The Localization of the Chuncheon Mime Festival as a Regional Festival (지역축제의 지방화: 춘천마임축제 사례)

  • The aim of this paper is to explore localization processes of the Chuncheon mime festival (hereafter, CMF). Its history and processes can be periodized as three stages: the formative stage ($1989{\sim}1993$), the developing stage ($1994{\sim}1997$) and the settling-down & diffusing stage ($1998{\sim}2004$). Throughout this successful processes, CMF has contributed to settle down the structure of a virtuous circle in the regional (re)vitalization on the economic and socio-cultural dimension since the mid 1990s. This results from (1) a successful mix among vision providers, practioners, central and local governments, and citizen, (2) a interplay of the ability of spatial production by the mime culture and the capacity of cultural production by spatial occupiers.

  • 2008 Korea-Japan Cartoon Festival is a cultural enterprise, sponsored by 8 cities of Korea and Japan. 8 cities include Pusan, Choen Nam Province, Kyung Nam Province, Cheju, Fukuoka, Saga, Nagasaki, and Yamaguchi. It was held under the sponsorship of Fukuoka, Japan, in 2007. In 2008, it was held in Pusan under the sponsorship of Korea Character Designers' Association and Pusan Becksko. Even though local autonomous entities, recently, sponsor various Festivals, 2008 Korea-Japan Cartoon Festival has so unique characteristics that it is appropriate for paper. Unique characteristics of this Festival include that it is held only two years and it is for amity of young people of East Asia. In 2008 Korea-Japan Cartoon Festival, there were cartoon contest, exhibition, seminar, and experience event. It would be the basic ideas for industries of characters, animations and games, and would broaden cultural interchange between Korea and Japan.

  • This paper is investigated to awareness and assessment by festival participants' to significance of lacal festival in "Andong International Mask Dance 2011". As results, first, demographic characteristics of festival participants' in case study are that dominated participants' were tewnties to fourties consisting consanguine and graduates. There is almost same rate in demographic characteristics. Second, the results of questionnaire for characteristics of local festival are that positive responds was dominated at degree of using and respect of local culture resources and main theme reflected to festival. Third, questionnaire items of the significants of local festival are participation desire and real participation rates of citizen to local festival, contribution rate of citizenry reconciliation, effects of regional marketing and increasing regional image, local economy development and rate of improving people's quality of cultural life. In these item, effects of reginal marketing is most positive response by Andong citizen and outsiders. And positive response of economical effects is higher outsiders then citizen. However, the contribution rate of citizenry reconciliation is lower then other items to positive response. Therefore, methods of regoinal embeddedness of case festival are evaluating life quality of local citizen by local festival and leading active participation of local people to local festival.

Valuation of the Hi Seoul Festival : An Application of CVM (CVM을 통한 하이서울페스티벌의 가치평가)

  • This article estimates the total evaluation of the festival and investigates the determinants of visitors' WTP(willingness to pay) for the festival. Hi Seoul Festival is a way to introduce Korean culture to other foreigners as well as to serve as an economic and cultural stimulus for Seoul. A contingent evaluation survey was conducted and a total of 763 useful samples were collected. The results show that the evaluation of the festival were different across three different WTPs which were calculated as 2,846 won, 3,321 won, and 4,838 won. The annual total benefits value is calculated as 433.767 billion Korean won. And visitors' sex and visitors' satisfaction(keep up festival, need to modify) was a important determinants of the WTP for a visit. These findings may provide guidance managers and practitioners who help maintain the Hi festival.

  • In this study, a unit of regional tourism as a cluster of innovative strategies that can be an assumption that the activation of tourism clusters building on local festivals and participated to review the empirical aims.   • When the Information age led by media comes, The literature yielded its prominence to visual media, and the Korean literature also faced a crisis, prompted by decreased demand for it. In this reality, literature festivals which have increased rapidly since 1995 and currently number at least 110, when the local government system was launched, played an important role in promoting literature to the society. This thesis has selected Manhae Festival, one of the most vibrant and successful, as the case study to analyze its present status and accomplishments to derive ways for improvement which can be used to promote policies on literature. Manhae Festival which celebrates Manhae Han Yongun, a poet and an independence activist, also became one of the top literature festivals through Manhae Grand Awards and various cultural, art and academic events, despite being held in Inje County, Gangwon Province, a remote location. Based on this study, in the near future, Manhae Village, as a complex cultural venue, as a If we can make the place into complex cultural space and with additional policy support by gaining political supports like designation as Slowcity and special zone of culture and tourism, and pursuing glocalization by making Manhae into a star brand, Manhae Festival will cement its current position as a successful literary festival. It has very meaningful since most of literature festivals operate in small scale. Now, we need to develop literature festivals into local ones by attracting larger popularity. Meanwhile, a more comprehensive study, in the future, is needed with special emphasis on successful literary policies and their precedents in other countries.

