The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sublaws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.
Records of architectural cultural properties, in case of accidents, show who are to blame, present what evidences are to establish the cause, and also are used for checking if there were any problem in policies and regulations in preserving and caring architectural cultural properties. These records are of great importance in their roles and are of essential use regardless of time and space. Considering its significance, In that architectural cultural properties requires setting clear goals and directions and as well, criteria, for management, we need methods of systematical control and consideration for its characteristics. This research started with the sense of purpose that managing architectural cultural properties are in need of systematic and concrete control, based on the perception that they need protecting and transmitting. The goal of this thesis is to work on the current archiving status of architectural cultural properties by monitoring patterns and processes in archival administration, to diagnose problems by looking into the records creation and management, and to present the improvement plan which would lead to the architectural cultural properties' more efficient management and better use in the future. The management of architectural cultural properties begins with registering and assigning. Cultural Heritage Administration is in charge of control, supervision, and budget and local governments deal with direct management. Accordingly, records are by the hands of each local governmental body. Currently, each cultural property has its management depending on every different working environment in each governmental body. Architectural cultural properties needs managing in one body through the synthetic and unified, concrete and systematic manual and guide for management. Archiving architectural cultural properties have need of unitive management through a professional system, considering the physical characteristics and history of archiving. Unified management system will enhance efficiency and actual use of architectural cultural property records if one governmental body undertakes uniting records through standardization and professional supervision, and data-based unified search engine would enhance efficiency and actual use. Therefore, I suggest that Archives for Architectural Cultural Properties should be established as a professional Archives and wholly responsible body for the purpose of systematically and unifiedly managing architectural cultural property records with professional personnel and facility and transmitting their historical, cultural, and academic value. In Korea, studies up to the present have mainly focused on managing architectural records and records of drawing while few efforts were made to directly deal with managing architectural cultural properties themselves. The focus of this thesis is to study the current status and establish problems of the management of architectural cultural properties in administrative process, and as a result, to propose to establish Archives for Architectural Cultural Properties as a professional archives.
The Cultural Heritage Committee is an advisory committee established under the Cultural Heritage Administration with the aim of carrying out examination and deliberation on preservation, management and use of cultural properties. The Cultural Heritage Administration is responsible for Korean cultural properties. It was found to produce and execute policies on cultural properties, which involves in-depth investigation and consultation of experts in the fields of cultural properties. In here the Cultural Heritage Committee plays an important role in policy-making on Korean cultural properties. Governmental committees in Korea are largely divided into consultation committees and administrative commissions. Consultation committees are subdivided into consultation, deliberation and legislative committees. The Korean government established the Bureau of Cultural Properties in October 1961, and enacted provisions (as a presidential decree) on March 27, 1962, by the Cultural Properties Act, January 10, 1962. The Cultural Heritage Committee was opened as a deliberation committee which covers the entirety of cultural properties, including designation and cancellation of cultural properties, on which currently 120 members serve in 9 subcommittees. The committee member hold two years membership. This analysis contains a frame and scheme of the committee, function and statue of the current operation and study on role of a deliberation committee.
All excavated "buried cultural properties" are supervised by the Cultural Heritage Administration that decides whether to conserve them or not, depending on the necessity for conservation. Currently, there is no legal regulation concerning the administration of relics (including artifacts) and remains (including archaeological sites) that are relocated and restored based on such conservation decisions. Thus, administration of these cultural properties is inadequate. Under these circumstances, this paper recommends the current state of conservation and conservation methods for buried cultural properties excavated at Chungcheongnam-do thus far. Conservation of buried cultural properties excavated at Chungcheongnam-do primarily employ the "relocating and restoration" method; 23 relics and 46 remains employed relocation after dismantling and soil layer transcription method. Moreover, 27 remains were relocated after dismantling and 14 remains employed the transcription method. In terms of area, Buyeo-gun and Gongju-si had 12 relics accounting for about 50%, while according to the period, Baekjae period had 16 relics, accounting for about 70%. In terms of conservation facility, open-air facility had 33 relics, accounting for about 72%. Results of investigating the state of relics' management indicated that public institutions like a museum with a recognizable management system had their own work force and consequently ensured excellent conservation, whereas if there were no apparent responsible bodies, remains were subjected to considerable damage due to mismanagement. Therefore, this problem can be resolved by identifying a recognizable management body as well as ensuring periodical management and supervision. The excavated buried cultural properties are utilized not only for academic purposes, but also for PR or as exhibition material. Hence, this study confirms that meticulous management of buried cultural properties is currently required.
