopted by US TV Shows.

Exploring the Perception Change of the Consumers for the Cultural Heritage Values in the Cultural Heritage Yahaeng (문화재야행 사업에서 소비자의 문화재 가치 인식 변화 요인에 관한 연구)

  • This article is aimed at exploring what factors influence the perception change of the consumers for the cultural heritage values in the case of the cultural heritage policy program entitled with the cultural heritage Yahaeng. The consumers is considered as a key factor in the value creation system of the cultural heritage Yahaeng. It is necessary that the priority of the cultural heritage Yahaeng should be shifted from the supplies to the consumers. The consumer-based model of cultural heritage utilization is used as a theoretical framework. This study examines the influence of cultural heritage authenticity, cultural motivation, management system, loyalty on the perception change of the consumers for the cultural heritage values. This study is empirically examined by the means of a survey conducted on 205 visitors in the case of the Suncheon Yahaeng. The results indicate that the cultural heritage Yahaeng positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural heritage authenticity is the most important factor which positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural motivation positively influences on the perception change of the consumer for the cultural heritage values through the mediating variable of the loyalty. In line with its results, the article recommends that the significance based management system, evaluation system focused on the perception of the consumers for the cultural heritage should be established in the future. The article concludes that the local residents should be importantly considered as consumers and the collaborative partners in the cultural heritage Yahaeng.

  • In Korea, a variety of policies for the regional cultural industry development have been carried out: the promotion policy of cultural industry cluster, the establishment of cultural industry support center, and the construction of cultural industry complex and the supporting works for the cultural research center. The cultural industry has a dual character of the manufacturing industry and the service industry. The cultural industry of Gyeongbuk province is mostly centered upon small manufacturing firms with low value-added. Thus, it is desperately in need of the building-up of the enterprise supporting system. However, it is difficult to expect that private business service finns can be activated. In this sense, local and regional governments seek to establish so called 'the cultural contents support center'. However, it is not clear whether the center is an organization for the production of cultural contents or an agency for the support of cultural contents industry. Also it does not prepare any major functional introduction facilities and performing programs. Most of all, it is necessary to establish a proper orientation that 'the cultural contents support center' must be not an organization for the direct production of cultural contents, but an organization supporting cultural industry by way of providing cultural industry enterprises with what is necessary for the production of cultural contents. Also, a system for the establishment of business fitting support policy that can cover the whole sectors of cultural industry must be prepared. Furthermore, a synthetic support system for the cultural business associated industries centered on specified sectors such as films, edutainment, and storytelling must be constructed. Finally an environment for the creation and inducement of cultural industry enterprises, and for the active participation of enterprises and related groups in the promotion planning and in the policies of cultural industry must be built along with on- and off-line networks.

A study of Ecosystem Cultural Services Assessment: case of Wetland Protection Areas (습지보호지역을 대상으로 한 문화서비스 평가 연구)

  • There is often confliction between conservation for protected ecosystem assets and development for various stakeholders at wetland protection areas. The concept of Ecosystem Services can be an alternative solution for the conflicts. This paper attempted to measure and evaluate cultural ecosystem services according to the index evaluation approach. For the evaluation, the paper suggested five indicators of ecosystem cultural services including: inspiration, landscape aesthetics, education, eco-tourism, and heritage. The developed indices of cultural services in this study can be also utilized as a policy support tool for conservation of the wetland protected areas. The result illustrates the ranking and correlation of each indicator of ecosystem cultural services and suggestions for useful means of management policy in wetland protected areas.

A Study on the Perception, Emotion and Capacity of Cultural-Based Community's Policy Target Groups (문화기반 마을공동체 정책대상자의 인식, 정서, 역량에 대한 연구)

  • This study begins with the question of how culture-based communities can form a community culture and become a community of sustainable development. Based on the concept of community, community development factors and stage of development, cultural activities, and policy implementation theory, policy execution analysis models suitable for culture-based community projects were derived. A qualitative case study method was adopted as a research method, and success stories of culture-based village communities were selected as the 'Gamgol Community' in Sadong, Ansan, 'Sangdong Community' in Daebu-dong, Ansan, and 'Grimae Village' in Sinse-dong, Andong. Through in-depth interviews, literature analysis, and direct observation, the research analysis used pattern matching, explanation, chronicle analysis, and case integration analysis methods presented by Yin (2009). As a result of the study, first, the characteristics of the policy implementation strategy were taking place in the process of step-by-step development. The main factors in the community development phase were the improvement of community consciousness through the emotional change of participants and the change of capacity within the community. Second, it was understood that cultural activities played a major role in strengthening community consciousness and community capacity, and could be understood as various creative activities. Based on the ecological approach study on culture-based community, this study derived the policy execution analysis model, analyzed the case of culture-based village community, presented the direction of development of community and presented practical implications.