The Efficiency Rating Prediction for Cultural Tourism Festival Based of DEA (DEA를 적용한 문화관광축제의 효율성 등급 예측모형)

  • Purpose This study proposed an approach for predicting the efficiency rating of the cultural tourism festivals using DEA and machine learning techniques. The cultural tourism festivals are selected for the best festivals through peer reviews by tourism experts. However, only 10% of the festivals which are held in a year could be evaluated in the view of effectiveness without considering the efficiency of festivals. Design/methodology/approach Efficiency scores were derived from the results of DEA for the prediction of efficiency ratings. This study utilized BCC models to reflect the size effect of festivals and classified the festivals into four ratings according the efficiency scores. Multi-classification method were considered to build the prediction of four ratings for the festivals in this study. We utilized neural networks and SVMs with OAO(one-against-one), OAR(one-against-rest), C&S(crammer & singer) with Korea festival data from 2013 to 2018. Findings The number of total visitors in low efficient rating of DEA is more larger than the number of total visitors in high efficient ratings although the total expenditure of visitors is the highest in the most efficient rating when we analyzed the results of DEA for the characteristics of four ratings. SVM with OAO model showed the most superior performance in accuracy as SVM with OAR model was not trained well because of the imbalanced distribution between efficient rating and the other ratings. Our approach could predict the efficiency of festivals which were not included in the review process of culture tourism festivals without rebuilding DEA models each time. This enables us to manage the festivals efficiently with the proposed machine learning models.

  • This research aims to examine the difference of perceived experiences and sub-cultural identity between the overseas Korean' generations through the participation in the Korean National Sports Festival(NSF). Data were 360 overseas Koreans from 14 countries who participated in the 2015 NSF. The results were as follows; First, there was a difference in perceived experiences between overseas Korean' generations. More specifically, 1st generation among overseas Koreans has more positive participation experiences and less negative participation experiences than other generations. Second, there was a difference in sub-cultural identity between overseas Korean' generations. Particularly, 1.5 generation has much closer Korean identity than other generations.

Review on History of Local Medicinal Herb Festival (한방지역축제의 역사성 고찰)

  • Purpose : Local medicinal herb festivals present the history of the Korean medicine and cultural resources in the regions to play an important role in attracting tourists, vitalizing local economy, and improving the local image. Therefore, it is important to understand the origin of the festival and grasp historical and cultural meaning of local medicinal herb festivals. Methods : I compared the books and articles presented in the reference list. Results & Conclusions : Local medicinal herb festivals originates from traditional yangnyeongsi. Since the $17^{th}$ century, yangnyeongsi has grown up as a special market. Implementation of the Daedong Act promoted commodity and monetary economy that helped commerce and industry develop and market grow up. It also made changes in the social status system and yangnyeongsi has been such a historical phenomenon appeared in this social background. The growth of yangnyeongsi contributed to the progress in the private medicine that triggered the gradual transfer of power in the medicine to the private sector which has long been held by the government. In yangnyeongsi, there were many cultural events to attract visitors. It's the same case in China that preserves stages that were used for cultural events in the medicine market to pass down the historic sites while those in Korea are disappearing as yangnyeongsis are being pulled out of the city areas to the suburban areas due to the redevelopment projects. For this reason, restoration of the place for traditional yangnyeongsi should be taken into account through local medicinal herb festivals.

It has become the only martial arts action film festival going on in Korea, with 32 feature films and 24 short films for a total of six days during the event from August 30 to September 6. has the slogan 'Muye, change the history of movies!' Through the movie, it sheds light on the value of life pursued by the martial arts spirit around Samjae, the core value of martial arts, and explores the aesthetic value of the most beautiful gesture that humans can make through the movement of martial arts centered on the space of dots, good and cotton. And through this film festival, I saw the potential to grow into a festival with the world. With this film festival, the identity of is established as a sustainable film festival, not as a single film festival, and image of martial arts action movies, which are part of genre movies, through the certainty of this image, differentiates itself from domestic and international film festivals, and does not stay in Northeast Asia or in Southeast Asia. Then, let's study the value of the future through the results of this film festival. In addition, we will study ways to increase the probability of growth as the best cultural and arts festival held along with the world's only international martial arts competition.