This study is researched about the field trip of temples and the data for fire extinguishment manual of fire stations: it is done from June 2008 to December 2008 the 80 main temple wooden cultural properties among the 124 main wooden cultural properties appointed by the Cultural Heritage Administration. Cultural properties appointment classification, location classification, temple area, building area in a temple, building area of appointment cultural properties, a fire engine drive direction for fire suppression in a fire, distance from a fire station, and present condition of a fire administrator are researched. The cultural properties possess characteristic is in 2 cases: the whole things in a temple are appointed as cultural properties and only the wooden building is. The cultural properties are classified: the transport is possible or not. The special quality of cultural properties are classified for early correspondence and cultural properties transport in a fire and the basic data are arranged for damage limitation.

The Cultural Properties Protection Law Act 1962 has been achieving its role for systematic preservation, management and application of the cultural heritage under rapid economic growth circumstances through continuing revisions. Introduced the influence review system for cultural heritages in 2000, and legislated the guideline for the state-change allowance standard for the National Cultural Heritage in 2006 in specific, the law has been contributing significantly for the cultural properties and historical/cultural environment preservation, along with increase in administrative efficiency and improvement on settlement environment. However, increase in public awareness about the cultural property's value and the needs for the local revitalization by utilizing the heritages, while some allowance standard not peoperly delivering the surrounding conditions, such as the value of the properties and their substantial characteristics, land utilization, etc. being applied, complaints from the local residents are increasing continuously. Thus this research focuses on clear vision/value of the heritage and apply them to create the review criteria for the state-change allowance per heritages. Here we set the Focus of Landscape Management Indicators in order to actively preserve and manage the physical characteristics and the native value by analyzing the Cultural Heritage Protection Laws and related guidelines, manuals and research papers, and redesign the cultural propertiy's classification scheme and propose the Review Standard for state-change from the view point of changing the current state. With this research, we expect increase in the satisfaction for the Property management system with public understanding promotion regarding the Standards by applying the reviewed state-change allowance Standards, white securing the consistency for the review criteria as well as the systematic management of historical/cultural environment with their typification characteristics and the value for short-term.
The present study was conducted to investigate the biochemical and cultural characteristics of Escherichia coli isolates from clinically affected chickens during the period from May 1988 to June 1989. A total of 82 E coli cultures were isolated from lesions of 75 chickens with colisepticemia. Biochemical properties of E coli isolates tested were in accordance with the general classification standard; all the isolates showed positive reaction in Catalase, Indol, and Methyl-Red tests, but negative reaction in Oxidase, Urease, $V{\ddot{o}ges$-Proskauer, Citrate utility, $H_2S$, Phenylalanine diaminase, and malonate tests. And the carbohydrate fermentation rates of them were shown to be variable. of the 82 isolates, 48(58.5%) cultures produced colicin to inhibit the indicator strain of E coli.
This study is searched in the on actual condition and analysis about the fire fighting measure of 123 main wooden cultural properties designated by the Cultural Heritage Administration. First, the management of wooden cultural properties and the present condition of fire occurrence are arranged. Second, The field research and the information research of related government agencies are done from August. 2008 to October. 2008 about 123 main wooden cultural properties: Cultural properties designation classification, location classification, building area, number of possession cultural properties, present condition of fire fighting, a fire engine drive direction for fire suppression, number of self-defense fire brigade, fire administrator nomination, and the distance and time from a fire station are arranged in this study. Third, the inside and outside present conditions are classified and analyzed by average index for the fire occurrence risk of 123 main wooden cultural properties. And the basic data is arranged for the fire fighting measure of main wooden cultural properties.

Recently, As a part of NGIS project, cultural-assets digital map is produced by cultural properties administration and local autonomous entities. Cultural-assets unified GIS(Geographical Information System) is essential to cultural properties managers and other organizations which is executing land related business for appling it at planning stage. With explosive national land developments, it has been obligated to implement surface survey by the cultural properties protection Art(clause 2, Atr 74). In this paper, the author used the district of Sachon city and made 3D terrain model using digital map which is made of It5000 scale. moreover, the author improved to RDBMS(Relational Database Management System) structure and remodeled the existing DB design in detail. The author suggest to realize shape and kind of remains which have 3D information of accuracy and actualization from surface survey to excavation.
This study is aimed at the surveys of cultural relics and GIS based searching system which have been partially performed in each region. The goal of this research is to construct the cultural relics management system of region and to present the plan for a nationwide data integration. Consequently, based on the standard which presents from Cultural Properties Administration constructed a spatial and attribute data. And presented the model which matches national standard for a cultural property GIS integration. Also minimized a damage possibility about the cultural ruins, confirmed an application possibility about cultural ruins information of the local government.