  • Policymakers' active support as well as broadcasting and telecom industries' endeavors seeking new business opportunities speed up the introduction of a new medium called DMB in Korea. Meanwhile, discussions from a critical perspective concerning the policy rationale, cultural and social implications of DMB and policy processes are rather scanty. The discussion of policy rationale focuses upon whether the rationale to introduce DMB is sufficiently valid. The discussion of DMB's cultural and social bearings is concerned with whether the implications of new media and technology are properly considered in policymaking and that of policy processes questions whether the initial conditions of DMB are appropriately structured. This study explores such issues associated with the introduction of DMB in Korea.

Evolutionary & Revival of ChunCheon Cultural Cluster (춘천 문화산업 클러스터의 진화와 회생)

  • The cultural cluster in Chuncheon was initiated in the late 1990s with the combination of diverse components, which were companies, a local government entity, educational institutions, and human resources. In order to hold ability of standing on its own way in a hard time when the local cultural industries could not had developed by themselves, it urgently required the encouragement policy in the name of industry development. GIMC (Gangwon Information & Multimedia Corporation) was established in this situation, and policy strategies for promoting the cultural cluster was decided on the basis of GIMC's strategies. This article analyzes the evolution process of the local cluster and suggests characteristics of its every stage--initiation, development, and decline--on the basis of cluster competition concept because of the problem to deal with the evolution process of cluster from the existing viewpoint. This article finds out that Chuncheon cluster embarked on cultural cluster strategies without concerning basic elements which had to be prepared from the initial stage. This problem worked as the serious obstacle hampering development of Chunchen cluster. This problem was the matter of policies in providing a direction of industry development as well as leading a local cultural cluster and led to a result of weakening the connection among cluster components. As a result, this article shows that the current status of Chuncheon cultural cluster is being entered the decline stage, and, therefore, suggests that the advanced policy to promote cluster for a next round is urgently needed. Stable closing the first round of cultural cluster policies and thorough preparation for the second round is the only practical solution to minimize side effects of cluster decline. It is the prerequisite to restore trust and, at the same time, reinforce relationship between members who consist of Chuncheon cultural cluster.

A Study for Expressing the Image of Anticommunistic Ideology Reflected in (<똘이 장군>에 반영된 반공적 이데올로기 이미지 표현에 관한 연구)

  • Cultural policy, a part of ideological policy has affected remarkable changes in movie and animation. Korean animation was called cartoon movie and popular only among children, but works dealing with anti-communism ideology have been introduced in Korea since before/after 1970s. Animation focusing on ideology is not unique in Korea, but division of two Koreas after Korean War made great influence on social, cultural and educational aspects of the nation. Moreover, modification in movie-related laws and regulations made in 1960s - 1970s affected movie and animation significantly and is a means of strengthening anti-communism. In particular, Director Cheong-gi Kim's released in 1978 is meaningful in that it is the first long piece of animation movie. In this study, I clarify anticommunistic ideology reflected on the anticommunistic animations and the imageable expression of ideology reflected on . Most of all, I emphasize on clarifying how the cultural policies and social & cultural background influence on the advent of anticommunistic animation in 1960${\sim}$1970. Also, to communicate anticommunistic ideology reflected on produced under the social & cultural background, I clarify the expressive characteristic which the image of animation has.

Design of Nationalism and 'Koreanness' in the Authoritarian Regime of South Korea (독재정권기의 민족주의와 디자인에서의 '한국성')

  • Over the past half the 20th century, Korea has been through the period of three dictatorial regimes. In each regime the orthodox problem was raised due to its undemocratic ruling. Nationalism in particular was perverted by the authoritarian regimes' exploitation of it as a form of cultural policy to control their people effectively. To emphasize it's ideology the government sought, selected and devised cultural heritage and defined it as the 'Korean cultural identity' or 'Koreaness'. Artists have produced works in the 'Korean style' focused on 'Koreaness' which had been prescribed by the government. These works were sewed as a propaganda and contributed to the reproduction of ideology. In addition to the 'Korean-style design' formed in this period, this case includes a wide range of environmental design, public construction, graphic design, public design, films, etc. The Korean-style design has been developed in accordance with each government's cultural policy with a little difference in content and form.

The Development and Application of the Indices of Evaluation for the Cultural Tourism Development Project Using AHP -focusing on Cultural and Ecological Tourism Infrastructure Project in Three Cultural Areas of Andong City- (AHP를 활용한 문화관광개발 사업의 평가지표 개발 및 적용 -안동시 3대 문화권 문화·생태 관광 기반조성 사업을 중심으로-)

  • This study is about setting the weighed value of evaluation items for cultural tourism development project using AHP and it analyzed the cultural and ecological tourism infrastructure project in three cultural areas of Andong City. As a result of examining the reliability of evaluation items, it turned out to be 0.9, an appropriate level. In the analysis of weighed value, the items valued highly were in the order of validity of the plan, economic validity, validity of the policy. As for the detailed indices for the three that showed the highest weighed value, for validity of the plan, distinction of contents; for validity of the policy, compatibility of regional characteristics; for economic validity, sustainability were given high values. In the end, it could be concluded that as the cultural and ecological tourism infrastructure project in three cultural areas was delayed a lot more than previously planned, in order to flexibly respond to changing environment, it would be desirable to change parts of the previous plan before pushing ahead with it.
